1. संजक्षप्त नाम और प्रारम्भ. – (1) आन जनयमों का संजक्षप्त नाम, आलेक्ट्रॉजनकी और सूचना प्रौद्योजगकी मंत्रालय, मानकीकरण, परीक्षण और गुणवत्ता प्रमाणन जनदेिालय, वररष्ठ सजचवालय सहायक, सीजमत जवभागीय, प्रजतयोजगता परीक्षा जनयम, 2025 ह ै।

(2) य ेराजपत्र में ईनके प्रकािन की तारीख को प्रवृत्त होंग े।

2. पररभाषा. – आन जनयमों में जब तक की संदभ ासे ऄन्यथा ऄपेजक्षत न हो, - (क) “जनयुजि प्राजधकारी” स,े आलक्ट्े रॉजनकी और सूचना प्रौद्योजगकी मंत्रालय, मानकीकरण, परीक्षण और गुणवत्ता प्रमाणन जनदिे ालय का महाजनदेिक ऄजभप्रेत ह;ै (ख) “ईपलब्ध ररजि” से मानकीकरण, परीक्षण और गणु वत्ता प्रमाणन जनदेिालय में वररष्ठ सजचवालय सहायक की श्रणे ी के पद पर कोइ ररजि ऄजभप्रेत ह,ै जो परीक्षा के पररणामों के अधार पर भरी जानी ऄपेजक्षत ह;ै 7403 GI/2025 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (ग) “जनणाायक तारीख” से ररजि वषा के जनवरी मास, जजसमें ऐसी परीक्षा अयोजजत की जाती है, की पहली तारीख ऄजभप्रेत ह;ै (घ) “परीक्षा” से ऄनुसूची में जवजनर्ददष्ट रीजत म ें अयोजजत वररष्ठ सजचवालय सहायक के पद पर प्रोन्नजत के जलए सीजमत जवभागीय प्रजतयोजगता परीक्षा ऄजभप्रेत ह;ै (ङ) “भती वष”ा स े एक जनवरी स े प्रारम्भ होने वाली और ईसी वषा के ददसम्बर मास की 31 तारीख को समाप्त होन े वाली ऄवजध ऄजभप्रेत ह;ै (च) “ऄनुसूची” से आन जनयमों स ेईपाबद्ध ऄनुसूची ऄजभप्रेत ह;ै (छ) “ऄनुसूजचत जाजतयां” और “ऄनसु ूजचत जनजाजतयां” के वही ऄथा होंग े जो ईनके भारत के संजवधान के ऄनच्ु छेद 366 के क्रमिः खडं (24) और खडं (25) म ेंह।ैं

3. पात्रता की ित.ें – (1) मानकीकरण, परीक्षण और गुणवत्ता प्रमाणन जनदेिालय म ें वेतन मैररक्ट्स (19900-63200 रु.) के स्ट्तर-2 में ऐसा कजनष्ठ सजचवालय सहायक और हहदी टंकक जजन्होंने ईस श्रणे ी म ें पांच वष ा की जनयजमत सेवा पूरी की हो और जजसने जनणाायक तारीख को मानकीकरण, परीक्षण और गणु वत्ता प्रमाणन जनदेिालय द्वारा समय-समय पर यथाजवजनजित सुसंगत फील्ड या क्षेत्र में दो सप्ताह का प्रजिक्षण सफलतापूवाक पूरा दकया हो, सीजमत जवभागीय प्रजतयोजगता परीक्षा में भाग लेन े के जलए पात्र होंगे ।

4. परीक्षा का अयोजन. – (1) जनयुजि प्राजधकारी, परीक्षा की घोषणा करत े समय, परीक्षा की तारीख और स्ट्थान तथा जनधााररत की गइ ईपलब्ध और प्रत्याजित ररजियों की संख्या ऄजधसूजचत करेगा ।

(2) परीक्षा, ऄनुसूची में यथा जवजनर्ददष्ट रीजत में ररजियों को ऄजधसूजचत करने की तारीख से कम से कम 30 ददन की समाजप्त के पिात् अयोजजत की जाएगी ।

(3) ऄनुसूजचत जाजतयों, ऄनुसूजचत जनजाजतयों और ऄन्य जविेष प्रवगों के व्यजियों के जलए अरजक्षत ररजियों की संख्या, यदद कोइ हो, ईि ऄजधसूचना में स्ट्पष्टतः ईपदर्तित की जाएगी ।

