मॉडल नं- TRASP4HMT 6. रेलरों की उपरोि जवजिष् टताएं इंटरनेिनल सेंटर फॉर ऑटोमोरटव टेक् नोलॉिी, मानेसर, हररयाणा द्वारा प्रस्ट्तुत की गई 18 अप्रैल, 2024 की परीिण ररपोटग संख्या CD0VT0629 के अनुसार ह।ैं 7. उपरोि छूट जनम्नजलजखत ितों के अध्य धीन ह:ै— i. वाहन, पंिीकृत आर्टगकुलेटेड वाहन (रैक्टर और रेलर का संयोिन) होना चाजहए। ii. वाहन का उपयोग मेससग सेंरल कोलफील््स जलजमटेड, झारखंड द्वारा कोयला िेत्रों में कोयले के खनन के जलए अपेजित भारी अथग-मूसवंग मिीनरी के पररवहन के जलए दकया िाएगा। iii. वाहन का संचालन सभी आव‍यक वैधाजनक अनुमोिन तथा प्राजधकाररयों और जहतधारकों की सूचना और िानकारी से ही संयमपूवगक और सुरजित रूप से दकया िाएगा। iv. वाहनों को खतरे के सभी झंडे और लाइटें प्रिर्िगत करनी होगी, तथा बेहतर होगा दक वाहनों के आगे और पीछे एक वाहन हो जिससे स्ट्पष्ट रूप से पता चले दक कोई भारी सामान वाला वाहन गुिर रहा है। v. रेलरों की पूरी चौड़ाई में आगे और पीछे की तरफ पीले और काले रंग की जेबरा परियााँ पेंट की िाएाँगी, िो रात के समय ड्राइसवंग/पार्किंग के जलए उपयुि होंगी, वाहन की िोजखम वाली जस्ट्थजत को स्ट्पष्ट रूप से ििागने के जलए आगे और पीछे की तरफ लाल बत्ती और दिन के समय िोनों तरफ लाल झंडे होंगे। इसके अलावा वाहन के बाहर जनकले जहस्ट् से को लाल ररफ्लेक्टर/ररफ्लेजक्टव टेप से कवर दकया िाएगा तादक रात के समय बाहरी जहस्ट् से को स्ट्पष्ट रूप से िेखा िा सके। vi. लोक जनमागण जवभाग/स्ट्थानीय प्राजधकरण/भारतीय राष्ट्रीय रािमागग प्राजधकरण द्वारा जवजभन्न सड़कों पर जनधागररत भार प्रजतबंधों का अनपु ालन दकया िाएगा और वाहनों को सड़क पर पररचालन के जलए लाए िाने पर हर बार ऐसे प्राजधकरणों की अनुमजत ली िाएगी। वाहन की ऐसी प्रत्येक आवागमन को सरु िा की िजृष्ट से राज्य/संघ राज्य िेत्र/भारतीय राष्ट्रीय रािमागग प्राजधकरण द्वारा अनुमोदित दकया िाएगा और उसकी गंभीरता से जनगरानी की िाएगी। vii. वाहन की आवािाही के कायगक्रम के बारे में संबंजधत कायगकारी अजभयंताओं को कम से कम िस दिन पहले सूजचत दकया िाना चाजहए तथा उनकी स्ट्वीकृजत प्राप्त की िानी चाजहए। viii. यदि दकसी राज्य/संघ राज्य िेत्र/भारतीय राष्ट्रीय रािमागग प्राजधकरण के लोक जनमागण जवभाग द्वारा ऐसा जनिेि दिया िाता ह,ै तो उस राज्य/संघ राज्य िेत्र में सड़कों पर बने पुलों के ऊपर से भारी सामान लिे वाहनों को गुिरने की अनुमजत नहीं िी िाएगी तथा ऐसे मामलों में आवेिकों को नदियों/नालों को पार करने के जलए स्ट्वयं व्यवस्ट्था करनी होगी।[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 ix. उन्द्ह ें दकसी खास मागग पर िाने स े पहले हर बार संबंजधत राज्य या संघ राज्य िेत्र/भारतीय राष्ट्रीय रािमागग प्राजधकरण से अनुमजत लेनी होगी, क्योंदक लि ेहुए सामान का आकार अत् यजधक बड़ा ह।ै प्रत्येक ऐसे आवागमन के जलए संबंजधत प्राजधकरण द्वारा समय जनधागररत दकया िाना चाजहए। x. व ेभारतीय राष्ट्रीय रािमागग प्राजधकरण के प्राजधकाररयों द्वारा जनधागररत गजत सीमा का अनुपालन करेंगे। xi. उि वाहनों को सामान्द्य यातायात में जबना कोई बाधा उत् पन्द् न दकए चलाया िाना चाजहए। xii. सड़क पर आवािाही के जलए वाहन की अजधकतम गजत 10 दकमी/घंटा से अजधक नहीं होनी चाजहए। xiii. वाहन का माजलक राज्य सरकार/संघ राज्य िेत्र/भारतीय राष्ट्रीय रािमागग प्राजधकरण या दकसी अन्द्य प्रभाजवत व्यजि को ऐसी राजि का भुगतान करने के जलए उत् तरिायी होगा, िहां वाहन की आवािाही के कारण प्रत्यि या अप्रत्यि रूप से सड़कों या सड़क संरचनाओं/अन्द्य सड़क उपयोगकतागओं/व्यजि को कोई नुकसान होता ह।ै xiv. वाहन का स्ट्वामी ऐसे प्रजतबंधों का अनुपालन करेगा, िो राज्य/संघ राज्य िेत्र /भारतीय राष्ट्रीय रािमागग प्राजधकरण इस संबंध में आिेि द्वारा जनर्िगष्ट कर सकते हैं। xv. वाहन का स्ट्वामी ऐसे वाहनों की प्रत्येक आवािाही के संबंध में राज्य सरकार/संघ राज्य िेत्र /भारतीय राष्ट्रीय रािमागग प्राजधकरण द्वारा इस संबंध में जनर्िगष्ट प्राजधकारी या अजधकारी को अजग्रम सूचना िेगा। xvi. पंिीकरण प्रमाण पत्र में एक जवजिष्ट प्रजवजष्ट की िाएगी दक प्रत्येक गजतजवजध के मामले में रेलर माजलक को संबंजधत प्राजधकाररयों अथागत् राज्य सरकार/संघ राज्य िेत्र /भारतीय राष्ट्रीय रािमागग प्राजधकरण की आव‍ यक रूप से अनुमजत लेनी होगी। 8. वाहन को केवल झारखंड राज्य में पंिीकृत दकया िाएगा, िो केंरीय मोटर यान जनयमावली, 1989 के जनयम 47 के तहत जनधागररत ितों को पूरा करने और जबक्री िस्ट्तावेि (चालान, सभी करों के भुगतान का प्रमाण) प्रस्ट्तुत करने पर ही दकया िाएगा। [फा. सं. आरटी-11042/06/2021-एमवीएल] महमूि अहमि, अपर सजचव MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 25th September, 2024 S.O. 4217(E).