जर्ज्ञान (पैकेि म ेंरखी र्स्ट् तुएं) जनयम, 2011 का और संिोधन करन े के जलए जनम्न जलजखत जनयम बनाती ै,ै ऄथावत:्-
1. संजिप् त नाम और प्रारंभ.—(1) आन जनयम का संजिप्त नाम जर्जधक माप जर्ज्ञान (पैकेि म ें रखी र्स्ट् तुए)ं संिोधन
जनयम, 2021 ै।ै
(2) य ेजनयम 1 ऄप्रैल, 2022 को प्रर्ृत् त ै गे।
2. जर्जधक माप जर्ज्ञान (पैकेि में रखी र्स्ट् तुएं) जनयम, 2011 (जिसे आसमें आसके पश्चात् ईतिय जनयम कैा गया ै)ै , के
जनयम 2 म,ें खंड (कक) म ें “ईपभोक्त ा संरिण ऄजधजनयम, 1986 (1986 का 68) की धारा 2 की ईपधारा (1)के
खंड (घ)” िब् द , कोष्ठ क , ऄिर और ऄंक के स्ट्थ ान पर “ईपभोक्त ा संरिण ऄजधजनयम, 2019 (2019 का 35)
की धारा 2 के खंड (7)” िब् द, कोष्ठ क, ऄिर और ऄंक रख ेिाएंगे।

3. ईतिय जनयम म,ें जनयम 4 को ईसके ईप-जनयम (1) के रूप म ें पुनसंखयांदकत दकया िाएगा, और ईप-जनयम (1) के रूप म ें
आस प्रकार पनु संखयांदकत दकए िाने के पश् चात,् जनम्नजलजखत ईप-जनयम ऄंतःस्ट्थाजपत दकया िाएगा, ऄथावत:्-
"(2) िब खुदरा जबक्री के जलए अिजयत एक या ऄजधक पैकेि प्रोत् साैन संबंधी प्रस्ट्तार् पर खदु रा पैकेि के रूप म ें बेचे िान े
के जलए एक साथ समूजैत दकए िाते ै,ैं तो समूै का प्रत्येक पकै ेि जनयम 6 के ईपबंध का पालन करेगा।"
4. ईतिय जनयम म ेंजनयम 5 का लोप दकया िाएगा।
5. ईतिय जनयम म ेंजनयम 6 के ईपजनयम (1) म,ें --
(i) खंड (घ) म,ें "या पैले से पकै दकया गया ऄथर्ा अयात दकया गया; " िब्द का लोप दकया िाएगा;
(ii) खंड (ड.) म,ें "और रुपय ऄथर्ा पैस म ें कीमत" से अरंभ ैोने र्ाल,े और "(घ) एमअरपी रुपय े xx.xx (सभी कर
सजैत)’’ स े समाप् त ैोने र्ाल ेिब् द के स्ट् थान पर, "भारतीय मुद्रा म,ें " िब् द रखे िाएगं ;े
(iii) ईप-जनयम (10) के पश् चात,् जनम्नजलजखत ईप-जनयम ऄतं ःस्ट्थाजपत दकया िाएगा, ऄथावत:्-
"(11) आकाइ जबक्री मूल्य जनम्न जलजखत के रूप म ेंघोजित दकया िाएगा-
(i) एक दकलोग्राम स ेकम की र्स्ट् तु की िुद्ध मात्रा र्ाली पैल ेस े पैक की गइ र्स्ट्तुओं के जलए "रु.__ प्रजत ग्राम";
(ii) एक दकलोग्राम स े ऄजधक या ईसके बराबर की र्स्ट् त ु की िुद्ध मात्रा के साथ पैल े स े पकै की गइ र्स्ट्तओंु के
जलए "रु.__ प्रजत दकलोग्राम";
(iii) एक मीटर स ेकम र्स्ट् त ु की िुद्ध लंबाइ र्ाली पैले स ेपैक की गइ र्स्ट्तुओं के जलए "रु.__ प्रजत सेमी";
(iv) एक मीटर स े ऄजधक या ईसके बराबर की र्स्ट् त ु की िुद्ध लंबाइ र्ाली पैले स े पैक की गइ र्स्ट्तुओं के जलए
"रु.__ प्रजत मीटर";
(v) "रु.__ प्रजत संख या";
(vi) एक लीटर स े कम की र्स्ट्त ु की िुद्ध मात्रा के साथ पैल े स े पैक की गइ र्स्ट् तओंु के जलए "रु.__ प्रजत जमली
लीटर";
(vii) एक लीटर स े ऄजधक या ईसके बराबर र्स्ट् त ु की िुद्ध मात्रा के साथ पैल े स े पैक की गइ र्स्ट् तओंु के जलए
"रु.__ प्रजत लीटर"।
6. ईतिय जनयम के जनयम 13 म ेंईपजनयम (5) के खंड (ii) के स्ट्थान पर जनम्नजलजखत खंड रखा िाएगा, ऄथावत:्-
"(ii) संखया द्वारा बेची गइ मद के जलए, संखया या आकाइ या टुकडा या िोडी या सेट या ऐसे ऄन्य िब्द िो पैक म ें
मात्रा का र्णवन करते ै,ैं का ईल्लेख दकया िाएगा।"।
7. ईतिय जनयम के जनयम 18 म,ें-
(i) ईप-जनयम (2क) म,ें ‘‘ईपभोतिया संरिण ऄजधजनयम, 1986 (1986 का 68) की धारा 2 की ईप-धारा (1) के
क्रमि: खंड (ढढढ) और खडं (द)’’ िब्द , कोष्ठक , ऄिर और ऄंक के स्ट् थान पर, "ईपभोतिया संरिण ऄजधजनयम, 2019
(2019 का 35) की धारा 2 के खंड (41) और खंड (47)" िब् द, कोष्ठ क, ऄिर और ऄंक रख ेिाएंगे;
(ii) ईप-जनयम (7) म,ें िब्द , कोष्ठक और ऄिर , "मूल्य र्र्तधत कर (र्ैट) ऄथर्ा टन व ओर्र टैक्स (टीओटी)" के
स्ट्थान पर, "र्स्ट्तु और सेर्ा कर" िब्द रख े िाएंगे।