5. पररणाम. – (1) ऄनुसूची में जवजनर्ददष्ट ऄनुसार, परीक्षा के भाग-1 और भाग-2 में ऄभ्यर्तथयों द्वारा प्राप्त दकए गए कुल ऄंकों के अधार पर, योग्यता के क्रम म ें सफल ऄभ्यर्तथयों के नामों वाली एक योग्यता सूची, भती वष ा म ें होन े वाली ररजियों और प्रत्याजित ररजियों, यदद कोइ हों, की संख्या को ध्यान म ेंरखते हुए, ऄजधसूजचत की जाएगी ।

(2) ऄनुसूजचत जाजतयों और ऄनुसूजचत जनजाजतयों से सम्बंजधत ऄभ्यर्तथयों के जलए मल्ू यांकन के मानक समय-समय पर जारी सरकारी ऄनुदिे ों के ऄनुसार होंगे ।

(3) ईपलब्ध ररजियों के संबंध में जनयुजि के जलए ऄभ्यर्तथयों पर ईसी क्रम से जवचार दकया जाएगा जजसमें ईनके नाम ईपजनयम

(1) के ऄधीन तैयार की गइ योग्यता सूची में अत े ह।ैं

(4) योग्यता सूची ऄजधसूजचत ररजियों क़े भरे जान े तक या जनयुजि प्राजधकारी द्वारा ईसके ऄनुमोदन की तारीख स े ऄठारह मास की ऄवजध तक या ईस समय तक प्रवतान रहगे ी, जब तक की ऄगली योग्यता सूची को जनयुजि प्राजधकारी द्वारा ऄनुमोददत नहीं कर ददया जाता ह,ै आनमे स ेजो भी पूवातर हो ।

6. जनयजु ि.– दकसी ऄभ्यथी का नाम योग्यता सूची म ें सजम्मजलत दकए जान े स े ही ईस े कोइ जनयुजि का ऄजधकार प्राप्त नहीं होगा और ऄभ्यथी, जनयुजि प्राजधकारी द्वारा ऄपना यह समाधान कर लेन े के पिात् दक ऄभ्यथी के जवरूद्ध कोइ सतकाता या अनुिासजनक कोइ मामला लंजबत या जवचाराधीन नहीं ह ै और योग्यता सूची म ें ईसके स्ट्थान, पदों के अरक्षण या ऐसी ऄन्य ऄपेक्षाओं पर जवचार करन े के पिात् जनयिु दकया जाएगा, जो आस सम्बन्ध में, केन्रीय सरकार द्वारा समय-समय पर जारी अदेिों द्वारा ऄजधकजथत की जाएं ।

7. टंकण परीक्षा ईत्तीण ा करन े का दाजयत्व. –(1) ऐसे ऄभ्यथी, जो जलजखत परीक्षा में ऄहता ा प्राप्त करत े ह,ैं ईनकी जनयुजि की तारीख से एक वषा की ऄवजध के भीतर कंप्यूटर पर (प्रत्येक िब्द के जलए 5 कुंजी दबाओ, के औसत पर 10500 प्रजत घंटे कुंजी ऄवसाद या 9000 प्रजत घंटे कुंजी ऄवसाद के तत्स्ट्थानी के जलए 35 िब्द प्रजत जमनट और 30 िब्द प्रजत जमनट) ऄग्रं ेजी में प्रजत[भाग II—खण् ड 3(i)] भारत का राजपत्र : ऄसाधारण 3 जमनट 35 िब्द की न्यनू तम गजत या जहन्दी म ें प्रजत जमनट 30 िब्द की न्यूनतम गजत से टंकण परीक्षा ईत्तीणा करन े की ऄपेक्षा की जाएगी, यदद पहले नहीं हो चकु ी ह,ै जजसके न हो सकने पर ईनको तब तक कोइ वार्तषक वेतनवृजद्ध नहीं दी जाएगी, जब तक वे ईि परीक्षा ईत्तीणा नहीं कर लेते या कार्तमक, लोक जिकायत और पिें न मंत्रालय के कार्तमक और प्रजिक्षण जवभाग द्वारा जारी कायाालय ज्ञापन संख्या 14020/1/2014-स्ट्था.(डी) तारीख 22 ऄप्रैल, 2015 के साथ सुसंगत जनयमों के ऄधीन म ेंछूट प्रदान नहीं हो जाती ह।ै

