Project IEC 3 .0Dear Sir/ Madam,
Greetings! !
The Department oflncome Tax (Systems) has successfully implemented the Integrated
e-filing and CPC (IEC) 2.0 project for ITR filing, Processing and Accounting platform. This
comprehensive system encompasses Registration of Taxpayers, Filing of Returns,
Accreditation of Partners, Tax Payments, Demand Management, Refund Management and
Accounting of Taxes in appropriate accounting ledgers with an Integrated Communication
Management System. The contract between ITD and current MSP is set to expire in November
2027.
2. Considering the same, ITD intends to select an MSP for design, development,
implementation, operation & maintenance oflntegrated e-filing and CPC 3.0 (IEC 3.0) project.
To ensure the implementation of the most advanced solutions and to leverage emerging
technologies for building IEC 3.0, that deliver seamless experience to its stakeholders, the
department has been following a consultative approach to engage with the industry participants
for their viewpoints, suggestions, and concerns on the IEC 3.0 Project. This consultative
approach facilitates the development of a comprehensive and well-informed Request for
Proposal (RFP) by leveraging OEMs insights on emerging technologies, products, and solution
frameworks for IEC 3.0.
3. Following the consultation with MSPs, a separate Pre-Tender Meet (Industry
Consultation) is being organized exclusively for OEMs to seek their valuable inputs,
suggestions, and feedback for the IEC 3 .0 project.
4. The ITD Officials and Consultants for the IEC 3.0 Project will be present at the meeting
to discuss concerns and suggestions. The meeting is scheduled on:
25th March 2026 between 3:00 PM to 5:30 PM
at
Ground Floor,
Income Tax Office,
LIC Jeevan Nidhi Building,
Vasundhara, Ghaziabad.
5. Your views will be valuable for the ITD in preparation of the new RFP; thus, you are
kindly requested to attend the above meeting. Only two representatives from each
organization will be allowed to attend the meeting.
6. The following guidelines are suggested for the participants for the Industry consultation
program:
1. This is a Pre-Tender meet (Invitation for Industry consultation) and no way binding on
any entity for responding to RFP at a later stage.11. This consultation program is being organized to gather inputs from OEMs regarding
technologies, solutions, and concerns relevant to the IEC 3.0 project.
111. Please note that this consultation shall be non-competitive.
1v. ITD would review suggestions and concerns received from the participating
stakeholder.
v. The review and suggestion received are not binding and ITD reserves the right to
consider or not consider the same.
v1. ITD reserves the right to further invite entities participating in this Industry consultation
for any presentations or discussions if required.
vii. Responses related to this Pre-Tender meet (Industry consultation) will not have any
advantage or disadvantage for any prospective Service Provider{s)/OEMs in any
manner whatsoever.
