महाराष्ट्र इलक्ट्े रीक वाहन धोरण, 2021. महाराष्ट्र शासन पर्यावरण व वातावरणीर्य बदल ववभाग शासन वनणणर्य क्रमाकां : मइवाधो-2021/प्र.क्र. 25/ताां.क.4 हुतात्मा राजगुरू चौक, मादाम कामा मागण, मांत्रालर्य, मांबु ई-400 032 वदनाांक: 23 जुलै, 2021. वाचा :- शासन वनणणर्य, उद्योग, ऊजा व कामगार ववभाग, क्र.वववाधो 2017/ प्र.क्र.188/ उद्योग-2, वदनाकां 14, फे ब्रवु ारी, 2018. प्रस्तावना:- इलेक्ट्रीक वाहनाांचा वापर हा शाश्वत ववकास ध्र्येर्याच्र्या (Sustainable Development Goals) अांतगणत (1) वकफार्यतशीर आवण स्वच्छ उजा (Affordable and Clean Energy), (2) सांसाधनाचा सर्यु ोग्र्य वापर आवण वनर्ममती (Responsible Consumption and Production) आवण (3) वातावरणीर्य बदलानां ा अनुरूप कृ ती (Climate Action) र्याांची उद्दीष्ट्य े साध्र्य करण्र्याकवरता एक महत्त्वाचा घटक आहे. महाराष्ट्राच े इलेक्ट्क्ट्रक वाहन धोरण फे ब्रवु ारी 2018 मध्र्ये सांदभीर्य वद.14 फे ब्रवु ारी, 2018 च्र्या शासन वनणणर्यान्वर्ये जाहीर करण्र्यात आले होते. र्या धोरणात राज्र्यात इलेक्ट्क्ट्रक वाहनाांचा अांगीकार करणे आवण उत्पादनाचा वगे वाढववण्र्यासाठी ववत्तीर्य आवण वबगर ववत्तीर्य प्रोत्साहने जावहर करण्र्यात आली होती. कालानुरूप सदर धोरणाच े सशक्ट्तीकरण करून ते अद्यावत करण्र्याची गरज वनमाण झाली होती. त्र्यामुळे, राज्र्याचे इलेक्ट्रीक वाहनाांच े सधु ावरत धोरण तर्यार करण्र्यासाठी शासन वनणणर्य, पर्यावरण व वातावरणीर्य बदल ववभाग क्र.एमसीए 2020/ प्र.क्र.167/ ताां.क.2, वदनाांक 22 विसेंबर, 2020 अन्वर्ये अपर मुख्र्य सवचव, पवरवहन र्याांच्र्या अध्र्यक्षतेखाली सवमतीच े (Task Force) गठन करण्र्यात आल े होते. सदर सवमतीने र्या सांदभातील सव णबाबींचा अभ्र्यास करून, महाराष्ट्र इलक्ट्े रीक वाहन धोरण, 2021, तर्यार के ले आहे. त्र्यानांतर, सदर सधु ावरत धोरण सवमतीने पर्यावरण व वातावरणीर्य बदल ववभागास वद.14.6.2021 रोजी सादर के ले आहे. अपर मुख्र्य सवचव, पवरवहन र्याांच्र्या अध्र्यक्षतेखालील सवमतीने (Task Force) तर्यार के लले े “महाराष्ट्र इलक्ट्े रीक वाहन धोरण, 2021” ची अांमलबजावणी राज्र्यामध्र्ये करण्र्याची बाब शासनाच्र्या ववचाराधीन होती. शासन वनणणर्य :- प्रस्तावनेत नमूद के लेल्र्या बाबींचा ववचार करून, खाली नमूद के लेल े“महाराष्ट्र इलक्ट्े रीक वाहन धोरण, 2021” र्या शासन वनणणर्याच्र्या वदनाकां ापासून ते वदनाांक 31 माचण, 2025 पर्यंत राज्र्यामध्र्ये राबववण्र्यास शासन मान्र्यता देत आहे. महाराष्ट्र इलक्ट्े क्ट्रक वाहन धोरण, 2021 हे राज्र्यात ववक्री व नोंदणी झालल्े र्या फक्ट्त बटॅ री व्दारे सांचावलत इलक्ट्ेक्ट्रक वाहनानां ा लागू होईल. र्या धोरणात Mild Hybrid, Strong Hybrid, Plug-in Hybrid इलक्ट्े क्ट्रक वाहने समाववष्ट्ट असणार नाहीत.शासन वनणणर्य क्रमाांकः मइवाधो-2021/प्र.क्र. 25/ताां.क.4 2. “महाराष्ट्र इलक्ट्े रीक वाहन धोरण, 2021” : 2.1 दृष्ट्टीक्षेप आवण अवभर्यान : 2 .1. 1दृष्ट्टीक्षेप (Vision): 1) शाश्वत आवण प्रदूषणरवहत वाहनाांचा अांगीकार करणे. 2) राज्र्य इलेक्ट्क्ट्रक वाहनाांच्र्या वापरात देशात अग्रेसर बनववणे. 3) राज्र्याच ेअग्रेसर स्थान भारतातील वाहन उत्पादनात कार्यम राखणे. 2.1.2 अवभर्यान (Mission): 1) मागणी ववषर्यक प्रोत्साहनाद्वारे राज्र्यात इलेक्ट्क्ट्रक वाहनाांची खरेदी आवण वापर वाढवून राज्र्याच्र्या वाहतूक पवरक्ट्स्थतीत अनुकू ल बदल घिवून आणणे. 2) उत्पादकाांसाठीच्र्या प्रोत्साहनाद्वारे गांतु वणकू आकर्मषत करून, इलेक्ट्क्ट्रक वाहन वनर्ममतीच े कारखाने तसचे , ॲिव्हान्स के वमस्री सेल (ACC) बटॅ री, इलेक्ट्क्ट्रक वाहनाांच े सटु े भाग आवण त्र्याचे वरसार्यक्ट्लींग कारखाने राज्र्यात स्थावपत करून, उत्पादनास प्रोत्साहन देणे. 2.2 धोरण उवद्दष्ट्टे (Objectives): 1) महाराष्ट्र इलेक्ट्क्ट्रक वाहन धोरण 2021 चे मुख्र्य उवद्दष्ट्ट हे सन 2025 पर्यंत नवीन वाहन नोंदणीत 10 टक्ट्के वहस्सा बटॅ री इलक्ट्े क्ट्रक वाहनाांचा असेल, अशा रीतीने इलेक्ट्क्ट्रक वाहनाचा वापर वाढववणे. 2) सन 2025 पर्यंत राज्र्यातील मांबु ई, पणु े, नागपरू , अमरावती, औरांगाबाद व नावशक र्या सहा प्रदूवषत शहर समूहाांमध्र्ये वकमान 25 टक्ट्के सावजण वनक वाहतूक वाहने ही बटॅ री इलेक्ट्क्ट्रक वाहन प्रकारातील असावीत. 3) सन 2025 पर्यंत राज्र्यातील मांबु ई, पणु े, नागपरू , अमरावती, औरांगाबाद व नावशक र्या सहा प्रदूवषत शहर समूहाांमधील ताफा पवरचालक (Fleet Operator), ताफा समूहक (Fleet Aggregator) आवण ग्राहक ववतरण मालवाहतकू ( Last mile delivery) र्याांची वकमान 25 टक्ट्के वाहने ही बटॅ री इलेक्ट्क्ट्रक वाहन प्रकारातील असावीत. 4) सन 2025 पर्यंत महाराष्ट्र राज्र्य मागण पवरवहन महामांिळाच्र्या (MSRTC) बस ताफ्र्यातील वकमान 15 टक्ट्के वाहने ही बटॅ री इलक्ट्े क्ट्रक वाहन प्रकारातील असावीत. 5) महाराष्ट्राला भारतातील इलक्ट्े क्ट्रक वाहन उत्पादन क्षमतेच्र्या बाबतीत सवोच्च उत्पादक राज्र्य करणे. 6) राज्र्यात ॲिव्हान्स के वमस्री सेल (ACC) बटॅ री उत्पादनासाठी वकमान एक वगगाफॅ क्ट्टरी स्थावपत करणे. पृष्ट्ठ 16 पैकी 2शासन वनणणर्य क्रमाांकः मइवाधो-2021/प्र.क्र. 25/ताां.क.4 7) राज्र्यात इलेक्ट्क्ट्रक वाहने आवण त्र्याांचे घटक र्यासाठी सांशोधन आवण ववकास (R&D), आवण कौशल्र्य ववकास र्याांच ेवनर्योजन करणे. 2.3 धोरण लक्षाकां (Targets): इलेक्ट्क्ट्रक वाहन तांत्रज्ञानाचा प्रसारासाठीची धोरण लक्ष्र्ये पढु ील प्रमाणे आहेत:- तक्ट्ता-1 धोरण लक्षाकां अ.क्र तपशील लक्षाांक शेरा (1) सव णवाहने वकमान 10 टक्ट्के सन 2025 पर्यंत राज्र्यात नवीन दोनचाकी वकमान 10 टक्ट्के वाहन नोंदणीत इलेक्ट्क्ट्रक वाहनाांचा तीनचाकी वकमान 20 टक्ट्के अपेवक्षत वहस्सा चारचाकी वकमान 5 टक्ट्के (2) ताफा पवरचालक सन 2025 पर्यंत राज्र्यातील ताफा नागरी क्षेत्रात पवरचालन करणाऱ्र्या (Fleet Operator)/ समुहक/ पवरचालकाांद्वारा ई-कॉमसण कां पन्र्या, ग्राहकववतरक/ ताफा समुहक (Fleet पवरचावलत नागरी ताफ्र्याच्र्या वाहतुकदार / साधनसामग्री Aggregator) वकमान 25 टक्ट्के इलेक्ट्क्ट्रक वाहने वाहतूकदार आवण वाहनसमुहक र्याांना हे लागू आहे. (3) बससे 1. मांबु ई ,अमरावती ,नागपरू ,पणु े , औरांगाबाद व नावशक र्यासहा लवक्षत शहर समूहाांमध्र्ये सन 2025 पर्यंत सावजण वनक वाहतुकीचे 25 टक्ट्के ववद्युतीकरण साध्र्य करणे. 2. म.रा.मा.प.मां.च्र्या (MSRTC) बस ताफ्र्यातील 15 टक्ट्के बस र्या बटॅ री इलेक्ट्क्ट्रक असाव्र्यात. (4) चावजगं च्र्या पार्याभतू शहरे:- 1) 3 वक.मी. X 3 वक.