(2) टंकण परीक्षा म ेंदस जमनट की ऄवजध का सतत जवषय िाजमल होगा।

8. पद त्याग, अदद पर योग्यता सचू ी स ेनाम का हटाया जाना. – (1) यदद ऄभ्यथी, जो परीक्षा म ेंबैठने के पिात् ऄपनी सेवा से पद त्याग करता ह ै या जजसकी सेवा समाप्त कर दी जाती ह ै या जजसे दकसी बाह्य काडर पद पर या दकसी ऄन्य सेवा में जनयुि दकया जाता ह ैऔर जजसका जनयम 3 में वर्तणत पदों में स ेदकसी पर धारणाजधकार नहीं ह,ै ईसका नाम योग्यता सूची में सजम्मजलत नहीं दकया जाएगा या यदद ईि योग्यता सूची में सजम्मजलत दकया गया ह ैतो ईससे ईसका नाम काट ददया जाएगा ।

(2) जहां कोइ ऄभ्यथी, जजसका नाम ईि योग्यता सूची म ें सजम्मजलत ह,ै जनयुि प्राजधकारी की ऄनुमजत स े दकसी बाह्य काडर पद पर जनयुि दकया जाता ह ै या केन्रीय सरकार के दकसी ऄन्य जवभाग में स्ट्थानांतररत दकया जाता ह ै और जनयम 3 में वर्तणत दकसी पद पर ईसका धारणाजधकार बना रहता ह,ै वहां ईस े वररष्ठ सजचवालय सहायक के रूप म ें तब तक जनयिु नहीं दकया जाएगा जब तक दक वह योग्यता सूची के प्रवृत्त रहन े की ऄवजध के दौरान ऄपन े मलू पद पर मानकीकरण, परीक्षण और गुणवत्ता प्रमाणन जनदेिालय म ेंऄपन े कताव्य पनु ः संभालना प्रारम्भ नहीं करता ह:ै परंत ु यह दक प्रोफॉमाा प्रोन्नजत के जलए ईसके दावे पर जवचार जनयुजि प्राजधकारी द्वारा समय-समय पर आस जनजमत्त जारी दकए गए केन्रीय सरकार के अदेिों के ऄनुसार दकया जा सकेगा।

9. प्रजतरुपण या ऄन्य ऄवचार के जलए िाजस्ट्त. – कोइ ऐसा ऄभ्यथी, जो जनयुजि प्राजधकारी द्वारा जनम्नजलजखत का दोषी ह ै या ईसके जलए दोषी घोजषत दकया गया ह ै-

(i) ऄपनी ऄभ्यर्तथता के जलए दकन्ही साधनों द्वारा समथना ऄजभप्राप्त करना; या

(ii) प्रजतरुपण; या

(iii) दकसी व्यजि द्वारा प्रजतरुपण ईपाप्त करना; या

(iv) गढे हुए दस्ट्तावेज या ऐसे दस्ट्तावेज प्रस्ट्तुत करना, जजनके साथ छेड़छाड़ की गइ हो; या

(v) ऐसे कथन करना, जो सही नहीं ह ैया जमथ्या ह ैया ताजत्वक जानकारी को जछपात े ह;ैं या

(vi) परीक्षा के जलए ऄपनी ऄभ्यर्तथता के सम्बन्ध म ेंकोइ ऄन्य ऄजनयजमत या ऄनुजचत साधनों का सहारा लने ा; या

(vii) परीक्षा भवन म ेंऄनुजचत साधनों का ईपयोग करना; या

(viii) परीक्षा भवन म ेंदव्यु ावहार करना; या

(ix) खंड (i) और खंड (viii) म ें जवजनर्ददष्ट सभी या दकन्हीं कायों को, यथाजस्ट्थजत, करन े का प्रयत्न करना या करन े का दष्प्ु प्रेरण करना; दांजडक कायावाजहयों के ऄजतररि, जनम्नजलजखत कायावाजहयों के दाजयत्वाधीन हो सकेगा – (क) जनयुजि प्राजधकारी द्वारा परीक्षा से जनरर्तहत दकया जाना; या (ख) केंरीय जसजवल सेवा (वगीकरण, जनयंत्रण और ऄपील) जनयम, 1965: के ऄधीन ऄनुिासजनक कारावाइ, परंत ु यह दक आस जनयम के ऄधीन जनम्नजलजखत के जसवाय कोइ िाजस्ट्त ऄजधरोजपत नहीं की जाएगी, –

