ऄतः, ऄब, केन्द्रीय सरकार, मोटर यान ऄजधजनयम, 1988 (1988 का 59) की धारा 139 की ईपधारा (1) के खंड
(ख) और (ग) द्वारा प्रदत्त िजियों का प्रयोग करत े हुए, जनम्नजलजखत जनयम बनाती ह,ै ऄथागत:्-
1. संजक्षप्त नाम और प्रारंभ—(1) आन जनयमों का संजक्षप्त नाम ऄतं र-देिीय गैर-पररवहन यान जनयम, 2022 ह।ै

(2) ये जनयम राजपत्र म ेंईनके ऄंजतम प्रकािन की तारीख स ेलाग ू होंगे।
2. पररभाषाए—ं (1) आन जनयमों म,ें जब तक दक संदभ ग स े ऄन्द्यथा ऄपेजक्षत न हो,-
(क) ऄजधजनयम स े मोटर यान ऄजधजनयम, 1988 (1988 का 59) ऄजभप्रेत ह;ै
(ख) "चालक ऄनुज्ञजप्त" से मूल दिे के सक्षम प्राजधकारी द्वारा जारी ऄनुज्ञजप्त, ईसम ें जनर्ददष्ट व्यजि को दकसी जनर्ददष्ट
वगग या जववरण के मोटर यान चलाने के जलए ऄजधकृत करना ऄजभप्रेत ह;ै
(ग) “बीमा पॉजलसी” से बीमा की ऐसी पॉजलसी ऄजभप्रेत ह ै जो ऄजधजनयम के ऄध्याय 11 की ऄपक्षे ाओं के
ऄनुपालन म ेंजोजखमों को कवर करती ह;ै
(घ) "ऄंतरागष्ट्रीय चालक परजमट" स े सड़क यातायात के ऄंतरागष्ट्रीय सम्मेलन, 1949 या दकसी भी बाद के कन्द्वेंिन
के ऄधीन जारी की गइ ऄतं रागष्ट्रीय चालक परजमट ऄजभप्रेत ह ै और भारत और ऄन्द्य देिों द्वारा हस्ट्ताक्षररत ह ै
जो 19 तारीख जसतंबर, 1949 के ददन को जजनेवा म ेंहस्ट्ताक्षररत सड़क यातायात पर कन्द्वेंिन के पक्षकार ह;ैं
(ङ) “गरै -पररवहन यान”स े एक मोटर यानऄजभप्रेतह ै जो पररवहन यान नहीं ह;ै
(च) "प्रदषू ण जनयंत्रण प्रमाणपत्र" स े मोटर यान की ईत्सजगन सीमा की जाचं करन े के जलए मलू दिे के िासन के
ऄनुसार ईपयिु ऄजधकाररयों द्वारा जारी प्रदषू ण जनयंत्रण प्रमाणपत्र ऄजभप्रते ह ै;
(छ) “रजजस्ट्रीकरण प्रमाणपत्र”जब मोटर यान के संदभ ग म ें ईपयोग दकया जाता ह ै तो आसका मतलब मलू दिे के
िासन के ऄनुसार जारी रजजस्ट्रीकरण प्रमाण पत्र ऄजभप्रेतह;ै
(ज) “रजजस्ट्रीकरण” जचह्न स े एक रजजस्ट्रीकृत संख्या, या एक रजजस्ट्रीकृत पत्र और संख्या, या रजजस्ट्रीकृत पत्र
और संख्या या मोटर यान को सौंपे गए नंबर ऄजभप्रेतह।ै
3. यान-भारत म ें प्रवेि करत े समय दसू रे दिे म ें रजजस्ट्रीकृत एक गैर-पररवहन यान का जनमाणग और रखरखाव आस तरह
दकया जाएगा दक वह आस े चलाने वाल े व्यजि के प्रभावी जनयंत्रण म ेंहर समय बना रह।े
4. ऄपजे क्षत दस्ट्तावजे - (1) मेजबान दिे म ें ठहरने की ऄवजध के दौरान यान म ें जनम्नजलजखत दस्ट्तावेज ल े जाया जाएगा,
ऄथागत:् -
(क) रजजस्ट्रीकरण प्रमाणपत्र;
(ख) चालक ऄनुज्ञजप्त या ऄंतरराष्ट्रीय चालक परजमट, जो भी लाग ू हो;
(ग) बीमा पॉजलसी;
(घ) प्रदषू ण जनयंत्रण प्रमाणपत्र, यदद मूल दिे म ेंलाग ू हो;
(2) मोटर यान चलाने वाला व्यजि ईप जनयम (1) म ें जनर्ददष्ट सभी दस्ट्तावेज, भारत म ें प्रवेि करत े समय और
ठहरने की परू ी ऄवजध के दौरान कब्जे म ेंरखगे ा और संबंजधत सक्षम प्राजधकारी द्वारा जनरीक्षण के जलए हमिे ा ईपलब्ध रहगें ।े
(3) ईप जनयम (1) म ें जनर्ददष्ट दस्ट्तावेज ऄग्रं ेजी के ऄजतररि दकसी ऄन्द्य भाषा म ें ह,ैं तो एक ऄजधकृत ऄंग्रेजी
ऄनुवाद, जारीकता ग प्राजधकारी द्वारा जवजधवत प्रमाजणत, मूल दस्ट्तावेजों के साथ ले जाया जाएगा।
(4) रजजस्ट्रीकरण जचह्न, ऄंग्रजे ी के ऄजतररि दकसी ऄन्द्य भाषा म ें प्रदर्शित होने की जस्ट्थजत में, यान के अगे और
पीछे ऄंग्रेजी म ेंप्रदर्शित दकया जाएगा।
5. प्रजतबधं -भारत के ऄजतररि दकसी ऄन्द्य दिे म ें रजजस्ट्रीकृत मोटर वाहनों को भारत के क्षत्रे म ें स्ट्थानीय याजत्रयों और मालों