मी. क्षेत्रामध्र्ये सुववधा सन 2025 पर्यंत सावजण वनक आवण वकमान एक सावजण वनक चावजगं वनम-सावजण वनक चावजगं स्टेशन, ककवा स्टेशन्सच े शहरवनहार्य लक्षाांक खालील प्रमाणे आहेत:- बहृ न्मांबु ई शहर समुह- 1500 2) प्रवत दशलक्ष लोकसांख्र्येकवरता पणु े शहर समुह- 500 वकमान 50 चावजगं स्टेशन्स, नागपरू शहर समुह- 150 र्यापैकी ज ेजास्त असेल ते, नावशक शहर समुह- 100 स्थावपत करणे. औरांगाबाद शहर समुह- 75 अमरावती- 30 सोलापरू - 20 पृष्ट्ठ 16 पैकी 3शासन वनणणर्य क्रमाांकः मइवाधो-2021/प्र.क्र. 25/ताां.क.4 अ.क्र तपशील लक्षाांक शेरा महामागण- सन 2025 पर्यंत खालील चार 3) महामागाच्र्या दोन्ही बाजुला महामागण / एक्ट्सप्रेस व े हे पणू णत: प्रत्र्येकी 25 वक.मी. अांतरावर इलेक्ट्क्ट्रक वाहनाांच्र्या चावजगं सावजण वनक चावजगं स्टेशन्स सुववधाांनी सज्ज करणे. उभारणे. 1) कहदुहृदर्यसम्राट बाळासाहेब ठाकरे समध्ृ दी महामागण (मांबु ई- नागपरू ) 2) र्यशवतां राव चव्हाण द्रुतगती महामागण (मांबु ई-पणु े) 3) मांबु ई-नावशक 4) नावशक-पणु े (5) शासकीर्य वाहन ताफा वदनाांक 1 एवप्रल-2022 पासनू ,- शहराांतगणत पवरचावलत होणारी सव णनवीन शासकीर्य, वनम शासकीर्य, स्थावनक स्वराज्र्य सांस्था ांमाफण त व शासनाच्र्या वनधी मधून खरेदी करण्र्यात र्येणारी वाहने ही बटॅ री इलेक्ट्क्ट्रक वाहने असतील. तसेच, शासकीर्य वापरासाठीची भािेतत्वावरील सव णवाहने ही बटॅ री इलेक्ट्क्ट्रक असतील. वटप: 1) तीन चाकी आवण चार चाकी लक्षाांकात प्रवासी तसेच माल वाहतूक वाहनाचां ा समावशे आहे. 2) ई-कॉमसण कां पन्र्याांमध्र्ये ॲमेझॉन, क्ट्फ्लपकाटण इत्र्यादी कां पन्र्याांचा समावशे आहे. ग्राहक माल ववतरक वाहतुकदाराांमध्र्ये उदा. झोमॅटो, क्ट्स्वग्गी आवण इतर कु वरर्यर आवण मालवाहतकु दार कां पन्र्या आवण वाहतुक समुहकाांमध्र्ये उदा. ओला, उबरे , काळी वपवळी टॅक्ट्सी इत्र्यादींचा समावशे आहे. 2.4 इलक्ट्े क्ट्रक वाहन व तदनुषांवगक इतर प्रोत्साहने: 2.4.1 मागणी ववषर्यक प्रोत्साहने: पवरवहन ववभाग : 1) र्या धोरणाांतगणत खालील सव णप्रोत्साहने (अ), (ब), (क), (ि) व (इ) ववतरणाची प्रवक्रर्या नमूद करणारी पवरचालनीर्य मागणदशणक तत्व े (Operational Guidelines for availing demand incentive) पृष्ट्ठ 16 पैकी 4शासन वनणणर्य क्रमाांकः मइवाधो-2021/प्र.क्र. 25/ताां.क.4 सदर शासन वनणणर्याच्र्या वदनाांका पासून 15 वदवसाांत पवरवहन ववभागाकिून वनगणवमत के ली जातील. 2) राज्र्य प्रोत्साहने ही कें द्र सरकारने देऊ के लेल्र्या FAME 2 (Faster Adoption and Manufacturing of Electric Vehicles - Phase II) प्रोत्साहनाांव्र्यवतवरक्ट्त (in addition to) असतील. ही प्रोत्साहने वाहन उत्पादकाांना (AUTO OEM) अनुज्ञेर्य राहतील. भारत सरकारच्र्या FAME-2 र्या र्योजनेखाली मांजुर असलेली वाहन मॉिेल्स र्या प्रोत्साहनासाठी पात्र असतील. FAME-2 र्योजनेमध्र्ये भारत सरकारने बदल के ल्र्यास तो बदल र्या र्योजनेसही लाग ूहोईल. 3) सदर प्रोत्साहने वाहन खरेदीदाराांना खरेदी दरम्र्यान उपलब्ध असतील आवण ती उपलब्ध करून देण्र्याची जबाबदारी वाहन उत्पादकाचां ी असेल. 4) वाहन उत्पादकाांना प्रोत्साहनाांचे वळे ेवर आवण पारदशणक हस्ताांतरण करण्र्यासाठी प्रोत्साहन सांववतरण पद्धत (मागणी प्रोत्साहने, वाहन मोिीत काढण्र्यासाठीची प्रोत्साहने, चावजगं पार्याभतू सुववधा प्रोत्साहने, परु वठाववषर्यक प्रोत्साहने, करमाफी, प्रवतपतू ी इत्र्यादी) ही एका ऑनलाईन पोटणल (online portal) द्वारे के ली जाईल. 5) ई-कॉमसण कां पन्र्या, ग्राहक ववतरक / वाहतूकदार आवण वाहतूकसमुहक र्याांनी सदर शासन वनणणर्याच्र्या वदनाकां ा पासनू सहा मवहन्र्याांत पवरवहन ववभागाकिे इलेक्ट्क्ट्रक वाहन सांक्रमण कृ ती आराखिा (EV transition action plan) सादर करणे आवश्र्यक आहे. (अ) मुलभतू मागणी प्रोत्साहने (Basic Demand Incentives) : मुलभतू मागणी प्रोत्साहने ही वाहन बटॅ री क्षमतेनुसार तक्ट्ता-2 प्रमाणे राहतील तक्ट्ता-2 इलक्ट्े क्ट्रक वाहनाांसाठी मागणी प्रोत्साहने अ. वाहन प्रकार उपलब्ध प्रोत्साहने प्रोत्साहने वमळू प्रवत वाहन महत्तम क्र. (रु./kWh) शकणाऱ्र्या प्रोत्साहन वाहनाांची सांख्र्या (रुपर्ये) (1) ई- दोन चाकी (एल 1 व एल 2) 5000 1,00,000 10,000 (2) ई-तीनचाकी ऑटो (एल 5 एम) 5000 15,000 30,000 (3) ई-तीनचाकी माल वाहतकू वाहन (एल 5000 10,000 30,000 5 एन) (4) ई-चारचाकी कार (एम 1) 5000 10,000 1,50,000 (5) ई-चाकी माल वाहतूक वाहन(एन 1) 5000 10,000 1,00,000  (6) ई-बससे वाहन ककमतीच्र्या 1,000 20,00,000  10 टक्ट्के वटप:  सदर प्रोत्साहन फक्ट्त एसटीर्यु (State Transport Undertaking) बसेसनाच उपलब्ध असेल.  एक्ट्स-फॅक्ट्टरी ककमत पृष्ट्ठ 16 पैकी 5शासन वनणणर्य क्रमाांकः मइवाधो-2021/प्र.क्र. 25/ताां.क.4 1) बटॅ रीसह ववक्री के लेल्र्या इलेक्ट्क्ट्रक वाहनाांना सांपणू ण (100%) मूलभतू प्रोत्साहने अनुज्ञर्ये राहतील. 2) बटॅ रीवशवार्य ववकलेल्र्या इलेक्ट्क्ट्रक वाहनाांसाठी, मूलभतू प्रोत्साहनाच्र्या 50 टक्ट्के रक्ट्कम ही वाहन उत्पादकाला वदली जाईल. जी वाहन खरेदीदाराला हस्ताांतरीत करणे अवनवार्यण असेल. उववणरत मूलभतू प्रोत्साहनपर रक्ट्कम (50टक्ट्के पर्यंत) ही वाहन खरेदीदाराने बटॅ री सांदभात करार के लेल्र्या मान्र्यताप्राप्त ऊजा पवरचालकाला (Battery Swapping Company/ Operator) वदली जाईल. (ब) त्ववरत नोंदणी सूट (Early Bird Incentives) : 1) वदनाांक 31 विसेंबर 2021 च्र्या आधी इलेक्ट्क्ट्रक वाहन (ई-बससे व्र्यवतवरक्ट्त) नोंदणी करणारे खरेदीदार हे वाहन बटॅ री क्षमतेनुसार अवतवरक्ट्त रु. 5000/ kWh “त्ववरत नोंदणी” (Early Bird) सूट वमळण्र्यास पात्र असतील. ही सूट तक्ट्ता-2 मध्र्ये नमूद के लेल्र्या मागणी प्रोत्साहनाच्र्या व्र्यवतवरक्ट्त वदली जाईल. महत्तम त्ववरत नोंदणी सूट ही रु. 1,00,000 प्रवत वाहन इतकी मर्यावदत असेल. (क) वाहन मोिीत काढण्र्यासाठीचे प्रोत्साहने ( Vehicle Scrappage incentive ) : 1) वगणवनहार्य वाहन मोिीत काढण्र्यासाठीची प्रोत्साहने (Scrappage Incentive) तक्ट्ता-3 मध्र्ये वणणन के ली आहेत. वाहन मोिीत काढण्र्यासाठीच्र्या प्रोत्साहनाची प्रवतपतू ी राज्र्य शासन करेल. त्र्यासाठी खालील बाबी आवश्र्यक आहेत:  ववक्रे ता ककवा उत्पादक र्याांच्र्याकिून जुन्र्या वाहनाच्र्या मोिीसाठी (Scrappage) ससु ांगत र्योगदान (equal monetary contribution from dealer or OEM) के ल्र्याचा परु ावा  त्र्याच वाहन प्रकारातील जीवाश्म इधां न वाहन मोिीत काढल्र्याबाबतची पष्ट्ु टी तक्ट्ता-3 वगणवनहार्य वनहार्य वाहन मोिीत काढण्र्यासाठीची प्रोत्साहने अ.क्र. वाहन प्रकार वाहन मोिीत काढण्र्यासाठी असलले ेप्रोत्साहन (1) ई- दोन चाकी (एल 1 व एल 2) रु.7,000 पर्यंत (2) ई-तीन चाकी (एल 5 एम व एल 5 एन) रु.15,000 पर्यंत (3) ई-चार चाकी (एम 1 व एन 1) रु.25,000 पर्यंत (ि) बटॅ री हमी आवण आश्वावसत बार्यबकॅ करारावर प्रोत्साहने ( Battery warrantee & assured buyback incentives): 1) बटॅ री आर्यणुमान तसेच वाहन पनु र्मवक्री (Buyback) मुल्र्य र्याबाबत असलेली साशांकता, र्यामुळे ग्राहकाांना ववत्तीर्य सांस्थाांकिून कज णवमळवण्र्यात अिचणी र्येतात. बटॅ री इलेक्ट्क्ट्रक दोन चाकी आवण तीन चाकी ग्राहकानां ा / तसेच इतराांना असलेली ही साशांकता दूर करण्र्यासाठी, महाराष्ट्र इलेक्ट्क्ट्रक वाहन धोरण, 2021 हे इलेक्ट्क्ट्रक वाहन उत्पादकानां ा तक्ट्ता-4 नुसार अवतवरक्ट्त प्रोत्साहने (जी ग्राहकाांना हस्ताांतवरत करार्यची आहेत) देईल. पृष्ट्ठ 16 पैकी 6शासन वनणणर्य क्रमाांकः मइवाधो-2021/प्र.