NOTIFICATION
Whereas the draft of the Karnataka Excise (Sale of Indian and Foreign Liquors) Rules, 1968,
was published as required by sub-section (1) of section 71 of the Karnataka Excise Act, 1965
(Karnataka Act 21 of 1966) in Notification No. FD 08 (i) PES 2020, dated:11.05.2021 in Part IV-A
of the Karnataka Gazette No.525, dated:11.05.2021inviting objections and suggestions from all
persons likely to be affected within fifteen days from the date of its publication in the Official Gazette.
And, whereas the said Gazette was made available to the public on 11th May 2021.
And, whereas no objections and suggestions were received in respect of the said draft by the
State Government.
Now, therefore, in exercise of the powers conferred by the Section 71 of the Karnataka Excise
Act, 1965 (Karnataka Act 21 of 1966) the Government of Karnataka hereby makes the following
rules, namely;
RULES
1. Title and commencement. - (1) These rules may be called the Karnataka Excise (Sale of
Indian and Foreign Liquors) (Amendment) Rules, 2021.
(2) They shall come into force with effect from the first day of June 2021.
2. Amendment of rule 5-A.- In the Karnataka Excise (Sale of Indian and Foreign Liquors)
Rules, 1968, (hereinafter referred to as the said rules), in rule 5-A, for the words

“Deputy Commissioner”, wherever they occur, the words “Deputy Commissioner of Excise” shall be
substituted.
3. Amendment of Forms CL-2, CL-4, CL-6A, CL-7, CL-8, CL-8B, CL-9, CL-10, CL-11C,
CL-12, CL-14, CL-15, CL-17 and CL-18.- In Forms CL-2, CL-4, CL-6A, CL-7, CL-8, CL-8B, CL-
9, CL-10, CL-11C, CL-12, CL-14, CL-15, CL-17 and CL-18 of the said rules, -
(i) for the words, “Deputy Commissioner of the ………District”, appearing in the first
paragraph, the words and brackets “Deputy Commissioner of the …………District
(in case of grant of licence)/Deputy Commissioner of Excise ..……District (in case
of renewal of licence)”, shall be substituted;
(ii) for the words, “Office of the Deputy Commissioner ………..District”, occurring at
the end, the words and brackets “Office of the Deputy Commissioner
………..District (in case of grant of licence) /Office of the Deputy Commissioner of
Excise …………District (in case of renewal of licence)”, shall be substituted.
(iii) for the words, “Deputy Commissioner ………District”, occurring at the end, the
words and brackets “Deputy Commissioner ………District (in case of grant of
licence)/Deputy Commissioner of Excise ………District (in case of renewal of
licence)”, shall be substituted.
4. Amendment of Form CL-7C.- In Form CL-7C of the said rules,–
(i) for the words, “Deputy Commissioner of the Bangalore Urban District”, appearing in
the first paragraph, the words and brackets “Deputy Commissioner of the Bengaluru
Urban District (in case of grant of licence)/Deputy Commissioner of Excise,
Bengaluru Urban District [01/02/03/04/05/06/07/08] (in case of renewal of licence)”,
shall be substituted;
(ii) for the word, “grant” appearing in the first paragraph, the words “grant or renew” shall
be substituted;
(iii) After condition number 8, the following shall be inserted, namely,-
“Office of the Deputy Deputy Commissioner, Bengaluru
Commissioner, Bengaluru Urban Urban District (in case of grant of
District (in case of grant of licence)/Deputy Commissioner of
licence)/Office of the Deputy Excise, Bengaluru Urban District
Commissioner of Excise, [01/02/03/04/05/06/07/08] (in case of
Bengaluru Urban District renewal of licence)”

5. Amendment of Form CL-8A.- In Form CL-8A of the said rules, -
(i) for the words, “Office of the Excise Commissioner in Karnataka, Bangalore
…………. Excise Commissioner/Deputy Commissioner”, occurring at the end,
the words and brackets “Office of the Excise Commissioner in Karnataka,
Bengaluru ………. Excise Commissioner (in case of grant of licence)/Office of
the Deputy Commissioner of Excise ………District……. Deputy Commissioner
of Excise ………District (in case of renewal of licence)” shall be substituted;
and
(ii) for the word, “grant”, appearing in the first paragraph, the words “grant or
renew” shall be substituted.
6. Amendment of Form CL-16.- In Form CL-16 of the said rules, -
(i) for the word, “granted”, appearing in the second paragraph, the words “granted
or renewed”, shall be substituted;
(ii) After condition number 7, the following shall be inserted, namely,-
“Office of the Deputy “Deputy Commissioner,

8. Amendment of Form CL-18.- In Form CL-18 of the said rules, for the word,
“grant” appearing in the first paragraph, the words “grant or renew”, shall be substituted.
