maintenance, management and operation of NH148N in the stretch of land from Km. 170.8 to Km. 210 (SDO Office Ramgarh Pachwara) in the district of DAUSA in the state of RAJASTHAN,
## Policy Analysis Report: Land Acquisition for National Highway 148N
**1. Executive Summary:**
This report analyzes a notification from the Ministry of Road Transport and Highways, Government of India, concerning the acquisition of land in Rajasthan for the building, construction, maintenance, management, and operation of National Highway (NH) 148N. The notification, dated March 25, 2021, declares the intention to acquire specific land parcels within the district of DAUSA. The report details the legal basis, affected areas, objection procedures, and potential impact of this land acquisition. The key finding is that the government is utilizing its powers under the National Highways Act, 1956 to acquire land for infrastructure development.
**2. Introduction:**
This report provides an informative analysis of a government notification pertaining to land acquisition for the development of National Highway 148N. The analysis is based solely on the provided text of the notification.
**3. Policy Overview:**
This is a new policy action under the existing National Highways Act, 1956.
* **Core Objective:** To acquire land for the purpose of building, construction, maintenance, management, and operation of NH-148N in the stretch of land from Km. 170.8 to Km. 210.
**4. Background and Rationale:**
* **Likely Problem/Issue Addressed:** The policy addresses the need for land to facilitate the construction and improvement of national highway infrastructure. This suggests existing limitations or inadequacies in the current highway network and a desire to enhance connectivity and transportation efficiency. The construction of an eight-lane access-controlled highway indicates a need to increase traffic capacity.
**5. Key Provisions / Changes:**
* The notification declares the intention to acquire specific plots of land along NH-148N within the DAUSA district of Rajasthan.
* It provides a schedule detailing the survey plot numbers, type and nature of land, and area (in local units and hectares) to be acquired for each affected parcel.
* It outlines a process for landowners to object to the acquisition, providing a 21-day window for submitting objections to the Competent Authority (Sub-Divisional Officer, Ramgarh Pachwara).
* It specifies that the Competent Authority will provide an opportunity for objectors to be heard (in person or through legal representation) before making a final decision on the objections.
* It states that the order made by the Competent Authority is final.
* It makes the land plans and other details available for inspection at the office of the Competent Authority.
**6. Target Audience and Stakeholders:**
* Landowners whose property falls within the specified area (Km. 170.8 to Km. 210 of NH-148N in DAUSA district, Rajasthan) are the primary target audience.
* Other stakeholders include residents of the affected villages, businesses that rely on transportation infrastructure, and potentially construction companies involved in the highway project.
**7. Implementation Aspects (Inferred):**
* **Responsible Agency:** The Ministry of Road Transport and Highways is ultimately responsible, with the Competent Authority (Sub-Divisional Officer, Ramgarh Pachwara) handling local implementation. The National Highways Authority of India (NHAI) is also referenced by the file number.
* **Timelines:** Landowners have 21 days from the date of publication (March 25, 2021) to file objections.
* **Procedures:**
* Affected parties can inspect the land plans at the office of the Competent Authority.
* Objections must be submitted in writing to the Competent Authority, stating the grounds for the objection.
* The Competent Authority must provide an opportunity for a hearing before making a decision.
**8. Expected Outcomes / Impact of Changes:**
* The intended outcome is to secure the necessary land for the construction, improvement, and maintenance of NH-148N.
* This is expected to lead to improved transportation infrastructure, potentially reducing travel times and enhancing connectivity.
* Negative impacts could include displacement of landowners, disruption to agricultural activities, and potential environmental concerns during construction.
**9. Conclusion:**
The notification represents a significant step in the development of National Highway 148N. It sets in motion the process of land acquisition, which is crucial for the successful execution of the infrastructure project. While the project aims to improve transportation, affected landowners must be aware of their rights and the process for raising objections to ensure a fair and transparent outcome.