क्र. 25/ताां.क.4 2) वाहन उत्पादक इलेक्ट्क्ट्रक वाहनाांच्र्या बटॅ रीसाठी वकमान पाच वषाची हमी देतील. त्र्यानां ा, तक्ट्ता-4 नुसार अवतवरक्ट्त प्रोत्साहने पात्र असतील. 3) वाहन उत्पादक त्र्याांच्र्या खरेदीदाराांना आश्वासीत पनु खणरेदी (Buyback) ची हमी देतील. त्र्याांना, तक्ट्ता-4 नुसार अवतवरक्ट्त प्रोत्साहने पात्र ठरतील. 4) इलेक्ट्क्ट्रक वाहन उत्पादक ही दोन्ही प्रोत्साहने एकाच वळे ी घेऊ शकतील. मात्र, एकू ण प्रोत्साहन रक्ट्कम रु. 12,000 प्रवत वाहन पर्यंत मर्यावदत असेल. ही रक्ट्कम तक्ट्ता-2 मध्र्ये नमूद के लेल्र्या प्रोत्साहनाव्र्यवतवरक्ट्त असेल आवण वरील सव ण प्रोत्साहने ववचारात घेतल्र्यानांतर वनव्वळ मुल्र्यावर आधावरत असेल. तक्ट्ता-4 आश्वावसत बार्यबकॅ आवण बटॅ री हमी प्रोत्साहने अ.क्र. प्रोत्साहनाांचे वणणन प्रोत्साहने (1) आश्वासीत पनु खणरेदी (Buyback) (up to 5 वाहनाच्र्या एकू ण ककमतीच्र्या 6 टक्ट्के years with a depreciation rate not more (रुपर्ये 10,000 ची मर्यादा) than 7.5%) (2) वकमान पाच वषांची बटॅ री हमी वाहनाच्र्या एकू ण ककमतीच्र्या 4 टक्ट्के (रुपर्ये 6,000 ची मर्यादा) (इ) इतर मागणी ववषर्यक प्रोत्साहने ( Other Demand Incentives): 1) राज्र्यात ववक्री व नोंदणी झालल्े र्या सव णबटॅ री इलेक्ट्क्ट्रक वाहनाांना सदर धोरणाचा कालावधी सांपपे र्यंत मोटर वाहन करातून माफी वदली जाईल. र्या सांदभातील तपशीलवार आदेश पवरवहन ववभागामाफण त वनगणवमत करण्र्यात र्येतील. 2) रस्ते वाहतूक आवण महामागण मांत्रालर्याच्र्या वदनाांक 18 जून 2019 च्र्या अवधसूचनेनुसार राज्र्यात ववक्री व नोंदणी झालेल्र्या सव ण इलेक्ट्क्ट्रक वाहनाचां ी नोंदणी प्रमाणपत्र जारी होण्र्यासाठी ककवा नूतनीकरणासाठी / नवीकरणासाठी शुल्काच्र्या प्रदानातनू सटू वदली जात आहे. 3) वर्यै क्ट्क्ट्तक खरेदीदार हा सांबवांधत वाहन प्रकाराकवरता फक्ट्त एकदा प्रोत्साहन घेऊ शकतो. ताफा समुहक / पवरचालक त्र्याांच्र्या मालकीच्र्या ताफ्र्याकवरता प्रवतवाहन प्रोत्साहने घेऊ शकतात. र्यासाठी पवरचालनीर्य मागणदशणक तत्वाांमध्र्ये त्र्याची तपशीलवार मावहती देण्र्यात र्येईल. 4) राज्र्य शासन हे ई-ऑटो, माल वाहतूक वाहने आवण टॅक्ट्सी र्यासारख्र्या बटॅ री इलेक्ट्क्ट्रक वाहन ग्राहक ववभागाांसाठी खास व्र्याज दर देऊ करण्र्यासाठी ववत्तीर्य सांस्था आवण बकँ ा र्याांना वचनबध्द आवण प्रोत्सावहत करेल. 5) वाहनसमुहक, ग्राहक मालववतरण वाहतकु दार, साधन सामग्री वाहतूकदार र्याांच्र्या मालकीच्र्या बटॅ री इलेक्ट्क्ट्रक वाहन ताफ्र्याची वगे वान व समर्यबध्द (Fast and timebound) नोंदणी सुवनवित के ली जाईल. पृष्ट्ठ 16 पैकी 7शासन वनणणर्य क्रमाांकः मइवाधो-2021/प्र.क्र. 25/ताां.क.4 6) राज्र्यातील कोणत्र्याही वाहन प्रकारातील बटॅ री इलेक्ट्क्ट्रक वाहनाची नोंदणी ही वहरवी नांबर प्लटे नेच (Green number plate) के ली जाईल. 7) रस्ते वाहतकू आवण महामागण मांत्रालर्य, भारत सरकार र्याांच्र्या वदनाकां 18 ऑक्ट्टोबर 2018 च्र्या अवधसूचनेनुसार ई-ऑटोसाठी परवाना आवश्र्यक नसेल आवण अवधसूचनेतील तरतूदींच े काटेकोरपणे पालन के ले जाईल. 8) ऑटो वरक्षाांबद्दल असलेली शहर वववनर्मदष्ट्ट बधां ने (City Specific Restrictions) ही स्थावनक वाहतूक पवरक्ट्स्थतीनुसार ई-ऑटो वरक्षानां ासुध्दा लागू राहातील. 2.4.2 पार्याभतू चावजगं व्र्यवस्था वनर्ममतीसाठीची प्रोत्साहने (Charging Infrastructure Development Incentives) : (1) उजा ववभाग : 1) सावजण वनक आवण वनम-सावजण वनक चावजगं स्टेशन्स (Public Charging Stations (PCS) व Semi- Public Charging Stations (SPCS)) खालील तक्ट्ता-5 मध्र्ये नमूद के ल्र्यानुसार, सदर धोरणा अांतगणत पार्याभतू चावजगं व्र्यवस्था वनर्ममतीसाठीच्र्या प्रोत्साहनाकवरता पात्र असतील. तक्ट्ता-5 चावजगं पार्याभतू सुववधाांसाठी प्रोत्साहने अ.क्र. PCS/SPCS चा प्रोत्साहन प्रवत PCS/SPCS प्रोत्साहन वमळू प्रकार रक्ट्कम साठी उपलब्ध शकणा-र्या महत्तम प्रोत्साहन PCS/SPCS ची महत्तम सांख्र्या (1) मांदगती खचाच्र्या 60 रु.10,000 15,000  टक्ट्के (2) मध्र्यम/वगे वान गती खचाच्र्या 50 रु.5 लाख 500  टक्ट्के  फक्ट्त चावजगं स्टेशनचा खचण (र्यात जमीन खचण आवण चावजगं स्टेशन स्थावपत करण्र्यासाठीचा इतर सहार्यभतू खचण समाववष्ट्ट नाही) 2) सदर चावजगं स्टेशन्स ही त्र्या स्टेशनच्र्या पवरचालनाला प्रारांभ (Start of Operation) झाल्र्यानांतरच प्रोत्साहनासाठी पात्र असतील. पवरचालनीर्य मागणदशणक तत्व े (Operational Guidelines for Charging Infrastructure Incentives) ही प्रोत्साहने वमळण्र्यासाठी असलेल े पात्रता वनकष स्पष्ट्ट करतील आवण सदर शासन वनणणर्याच्र्या वदनाकां ा पासून 15 वदवसाांत उजा ववभागाकिून वनगणवमत के ली जातील. परांत,ु FAME 2 चावजगं पार्याभतू सुववधा प्रोत्साहनाचा लाभ पृष्ट्ठ 16 पैकी 8शासन वनणणर्य क्रमाांकः मइवाधो-2021/प्र.क्र. 25/ताां.क.4 घेणारी सावजण वनक आवण वनम-सावजण वनक चावजगं स्टेशन्स उपरोक्ट्त प्रोत्साहनासाठी पात्र नसतील. 3) उजा ववभागामाफण त राज्र्य समन्वर्यक सांस्था ( Nodal Agency) ची स्थापन के ली जाईल आवण इलेक्ट्क्ट्रक वाहन चावजगं सुववधा उभारणीसाठी एकाक्ट्त्मक चावजगं सुववधा र्योजना (Integrated Charging Infra. Plan) ववकवसत करून राबवली जाईल. 4) चावजगं पार्याभतू सुववधा सेवा परु वठादारानां ा त्र्याांच्र्या व्र्यवसार्य र्योजनानां ुसार राज्र्यात चावजगं स्टेशन्स स्थापन करण्र्यास परवानगी वदली जाईल. सवे ा परु वठादारानां ी ववकवसत के लेल्र्या चावजगं स्टेशन्सना राज्र्य समन्वक सांस्थेने (Nodal Agency) तर्यार के लल्े र्या राज्र्यस्तरीर्य चावजगं पार्याभतू सुववधा र्योजनेत (Integrated State Charging Infra. Plan) भववष्ट्र्यात ववलीन के ल े जाईल. 5) उजा मांत्रालर्य, भारत सरकार र्याांनी स्पष्ट्ट के ल्र्यानुसार इलेक्ट्क्ट्रक वाहन चावजगं ही सवे ा आहे. राज्र्यात वजथे कोणतेही चावजगं स्टेशन हे शासवकर्य (कें द्र ककवा राज्र्य) प्रोत्साहनासह (ववत्तीर्य ककवा अन्र्य) स्थावपत के ले असेल, अशा प्रकरणाांमध्र्ये राज्र्य समन्वर्यक सांस्था (नोिल एजन्सी) / राज्र्य सरकार / समुवचत आर्योग र्याांनी अवधसूवचत सेवा आकाराशां ी सांबवां धत कोणतेही के लेल े वववनर्यम, सेवा परु वठादारानां ी पाळणे आवश्र्यक असेल. 6) राज्र्यातील सव णइलेक्ट्क्ट्रक वाहन चावजगं स्टेशन्स आवण बटॅ री