NOTIFICATION
New Delhi, the 2nd November, 2021
G.S.R. 779(E).––In exercise of the powers conferred by sub-section (1) read with clause (j) and (q) of sub-
section (2) of section 52 of the Legal Metrology Act 2009, (1 of 2010), the Central Government hereby makes the
following rules further to amend the Legal Metrology (Packaged Commodities) Rules, 2011, namely:–
1. Short title and commencement.–(1) These rules may be called the Legal Metrology (Packaged
Commodities) Amendment Rules, 2021.
(2) They shall come into force on the 1st day of April, 2022.
2. In the Legal Metrology (Packaged Commodities) Rules, 2011 (hereinafter referred to as the said rules), in
rule 2, in clause (aa), for the words, brackets, letters and figures ―clause (d) of sub-section (1) of section 2 of the
Consumer Protection Act, 1986 (68 of 1986)‖, the words, brackets, letters and figures ―clause (7) of section 2 of the
Consumer Protection Act, 2019 (35 of 2019)‖ shall be substituted.
3. In the said rules, rule 4 shall be renumbered as sub-rule (1) thereof, and after sub-rule (1) as so renumbered,
the following sub-rule shall be inserted, namely:––
―(2) When one or more packages intended for retail sale are grouped together for being sold as a retail
package on promotional offer, every package of the group shall comply with provisions of rule 6.‖.
4. In the said rules, rule 5 shall be omitted.
5. In the said rules, in rule 6, in sub-rule (1),––
(i) in clause (d), the words, ―or pre-packed or imported‖ shall be omitted;
(ii) in clause (e), for the words commencing with ―and the price in rupees and paisa‖, and ending with ―(d)
MRP Rs. ₹ xx.xx(inclusive of all taxes):‖, the words ―in Indian currency:‖ shall be substituted;
(iii) after sub-rule (10), the following sub-rule shall be inserted, namely:––
―(11) The unit sale price shall be declared as–
(i) ―Rs.__ per g‖ for pre-packaged commodities with net quantity of commodity less than one
kilogram;
(ii) ―Rs.__ per kg‖ for pre-packaged commodities with net quantity of commodity more or
equal to one kilogram;
(iii) ―Rs.__ per cm‖ for pre-packaged commodities with net length of the commodity less than
one meter;
(iv) ―Rs.__ per meter‖ for pre-packaged commodities with net length of the commodity more or
equal to one meter;
(v) ―Rs.__ per number‖;
(vi) ―Rs.__ per ml‖ for pre-packaged commodities with net volume of the commodity less than
one litre;
(vii) ―Rs.__ per litre‖ for pre-packaged commodities with net volume of the commodity more or
equal to one litre.‖.
6. In the said rules, in rule 13, in sub-rule (5), for clause (ii), the following clause shall be substituted, namely:–
― (ii) for items sold by number, the number or unit or piece or pair or set or such other word which represents

7. In the said rules, in rule 18,–
(i) in sub-rule (2A), for the words, brackets, letters and figures, ―clause (nnn) and clause (r),
respectively of sub-section (1) of section 2 of the Consumer Protection Act, 1986 (68 of 1986)‖, the
words, brackets, letters and figures ―clause (41) and (47) of section 2 of the Consumer Protection Act,
2019 (35 of 2019)‖ shall be substituted;
(ii) in sub-rule (7), for the words, brackets and letters, ―Value Added Tax (VAT) or Turn Over Tax
(TOT)‖, the words, ―Goods and Service Tax‖ shall be substituted.
