(1) आन जनयमों का संजक्षप्त नाम भारतीय जीिन बीमा जनगम िगग-I ऄजधकारी (सेिा के जनबंधनों और ितों का पुनरीक्षण) संिोधन जनयम, 2024 ह।ै (2) ये जनयम 1 ऄगस्ट्त 2022 स े प्रिृत्त हुए समझे जाएंगे। (3) यह जनयम ईन िग-ग I ऄजधकारी को लाग ू होंग े जो जनगम के स्ट्थायी स्ट्थापन म ें 1ऄगस्ट्त, 2022 या ईसके पश्चात पूणगकाजलक िेतन सेिा म ेंथ:े परंत ु यह दक जहााँ यदद कोइ िग-ग I ऄजधकारी 1 ऄगस्ट्त, 2022 के पूिग और राजपत्र म ें आस ऄजधसूचना के प्रकािन की तारीख के ऄपश्चात आन जनयमों के ईपबंधों द्वारा ऄजभिाजसत दकए जाने के जलए ऄपने जिकल्प को व्यि करत े हुए जनगम को एक जलजखत नोटिस दते ा ह,ै तब जनगम, अदेि द्वारा, ऐसे कमगचारी को ईि तारीख स े ईि जनयमों द्वारा िाजसत होने के जलए ऄनुज्ञा दे सकेगा और आस प्रकार चुनी हुयी तारीख स े पूिग की ऄिजध के जलए ऐसे कमगचारी को कोइ भी बकाया संदेय नहीं होगा। 2819 GI/2024 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] परंत ु यह और दक 1 ऄगस्ट्त, 2022 स े आस ऄजधसूचना के प्रकािन की तारीख तक की ऄिजध के दौरान ऐसा ऄजधकारी जजसका त्यागपत्र स्ट्िीकार कर जलया गया था या भारतीय जीिन बीमा जनगम (कमगचाटरिृंद) जनयम, 1960 के जनयम 39 के ऄधीन जजसकी सेिाएं समाप्त कर दी गइ थीं, आन जनयमों के ऄधीन पनु रीक्षण के कारण बकायों के जलए पात्र नहीं होगा। 2. भारतीय जीिन बीमा जनगम िगग-I ऄजधकारी (सेिा के जनबंधनों और ितों का पुनरीक्षण) जनयम, 1985 (जजसे आसम ें आसके पश्चात ईि जनयम कहा गया ह)ै म ें जनयम 4 के स्ट्थान पर जनम्नजलजखत जनयम रखा जायेगा, ऄथागत:् - “4. िग-ग I ऄजधकाटरयों के िते नमान और िटरष्ठता.- (1) िगग-I ऄजधकाटरयों के िेतनमान नीच े दी गइ सारणी के ऄनुसार जनर्ददष्ट दकए जाएंग:े - क्र.स.ं प्रजिजष्ट िगग-I ऄजधकारी का पद िेतनमान (1) (2) (3) (4) 1. (1) These rules may be called the Life Insurance Corporation of India Class-I Officers (Revision of Terms and Conditions of Service) Amendment Rules, 2024. (2) They shall be deemed to have come into force on the 1st day of August, 2022. (3) These rules shall be applicable to those Class-I Officers, who were in the whole-time salaried service in the permanent establishment of the Corporation on or after the 1st August, 2022: Provided that where any Class-I Officer gives a notice in writing to the Corporation, within a period as specified by the Corporation, expressing his option to be governed by the provisions of these rules with effect from a date which is not earlier than 1st August, 2022 and not later than the date of publication of this notification in the Official Gazette, then the Corporation may, by order, permit such Officer to be governed by these rules with effect from the said date and no arrears for the period prior to the date so opted shall be payable to such officer: Provided further that an officer, whose resignation had been accepted or whose services had been terminated under rule 39 of the Life Insurance Corporation of India (Staff) Rules, 1960 during the period from the 1st August, 2022 to the date of publication of this notification in the Official Gazette, shall not be eligible for the arrears on account of revision under these rules. 2. In the Life Insurance Corporation of India, Class I Officers (Revision of Terms and Conditions of Service) Rules, 1985 (hereinafter referred to as the said rules), for rule 4, the following rule shall be substituted, namely:— ―4. Scales of pay and seniority of Class-I Officers.— (1) The scale of pay of the Class-I Officers shall be as specified in the table below:- S. In rule 5 of the said rules, ─ (a) for sub-rule (1), the following sub-rule shall be substituted, namely:— ‗(1) The scale of dearness allowance applicable to Class-I Officers shall be determined as under:— (a) Index: All India Average Consumer Price Index Number for Industrial Workers. (b) Base: Index No.8456 in the series 1960=100. (c) Rate: For every four points in the quarterly average of the All India Consumer Price Index above 8456 points, a Class-I Officer shall be paid dearness allowance at the rate of 0.06 per cent. of pay plus Special Allowance under Rule 7G. Explanation.—For the purposes of this clause, ―pay‖ means the basic pay including additions to the basic pay after reaching maximum of the scale as provided under rule 4A.‘; (b) in sub-rule (2), for the figures and words ―6352 points in the sequence of 6352-6356-6360-6364‖, the figures and words ―8456 points in the sequence of 8456-8460-8464-8468‖ shall be substituted. 