(i) ऄभ्यथी को जलजखत में ऐसा प्रजतवेदन दने े के जलए ऄवसर प्रदान करना जजस े वह आस जनजमत्त करना चाह;े और4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]

(ii) दकसी ऄभ्यथी द्वारा प्रजतवेदन, यदद ऄभ्यथी द्वारा ईसे ऄनुज्ञात ऄवजध के भीतर प्रस्ट्तुत दकया जाए, पर जवचार दकया जाना ।

10. जिजथल करन े की िजि. – जहां जनयुजि प्राजधकारी का यह समाधान हो जाता ह ै दक आन जनयमों के दकसी जनयम के प्रवतान में व्यजियों या पदों के दकसी श्रेणी, प्रवगा को कोइ ऄनुजचत करठनाइ होती ह ै तो ईसे जनयम की ऄपेक्षाओं से ऐसे जवस्ट्तार और ितों के ऄधीन ऄजभमुि या ईसके जबना जिजथल कर सकेगा, जैसा वह अवश्यक समझे। ऄनुसूची (जनयम 4 और 5 देजखए) परीक्षा जनम्नजलजखत दो भागों में संचाजलत की जाएगी, ऄथाात्:- भाग - 1 जलजखत परीक्षा में ऄजधकतम 300 ऄंक होंगे। जलजखत परीक्षा का जवषय, प्रत्येक पत्र के जलए अबंरटत ऄजधकतम ऄंक और ऄनुज्ञात की गइ समय-सीमा जनम्नानुसार होगी, ऄथाात:् - क्र. सं. प्रश्न पत्र जवषय ऄजधकतम ऄंक समय

2. 2 (व्याख्यात्मक प्रकार) 100 2 घंटे रटप्पण, प्रारूपण और कायाालय प्रदक्रया

2. परीक्षा के जलए पाठ्यक्रम : जहां जनयमों, अदेिों, ऄनुदेिों अदद का ज्ञान ऄपेजक्षत ह,ै वहा ं ऄभ्यर्तथयों से ऄपेक्षा की जाएगी दक वे आस परीक्षा की ऄजधसचू ना की तारीख तक जारी दकए गए संिोधनों से ऄवगत हों। प्रश्न पत्र-1 (क) साधारण जागरूकता :– (i) ऄभ्यर्तथयों के परीक्षण के जलए प्रश्न ईसके अस पास पयाावरण के साधारण जागरूकता और समाज पर ईसकी प्रयोज्यता पर अधाररत होंगे ।

(ii) प्रश्न सामजयक घटनाओं के ज्ञान परीक्षण के अधार पर होंगे और प्रत्येक ददन के ऐसे मामलों के संप्रेक्षण और दकसी जिजक्षत व्यजि की ऄपेक्षा के ऄनुसार ईनके वैज्ञाजनक पहलुओं में ऄनुभव के अधार पर होंगे ।

(iii) परीक्षा म ें भारत और ईसके पड़ोसी देिों से जविेष रूप स े आजतहास, संस्ट्कृजत, भूगोल, ऄथिा ास्त्र, जवज्ञान, साधारण राजनीजत और वैज्ञाजनक ऄनुसंधान से संबंजधत प्रश्न सजम्मजलत होंगे। (ख) ऄंग्रेजी भाषा का बोध और लखे न योग्यता - प्रश्न ऄभ्यर्तथयों के ऄंग्रेजी भाषा की समझ तथा ज्ञान, िब्दावली, वतानी, व्याकरण, वाक्ट्य संरचना, समानाथी िब्द, जवलोम, पूण ा वाक्ट्य, वाक्ट्यांिों और मुहावरेदार िब्दों अदद के प्रयोग से सम्बजन्धत ह ै। प्रश्न पैरा के बोध पर भी अधाररत होगा । प्रश्न दसवीं कक्षा के स्ट्तर का होगा ।[भाग II—खण् ड 3(i)] भारत का राजपत्र : ऄसाधारण 5 प्रश्न पत्र-2 रटप्पण लखे न, प्रारूपण और कायाला य प्रदक्रया – रटप्पण लेखन, प्रारूपण और कायाालय प्रदक्रया से सम्बजन्धत यह प्रश्न पत्र ऄभ्यथी की सजचवालय और संलग्न कायाालयों म ें कायाालय प्रदक्रया के ज्ञान और साधारणतया ईनकी रटप्पण तथा प्रारूप को जलखन े और समझने की पात्रता की जांच करन े के जलए ऄजभकजल्पत होगा । ऄभ्यर्तथयों से साधारणतया कार्तमक पेंिन और लोक जिकायत (कार्तमक और प्रजिक्षण जवभाग) द्वारा जारी दकए गए कायाालय प्रदक्रया सम्बजन्धत मैनऄु ल की जविेषताओं से सजचवालय प्रजिक्षण और प्रबंध संस्ट्थान द्वारा जारी कायाालय प्रदक्रया पर रटप्पणों, लोकसभा और राज्य सभा म ें प्रदक्रया और कारबार का संचालन जनयम तथा सघं के िासकीय प्रयोजनों के जलए जहन्दी के प्रयोग के सम्बन्ध में कार्तमक, पिें न और लोक जिकायत मंत्रालय द्वारा जारी दकए गए अदिे ों की हस्ट्तपुजस्ट्तका की मुख्य-मुख्य बातों से पररजचत होन े की ऄपेक्षा की जाएगी । "ऄभ्यर्तथयों की परीक्षा सरल रचना, प्रयुि व्याकरण, सामजयक घटनाओं तथा दैजनक पयावेक्षण एवं ऄनुभव से संबंजधत जवषयों के ज्ञान के साथ-साथ भारत के साधारण ज्ञान म ेंली जाएगी।"