हस्तातां रण स्टेशन्ससाठी (Battery Swapping Stations) लागू असलेला वीज दर हा महाराष्ट्र राज्र्य वीज वनर्यामक आर्योगान े (MERC) वनगणवमत के लेल्र्या वदनाांक 30 माचण, 2020 रोजीच्र्या आदेश क्रमाांक 322/2019 नुसार ककवा भववष्ट्र्यातील MERC आदेशानुसार लागू राहतील. 7) सावजण वनक कार्यणक्षेत्रात उपलब्ध सव णसावजण वनक चावजगं प्रणालींची मावहती आवण त्र्या प्रणालीचा प्रत्र्यक्ष वापर, र्यासाठी एक कें द्रीर्यकृत इलेक्ट्क्ट्रक वाहन चावजगं स्टेशन व्र्यवस्थापन प्रणाली (पोटणल) (Centralized EV Charging Station Management Portal) आवण रोखरवहत प्रदान (Cashless Transaction) पर्यार्यासह र्युझर ॲक्ट्प्लके शन (अँड्रॉईि, आर्यओएस आवण/ ककवा इतर) उपलब्ध करुन देण्र्यासाठी चावजगं सेवा परु वठादारानां ा उत्तेजन वदले जाईल. र्यामध्र्ये उजा ववभाग / राज्र्य समन्वर्यक सवमती र्याांनी पढु ाकार घ्र्यावा. (2) नगर ववकास ववभाग व इतर ववभाग : 1) स्थावनक स्वराज्र्य सांस्था वनवासी मालमत्ता धारकाांना मालमत्ता करामध्र्ये वववशष्ट्ट सटू देऊन, खाजगी इलेक्ट्क्ट्रक वाहन चावजगं सुववधा स्थापना करण्र्यासाठी उद्यक्ट्ु त करतील. र्या सांदभात सववस्तर वनर्यमावली उजा ववभागाच्र्या / राज्र्य समन्वर्यक सांस्थेच्र्या मागणदशणनाखाली नगर ववकास ववभागाकिून वनगणवमत करण्र्यात र्येईल. पृष्ट्ठ 16 पैकी 9शासन वनणणर्य क्रमाांकः मइवाधो-2021/प्र.क्र. 25/ताां.क.4 2) महाराष्ट्रातील सव णस्थावनक स्वराज्र्य सांस्थाांना सन 2025 पर्यंत होणाऱ्र्या बटॅ री इलेक्ट्क्ट्रक वाहन प्रसारासाठी परू क पार्याभतू इलेक्ट्क्ट्रक वाहन चावजगं सुववधे सांदभात शहरपातळीवर र्योजना तर्यार करणे आवश्र्यक आहे. महाराष्ट्र इलेक्ट्क्ट्रक वाहन धोरण, 2021 अांतगणत इलेक्ट्क्ट्रक वाहनाांच्र्या चावजगं स्टेशन्सना ‘सुववधा’ (Amenity) म्हणनू घोषीत करण्र्यात र्येत आहे. त्र्यानुसार, सवलतीच्र्या भािेदरात चावजगं पार्याभतू सुववधा स्थापन करण्र्यासाठी (Installation) उपलब्ध के ले जाऊ शकणारे आवण ववववध शासवकर्य / जमीन मालक / एजन्सी र्याांच्र्याकिे उपलब्ध असलेले भखू ांि ( सध्र्या अक्ट्स्तत्वात असलेल्र्या इधां न स्टेशनसह) आवण चावजगं स्टेशन्स वठकाण े नगर ववकास ववभाग व स्थावनक स्वराज्र्य सांस्थाांनी वनवित करणे अपेवक्षत आहे. स्थावनक स्वराज्र्य सांस्थाांनी शहर ववकास आराखड्यामध्र्ये (City Development Plan) इलेक्ट्क्ट्रक वाहन चावजगं स्टेशन्ससाठी जागा राखून ठेवणे आवश्र्यक आहे. र्या सांदभात नगर ववकास ववभाग व उजा ववभाग र्याांनी सांबवांधत स्थावनक स्वराज्र्य सांस्थाकां िून शहर पातळीवर त्र्याची अांमलबजावणी करून घ्र्यावी. 3) गृहवनमाण आवण शहरी कार्यण मांत्रालर्य, भारत सरकार (MoHUA, Govt.of India) र्याांनी खाजगी आवण व्र्यावसावर्यक इमारतींमध्र्ये इलेक्ट्क्ट्रक वाहन चावजगं स्टेशनची तरतूद करण्र्यासाठी इमारत सांवहता (Building code) आवण शहर ववकास आराखिा (City Development Plan) वनर्यमाांमध्र्य े सन 2019 मध्र्ये सधु ारणा वनगणवमत के ल्र्या आहेत. र्या सुधारणा र्योग्र्य पद्धतीने लागू करण े आवश्र्यक आहे आवण त्र्या नवीन इमारतींना लागू होतील. र्या सांदभात नगर ववकास ववभाग र्यथोवचत कार्यणवाही करेल. 4) पांधराव्र्या ववत्त आर्योगाने (15th Finance Commission (FCC)) राष्ट्रीर्य शुद्ध हवा कार्यणक्रमाांतगणत (National Clean Air Program) हवचे ा दजा सुधारण्र्यासाठी शहर कृ ती र्योजनाांनुसार उपार्य करण्र्यासाठी, सन 2020-21 कवरता महाराष्ट्रातील बहृ न्मांबु ई शहरी समुह, पणु े, नागपरू , नावशक, औरांगाबाद आवण वसई-ववरार र्या सहा शहराांना अनुदानाच ेवाटप के ल ेआहे. इलेक्ट्क्ट्रक वाहनाांचा अांगीकार हा हवचे ा दजा सधु ारण्र्यासाठी शहरानां ा सहार्यक होऊ शकतो, हे लक्षात घेऊन चावजगं पार्याभतू सुववधा स्थावपत करण्र्यासाठी व वीज ववतरण कां पन्र्यानां ा पार्याभतू सुववधाांची वाढ करण्र्याकवरता, NCAP शहराांमध्र्ये र्या FCC अनुदानातनू वनधी उपलब्ध करुन देणे आवश्र्यक आहे. र्या सांदभात नगर ववकास ववभाग व उजा ववभाग र्यथोवचत कार्यणवाही करेल. 5) र्या आधी नमूद के लेले लक्षीत सहा शहर समूह, र्या शहराांच्र्या स्थावनक स्वराज्र्य सांस्था र्यानां ी वनवित आवण अवधसूवचत के ल्र्यानुसार कमी उत्सजनण पवरमांिळे (Low Emission Zone) वनमाण करतील. र्या सांदभात नगर ववकास ववभाग व सांबवांधत स्थावनक स्वराज्र्य सांस्था र्योजना बनवून त्र्याची अांमलबजावणी करतील. पृष्ट्ठ 16 पैकी 10शासन वनणणर्य क्रमाांकः मइवाधो-2021/प्र.क्र. 25/ताां.क.4 6) नागरी स्थावनक स्वराज्र्य सांस्थाांना, स्थावनक वाहतकू क्ट्स्थतीच्र्या अधीन राहून इलेक्ट्क्ट्रक वाहनाांसाठी लेन आवण पावकं ग प्राधान्र्य परु ववण्र्याकवरता उत्तेजन वदल ेजाईल. र्या सांदभात नगर ववकास ववभाग व सांबवांधत नागरी स्थावनक स्वराज्र्य सांस्था र्योजना तर्यार करून त्र्याची अांमलबजावणी करतील. 7) नवीन वनवासी इमारतींना त्र्याांच्र्या एकू ण पावकं ग जागाांपकै ी वकमान 20 टक्ट्के जागा इलेक्ट्क्ट्रक वाहन चावजगं सुववधेसाठी ससु ज्ज स्वरुपात ठेवणे बधां नकारक असेल, ज्र्यापकै ी 30 टक्ट्के ही सामाईक पावकं ग जागा ककवा कोणा व्र्यक्ट्क्ट्तगत वनवासी सदवनका मालकाला वाटप न के लेली पावकं ग जागा असावी. र्या सदां भात नगर ववकास ववभाग व सांबवांधत स्थावनक स्वराज्र्य सांस्था र्योजना बनवून त्र्याची अांमलबजावणी करतील. 8) नवीन वनवासी प्रकल्प ववकासकाांना, सन 2022 पासून इलेक्ट्क्ट्रक वाहन चावजगं सुववधेसाठी सुसज्ज पावकं ग खरेदी पर्यार्य देणे आवश्र्यक असेल. र्या सदां भात नगर ववकास ववभाग व सांबवांधत स्थावनक स्वराज्र्य सांस्था र्योजना बनवून त्र्याची अांमलबजावणी करतील. 9) सावजण वनक पावकं ग प्लाझा त्र्याांच्र्या एकू ण क्षमतेच्र्या वकमान 25 टक्ट्के जागा, सन 2023 पर्यंत इलेक्ट्क्ट्रक वाहन चावजगं सुववधेसाठी सुसज्ज जागाांमध्र्ये रूपाांतवरत करतील. र्या सांदभात नगर ववकास ववभाग व सांबवां धत स्थावनक स्वराज्र्य सांस्था र्योजना तर्यार करून त्र्याची अांमलबजावणी करतील. 10)सव ण सांस्थात्मक आवण व्र्यावसावर्यक सकां ु ले सन 2023 पर्यंत, त्र्याांच्र्या एकूण पावकं ग जागाांपैकी वकमान 25 टक्ट्के जागा इलेक्ट्क्ट्रक वाहन चावजगं सुववधेसाठी सुसज्ज जागाांमध्र्ये रूपाांतवरत करतील. र्या सांदभात नगर ववकास ववभाग व सांबवांधत स्थावनक स्वराज्र्य सांस्था र्योजना तर्यार करून त्र्याची अांमलबजावणी करतील. 11)सव ण शासवकर्य कार्यालर्ये सन 2025 च्र्या आधी, त्र्याांच्र्या एकू ण पावकं ग जागाांपकै ी 100 टक्ट्के इलेक्ट्क्ट्रक वाहन चावजगं सुववधेसाठी सुसज्ज पावकं गमध्र्ये रूपाांतवरत करतील. 12)वललाव / बोली प्रवक्रर्येतील वाटप करण्र्यात आलेल्र्या सव ण भववष्ट्र्यकालीन सावजण वनक पावकं ग जागा सव ण इलेक्ट्क्ट्रक वाहनानां ा मोफत पावकं ग परु वतील. र्या सांदभात नगर ववकास ववभाग व सांबवां धत स्थावनक स्वराज्र्य सस्ां था र्योजना तर्यार करून त्र्याची अांमलबजावणी करतील. 13)महाराष्ट्र राज्र्य रस्ते ववकास महामांिळ / सावजण वनक बाधां काम ववभाग / इतर सांबवां धत ववभाग र्याांनी मुख्र्य राष्ट्रीर्य आवण राज्र्य महामागावर चावजगं पार्याभतू सुववधा स्थापन करण्र्याकवरता वठकाणे वनवित करणे आवश्र्यक आहे. 