(ग) "केंद्र सरकार" का अथ भभारत सरकार ि;ै (घ) "पोषण" का अथभ पूरक पोषण ि ै जिसका उद्देश्य गषणवत्तापूण भ प्रोटीन और आवश्यक वृिि और सूक्ष्म पोषक तत्व प्रिान करना ि;ै (ङ) "घर ले िाने वाला रािन" पूरक पोषािार के प्रयोिन के जलए स्ट्थानीय रूप से उपलब्ध स्ट्ट ैपल अनाि और बािरा, िालें और फजलया,ं नट और जतलिन का उपयोग करके, यि सषजनजित करत े हुए बनाया िाना चाजिए दक पठरष्‍टकृत चीनी अनषमेय सीमा से अजधक निीं ि।ै घर ल े िाने वाला रािन जवजभन्न खासुर सामग्री (कच्चा रािन निीं) के प्रसंस्ट्कृत जमश्रण के रूप म ें िोना चाजिए, िो बच्चों या गभभवती मजिलाओं और स्ट्तनपान करान े वाली माताओं द्वारा सेवन दकए िाने पर कैलोरी, प्रोटीन और सूक्ष्म पोषक तत्वों (कैजल्ियम, जिंक, आयरन, आिार फोलेट, जवटाजमन ए, जवटाजमन बी6, बी12 और डी)) की अनिष ंसाओं की पूर्त भ करता िो और ऐसे रािन का परी ण भारतीय खासुर सषर ा और मानक प्राजधकरण द्वारा अनषमोदित प्रयोगिालाओं में दकया िाना चाजिए तादक यि सषजनजित दकया िा सके दक पूरक पोषण लाभार्थभयों की जवजभन्न श्रेजणयों के जलए मैक्रो और सूक्ष्म पोषक तत्वों के अनिष ंजसत या जनर्िष्‍टभ ट मानिंड कायम रख े िाते ि।ैं घर ले िाने वाल े रािन के रूप में कच्च े रािन की अनषमजत निीं ि ै और राष्‍टर ीय खासुर सषर ा अजधजनयम, 2013 के तित उजल्लजखत घर ले िान े वाल े रािन को 'कच्चा रािन' के रूप में निीं समझा िाना चाजिए;- (2) यिां प्रयषक् त िब्िों और अजभव्यजियों िो इन जनयमों म ें पठरभाजषत निीं, ककंतष राष्‍टर ीय खासुर सषर ा अजधजनयम, 2013 और खासुर सरष ा मानक अजधजनयम, 2006 में पठरभाजषत ि,ैं के क्रमि: विी अथ भ िोंग े िो उन्ि ें उन अजधजनयमों में दिए गए ि।ैं 4. पोषािार मानक:- लाभार्थभयों को आपूर्तभ दकए िाने वाले पोषािार के जवस्ट्तृत मानक अजधजनयम के प्रावधानों के अनषसार िोंगे। 5. पोषण की खरीि और गणष वत्ता:- (1) राज्य या संघ िाजसत त्रे को खरीि के जलए भारत सरकार द्वारा समय-समय पर िारी सामान्य जवत्तीय जनयमावली, 2017 और सतकभता दििाजनिेिों और अन्य मानिंडों के अनषसार पारििी प्रदक्रया िषरू करनी चाजिए और यि सषजनजित करना चाजिए दक खरीिा गया घर ल े िान े वाला रािन भारत सरकार द्वारा जनधाभठरत पोषण मानिंडों के अनषरूप ि।ै (2) राज्य या संघ िाजसत ेत्र यि सषजनजित करेंग े दक खरीि े गए परू क पोषािार मिों की गषणवत्ता खासुर सषर ा मानिंडों के साथ िी पोषक तत्वों की संरचना के अनषसार ि।ै पूरक पोषण को खासुर सषर ा और मानक अजधजनयम, 2006 और उसके तित बनाए गए जनयमों के तित जनधाभठरत मानकों के अनरूष प िोना चाजिए तादक प्रजत सेवा लगातार गणष वत्ता और पोषक मूल्य सषजनजित दकया िा सके और नमूना परी ण की आवर्तभता प्रत् यके वषभ की जतमािी में प्रजत पठरयोिना एक बार िोगी।[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 (3) घर ल े िान े वाल े रािन का परी ण भारतीय खासुर सषर ा और मानक प्राजधकरण के स्ट्वाजमत्व की या पंिीकृत या पैनलबद्ध और राष्‍टर ीय प्रत्यायन बोड भ से मान्यताप्राप् त परी ण और अंिांकन प्रयोगिाला से दकया िाएगा और आगं नवाे ी सेवा के पिाजधकाठरयों द्वारा स्ट्टॉक प्राप् त करने के बाि आगं नबाडी केंद्र या ब् लॉक स्ट्तर पर यािजृ च्छक परी ण दकया िाना चाजिए। गमभ पके हुए भोिन के मामले में, यि सषजनजित दकया िाना चाजिए दक यि उजचत दकचन िडे म ें तैयार दकया गया िो जिसमें पयाभप् त स्ट्वच्छता और सषरज त पेयिल िो तादक स्ट्वास्ट््यकर जस्ट्थजत बनाए रखी िा सके। (4) राज्यों या संघ िाजसत ेत्रों में अंजतम लाभाथी तक जनबाभध आपूर्तभ सषजनजित करने के जलए पिाजधकाठरयों के जलए आपूर्तभ श्रृंखला प्रदक्रया को पारििी बनाया िाना चाजिए, िो खासुर सषर ा और स्ट्वच्छता सषजनजित करन े के जलए भोिन के जनमाभण, भंडारण और जवतरण में सलं ग् न िाजमल संस्ट्थाओं के जलए भारतीय खासुर सषर ा और मानक प्राजधकरण की पंिीकरण-लाइसेंस प्रदक्रया का अनषपालन करती िो। (5) राज्य या संघ िाजसत ेत्र राज्य स्ट्तरीय संचालन सजमजत के माध्यम से जवजभन्न जवभागों की गजतजवजधयों का समन्वय करेंग े तादक पोषण स ेसंबंजधत जवजभन्न स्ट् कीमों या कायभक्रमों के बीच प्रभावी अजभसरण सषजनजित दकया िा सके और पोषण संकेतकों के संबंध में की गई प्रगजत की जनयजमत आधार पर समी ा की िा सके। (6) राज्यों या संघ िाजसत ेत्रों को अजनवायभ रूप से और जनयजमत रूप से पोषण रैकर सचू ना और संचार प्रौसुरोजगकी अनषप्रयोग में डेटा इनपषट करना िोगा। (7) राज्यों या संघ िाजसत ेत्रों को समग्र पोषण के जलए आयषष अवधारणाओं को एकीकृत करन े के संिभभ में स म आंगनवाे ी और पोषण 2.0 योिना दििाजनिेिों का पालन करना आवश्यक ि।