6. यातायात जनयमों का ऄनपु ालन—भारत के ऄजतररि दकसी ऄन्द्य दिे म ेंरजजस्ट्रीकृत मोटर वाहनों को भारत के मोटर यान
ऄजधजनयम, 1988 और ईसके ऄधीन बनाए गए जनयमों के ईपबंधो का पालन करना होगा।
7. जनयमों का जवचलन, यदद कोइ हो- आन जनयमों और भारत तथा ऄन्द्य देिों के बीच जद्वपक्षीय समझौतों के बीच कोइ
जववाद होने की जस्ट्थजत म,ें बाद वाला प्रबल रहगे ा।

NOTIFICATION
New Delhi, the 2nd September, 2022
G.S.R. 680(E).—the draft rules the Inter-Country Non-Transport Vehicle Rules, 2022 were published, as
required by sub-section (1) of section 212 of the Motor Vehicles Act, 1988 (59 of 1988), vide notification of the
Government of India in the Ministry of Road Transport and Highways, number G.S.R. 211 (E), dated the 16th March,
2022 in the Gazette of India, Extraordinary, Part-II, Section 3, Sub-section (i), dated the 16th March, 2022 inviting
objections and suggestions from all persons;
And whereas, copies of the said notification were made available to the public on the 16th March, 2022;
And whereas, the objections and suggestions received from the public in respect of the said draft rules have been duly
considered by the Central Government;
Now, therefore, in exercise of the powers conferred by clauses (b) and (c) of sub-section (1) of section 139 of
the Motor Vehicles Act, 1988 (59 of 1988), the Central Government hereby makes the following rules, namely:-
1. Short title and commencement. – (1) These rules may be called the Motor Vehicles Non Transport
Vehicles Visiting India Rules, 2022.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Definitions.– (1) In these rules, unless the context otherwise requires,–
(a) ―Act‖ means the Motor Vehicles Act, 1988 (59 of 1988);
(b) ―driving licence‖ means the licence issued by a competent authority of the origin country, authorising
the person specified therein to drive a motor vehicle of any specified class or description;
(c) ―insurance policy‖ means a policy of insurance which covers risks in compliance with the
requirements of Chapter XI of the Act.
(d) "international driving permit" means the international driving permit issued under the International
Convention of Road Traffic, 1949 or any subsequent Convention ratifying the same and signed by
India and other countries who are parties to the Convention on Road Traffic signed at Geneva on 19th
day of September, 1949;
(e) ―non-transport vehicle‖ means a motor vehicle which is not a transport vehicle;
(f) "Pollution Under Control Certificate" means pollution under control certificate issued by appropriate
authority of the origin country to check a motor vehicle’s emission limits;
(g) ―registration certificate‖ with reference to a motor vehicle, means the registration certificate issued by
a competent authority of the origin country;
(h) ―registration mark‖ means a registered number, or a registered letter and number, or registered letters
and number or numbers assigned to the motor vehicle.
3. Vehicles.—A non-transport vehicle registered in the other country, when entering India, shall be so constructed
and maintained as to be at all times under the effective control of the person driving it.
4. Documents required.—(1) The following documents shall be carried in the vehicle during the duration of stay in

(a) registration certificate;
(b) driving license or international driving permit, whichever is applicable;
(c) insurance policy;
(d) pollution under control certificate, if applicable in the origin country.
(2) The person driving the motor vehicle shall keep all the documents referred to in sub-rule (1) in his
possession at the time of entering in India and during the entire period of stay, and shall always make available for
inspection by the competent authority .
3) In case the documents referred to in sub-rule (1) are in a language other than English, then, an authorised
English translation, duly authenticated by the issuing authority, shall be carried along with the original documents.
(4) The registration mark, in case displayed in any language other than English, shall be exhibited in English
at the front and back of the vehicle.
5. Restrictions.—Motor vehicles registered in any country other than India shall not be permitted to transport local
passengers and goods within the territory of India.
6. Compliance with traffic rules.—Motor vehicles registered in any country other than India shall comply with the
provisions of the motor vehicles Act, 1988 and the rules made thereunder.
7. Deviation of rules, if any.—In case, there is any conflict between these rules and the bilateral agreement, between
India and other country, the latter shall prevail.
