L.-33004/99 सी.जी.-डी.एल.-अ.-30122023-250970 CG-DxLx-xEG-I3D0H1x2x2x0 23-250970 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (i) PART II—Section 3—Sub-section (i) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY सं. 737] नई किल्ली, बृहस्ट्प जतिार, किसम्ब र 28, 2023/पौि 7, 1945 No. 737] NEW DELHI, THURSDAY, DECEMBER 28, 2023/PAUSHA 7, 1945 कृजि और ककसान कल्य ाण मत्रं ालय (कृजि और ककसान कल्य ाण जिभाग) अजधसचू ना नई किल्ली, 28 किसम् बर, 2023 सा.का.जन. 921(अ).—कीटनािी जनयम, 1971 का और सिं ोधन करने के जलए कीटनािी अजधजनयम, 1968 (1968 का 46) की धारा 36 की अपक्षे ानुसार प्रारुप जनयम, कृजि और ककसान कल् याण मंत्रालय (कृजि और ककसान कल् याण जिभाग) की अजधसूचना सा.का.जन. स.ं 645 (अ), तारीख 01 जसतंबर, 2023 द्वारा भारत के रािपत्र, असाधारण, भाग II, खंड 3 उपखडं (i) म े उन सभी व् यज‍त यों से जिनस े उनके प्रभाजित होन े की संभािना थी, उस तारीख स े तीस किन की कालािजध के अिसान से पूिव जिसको रािपत्र, जिसमें उक्त अजधसूचना प्रकाजित की गई थी की प्रजतयां िनता को उपलब्ध कराई गई थी, आक्षेप और सुझाि आमंजत्रत करते हुए प्रकाजित ककए गए थ;े उ‍त अजधसूचना की प्रजतयां िनता को 01 जसतंबर, 2023 को उपलब् ध कर िी गई थी; उ‍त प्रारुप जनयमों के संबंध में िनता से प्राप् त आक्षेपों और सुझािों पर केंद्रीय सरकार न े जिचार कर जलया ह;ै अतः, अब, केन्द्द्रीय सरकार उक्त अजधजनयम की धारा 36 द्वारा प्रित्त िजक्तयों का प्रयोग करते हुए बोडव के साथ परामिव के पश्चात ्कीटनािी जनयम, 1971 का और संिोधन करने के जलए जनम्नजलजखत जनयम बनाती है, अथावत ्:- 1. (1) इन जनयमों का संजक्षप् त नाम कीटनािी (सातिां संिोधन) जनयम, 2023 ह ै । (2) य ेरािपत्र में इनके प्रकािन की तारीख को प्रिृत् त होंगे। 7980 GI/2023 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] 2. कीटनािी जनयम, 1971 के जनयम 10 के उपजनयम (3 क) के खंड (iii) में पहल े परंतुक के पश्चात् जनम्नजलजखत परंतुक अंतःस्ट्थाजपत ककया िाएगा, अथातव ् :- “परंत ु यह और कक उसन े ककसी मान्द्यताप्राप्त बोडव या जिश्वजिद्यालय से बारहिीं या उच्चतर माध्यजमक प्रमाणपत्र परीक्षा उत्तीणव की हो।” [फा. सं. 13035/19/2019-पीपी-1] आिीि कुमार श्रीिास्ट्ति, संयक्तु सजचि टटप्पण: मूल जनयम भारत के रािपत्र, असाधारण, भाग II, खंड 3, उपखंड (1) म ें सा.का.जन. सं. 1650 (अ) तारीख 19 अक्तूबर, 1971 द्वारा प्रकाजित ककए गए थे और उनका अंजतम संिोधन सा.का.जन. सं. 827 (अ) तारीख 8 निंबर, 2023 द्वारा ककया गया था । MINISTRY OF AGRICULTURE AND FARMERS WELFARE (Department of Agriculture and Farmers Welfare) NOTIFICATION New Delhi, the 28th December, 2023 G.S.R. 921(E).—Whereas the draft rules further to amend the Insecticides Rules, 1971, was published, as required by section 36 of the Insecticides Act, 1968 (46 of 1968) vide notification of the Government of India in the Ministry of Agriculture and Farmers Welfare (Department of Agriculture and Farmers Welfare) number G.S.R. 645(E), dated the 1st September, 2023, in the Gazette of India, Extraordinary, Part-II, Section-3, Sub-section (i), inviting objections and suggestions from all persons likely to be affected thereby, before the expiry of a period of thirty days from the date on which the copies of the Gazette of India in which the said notification was published, were made available to the public; And whereas, copies of the said notification were made available to the public on 1st day of September, 2023; And whereas, objections or suggestions received from the public in respect of the said draft rules have been considered by the Central Government; Now, therefore, in exercise of the powers conferred by section 36 of the said Act, the Central Government after consultation with the Board hereby makes the following rules further to amend the Insecticides Rules, 1971, namely:- 1. (1) These rules may be called the Insecticides (Seventh Amendment) Rules, 2023. (2) They shall come into force on the date of their publication in the Official Gazette. 2. In the Insecticides Rules, 1971, in rule 10, in sub-rule (3A), in clause (iii), after the first proviso, the following proviso shall be inserted, namely:— “Provided further that he must have passed Class 12th or Higher Secondary Certificate Examination from a recognized Board or University.” [F.