3. ऄभ्यर्तथयों को रटप्पण, प्रारूपण और कायाला य प्रदक्रया पर प्रश्न पत्र - 2 का ईत्तर ऄग्रं ेजी या हहदी म ें देन े का जवकल्प ऄनज्ञु ात दकया जाता ह।ै सभी दो प्रश्न पत्र/परीक्षण पुजस्ट्तकाएं हहदी और ऄग्रं ेजी दोनों म ेंसेट की जाएगं ी। रटप्पण 1. – जवकल्प एक पणू ा पत्र के जलए होगा और न दक एक ही पत्र में ऄलग-ऄलग प्रश्न के जलए। रटप्पण 2. – ऄभ्यर्तथयों को हहदी (देवनागरी) में रटप्पण, प्रारूपण और कायाालय प्रदक्रया के ईत्तर के जवकल्प के प्रयोग की वांछा अवेदन पत्र में ऐसा करने के ऄपने अिय को दर्तित करना चाजहए, ऄन्यथा यह माना जाएगा दक वे पूवोि पत्र का ईत्तर ऄंग्रेजी में देंगे । एक बार प्रयोग दकए जाने वाले जवकल्प को ऄंजतम माना जाएगा और बाद में बदलाव के जलए कोइ ऄनुरोध नहीं माना जाएगा। ऄभ्यथी द्वारा चनु े गए दकसी ऄन्य भाषा में परीक्षा के जलए कोइ प्रत्यय नहीं ददया जाएगा। रटप्पण 3. – हहदी (देवनागरी) में पत्र का ईत्तर दने े के जवकल्प का प्रयोग करन े वाले ऄभ्यथी हहदी संस्ट्करण के ऄलावा यदद कोइ हो तकनीकी जनबंधनों के जववरण के कोष्ठक के भीतर ऄंग्रेजी संस्ट्करण दे सकत े ह।ैं

4. गलत ईत्तरों के जलए िाजस्ट्त (वस्ट्तुजनष्ठ प्रकार के पत्रों म)ें वस्ट्तुजनष्ठ प्रश्न पत्रों में ऄभ्यथी द्वारा जचजन्हत दकए गए गलत ईत्तर के जलए िाजस्ट्त (नकरात्मक जचन्हांकन) होगा:

(i) प्रत्येक प्रश्न के ईत्तर के जलए चार जवकल्प ह।ैं प्रत्येक प्रश्न के जलए, जजसमें ऄभ्यथी द्वारा एक गलत ईत्तर ददया गया है, ईस प्रश्न को सौंपा गया ऄंकों का एक चौथाइ (0.25) िाजस्ट्त के रूप में काटा जाएगा।

(ii) यदद कोइ ऄभ्यथी एक स े ऄजधक ईत्तर दते ा ह,ै तो ईसे गलत ईत्तर के रूप में माना जाएगा, भले ही ददए गए ईत्तरों में स े कोइ एक सही हो और ईस प्रश्न के जलए उपर जैसी ही िाजस्ट्त होगा।

