NOTIFICATION Whereas the draft of the Karnataka State Civil Services (Regulation of Transfer of Principal and Lecturers) (Amendment) Rules, 2025 was published as required by sub-section (1) of section 3 read with section 8 of the Karnataka State Civil Services Act, 1978 (Karnataka Act 14 of 1990) in Notification No. ED 32 TPU 2021 dated 17th April 2025 in part-IV-A of the Karnataka Gazette dated 17th April 2025 inviting objections and suggestions from all persons likely to be affected thereby within fifteen days from the date of its publication in the official Gazette. And whereas said Gazette was made available to the public on 17th April 2025. And whereas the objections and suggestions received within the period specified above, have been considered by the Government. Now therefore in exercise of the powers conferred by sub-section (1) of section 3 read with section 8 of the Karnataka State Civil Services Act, 1978 (Karnataka Act 14 of 1990), the Government of Karnataka hereby makes the following rules, namely: RULES 1. Title and commencement.- (1) These rules may be called the Karnataka State Civil Services (Regulation of Transfer of Principal and Lecturers)(Amendment) Rules, 2025. (2) They shall come into force from the date of their final publication in the official Gazette. 2. Amendment of rule 3.- In the Karnataka State Civil Services (Regulation of Transfer of Principal and Lecturers) Rules, 2022 (hereinafter referred as said rules), in rule 3,- (1)R.N.I. No. KARBIL/2001/47147 POSTAL REGN. No. RNP/KA/BGS/2202/2017-19 Licensed to post without prepayment WPP No. 297 2 (1) the existing provision shall be re-numbered as sub-rule (1); and (2) after sub-rule (1), as so re-numbered the following shall be inserted, namely:- “(2) The Director, Department of Pre-University Education is also the competent authority to publish vacant posts as per administrative requirements of the Department." 3. Amendment of rule 6.- In the said rules, in rule 6, in sub-rule (3),- (1) for clause (a), the following shall be substituted, namely:- “(a) Inviting applications from Lectures and Principals.” (2) clause (f), shall be omitted; and (3) clause (i), shall be omitted. 4. Amendment of rule 7.- In the said rules, rule 7 and entries relating there under shall be omitted. 5. Amendment of rule 11.- In the said rules, in rule 11, in sub-rule (2), under the table, in the entries relating to ‘Exemption or Priority claim’, in third column,- (1) in sl.no.2 the words “Principal”, shall be omitted; (2) in sl.no.3 the word “Principal”, shall be omitted; and (3) in sl.no.5 after the words “ or Aided Institution”, the following shall be inserted, namely:- NOTE: ‘This shall not apply to PSU’s and shall be considered as priority as per sub-section (5) of section 10 of the Act".