2.4.3 उत्पादक क्षेत्रववषर्यक प्रोत्साहने: (1) उद्योग ववभाग राज्र्यात इलेक्ट्क्ट्रक वाहन उत्पादन आवण सांशोधन व ववकास अनुषांवगक इतर घटक व्र्यवस्था ववकवसत करण्र्यासाठी गांतु वणकू आकर्मषत करण्र्याच ेमहाराष्ट्र शासनाने ध्र्येर्य बाळगले आहे. 1) राज्र्यात इलेक्ट्क्ट्रक वाहन सबां वां धत उत्पादन आवण सांशोधन व ववकास कें द्रे (सटु े भाग उत्पादन, वाहन जुळणी, बटॅ री जुळणी, बटॅ री सेल उत्पादन, इलक्ट्े रॉवनक भाग उत्पादन, इलेक्ट्क्ट्रक वाहन पृष्ट्ठ 16 पैकी 11शासन वनणणर्य क्रमाांकः मइवाधो-2021/प्र.क्र. 25/ताां.क.4 आवण इलेक्ट्क्ट्रक वाहन बटॅ रींचा पनु वापर इत्र्यादी) स्थावपत करण्र्यासाठी उत्पादकाांना प्रोत्साहने वदली जातील. राज्र्यात उत्पादन प्रकल्पाच ेवठकाण र्याचा ववचार न करता र्येतील. 2) भारत सरकारने ॲिव्हान्स के वमस्री सेल (ACC) बटॅ री उत्पादनाकवरता उत्पादन वनगवित प्रोत्साहन (PLI) र्योजना वदनाांक 12 मे, 2021 रोजी प्रस्ताववत के ली आहे. र्या धोरणाखाली सन 2023 पर्यंत ॲिव्हान्स के वमस्री सेलच्र्या उत्पादनासाठी वकमान एक वगगाफॅ क्ट्टरी (Gigafactory) आकर्मषत करणे हे राज्र्य शासनाच े ध्र्येर्य आहे. भारत सरकारच्र्या PLI र्योजनेखाली देऊ करण्र्यात आलेल्र्या प्रोत्साहन रकमेत लक्षणीर्य वाढ होईल / त्र्यास सुसांगत होईल, अशा रीतीने स्पधात्मक प्रोत्साहने देण्र्यासाठी शासन प्रर्यत्न करेल. 3) पर्यावरण अनुकू ल वाहन मोिीत काढण्र्याकवरता (इलेक्ट्क्ट्रक वाहनासां वहत), एक पवरपणू ण व्र्यवस्था वनमाण करण्र्याचे राज्र्याच े ध्र्येर्य आहे आवण वाहन मोिीत काढण्र्या सांदभातील धोरण तर्यार करण्र्याची र्योजना आखत आहे, जी राज्र्याच्र्या पवरवहन ववभागामाफण त (Transport Dept.) र्योग्र्य वळे ी अवधसूवचत के ली जाईल. तसचे , इलेक्ट्क्ट्रक वाहन बटॅ री आवण त्र्याांच े घटक र्याचां ी सरु वक्षत हाताळणी आवण त्र्याांची ववल्हेवाट र्यासाठीसुध्दा मागणदशणक तत्त्व ेअवधसूवचत करण्र्यात र्येतील. 2.5 नवतांत्रज्ञान प्रवशक्षण व रोजगार वनर्ममती: 1) शासन सबां वां धत / इच्छुक वाहन उत्पादक, सेवा प्रदाताच्र्या भागीदारीत इलेक्ट्क्ट्रक वाहना ववषर्यी आवण शैक्षवणक सांस्था र्याांच्र्या व्र्यावसावर्यक अभ्र्यासक्रमाांचे आरेखन (Syllabus Development) व ववववध औद्योवगक सांस्थाांमधून कुशल मनुष्ट्र्यबळाची वनर्ममती के ली जाईल. 2) र्या सांदभात उच्च आवण तांत्र वशक्षण ववभाग तसचे कौशल्र्य ववकास व उद्योजकता ववभाग ववववध सांबवां धत घटकाशां ी ववस्ततृ चचा करून पढु ील र्योजना बनवले . 3) महाराष्ट्र राज्र्य नाववन्र्यता सोसार्यटी अतां गणत (Maharashtra State Innovation Society) इलेक्ट्क्ट्रक वाहन नव उद्योजकाांना (Startups) उत्तेजन वदले जाईल. 2.6 शासकीर्य वाहने : 1) वदनाांक 1 एवप्रल,2022 पासून, शहराांतगणत पवरचावलत होणारी, सव ण शासकीर्य, वनम शासकीर्य, स्थावनक स्वराज्र्य सांस्थाां माफण त व शासनाच्र्या वनधी मधून खरेदी करण्र्यात र्येणारी वाहने बटॅ री इलेक्ट्क्ट्रक वाहने असतील. तसेच, शासकीर्य वापरासाठी भािेतत्वावर घेण्र्यात र्येणारी सव णवाहने ही पृष्ट्ठ 16 पैकी 12शासन वनणणर्य क्रमाांकः मइवाधो-2021/प्र.क्र. 25/ताां.क.4 बटॅ री इलेक्ट्क्ट्रक असतील. त्र्यानुसार, शासकीर्य वाहन खरेदी धोरणा मध्र्ये आवश्र्यक सधु ारणा करण्र्याची कार्यणवाही ववत्त ववभागामाफण त करण्र्यात र्यावी. 2.7 शुन्र्य उत्सजनण वाहन (Zero Emission Vehicles (ZEV):क्रे िीट कार्यणक्रम ( 1) राज्र्याकवरता ZEV कार्यणक्रमाची आवश्र्यकता आवण त्र्यासांबधां ीचा तपशील र्याची आखणी व अांमलबजावणी पवरवहन ववभागामाफण त वनगणवमत करण्र्यात र्येईल. 2.8 जनजागृती मोहीम: 1) इलेक्ट्क्ट्रक वाहने व त्र्याचां े फार्यदे आवण त्र्यासाठी राज्र्य व कें द्र शासनाच े धोरणाांतगणत उपलब्ध असलेली प्रोत्साहने र्याववषर्यी व्र्यापक प्रमाणात जनजागतृ ी करण्र्यासाठी वाहन उत्पादक आवण ववववध सामावजक सांस्थाांच्र्या भागीदारीतून राज्र्य शासना माफण त एक जनजागतृ ी कार्यणक्रम तर्यार करून त्र्याचा प्रचार व प्रसार करण्र्यात र्येईल. 3. अमां लबजावणी व सांवनर्यांत्रण र्यांत्रणा : 3.1 महाराष्ट्र इलेक्ट्क्ट्रक वाहन धोरण ,2021 च्र्या अांमलबजावणीचे सांवनर्यांत्रण व मागणदशणन करण्र्यासाठी पढु ील प्रमाणे “सुकाण ूसवमती ”(Steering Committee) गवठत करण्र्यात फ्र्युएल सेल वाहने इत्र्यादी) प्रोत्साहन देण्र्याचाही ववचार करेल. 3.2 सुकाण ू सवमती आवश्र्यकतेनुसार प्राधान्र्य क्षत्रे ाांसाठी उप-सवमती ककवा ववशेष टास्क फोस ण वनमाण करेल. 3.3 सुकाण ू सवमतीला सहाय्र्य करण्र्यासाठी पवरवहन ववभागाांतगणत “महाराष्ट्र इलक्ट्ेक्ट्रक वाहन उपववभाग” वनमाण करण्र्यास शासन मान्र्यता देत आहे. र्या उपववभागासाठी आवश्र्यक पदे पवरवहन ववभागा मधून तसेच पर्यावरण व वातावरणीर्य ववभागा Maharashtra Electric Vehicle Policy was issued in February 2018, vide Government Resolution dated 14th February, 2018 under reference as mentioned above. This policy included fiscal and non-fiscal provisions for adoption of electric vehicles in the state and for increasing the production capacity. To formulate a revised policy of state electric vehicles, the Committee (Task Force) was constituted vide Government Resolution, Environment and Climate Change Department क्र. एमसीए 2020/ प्र.क्र.167/ ता.ांक.2, dated. 22 December 2020 under chairmanship of Additional Chief Secretary (Transport). The committee examined all aspects in this regard and developed Maharashtra Electric Vehicle Policy, 2021.The revise policy was submitted by the Committee to Environment and Climate Change Department on 14th June, 2021. The matter of implementation of "Maharashtra Electric Vehicle Policy, 2021" prepared by the Task Force under the chairmanship of Additional Chief Secretary (Transport) was under consideration of the Government Maharashtra. Government Resolution: Considering the aspects mentioned in the preamble, Maharashtra Electric Vehicle Policy, 2021 is approved for implementation from the date of issuance of this Government Resolution till 31st March, 2025. This policy shall apply exclusively to Battery Electric Vehicles (BEVs) sold and registered in the State of Maharashtra. Mild Hybrid, Strong Hybrid, and Plug- in Hybrid Electric Vehicles are not covered under this policy. 