4. In rule 6 of the said rules, for sub-rule (1), the following sub-rule shall be substituted, namely:— ‗(1) The House Rent Allowance applicable to Class-I Officers, except those who have been allotted residential accommodation by the Corporation, shall be as specified in the table below:— S. For rule 7A of the said rules, the following rule shall be substituted, namely:— ‗7A. (1) These rules may be called the Life Insurance Corporation of India Development Officers (Revision of Terms and Conditions of Service) Amendment Rules, 2024. (2) They shall be deemed to have come into force on the 1st day of August, 2022. (3) These rules shall be applicable to those Development Officers, who were in the whole-time salaried service in the permanent establishment of the Corporation on or after the 1st August, 2022: Provided that where any Development Officer gives a notice in writing to the Corporation, within a period as specified by the Corporation, expressing his option to be governed by the provisions of these rules with effect from a date which is not earlier than 1st August, 2022 and not later than the date of publication of this notification in the Official Gazette, then the Corporation may, by order, permit such Officer to be governed by these rules with effect from the said date and no arrears for the period prior to the date so opted shall be payable to such Development Officer: Provided further that a Development Officer, whose resignation had been accepted or whose services had been terminated under the Life Insurance Corporation of India Development Officers (Revision of Certain Terms and Conditions of Service) Rules, 2009 or under rule 39 of the Life Insurance Corporation of India (Staff) Rules, 1960, during the period from the 1st August, 2022 to the date of publication of this notification in the Official Gazette, shall not be eligible for the arrears on account of revision under these rules. 2. In the Life Insurance Corporation of India Development Officers (Revision of Terms and Conditions of Service) Rules, 1986 (hereinafter referred to as the said rules), (a) in rule 2, for sub-rule (e), the following sub-rule shall be substituted, namely:-[भाग II—खण् ड 3(i)] भारत का राजपत्र : ऄसाधारण 15 ‗(e) “Special Rules‖ means the Life Insurance Corporation of India Development Officers (Revision of Certain Terms and Conditions of Service) Rules, 2009 as amended from time to time‘. (b). in rule 4, for sub-rule (1), the following sub-rule shall be substituted, namely:- ―(1) The scales of pay of the Development Officer shall be Rs. 58,885-3,645(2)-66,175-4,300(2)-74,775-4,385(17)- 1,49,320‖. 3. In rule 5 of the said rules,─ (i) for sub-rule (1), the following sub-rule shall be substituted, namely:— ‗(1) The scale of dearness allowance applicable to Development Officers shall be determined as under:— (a) Index: All India Average Consumer Price Index Number for Industrial Workers. (b) Base: Index No.8456 in the series 1960=100. (c) Rate: For every four points in the quarterly average of the All India Consumer Price Index above 8456 points, a Class-I Officer shall be paid dearness allowance at the rate of 0.06 per cent. of pay plus Special Allowance under rule 7C. Explanation.—For the purposes of this clause, ―pay‖ means the basic pay including additions to the basic pay after reaching maximum of the scale as provided under sub-rule (3) of rule 4.‘; (ii) in sub-rule (2), for the figures and words ―6352 points in the sequence of 6352-6356-6360-6364‖, the figures and words ―8456 points in the sequence of 8456-8460-8464-8468‖ shall be substituted. 4. In rule 6 of the said rules, for sub-rule (1), the following sub-rule shall be substituted, namely:— ‗(1) The House Rent Allowance of Development Officers, except those who are allotted residential accommodation by the Corporation, shall be as specified in the table below:— S. For rule 7 of the said rules, the following rule shall be substituted, namely:— ‗7. City Compensatory Allowance.—The City Compensatory Allowance payable to Development Officers shall be as specified in the table below:— S. In rule 7C of the said rules, in sub-rule (1), for the letters and figures ―Rs.3,200/-‖, the letters and figures ―Rs.6,400/-‖ shall be substituted. 8. For rule 10 of the said rules, the following rule shall be substituted, namely:- "10. Equitable Relief. ─ (1) Notwithstanding anything contained in rule 4 of the Life Insurance Corporation of India Development Officers (Revision of Certain Terms and Conditions of Service) Rules, 2009, the Corporation may, in respect of Development Officers, by instructions, provide for grant of arrears of salary for the period prior to the 1st April, 2024 by way of equitable relief in the manner provided in sub-rule (2). (2) The equitable relief paid for the period from 1st August, 2022 to 31st March, 2023 and 1st April, 2023 to 31st March, 2024 for the purpose of arriving at the annual remuneration for the purpose of appraisal year under the special rules shall be shown below:- (i) 25 per cent. of the equitable relief paid for the period 1st August, 2022 to 31st March, 2023 shall form part of the annual remuneration for the appraisal year commencing immediately after the date of publication of these rules and 75 per cent. of the equitable relief paid shall not be taken into account for the purpose of arriving at the annual remuneration; and (ii) 25 per cent. of the equitable relief paid for the period 1st April, 2023 to 31st March, 2024 shall form part of the annual remuneration for the appraisal year of twelve months period following the first mentioned period of twelve months and 75 per cent. of the equitable relief paid shall not be taken into account for the purpose of arriving at the annual remuneration.