(iii) यदद कोइ प्रश्न खाली छोड़ ददया गया है ऄथाात ् ऄभ्यथी द्वारा कोइ ईत्तर नहीं ददया गया ह ै तो ईस प्रश्न के जलए कोइ िाजस्ट्त नहीं होगी।

5. भाग 1 में दो जवषयों में से प्रत्येक में न्यूनतम ऄहता ा ऄंक 35 प्रजतित होना चाजहए और कुल ऄंक 45 प्रजतित होना चाजहए।

6. केवल ऄल्पज्ञ ज्ञान के जलए ऄंक अबंरटत नहीं दकए जाएंगे।

7. व्याख्यात्मक पत्र में ऄजधकतम ऄंक के 5 प्रजतित तक की कटौती ऄपाठ्य हस्ट्तलेखन के जलए की जाएगी।

8. जलजखत ईत्तरों में िब्दों की सम्यक दकफायत वाले जवचारों, सुव्यवजस्ट्थत और क्रमबद्ध ऄजभव्यजि को प्रत्यय ददया जाएगा सुव्यवजस्ट्थत ऄजभव्यजि क़े जलए ऄंक ददए जाएंगे।

NOTIFICATION New Delhi, the 6th November, 2025 G.S.R. 824(E).–––In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the Limited Departmental Competitive Examination for promotion to the post of Senior Secretariat Assistant in Standardisation, Testing and Quality Certification Directorate, Ministry of Electronics and Information Technology, namely: -

1. Short title and commencement. - (1) These rules may be called the Ministry of Electronics and Information Technology, Standardisation, Testing and Quality Certification Directorate, Senior Secretariat Assistant, Limited Departmental Competitive Examination Rules, 2025.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Definitions. – In these rules unless the context otherwise requires, -

(a) ―appointing authority‖ means the Director General, Standardisation, Testing and Quality Certification Directorate, Ministry of Electronics and Information Technology;

(b) ―available vacancy‖ means a vacancy in the post of Senior Secretariat Assistant‘s grade in the Standardisation, Testing and Quality Certification Directorate, which is required to be filled up on the basis of the results of the examination;

(c) ―crucial date‖ means the first day of January of the year of the vacancies for which such examination is held;

(d) ―examination‖ means the Limited Departmental Competitive Examination for promotion to the post of Senior Secretariat Assistant held in the manner specified in the Schedule;[भाग II—खण् ड 3(i)] भारत का राजपत्र : ऄसाधारण 7

(e) ―recruitment year‖ means the period commencing from the 1st day of January and ending on the 31st day of December of the same year;

(f) ―Schedule‖ means the Schedule annexed to these rules;

(g) ―Scheduled Castes‖ and ―Scheduled Tribes‖ shall have the meanings respectively assigned to them in clauses (24) and (25) of article 366 of the Constitution of India.

3. Conditions of eligibility. – Junior Secretariat Assistant and Hindi Typist in level-2 in the pay matrix (Rs. 19900-63200) in the Standardisation, Testing and Quality Certification Directorate, with five years regular service in the grade and having successfully completed two weeks training in relevant field or area as decided by Standardisation, Testing and Quality Certification Directorate from time to time on the crucial date shall be eligible to

appear in the Limited Departmental Competitive examination:

4. Holding of examination. – (1) The appointing authority shall notify the dates and place of the examination and number of available and anticipated vacancies assessed at the time of announcing the examination.

(2) The examination shall be conducted after the expiry of at least thirty days from the date of notifying the vacancies in the manner specified in the Schedule.

(3) The number of vacancies reserved for the Scheduled Castes, the Scheduled Tribes and other special categories of person, if any, shall be clearly indicated in the said notification.

5. Results. – (1) On the basis of the aggregate marks secured by the candidate in Part- I and Part- II of the examination as specified in the Schedule, a merit list containing the names of the successful candidates in order of merit shall be notified, keeping in view the number of vacancies and anticipated vacancies, if any, falling in the recruitment year.

(2) The standards of evaluation for candidates belonging to the Schedule Castes and the Schedule Tribes shall be as per the Government instructions from time to time.

(3) The candidates for appointment against the available vacancies shall be considered in the order in which their names appear in the merit list prepared under sub-rule (1).

(4) The merit list shall remain in operation till the notified vacancies are filled up or up to a period of eighteen months from the date of its approval by the appointing authority or till next merit list is approved by the appointing authority, whichever is earlier.