—In exercise of the powers conferred by sub-section (3) of Section 58 and sub-Section 3(a) of Section 110 of the Motor Vehicles Act, 1988, the Central Government hereby accords approval for the registration of following trailer in the state of Jharkhand, with maximum safe laden weight and dimensions as mentioned in the schedule appended hereto: SCHEDULE 1. The above specifications of the trailers are as per the Test Report No. CD0VT0629 dated 18th April, 2024 submitted by International Centre for Automotive Technology, Manesar, Haryana. 7. The above relaxation is subject to the conditions that:— i. The vehicle shall be registered articulated vehicle (Combination of tractor & Trailer). ii. The vehicle shall be used for transportation of heavy earth-moving machinery required for the mining of coal in the coal fields by M/s Central Coalfields Limited, Jharkhand. iii. The operations of the vehicle shall be done only sparingly and safely with all necessary statutory approval and information and knowledge of authorities and stakeholders. iv. The vehicles should display all danger flags and lights, preferably the vehicles should be preceded and followed by a vehicle displaying prominently that a heavy load is passing. v. The trailers shall be painted for the entire width by yellow and black zebra stripes on the front and rear sides duly marked for night time driving/parking suitably by red lamps at the front and rear and red flags on both the sides during day time to indicate the extreme position of the vehicle clearly. In addition the entire overhang shall be covered with a red reflector/reflective tape to facilitate clear vision of overhang at night time. vi. Load restrictions on various roads stipulated by the Public Works Department/Local Authorities/National Highway Authority of India will be observed and permission of such authorities will be obtained every time the vehicles are put on the roads. Each of such movement of the vehicle will be approved and closely monitored by the concerned road authorities in State/Union Territory/National Highway Authority of India from Safety point of view. vii. The program of the movement of the vehicle should be intimated at least ten days in advance to the Executive Engineers concerned and their clearance obtained. viii. If so directed by the Public works Department of a State/Union Territory/National Highway Authority of India, the loaded vehicles will not be allowed to pass over the bridges on the roads in that State/Union Territory and in such cases applicants will have to make their own arrangements to cross the rivers/drains. ix. They would need to obtain permission each and every time before moving on a particular route from concerned State or union Territory Authorities/National Highway Authority of India en route, in view of the oversized cargo. For each such movement, the timing should be prescribed by the concerned authority. x. They would adhere to the speed limits prescribed by the authorities in State/Union Territory/National Highway Authority of India. xi. The said vehicles should be moved without any hindrance to the normal flow of traffic. xii. The maximum speed of the vehicle for movement on the road shall not exceed 10 km/hour. xiii. The owner of the vehicle would be liable to pay such amount to the Government of State/Union Territory/National Highway Authority of India or any other affected person where any damage is caused to the roads or road structures/other road users/person directly or indirectly due to the movement of the vehicle. xiv. The owner of the vehicle will observe such restrictions as the State/Union Territory Government/National Highway Authority of India may by order specify in this behalf.[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 5 xv. The owner of the vehicle will give advance intimation to such authority or officer specified in this behalf by the State Government/Union Territory Government/National Highway Authority of India regarding each movement of such vehicles. xvi. A specific entry in Registration Certificate is to be made that the trailer owner in case of each and every movement will be required to take the permission of concerned Authority i.e. State Govt./Union Territory Govt./National Highway Authority of India. 8. The vehicle shall be registered in the State of Jharkhand only subject to fulfillment of conditions laid down under Rules 47 of the Central Motor Vehicles Rules, 1989 and production of sale documents (invoice, proof of payment of all taxes).