ै (8) स्ट् कीम के दििाजनिेि समय-समय पर आवश्यक अपेज त बिलावों का समाधान करेंगे और पोषण के साथ सिव्यापक िोंगे। 6. केंद्र सरकार, लाभार्थभयों की पोषण संबंधी िरूरतों को ध्यान में रखत े हुए, समय-समय पर लागत मानिंडों को संिोजधत कर सकती ि।ै 7. जनयम दकसी स्ट्क ीम की अवमानना म ें निीं:- इन जनयमों के प्रावधान केंद्र सरकार द्वारा लागू की गई दकसी भी मौिूिा स्ट् कीम में अजभवृजद्ध वािक िोंग,े अवमानना में निीं, िोंग े । [फा. सं. 22-3/2016-सीडी-III] कैप् टन प्रभांिष श्रीवास्ट् तव, उप सजचव MINISTRY OF WOMEN AND CHILD DEVELOPMENT NOTIFICATION New Delhi, the 12th September, 2022 G.S.R. 766(E).—WHEREAS vide notification No. G.S.R. 149(E), dated 20th February, 2017, the Supplementary Nutrition (under the Integrated Child Development Services Scheme) Rules, 2017 were notified by the Government of India, Ministry of Women and Child Development with a view to provide nutritional standards to pregnant women and lactating mothers under the provisions of the National Food Security Act, 2013; AND WHEREAS Streamlined Guidelines on quality assurance were framed by the Government of India, Ministry of Women and Child Development, vide its order dated 13th January, 2021, to ensure transparency in procurement, integration of AYUSH concepts and data management and monitoring through “Poshan Tracker” for transparency, efficiency and accountability in delivery of supplementary nutrition; AND WHEREAS in the light of the aforesaid guidelines, the Government of India, Ministry of Women and Child Development, vide its order dated 28th June, 2021 had rescinded the rules referred to in the first paragraph;4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] NOW, THEREFORE, in exercise of the powers conferred by sub-section (1) read with clause (b) of sub-section (2) of section 39 of the National Food Security Act, 2013 (20 of 2013), except as respects things done or omitted to be done before such rescission, the Central Government in consultation with the State Governments and Union Territory Administrations, hereby makes the following rules to regulate the entitlements specified under the provisions of the said Act for every pregnant woman and lactating mother, till six months after child birth and every child in the age group of six months to six years, namely:- 1. Short title and commencement- (1) These rules may be called the Integrated Nutrition Support Programme – Saksham Anganwadi and Poshan (2.0), Rules, 2022. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Application:- These rules shall apply to every pregnant woman and lactating mother till six months after child birth and every child in the age group of six months to six years (including those suffering from malnutrition) for three hundred days in a year, as per the nutritional standards specified in Schedule II to the National Food Security Act, 2013 (20 of 2013). 3. Definitions:- (1) In these rules, unless the context otherwise requires, (a) “Act” means the National Food Security Act, 2013; (b) “intended beneficiaries” means those beneficiaries who are registered at an Anganwadi Centre with Aadhar identification to receive Supplementary Nutrition. Aadhar details of child beneficiaries are not mandatory and in case the child does not have Aadhar, the benefits of the program shall be delivered using the Aadhar identification of the parent or guardian; (c) "Central Government" means the Government of India (d) “nutrition” means supplementary nutrition which aims at providing quality protein and essential macro and micro-nutrients; (e) “Take