अत: अब, ग्रीन क्रेधिट धनयम, 2023 के धनयम 5 के उप-धनयम (1) द्वारा प्रदत्त अधिकारों का प्रयोग करत े हुए, और पयाावरण, वन और जिवाय ुपररवतान मंत्रािय की अधिसूचना संख्या का.आ. 884 (अ), तारीख 22 फरवरी, 2024 को, उन बातों के धसवाय अधिक्रान्त करते हुए धजन्ह े ऐसे अधिक्रमण स े पूवा ककया गया ह ै या करने स े िोप ककया ह,ै केंद्रीय सरकार, प्रिासक की धसफाररि पर, वृक्षारोपण गधतधवधि के संबंि म ें ग्रीन क्रेधिट की गणना करने के धिए धनम्नधिधखत पद्धधत को अधिसूधचत करती ह,ै अथाात:- 1. क्षररत वन भूधम क्षत्रे म ें न्यनू तम पांच वर्ा की पुनर्सथाापन गजतजवजधर्ााँ पूरी होने पर, तथा न्यनू तम चािीस प्रधतित का वृक्ष छत्र घनत्व प्राप्त करने के बाद, आवेदक ग्रीन क्रेधिट प्रदान करने के धिए प्रिासक द्वारा धवधनर्दाष्ट रूपधविान म ें दावा ररपोटा प्रर्सततु करन े के धिए पात्र होगा तथा आवेदक केन्द्रीय सरकार के परामिा स े प्रिासक द्वारा यथाधवधनर्दाष्ट सत्यापन फीस का भुगतान करन े के धिए दायी होगा। 2. ग्रीन क्रेधिट की गणना वनर्सपधत की प्रधर्सथधत के आिार पर, धजसम ें छत्र घनत्व म ें पररवतान और जीधवत वृक्षों की संख्या भी िाधमि होगी, की जाएगी। 3. ग्रीन क्रेधिट जारी करने के धिए क्षररत वन भूधम क्षत्रे म ें न्यूनतम चािीस प्रधतित का वृक्ष छत्र घनत्व प्राप्त करना होगा तथा पांच वर् ा से अधिक आय ु के प्रत्येक नए वृक्ष के धिए एक ग्रीन क्रेधिट प्रदान ककया जाएगा । 4. दावा ररपोटा प्राप्त होने पर, प्रिासक, अधभधहत अधभकरणों के माध्यम स े वन पुनर्सथाापन गधतधवधि के मूलयांकन और सत्यापन के आिार पर, अनुच्छेद 1 स े अनुच्छेद 3 म ें अधिकधथत मानदिं ों के आिार पर, जैसा भी िाग ू हो ग्रीन क्रेधिट बना सकेगा और आवेदक को जारी कर सकेगा। 5. ग्रीन क्रेधिट कायाक्रम गधतधवधि के अिीन प्रधतपरू क वनरोपण या वृक्षारोपण के धिए बनाए गए ग्रीन क्रेधिट, धनयंत्री और उसकी समनुर्ंगी कंपधनयों के बीच अतं रण को छोड़कर, गरै -व्यापाररक और गरै -अंतरणीय होगा। 6. भूखण्‍ि के धिए कायाान्वयन पद्धधतयां, जहा ं प्रिासक द्वारा उठाई गई मांग के धवरुद्ध आवेदक द्वारा भुगतान जमा ककया गया था और तारीख 22 फरवरी, 2024 की अधिसूचना संख्या का.आ. 884 (अ) के अनसु ार ग्रीन क्रेधिट पोटिा (https://www.moefcc-gcp.in/) म ें अधभधिधखत ककया गया था, उस अधिसूचना द्वारा िाधसत होते रहगें े और ग्रीन क्रेधिट की गणना और इसका प्रयोग इस अधिसूचना म ेंअधिकधथत मानदिं ों पर आिाररत होगा। 7. ग्रीन क्रेधिट कायाक्रम के अिीन बनाए गए ग्रीन क्रेधिट का आदान-प्रदान एक बार, धनम्नधिधखत म ेंस ेककसी भी उद्दश्े य के धिए ककया जा सकता ह,ै अथाात्: - क. वन (संरक्षण एवं संविान) अधिधनयम, 1980 (1980 का 69) और उसके अिीन बनाए गए धनयमों और कदिाधनदेिों के अिीन यथाअधिकधथत गरै -वाधनकी प्रयोजनों के धिए वन भूधम के अपवतान स े संबंधित मामिों म ें प्रधतपूरक वनीकरण की अनुपािना को परू ा करना।[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 ख. वन पुनर्सथाापन गधतधवधियों पर उपगत िागत के आिार पर, तत्समय प्रवृत ककसी धवधि के उपबंिों के अनुसार, कॉपोरेट सामाधजक उत्तरदाधयत्व के अिीन आवश्यकता को पूरा करना; ग. तत्समय प्रवृत ककसी धवधि के उपबंिों के अनुसार, आवेदक व्यधक्त या संस्ट्था द्वारा आरंभ की जा रही पररयोजना के अनुमोदन के अनुपािन म ें बाध्यताओं को पूरा करन े के धिए वृक्षारोपण की आवश्यकता को पूरा करना। 8. ऊपर वर्णात ककसी भी प्रयोजन के धिए ग्रीन क्रेधिट का धवधनमय कर कदए जान ेपर, इस ेऐस ेग्रीन क्रेधिट की उस सीमा तक धनवााधपत हुआ माना जायगे ा, धजस सीमा तक इसका उपयोग ककया जा चुका ह,ै तथा उस सीमा तक इसका पुनः उपयोग नहीं ककया जा सकता ह।ै 9. उक्त धनयमों के अिीन वृक्षारोपण के बदिे म ेंउत्पन्न ग्रीन क्रेधिट का उपयोग तत्समय प्रवृत ककसी भी धवधि के उपबंिों के अनुसार पयाावरण, सामाधजक और िासन नेतृत्व उपदिाक के अिीन ररपोर्टिंग के धिए ककया जा सकेगा। 10. ग्रीन क्रेधिट कायाक्रम के अिीन कायाान्वयन की पद्धधतया ंवो होंगी जो पयाावरण, वन और जिवाय ुपररवतान मंत्रािय द्वारा समय-समय पर धवधनर्दाष्ट की िाए।ाँ [फा. स.ं एचएसएम-12/135/2025- एचएसएम] नजमता प्रसाि, संर्ुक् त सजचव MINISTRY OF ENVIRONMENT, FOREST AND CLIMATE CHANGE NOTIFICATION New Delhi, the 29th August, 2025 G.S.R. 592(E).