Executive Summary & Key Takeaways

**Executive Summary** The Warehousing Development and Regulatory Authority (WDRA) issued a notification on June 16, 2026 (published June 24, 2026), expanding the list of commodities permitted for storage in registered warehouses. This notification introduces six agricultural and three non-agricultural commodities under the Warehousing (Development and Regulation) Act, 2007. The document mandates strict adherence to national quality standards and specifies authorized laboratories for commodity testing. **Key Points / Main Content** * **Newly Notified Agricultural Commodities** * Karchura (*Curcuma zedoaria*) * Chia seeds * Mango Pulp * Roasted chicory powder * Kalonji (*Nigella*) * Mahua Flower * **Newly Notified Non-Agricultural Commodities (Excluding Metals)** * Di-ammonium Phosphate * Rock Phosphate * Magnesium Sulphate * **Quality Compliance and Standards** * All specified commodities must comply with the qualitative standards of AGMARK, the Bureau of Indian Standards (BIS), the Food Safety and Standards Authority of India (FSSAI), or the National Agriculture Market (eNAM). * In the absence of standards from the above bodies, quality standards laid down by the Central Government, State Governments, or other governmental bodies shall apply. * **Authorized Laboratory Testing** * Commodities requiring chemical or allied analysis must be tested at AGMARK laboratories or NABL-accredited laboratories. * Testing is also authorized at laboratories recognized by the BIS, FSSAI, or those recognized by the Central and State Governments. **Impact Analysis** **Stakeholder: Registered Warehouse Operators** **Impact** Operators are now legally permitted to store the nine newly listed commodities, expanding their service offerings to include specific fertilizers and agricultural products like chia seeds and mango pulp. **Action Required** Warehouses must ensure that these specific commodities meet the prescribed qualitative standards before acceptance and verify that any required laboratory analysis is conducted by authorized institutions. **Stakeholder: Commodity Producers and Traders** **Impact** Producers and traders of the listed items (such as fertilizers and specialized agricultural goods) gain access to the formal, regulated warehousing ecosystem, which may facilitate better financing and storage options. **Action Required** They must ensure their products align with AGMARK, BIS, or FSSAI standards to qualify for storage in WDRA-registered warehouses. **Stakeholder: Accredited Testing Laboratories** **Impact** There will be an increased demand for testing and calibration services for the newly included commodities, particularly for chemical analysis of non-agricultural items. **Action Required** Laboratories must maintain their NABL accreditation or government recognition to remain authorized providers for the chemical and allied analysis required by the WDRA.