Home Ration” for the purpose of Supplementary Nutrition should be made using locally available staple cereals and millets, pulses and legumes, nuts and oilseeds, ensuring that refined sugar does not exceed permissible limits. Take Home Ration should be in the form of a processed mixture of various food ingredients (not raw ration), which when consumed by a child or Pregnant Woman and Lactating Mother meets the recommendation for calories, proteins and micro nutrients (Calcium, Zinc, Iron, Dietary Folate, Vitamin A, Vitamins B6, B12 and D) and such Ration should be tested in Food Safety and Standards Authority of India approved laboratories to ensure that the norms of macro and micro nutrients recommended or bench- marked for the different categories of Supplementary Nutrition beneficiaries are maintained. Raw Ration as Take-Home Ration is not permissible and the Take-Home-Ration as mentioned under National Food Security Act, 2013 shall not be misconstrued as 'raw ration';- (2) The words and expressions used herein and not defined in these rules but defined in the National Food Security Act, 2013 and the Food Safety Standards Act, 2006 shall have the meanings respectively assigned to them in those Acts. 4. Nutritional Standards: – The detailed standards of nutrition to be supplied to the beneficiaries would be as per the provisions of the Act. 5. Procurement and Quality of Nutrition:– (1) The State or Union Territory must introduce transparent process for procurement as per General Financial Rules, 2017 and Vigilance Guidelines and other norms issued from time to time by the Government of India and ensure that Take-Home Ration procured conforms to nutritional norms set by the Government of India. (2) The States or Union Territories shall ensure that the quality of Supplementary Nutrition items procured is as per the food safety norms as well as nutrient composition. Supplementary Nutrition must conform to prescribed standards as laid down under the Food Safety and Standards Act, 2006 and regulations made thereunder to ensure consistent quality and nutritive value per serving and the periodicity of sample testing shall be once in a quarter of annual year, per project. (4) Supply chain process in the States or Union Territories must be made transparent for functionaries to ensure uninterrupted supply to the last mile, which are compliant with Food Safety and Standards Authority of India registration-licensing process for entities involved in manufacture, storage and distribution of food to ensure food safety and hygiene. (5) The States or Union Territories shall co-ordinate the activities of various departments through a State Level Steering Committee to ensure effective convergence between various schemes or programs having bearing on nutrition and review the progress made regarding Nutritional Indicators on regular basis. (6) The States or Union Territories shall mandatorily and regularly input data into the Poshan Tracker Information and Communication Technology application. (7) The States or Union Territories are required to adhere to Saksham Anganwadi and Poshan 2.0 Scheme guidelines with reference to integrating AYUSH concepts for holistic nourishment. (8) The Scheme guidelines shall address the required changes warranted from time to time and shall be coextensive with the nutrition dynamics. 6. The Central Government may, taking into consideration the nutritional requirements of beneficiaries, modify the cost norms from time to time. 7. Rules not in derogation of any Scheme:- The provisions of these rules shall be in addition to and not in derogation to any existing Scheme implemented by the Central Government. [F.