2. All vehicles leased for Govt. official purpose shall be battery electric vehicles Note: 1) The 3-wheeler and 4-wheeler targets are inclusive of passenger as well as goods carrier vehicles. 2) E-commerce companies include companies like Amazon, Flipkart, etc. Last-mile delivery/logistics players include Zomato, Swiggy and other courier and delivery firms and mobility aggregators include Ola, Uber, Black-yellow taxi, etc. 2.4 Electric Vehicle Ecosystem Development Incentives 2.4.1 Demand side incentives: Transport Department: 1) All the following incentives under this policy (A), (B), (C), (D) and (E) shall be disbursed as per the mechanism established under ‘Operation Guidelines for Demand Incentives’ which will be issued by Transport Dept. within 15 days from the publication of this Government Resolution (GR). 2) State Incentives will be as per below. These incentives will be in addition to FAME II incentives offered by Govt. of India. These incentives will be availed to vehicle Original Equipment Manufacturer (OEMs). Vehicle models approved under FAME Page 4 of 15Government Resolution No.: MSEVP-2021/CR 25/TC 4 II Scheme of Govt of India will be eligible for these incentives. Any amendments made by Govt. of India in FAME II scheme shall be applicable to this scheme. 3) The responsibility to pass on these incentives to the end customer during the purchase lies with the vehicle OEMs. 4) The incentives disbursement mechanism (for demand incentives, scrappage incentives, charging infrastructure incentives, supply-side incentives, tax exemptions and reimbursements, etc.) shall be made through online portal to ensure timely transfer to beneficiaries and transparency. 5) E-commerce companies, last-mile delivery/logistics players and mobility aggregators should submit an EV transition plan to the Transport Department, within six months from the date of issue of this Government Resolution. (B) Early Bird Incentives: 1) Buyers purchasing the EVs (except e-buses) before 31st Dec 2021 shall be eligible for ‘Early Bird Incentives of INR 5,000/kWh of the vehicle battery capacity. This discount shall be provided over and above the demand incentives described in Table 2. The maximum early bird discount availed per vehicle shall be capped at INR 1,00,000. (C) Vehicle Scrappage Incentives: 1) The vehicles eligible for demand incentives under this policy will be eligible for the scrappage incentive. Vehicle segment-wise scrappage incentives are described in Table 3. Scrappage incentive shall be reimbursed by the Government of Maharashtra provided:  Evidence of matching contribution from the dealer or OEM  Confirmation of scrappage of the ICE vehicle in the same vehicle category. To address these concerns for the electric 2W and 3W users, the Maharashtra EV policy will provide OEMs additional incentives (to be transferred to the customers) for offering additional incentives as per Table 4. 2) Electric Vehicle OEM offering minimum 5-year warranty for batteries shall be eligible for additional incentives as per table 4. 3) OEMs who offer buyback shall be eligible for additional incentives as per Table 4. 4) An OEM can avail both the incentives simultaneously, however the total incentive amount will be limited to INR 12,000. This will be over and above the incentives mentioned in Table 2 and based on the net value after considering all the above incentives. The details will be notified by Transport Dept. 2) As per the Ministry of Road Transport and Highways notification of 18th June 2019, all the EVs sold and registered in the state shall be exempted from the payment of fees for purpose of issue or renewal of registration certificate. 3) An individual buyer will be able to avail the incentives only once for the respective vehicle category. Fleet aggregators/operators will be able to avail the incentives for the fleet owned by them. ‘Operational guidelines for Demand Incentives’ will outline the details for the same which will be issued by Transport Dept. 4) State government shall engage and encourage financial institutions and banks to offer preferential interest rates for EV customer segments like e-autos, goods carriers, and taxis. 5) The policy shall endeavour to fast-track and ensure time bound registration of EVs, including EV fleets owned by aggregators, last mile delivery providers, logistics players, etc. 6) All the EVs in the state shall be registered with green number plates, irrespective of vehicle type. 7) No permits shall be required for e-autos as per Ministry of Road Transport and Highways notification dated 18th October, 2018 and the provisions thereof will be strictly implemented. 8) City specific restrictions on auto rickshaws shall continue to apply also on e- autorickshaws, based on local traffic considerations. Page 7 of 15Government Resolution No.: MSEVP-2021/CR 25/TC 4 2.4.2 Charging Infrastructure Development Incentives: (1) Energy Department: 1) Public and Semi-Public Charging Stations (PCS & SPCS) as mentioned in Table-5 below, will be eligible for incentives for construction of basic charging systems under this policy. The charging station shall be eligible for the incentives only after commencement of the operation of the station. Public and semi-public charging stations availing FAME II charging infrastructure incentive will not be eligible for these incentives. 3) Energy Dept will create State Nodal Agency to develop and implement ‘Integrated EV charging Infrastructure Plan’. 4) Charging infrastructure service providers will be allowed to install charging stations in the state as per their business plans. Charging stations developed by the service providers will eventually be merged into the state-level charging infrastructure plan prepared by the State Nodal Agency. 