[भाग II—खण् ड 3(i)] भारत का राजपत्र : ऄसाधारण 17 Explanation.- (1) For the removal of doubts, it is clarified that the salary relating to the financial year commencing on the 1st April, 2024 shall form part of the annual remuneration in the relevant appraisal years in that financial year. (2) The Corporation may provide by instructions issued in this behalf under sub-rule (2) of rule 51 of Life Insurance Corporation of India (Staff) Rules, 1960 for fixation of basic pay in the scales of pay, as revised by these rules, of persons who may have worked as Development Officers on or after the 1st August, 2022 but before the date of publication of this notification in the Official Gazette, classify them according to the nature of cessation of their service as Development Officers and specify whether the payments by way of equitable relief may be allowed to any class of Development Officers at all for the period of their service as such and if so, the amount and the terms and conditions thereof : Provided that no payment by way of equitable relief shall be allowed in respect of the class of Development Officers whose services may have been terminated under the Special Rules. (3) Subject to the other provisions of this rule, where basic pay is fixed in accordance with this rule, the other allowances and benefits as revised by these rules shall also be payable on the basis of such fixation.". 9. (1) These rules may be called the Life Insurance Corporation of India Class III and Class IV Employees (Revision of Terms and Conditions of Service) Amendment Rules, 2024. (2) They shall be deemed to have come into force on the 1st day of August, 2022. (3) These rules shall be applicable to those Class III and Class IV employees, who were in the whole-time salaried service in the permanent establishment of the Corporation on or after the 1st August, 2022: Provided that where any Class III and Class IV employees gives a notice in writing to the Corporation, within a period as specified by the Corporation, expressing his option to be governed by the provisions of these rules with effect from a date which is not earlier than 1st August, 2022 and not later than the date of publication of this notification in the Official Gazette, then the Corporation may, by order, permit such employees to be governed by the said rules with effect from the said date and no arrears for the period prior to the date so opted shall be payable to such employees: Provided further that the Class III and Class IV employees whose resignations had been accepted or whose services had been terminated under rule 39 of the Life Insurance Corporation of India (Staff) Rules, 1960 during the period from the 1st August, 2022 to the date of publication of this notification in the Official Gazette, shall not be eligible for the arrears on account of revision under these rules. (4) Nothing contained in these rules shall entitle an employee to claim overtime wages higher than what he had been entitled to prior to the date of publication of this notification in the Official Gazette. 2. In the Life Insurance Corporation of India Class III and Class IV Employees (Revision of Terms and Conditions of Service) Rules, 1985 (hereinafter referred to as the said rules), for rule 4, the following rule shall be substituted, namely:— ―4. (2) In addition to the scales of pay specified in sub-rule (1), the following categories of employees shall receive a special allowance to the extent specified below:- (A) Higher Grade Assistants appointed as Internal Audit Assistants: (a) for the first five years - Rs.2,515/- per month (b) for the next five years - Rs.2,870/- per month (c) for the subsequent years - Rs.3,100/- per month (B) Assistants appointed as receiving and paying Cashiers - Rs.5,820/- per month; (C) Officiating Cashier Allowance to Class III shall be Rs.140/- per day for paying and receiving cash: Provided that this allowance shall not be reckoned for the purpose of calculation of Dearness Allowance, Provident Fund, Gratuity, House Rent Allowance, Pension, encashment of privilege leave and fixation of pay upon promotion. (3) Functional Allowance shall be paid to the following categories of Class III employees:– (a) Banda, Duplicating and Xerox Machine Operators in the scale of pay of Record Clerks – Rs.355/- per month; (b) Microprocessor Operators in the scale of pay of Assistants – Rs.670/- per month; (c) Programmers in the scale of pay of Higher Grade Assistants – Rs.2,095/- per month: Provided that an existing Class III employee, who is in receipt of any Functional Allowance as on the 31st day of July, 2022 shall continue to draw the same so long as he is holding the post to which the Functional Allowance is attached, to be absorbed in future wage revision.