Invitation for the
Pre-RFP Industry Consultation
RFPfor
Selection of Managed Service Provider (MSP)
to
Design, Develop, Implement, Operate and Maintain
Project IEC 3.0Dear Sir/ Madam,
Greetings!!
The Department of Income Tax (Systems) has successfully implemented the Integrated e
filing and CPC (IEC) 2.0 project for ITR filing, Processing and Accounting platform. This
comprehensive system encompasses Registration of Taxpayers, Filing of Returns, Accreditation
of Partners, Tax Payments, Demand Management, Refund Management and Accounting of Taxes
in appropriate accounting ledgers with an Integrated Communication Management System. The
contract between ITO and current MSP is set to expire in November 2027.
2. Considering the same, ITO intends to select an MSP for design, development,
implementation, operation & maintenance of Integrated e-filing and CPC 3.0 (IEC 3.0) project. To
ensure the implementation of the most advanced solutions and to leverage emerging technologies
for building IEC 3.0, that deliver seamless experience to its stakeholders, the department has been
following a consultative approach to engage with the industry participants for their viewpoints,
suggestions, and concerns on the IEC 3.0 Project. This collaborative process facilitates the
formulation of a well-informed Request for Proposal (RFP) for the selection of the MSP,
responsible for the design, development, and maintenance of the IEC 3.0.
3. In this regard, ITO is organizing Pre-Tender meet (Industry Consultation) with potential
MSPs that have prior experience in providing similar services and solutions.
4. The ITO Officials and Consultants for the IEC 3.0 Project will be present at the meeting to
discuss concerns and suggestions. The meeting is scheduled on:
18th March 2026 between 10:30 AM to 1:30 PM
at
Board Room, 5th Floor,
Income Tax Office,
LIC Jeevan Nidhi Building,
Vasundhara, Ghaziabad.
5. Your views will be valuable for the ITO in preparation of the new RFP; thus, you are kindly
requested to attend the above meeting. Only two representatives from each organization will be
allowed to attend the meeting.
6. The following guidelines are suggested for the participants for the industry consultation
program:

entity for responding to RFP at a later stage.11. This consultation program is being organized to have a viewpoint from stakeholders on the
proposed IEC 3.0 Project and to understand their suggestions and concerns, if any.
111. Please note that this consultation shall be non-competitive.
1v. ITO would review suggestions and concerns received from the participating stakeholder.
v. The review and suggestion received are not binding and ITO reserves the right to consider
or not consider the same.
v1. ITO reserves the right to further invite entities participating in this Industry consultation
for any presentations or discussions if required.
v11. Responses related to this Pre-Tender meet (Industry consultation) will not have any
advantage or disadvantage for any prospective Service Provider(s) in any manner
whatsoever.
You are requested to submit vendor registration/Confirmation on or before 16.03.2026 through