5) Charging of EVs is a Service as clarified by the Ministry of Power (MOP), Government of India. In cases where any charging station has been installed in the state with Government (Central or State) incentives (financial or otherwise), service providers will be required to follow any regulations related to service charges, as may be notified by the State Nodal Agency / State Government / Appropriate Commission, provided due consultations have been done with the stakeholders. 6) The tariff applicable for all the EV charging stations and battery swapping stations in the state shall be as per Order 322 of 2019 dated 30.03.2020 issued by Page 8 of 15Government Resolution No.: MSEVP-2021/CR 25/TC 4 Maharashtra Electricity Regulatory commission (MERC) or any such future order/s by MERC. 7) Charging service providers will be encouraged to provide centralized EV charging station management system portal and user application (Android, iOS and/or other), along with cashless payment option to ensure information accessibility of all public charging systems and its live usage status in public domain. Energy department and state nodal agency should take initiative regarding this. (2) Urban Development Department and Other Departments.: 1) Urban local bodies will be encouraged to provide property tax rebates to residential owners for installing private charging infrastructure within their premises. Details will be issued by Urban Development Dept. in consultation with Energy Dept. / State Nodal Agency. 2) Urban local bodies of all cities should prepare a charging infrastructure plan for their cities with an aim to cater to 2025 levels of EV penetration. Maharashtra EV Policy 2021 announces electric vehicle charging stations as ‘Amenity’. Accordingly, Urban Development Dept. and respective ULBs shall identify locations and land parcels (including on existing fuel stations) available with different government / land owning agencies, that could be made available for charging infrastructure installation at concessional rentals. Further, ULBs shall reserve amenity spaces for electric vehicle charging stations in respective City Development Plan. Urban Development Dept. and Energy Dept. shall ensure the implementation of charging infrastructure development by respective ULBs. 3) In 2019, Ministry of Housing and Urban Affairs, Government of India (MoHUA) released an amendment of building code and town planning rules for provisioning of EV charging stations in private and commercial buildings. These amendments should be duly incorporated and will be applicable for new buildings. Appropriate actions shall be taken by Urban Development Dept. 4) 15th Finance Commission (FCC) has allocated grant to 42 NCAP cities for 2020- 21 to implement measures for improving air quality as per their approved city action plans. Six cities in Maharashtra have been allocated grants by the FCC. Given that adoption of e-mobility would help cities in improving the air quality, funds should be made available from this FCC grant in the NCAP cities to support the Discoms in setting up the charging infrastructure and for the upstream infrastructure upgradation. Accordingly, Urban Development Dept. and Energy Dept. shall take suitable actions. Page 9 of 15Government Resolution No.: MSEVP-2021/CR 25/TC 4 5) The six targeted UAs, listed earlier, will create low-emission zones that shall be served primarily by zero tailpipe emission vehicles, as decided and notified by the city-agencies. Urban Development Dept. and respective ULBs will develop a plan and implement in timebound manner. 6) Urban local bodies shall be encouraged to provide lane and parking preferences to EVs, subject to local traffic conditions. Urban Development Dept. and respective ULBs will develop a plan and implement in timebound manner. 7) New residential buildings will be mandated to have at least 20% of the total parking spaces as EV ready, of which 30% should be in common parking spaces or parking spaces unallotted to any individual residence owner. Urban Development Dept. and respective ULBs will develop a plan and implement in timebound manner. 8) Developers of new residential projects would be required to give option of buying EV-ready parking from 2022 onwards. Urban Development Dept. and respective ULBs will develop a plan and implement in timebound manner. 9) All dedicated off-road public parking spaces shall convert at least 25% of their total capacity to be EV ready by 2023. Urban Development Dept. and respective ULBs will develop a plan and implement in timebound manner. 10) All institutional and commercial complexes shall convert at least 25% of their total parking spaces to be EV ready by 2023. Urban Development Dept. and respective ULBs will develop a plan and implement in timebound manner. 11) All government office complexes shall convert 100% of their total parking spaces to be EV ready at the earliest, but not later than 2025. 12) All the future public parking spaces, allotted by bidding process, shall provide free parking to all the EVs. Urban Development Dept. and respective ULBs will develop a plan and implement in timebound manner. 13) MSRDC / PWD and other associated dept. should identify locations on major national and state highways for charging infrastructure installation. 2.4.3 Supply Side Incentives: (1) Industry Department: The Government of Maharashtra aims to attract investments to develop a robust EV manufacturing and R&D ecosystem in the state. 