‖. 3. For rule 6 of the said rules, the following sub-rule shall be substituted, namely:- ―6. (2) In addition to the scales of pay of Class IV subordinate employees specified in sub-rule (1),─ (a) the following categories of employees shall receive special allowance to the extent specified below, which shall count as a basic pay for all purposes: Head Peons, Liftmen and Watchmen – Rs.2,670/- per month;26 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (b) Franking Machine Operators in the scale of Sepoy shall be paid a Functional Allowance of Rs.285/- per month.‖. 4. In rule 8 of the said rules,─ (a) for sub-rule (1), the following sub-rule shall be substituted, namely:- ‗(1) The scale of Dearness Allowance of Class III and Class IV employees shall be determined as under:- (a) Index : All India Average Consumer Price Index Number for Industrial Workers. (b) Base : Index No.8456 in the series 1960=100. (c) Rate : For every four points in the quarterly average of the All India Consumer Price Index above 8456 points, a Class III or a Class IV employee shall be paid dearness allowance at the rate of 0.06 per cent. of pay plus Special Allowance under rule 13B. Explanation.- For the purposes of this clause "pay" means - (i) the basic pay; (ii) additions to basic pay referred to in rule 7; (iii) special allowance referred to in clause (a) of sub-rule (2) of rule 6; (iv) Graduation Allowance payable to the employees in the scale of pay of Assistants and Stenographers as provided in rule 19A; and (v) special allowance referred to in rule 2 or rule 4 of the Life Insurance Corporation of India Class-III Employees (Special Allowance for Passing Examination) Rules, 1988.‘; (b) in sub-rule (2), for the figures and words "6352 points in the sequence of 6352-6356-6360-6364", the figures and words "8456 points in the sequence of 8456-8460-8464-8468" shall be substituted ; 5. In rule 9 of the said rules, for sub-rule (1), the following sub-rule shall be substituted, namely:- ‗(1) The House Rent Allowance of Class III and Class IV employees, except those who have been allotted residential accommodation by the Corporation, shall be as specified in the table below:— S. (1) These rules may be called the Life Insurance Corporation of India (Special Area Allowance) Amendment Rules, 2024. (3) These rules shall be applicable to all confirmed employees who were in the whole-time salaried service in the permanent establishment of the Corporation on or after the 1st August, 2022: Provided that the employee, whose resignation had been accepted or whose services had been terminated under rule 39 of the Life Insurance Corporation of India (Staff) Rules, 1960 during the period from the 1st August, 2022 to the date of publication of this notification in the Official Gazette, shall not be eligible for arrears on account of revision under these rules. 2. (2) They shall come into force on the date of their publication in the Official Gazette. 2. In the Life Insurance Corporation of India, Information Technology Specialist Group (Selection, terms and conditions of service and Payment of Allowance) Rules, 2007, in rule 9,– (a) for sub-rule (1), the following sub-rule shall be substituted, namely: – ―(1) In addition to the salary and other benefits applicable to the cadre, the selected personnel, on joining the Information Technology Specialist Group and till the period such personnel remains there, shall be paid a fixed allowance as under, which shall not count as basic pay for any purpose: (i) Developer - Rs. 20,000/- per month (ii) Business System Analysts - Rs. 30,000/- per month (iii) Project Leader - Rs. 40,000/- per month.‖; (b) for sub-rule (3), the following sub-rule shall be substituted, namely: - ―(3) The Functional Allowance payable under rule 7(C) of Life Insurance Corporation of India Class-I Officers (Revision of Terms and Conditions of Service) Rules, 1985 and sub-rule (3) of rule 4 of Life Insurance Corporation of India Class III and Class IV Employees (Revision of Terms and Conditions of Service) Rules, 1985, shall not be payable on joining the Information Technology Specialist Group.‖ [No. M-16014/06/2022-Ins.I] PARSHANT KUMAR GOYAL, Jt.