6. Appointment. – The inclusion of the name of any candidate in the merit list shall not confer a right to appointment and he shall be appointed by the appointing authority only after satisfying itself that no vigilance or disciplinary case is either pending or contemplated against the candidate and after taking into account his placement in the merit list, the reservation of posts or such other requirements as may be laid down by the Central Government, from time to time, in this regard.

7. Liability to pass typewriting test. – (1) The candidates, who qualify in the written examination, shall be required to pass a test in typewriting, at a minimum speed of thirty-five words per minute in English or thirty words per minute in Hindi only on computer (35 words per minute and 30 words per minute correspond to 10500 Key Depression Per Hour or 9000 Key Depression Per Hour on an average of 5 key depressions for each word) within a period of one year from the date of their appointment, failing which no annual increments shall be allowed to them until they have passed the said test or exempted under the Office Memorandum No. 14020/1/2014-Estt.(D) dated the 22nd April, 2015 issued by the Department of Personnel and Training, Ministry of Personnel, Public Grievances and Pensions.

(2) The typewriting test shall consist of a running matter of ten minutes duration.

8. Removal of name from merit list on resignation, etc.- (1) In case a candidate after appearing at the examination resigns from the service or whose services are terminated or who is appointed to an ex-cadre post or to any other service and does not have a lien on any of the posts mentioned in rule 3, his name shall not be included in the merit list, or if included in the said merit list shall be struck off therefrom.

(2) Where a candidate, whose name is included in the said merit list, is appointed to an ex-cadre post or is transferred to another department of the Central Government with the permission of the appointing authority and continue to have a lien on any of the posts mentioned in rule 3, shall not be appointed as Junior Secretariat Assistant till he resumes the duties in the Standardisation, Testing and Quality Certification Directorate on his initial post

during the period the merit list remains in force:

Provided that his claim for proforma promotion may be considered by the appointing authority in accordance with the orders of the Central Government, issued in his behalf from time to time.

9. Penalty for impersonation or other misconduct. - A candidate, who is or has been declared by the appointing authority to be guilty of –8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]

(i) obtaining support for his candidature by any means; or

(ii) impersonation; or

(iii) procuring impersonation by any person; or

(iv) submitting fabricated documents or documents which have been tampered with; or

(v) making statements which are incorrect or false or suppressing material information; or

(vi) resorting to any other irregular or improper means in connection with his candidature for the examination; or

(vii) using unfair means in the examinations hall; or

(viii) misbehaving in the examination hall; or

(ix) attempting to commit or, as the case may be, abetting the Ministry of all or any of the acts specified in clauses (i) to (viii); may, in addition to the criminal proceedings, liable –

(a) to be disqualified by the appointing authority from the examination; or

(b) to disciplinary action, under the Central Civil Services (Classification Control and Appeal) Rules, 1965:

Provided that no penalty under this rule shall be imposed except after-

(i) giving the candidate an opportunity of making such representation in writing as he may wish to make in that behalf; and

(ii) taking the representation, if any submitted by the candidate within the period allowed to him, into consideration.

10. Power to relax. – Where the appointing authority is satisfied that the operation of any of these rules causes undue hardship in any class category of persons or posts, it may dispense with or relax the requirement of the rule to such extent and subject conditions, as it may consider necessary.

THE SCHEDULE (See rules 4 and 5) The examination shall be conducted in the following two parts, namely: - Part-I

1. Written examination shall carry a maximum of 300 marks. The subject of the written examination, the maximum marks allotted to each paper and the time limit allowed shall be as follows, namely: - Sl. No. Paper Subject Maximum Marks Time

WHERE KNOWLEDGE OF THE RULES, ORDERS, INSTRUCTIONS ETC. IS REQUIRED, CANDIDATES WILL BE EXPECTED TO BE CONVERSANT WITH AMENDMENTS ISSUED UP TO THE DATE OF

NOTIFICATION OF THIS EXAMINATION.[भाग II—खण् ड 3(i)] भारत का राजपत्र : ऄसाधारण 9 PAPER-I

(a) General Awareness: - (i) Question shall be aimed at testing the candidates General Awareness of the environment around him and its application to society.

(ii) Question shall also be designed to test knowledge of current events and of such matters of every day observations and experience in their scientific aspect as may be expected of any educated person.