1) Incentives will be provided to make the state more lucrative for setting up manufacturing and R&D facilities related to EVs (component manufacturing, Page 10 of 15Government Resolution No.: MSEVP-2021/CR 25/TC 4 vehicle assembly, battery assembly, cell manufacturing, electronics parts manufacturing, recycling of EVs and EV batteries, etc.). All the benefits under ‘D+’ category of mega projects/other categories will be provided to these industries irrespective of location of manufacturing unit in the state. The incentives shall be applicable from the date of public notification of this policy and shall be disbursed by the Industries Dept. The ‘Operational Guidelines for Supply Side Incentives’ shall be issued by the Industries Dept. 2) The Government of India approved the production-linked incentive (PLI) scheme for advance chemistry cell (ACC) battery manufacturing on 12 May 2021. The state Govt of Maharashtra aims to attract at least one Gigafactory for the manufacturing of Advance Chemistry Cells under this Scheme by 2023. It is expected that the Government of India will invite states (through a challenge process) to express interest for setting up of the first 4-5 Giga factories. Government of Maharashtra will endeavour to offer competitive incentives that significantly enhance/complement the incentives offered under GoI’s PLI scheme. 3) The state also aims to create an ecosystem for environment-friendly scrapping of vehicles (including electric vehicles) and plans to prepare a ‘State Scrapping Policy’, which will be notified in due course of time by the Transport Department of Maharashtra. Maharashtra state shall also notify guidelines for safe handling and disposal of electric vehicle batteries and its components. 2.5 Upskilling, Training and Job creation: 1) The policy shall aim to amend existing courses and/or create new courses (Syllabus Development) on electric vehicle ecosystem to be offered by the state Industrial Training Institutes. Government of Maharashtra, in partnership with relevant/interested OEMs and service providers, shall develop skill enhancement centres for delivering vocational courses on the EV ecosystem. The skill enhancement centres will aim to train the ICE mechanics/workforce in repairing and servicing of EVs and charging stations. 2) Higher & Technical Education Dept. and Skill Development & Entrepreneurship Dept shall discuss with relevant stakeholders and develop future plan in this regard. 3) EV start-ups will be encouraged on priority basis under Maharashtra State Innovation Society. Page 11 of 15Government Resolution No.: MSEVP-2021/CR 25/TC 4 2.6 Government Vehicles: 1) Starting 1st April 2022, all new govt. / semi govt./ urban local bodies / govt. funded organizations vehicles operating within the cities shall be battery electric vehicles. All vehicles leased for Govt. official purpose shall be battery electric vehicles. Necessary amendments in Government Vehicle Procurement policy shall be issued by Finance Department. 2.7 Zero Emission Vehicle (ZEV) Credit Program: 1) The requirement of ZEV credit program and other technical details shall be released in due course of time by Transport Dept. 2.8 Awareness Program: 1) An awareness program will be designed and implemented by the state government in partnership with industry players and civil society organizations. The program will aim to create awareness on EVs, their benefits and incentive support available under state and central government policies. 3. Monitoring and Implementation Mechanism: 3.1 The following “Steering Committee” is being constituted to monitor and guide the implementation of Maharashtra Electric Vehicle Policy, 2021. The apex committee shall also consider providing incentives to new emerging technologies like fuel cell vehicles as and when these technologies may become more popularly available. 3.2 The steering committee shall form sub-committees or special task forces on priority areas, as may be required. 3.3 Steering Committee shall be supported by a dedicated team, or a sub-dept. called the "Maharashtra State EV Sub-dept.”. The team shall be made available through Transport Dept. and Environment & Climate Change Dept. Also, The sub-dept. will comprise of a team of experts / professionals and will be responsible for day-to-day operations of the EV Policy. No new post will be created in this regard. 3.4 Comprehensive monitoring and co-ordination regarding Maharashtra Electric Vehicle Policy, 2021 shall be done through Environment and Climate Change Dept. 3.5 The various responsibilities of Maharashtra Electric Vehicle Policy, 2021 for various incentives and implementation will be as follows.: Sr. No. Incentives Concerned Government Department (1) Demand Side Incentives These incentives will be disbursed through the Industries Department until the relevant budget head are transferred to the Transport Department. The funds required for the implementation of Maharashtra Electric Vehicle Policy, 2021 will be made available through various means such as green tax levied for registration of old vehicles, cess on fossil fuels, etc. 5. The Government of Maharashtra approves the expenditure of INR 930 Cr. for next four years for implementation of Maharashtra Electric Vehicle Policy, 2021. The demand side incentives will be disbursed by Transport Department, Charging infrastructure development incentives will be disbursed by the Energy Department and supply-side incentives will be disbursed by the Industries Department. The budget allocated to these Departments will be based on incentive amounts defined in 2.4.1, 2.4.2 and 2.4.3, subject to the maximum incentive amounts and maximum number of vehicle/charging stations to be incentivized under the policy. 6.
