NOTIFICATION
The draft of the following rules further to amend the Karnataka State Civil
Services (Regulation of Transfer of Teachers) Rules, 2020 which the Government
of Karnataka, proposes to make in exercise of the powers conferred by sub-section
(1) of section 18 of the Karnataka State Civil Services (Regulation of Transfer of
Teachers) Act, 2020 (Karnataka Act 04 of 2020), is hereby published as required
by sub-section (1) of section 18 of the said Act, for the information of all persons
likely to be affected thereby and notice is hereby given that the said draft will be
taken into consideration after fifteen days from the date of its publication in the
Official Gazette.
Any objection or suggestion which may be received by the State Government
from any person with respect to the said draft before the expiry of the period
specified above will be considered by the State Government. Objections and
suggestions may be addressed to the Principal Secretary to Government,
Department of School Education and Literacy, M.S. Building, 6th floor, Dr.
Ambedkar Veedhi, Bengaluru-560 001.
DRAFT RULES
1. Title and commencement.-(1) These rules may be called the Karnataka
State Civil Services (Regulation of Transfer of Teachers) (Amendment) Rules, 2022.

(2) They shall come into force from the date of their final publication in the
official Gazette.
2. Amendment of Rule 4 : In the Karnataka State Civil Services (Regulation of
Transfer of Teachers) Rules, 2020 (hereinafter referred to as the said rules),
in rule 4, for clause (a), the following shall be substituted, namely:-
“(a) Weighted Score of a teacher for the purpose of transfer = (Number
of years of service rendered in C Zone x 3) + (Number of years of service
rendered in B Zone x 2) + (Number of years of service rendered in A Zone x
1) + (Number of years of service rendered in the present school in the same
cadre beyond 3 years x 1).”
3. Amendment of rule 10: In rule 10 of the said rules, for sub-rule (1),
the following shall be substituted, namely:-
“ (1) Exemptions under rationalization, zonal transfers, and priority for
request transfers and transfer of teachers from the specified post to schools
on completion of maximum tenure (shall be five years), in accordance with
the provisions of section 10 of the said Act.”
4. Amendment of rule 15: In rule 15 of the said rules, for sub-rule (3),
the following shall be substituted, namely:-
“(3) Marks obtained in written examination and the provisions of
section 10 shall be the basis for order of priority for counseling.”
5. Amendment of rule 18: In rule 18 of the said rules, for clause (ii), the
following shall be substituted, namely:-
“(ii) ‘Block’ (shall be read as ‘Educational Block’) has more than twenty five
percent of vacant post:
a) a teacher can still seek the transfer within the block.
b) a teacher can still seek transfer outside the block in either of the
following condition,
(i) must have served continuously for ten years in same block and in
same cadre; or
(ii) must have served minimum of fifteen years of cumulative service
in all cadres within the same block.”
6. Amendment of rule 21: In rule 21 of the said rules, -
(i) for clause (vii), the following shall be substituted, namely:-
“(vii) Requests for transfer within the block shall be considered in the first

transfer outside the district shall be considered in the subsequent round of
counseling.”
(ii) after clause (vii), the following shall be inserted, namely:-
(viii) ‘Block’ has more than twenty five percent of vacant post,-
(a) a teacher can still seek the transfer within the block.
(b) a teacher can still seek transfer outside the block in either of the
following conditions, namely:-
(i) must have served continuously for ten years in same block and
in same cadre; or
(ii) must have served minimum of fifteen years of cumulative
service in all cadres within same block.
7. Amendment of Rule 22: In rule 22 of the said rules, after clause (5), the
following shall be inserted, namely:-
“(6) ‘Block’ has more twenty five percent of vacant post,-
(i) a teacher can still seek transfer within the block
(ii) a teacher can still seek transfer outside the block in either of
the following conditions, namely:-
(a) must have served continuously for ten years in same block
and in same cadre; or
(b) must have served minimum of fifteen years of cumulative
service in all cadres within same block.”
8. Amendment of rule 24: In rule 24 of the said rules, in clause (i), in sub-
clause (a), for the word “seven”, the word “five”, shall be substituted.