— Whereas, the Central Government enacted the Green Credit Rules, 2023 under section 3, 6 and 25 of the Environment (Protection) Act, 1986 (29 of 1986) vide notification number S.O. 4458(E), dated the 12th October, 2023 and was published in the Gazette of India, Extraordinary, Part II, Section 3, Sub Section (ii); And whereas, in pursuance of sub-rule (1) of rule 5 of the Green Credit Rules, 2023, the methodology for calculation of Green Credit in respect of tree plantation was notified vide notification number S.O. 884(E), dated the 22nd February, 2024 and was published in the Gazette of India, Extraordinary, Part II, Section 3, Sub Section (ii), dated the 22nd February, 2024; And whereas, sub-rule (1) of rule 5 of the said rules provides that the Central Government shall, on the recommendation of the Administrator, notify the methodology for calculating the Green Credit in respect of any activity taken under those rules; Now therefore, in exercise of the powers conferred by sub-rule (1) of rule 5 of the Green Credit Rules, 2023 and in supersession of the Ministry of Environment, Forest and Climate Change notification number S.O. 884(E), dated the 22nd February, 2024, except as respects things done or omitted to be done before such supersession, the Central Government, on the recommendation of the Administrator, hereby notifies the following methodology for calculating the Green Credit in respect of tree plantation activity, namely:- 1. On completion of minimum five years of restoration activities in the degraded forest land parcel(s), and after achieving a minimum canopy density of forty per cent (40% canopy density), the applicant shall be eligible to submit a claim report in the format specified by the Administrator for award of Green Credit and applicant shall be liable to pay the verification fee as specified by the Administrator in consultation with the Central Government. 2. The Green Credit shall be calculated based on the vegetation status including the change in the canopy density and the number of surviving trees.4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 3. The minimum canopy density of forty per cent shall have to be achieved in the degraded forest land parcel for issuance of Green Credit and one Green Credit shall be awarded for each new tree of the age more than five years. 4. On receipt of the claim report, the Administrator, based on the evaluation and verification of the forest restoration activity through designated agencies, may generate and issue Green Credit to the applicant, as may be applicable, based on the criteria laid down in paragraphs 1 to 3. 5. The Green Credit generated for compensatory afforestation or tree plantation under the Green Credit programme activity shall be non-tradable and non-transferable except for the transfer between the holding company and its subsidiary companies. 6. The implementation modalities for land parcels, where payment against the demand raised by the Administrator was deposited by the applicant and recorded in the Green Credit portal (https://www.moefcc-gcp.in/) in accordance with the notification number S.O. 884(E) dated the 22nd February, 2024, shall continue to be governed by that notification and the calculation of Green Credit and its usage shall be based on the criteria laid down in this notification. 7. The Green Credit generated under the Green Credit Programme may be exchanged once, for any of the following purposes, namely: - a. to meet the compliance of the compensatory afforestation in cases related to diversion of forest land for non- forestry purposes as laid down under the Van (Sanrakshan Evam Samvardhan) Adhiniyam, 1980 (69 of 1980) and the rules and guidelines framed thereunder; b. to meet the requirement under the corporate social responsibility, as per the provisions of any law for the time being in force, based on cost incurred towards forest restoration activities; c. to meet the requirement of plantation of trees to fulfil the obligations in compliance of the approval of the project/activity being undertaken by the applicant person or entity as per the provisions of any law for the time being in force. 8. Once the Green Credit is exchanged for any of the purpose mentioned above, it shall be deemed to have been extinguished to the extent such Green Credit has been used and to that extent it cannot be used again. 9. The Green Credit generated in lieu of tree plantation under the said Rules may be used for reporting under environmental, social and governance leadership indicator as per the provisions of any law for the time being in force. 10. The implementation modalities under the Green Credit Programme shall be as specified by the Ministry of Environment, Forest and Climate Change from time to time. [F.
