Water being a State subject, the responsibility for the conservation, planning, implementation, funding, and
execution of water resource management rests primarily with the State Governments. The Central
Government supplements the measures and efforts being taken by the State Governments.
As informed by the Government of Maharashtra,
i. The government has regularly reviewed the progress of the Jal Sanchay Jan Bhagidari initiatives,
including the Jal Shakti Abhiyan and Amrit Sarovar programmes, with a focus on community
participation and tangible outcomes.
ii. No such delays in project implementation were found.
iii. Several steps to improve project planning, inter-departmental co-ordination, and the measurement of
outcomes for district-level water conservation efforts, primarily through programs like the Jal Shakti
Abhiyan: Catch the Rain act as a convergence platform for multiple central and state government
schemes and funds, including, Jalyukt Shivar abhiyan 2.0, Galmukt Dharan Galyukt Shivar Abhiyan
(GDGS), state-funded scheme and Water Conservation Corporation Scheme with an aim to enhance
physical access of water on farm and expand cultivable area under Protective irrigation, improve on
farm water use efficiency etc. A district-level committee constituted implements and monitors all the
above schemes, and the District Collector of the concerned district acts as the Chairperson of this
committee. Coordination with other departments (Forest Dept, EGS Dept., Agriculture Department,
Zila Parishad etc.) of the State Government for the implementation of these schemes is carried out
through the District Collector.