(iii) The test shall also include questions relating to India and its neighboring countries especially pertaining to History, Culture, Geography, Economics, Sciences, General Politic and Scientific research.

(b) Comprehension and Writing ability of English language: - Question shall be designed to test the candidates understanding and knowledge of English language, vocabulary, spelling, grammar, sentence structure, synonyms, antonyms, sentence completion, phrases and idiomatic use words etc. There will be question on comprehension of a passage also. The question shall be of matriculation level.

PAPER-II Noting, Drafting and Office Procedure – The paper on noting, drafting and office procedure shall be designed to test the candidate‘s knowledge of office procedure in the Secretariat and Attached offices and generally their ability to write and understand notes and drafts. Candidates are required to be generally familiar with the broad features of the Manual of Office Procedure issued by the Ministry of Personnel, Pension and Public Grievances (Department of Personnel and Training). Notes on office procedure issued by the Institute of Secretariat Training and Management, the rules of Procedure and Conduct of Business in the Lok Sabha and the Rajya Sabha and the handbook of Orders issued by the Ministry of Personnel, Pension and Public Grievance regarding use of Hindi for official purposes of the Union.

Candidates shall be tested in simple composition, and applied grammar, knowledge of current events and of such matters of every day observation and experience, general information about India.

3. Candidates are allowed the option to answer Paper-II on Noting, Drafting and Office Procedure either in English or Hindi. All the two question papers/test booklets will be set both in Hindi and English.

Note 1. - The option will be for a complete paper and not for different question in the same paper.

Note 2. - Candidates desirous of exercising the option to answer the Noting, Drafting and Office Procedure paper in Hindi (Devanagari) should indicate clearly in the application form, otherwise, it would be assumed that they would answer the aforesaid paper in English. The option once exercised shall be treated as final and no request for change shall be entertained later on. No credit shall be given for examination taken in a language other than the one opted for by the candidate.

Note 3. - Candidates exercising the option to answer the paper in Hindi (Devanagari) may, if they so desire, give English version within brackets of the description of the technical terms, if any, in addition to the Hindi version.

4. Penalty for wrong answers (in Objective Type Papers) THERE WILL BE PENALTY (NEGATIVE MARKING) FOR WRONG ANSWERS MARKED BY A

CANDIDATE IN THE OBJECTIVE QUESTION PAPERS:

(i) There are four alternatives for the answer to every question. For each question for which a wrong answer has been given by the candidate, one fourth (0.25) of the marks assigned to that question will be deducted as penalty.

(ii) If a candidate gives more than one answer, it will be treated as a wrong answer even if one of the given answers happens to be correct and there will be same penalty as above for that question.

(iii) If a question is left blank, i.e. no answer is given by the candidate, there will be no penalty for that question.

5. The minimum qualifying marks in each of the two subjects in Part I should be thirty-five per cent. and aggregate marks should be forty-five per cent.

6. Marks will not be allotted for mere superficial knowledge.

7. Deduction up to five per cent. of the maximum marks in the descriptive paper will be made for illegible handwriting.

8. Credit shall be given for neat and methodical expression of ideas with due economy of words in the written answers.

9. The decision of the Ministry with regard to the acceptance of the application of a candidate and his eligibility or otherwise for admission to the examination shall be final.10 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]

10. Appearance of candidates in all the two papers is a must for qualifying in the examination.

11. Candidates should use only international form of Indian numerals (e.g. 1,2,3,4,5,6 etc.) while answering paper-II.

Part-II

Evaluation of the records of service of the candidate by a Departmental Promotion Committee consisting of: -

1. Scientist ‗E‘, Standardisation, Testing and Quality Certification Directorate, Ministry of Electronics and Information Technology – Chairperson;

2. The Joint Director or Deputy Director or equivalent, Standardisation, Testing and Quality Certification Directorate, Ministry of Electronics and Information Technology – Member; - and

3. One Under Secretary / Deputy Director from a Ministry or a Department other than Standardisation, Testing and Quality Certification Directorate, Ministry of Electronics and Information Technology –Member This part shall carry a maximum of 100 marks. The Annual Performance Appraisal Reports of the candidates shall be scrutinised for the service period reckoned for promotion and marks will be accordingly allotted by the Department Promotion Committee. The minimum qualifying marks in the Annual Performance Appraisal Reports of each year during the residency period will not be lower than the benchmark prescribed for promotion to the post of Senior Secretariat Assistant.
