सा.का.जन. 913(अ).—केंद्रीय सरकार, लोकपाल और लोकायुक् त अजधजनयम, 2013 (2014 का 1) की धारा 59 के साथ
पठित धारा 10 की उपधारा (3) द्वारा प्रदत्त िजियों के अनुसरण में लोकपाल में कोर्ट मास्ट्र्र के पद पर भती की पद्धजत का जिजनयमन
करने के जलए जनम्नजलजखत जनयम बनाती है, अथाटत:-
1. सजं क्षप्त नाम और प्रारंभ.— (1) इन जनयमों का संजक्षप्त नाम लोकपाल (कोर्ट मास्ट्र्र ) भती जनयम, 2021 है।
(2) ये राजपत्र में प्रकािन की तारीख को प्रिृत् त होंगे।
2. पद-सख्ं या, िगीकरण, िते न मठैरक्स म ेंस्ट्तर.— पद संख्या, उसका िगीकरण और िेतन मैठरक्स में उसका स्ट्तर िह होगा जो इन
जनयमों से उपाबद्ध अनुसूची के स्ट्तभं (2) से स्ट्तंभ (4) में जिजनर्ददष्ट हैं।
3. भती की पद्धजत, आय-ु सीमा, अहतट ाए ं आदद.— भती की पद्धजत, आयु-सीमा, अहतट ाएं और उससे संबंजधत अन्य बातें िे होंगी जो
उि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जिजनर्ददष्ट ह।ैं
4. जनरहतट ा.— िह व्यजि,–
(क) जजसने ऐसे व्यजि से जजसका पजत या जजसकी पत्नी जीजित है, जििाह दकया ह ैया जििाह की संजिदा की ह;ै या
(ख) जजसने अपने पजत या अपनी पत्नी के जीजित रहते हुये दकसी व्यजि से जििाह दकया ह ैया जििाह की संजिदा की ह,ै
उि पद पर जनयुजि का पात्र नहीं होगा:
परन्तु यदद केंद्रीय सरकार का यह समाधान हो जाता ह ै दक ऐसा जििाह ऐसे व्यजि और जििाह के अन्य पक्षकार को लागू
स्ट्िीय जिजध के अधीन अनुज्ञेय ह ैऔर ऐसा करने के जलए अन्य आधार ह ैंतो िह दकसी व्यजि को इस जनयम के प्रितटन से छूर् दे सकेगी।

5. जिजथल करन ेकी िजि.— जहां केंद्रीय सरकार की यह राय है दक ऐसा करना आिश्यक या समीचीन है, िहां िह उसके जलए जो
कारण हैं उन्हें लेखबद्ध करके संघ लोक सेिा आयोग के परामिट से इन जनयमों के दकसी उपबंध को दकसी िगट या प्रिगट के व्यजियों के
बाबत, आदिे द्वारा जिजथल कर सकेगी।
6. व्यािजृत्त- इन जनयमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूर् और अन्य ठरयायतों पर प्रभाि नहीं डालेगी, जजनका
केंद्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी दकए गए आदिे ों के अनुसार अनुसूजचत जाजतयों, अनुसूजचत जनजाजतयों, अन्य
जपछड़े िगो, भूतपूिट सैजनकों और अन्य जििेष प्रिगट के व्यजियों के जलए उपबंध करना अपेजक्षत ह।ै

चार िषट से अजधक नहीं होगी।
ठर्प्पण 2 :- प्रजतजनयुजि द्वारा जनयुजि के जलए अजधकतम आयु-सीमा
आिेदन प्रा्त करने की अंजतम तारीख को 56 िषट से अजधक नहीं होगी।

NOTIFICATION
New Delhi, the 30th December, 2021
G.S.R. 913(E).—In pursuance of the powers conferred by sub-section (3) of section 10 read with
section 59 of the Lokpal and Lokayuktas Act, 2013 (1 of 2014), the Central Government hereby makes the
following rules regulating the method of recruitment to the post of Court Master in the Lokpal, namely:-
1. Short title and commencement.-(1) These rules may be called the Lokpal (Court Master)
Recruitment Rules, 2021.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification, level in the pay matrix.- The number of post, its classification,
and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule
annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit,
qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the
aforesaid Schedule.
4. Disqualification.- No person, –
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the
personal law applicable to such person and other party to the marriage and that there are other grounds for
so doing, exempt any person from the operation of this rule.
5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient
so to do, it may, by order, and for reasons to be recorded in writing, in consultation with the Union Public
Service Commission, relax any of the provisions of these rules with respect to any class or category of
persons.
6. Savings.- Nothing in these rules shall affect reservation, relaxation of age-limit and other
concessions required to be provided for the Schedule Castes, the Scheduled Tribes, other backward classes,
ex-Servicemen and other special categories of persons, in accordance with the orders issued by the Central
