Executive Summary & Key Takeaways

Executive Summary: This public notice issued by the Directorate General of Foreign Trade amends Paragraph 3.14a of the Handbook of Procedures 2015-20, simplifying the declaration of intent for claiming rewards under the Merchandise Exports from India Scheme (MEIS). It clarifies the procedure for both EDI and Non-EDI shipping bills, making it easier for exporters to claim rewards. The marking of a tick is mandatory in EDI shipping bills. Key Points / Main Content: Declaration of Intent for MEIS Rewards: * The notice pertains to claiming rewards under the Merchandise Exports from India Scheme (MEIS), including exports through courier or foreign post offices using e-commerce. * It modifies the procedure for declaring intent on shipping bills to claim these rewards. EDI Shipping Bills: * Marking/ticking "Y" (Yes) in the reward column of EDI shipping bills against each item is sufficient to declare intent to claim rewards. * If the exporter does not intend to claim rewards, they should tick "N" (No). * Marking/ticking is mandatory in appropriate tick boxes in EDI shipping bills. * This marking applies to export shipments under Chapter 4 (including drawback), Chapter 5, or Chapter 6 of the Foreign Trade Policy (FTP). * Procedure for declaration of intent has been simplified in Paragraph 3.14a of the Handbook of Procedures 2015-20 for EDI. Non-EDI Shipping Bills: * In the case of non-EDI shipping bills, a declaration is needed on the Shipping Bills in order to be eligible for claiming rewards under MEIS. * The declaration needed is: "We intend to claim rewards under Merchandise Exports From India Scheme MEIS." * This declaration is also required for export shipments under Chapter 4 (including drawback), Chapter 5, or Chapter 6 of the FTP. Effective Date: * Declaration of intent has been mandatory with effect from June 1, 2015. Impact Analysis: Exporters: * Impact: Streamlined procedure for declaring intent to claim MEIS rewards, particularly for EDI shipping bills. * Action Required: Ensure proper marking/ticking of "Y" or "N" in the reward column of EDI shipping bills. For Non-EDI Shipping Bills ensure the declaration "We intend to claim rewards under Merchandise Exports From India Scheme MEIS" is present on the shipping bills. Directorate General of Foreign Trade (DGFT): * Impact: Implementation and enforcement of the amended procedure. * Action Required: Ensure the amended procedure is followed and that exporters are aware of the changes.
