खाली धरु ी खपे का यान का लोड प्रजत खपे का समग्र आयाम लबं ाई और चौड़ाई म ेंधरु ों के पजं ियों का भार(टन म)ें लदान के एक्सल (मीटर म)ें (लबं ाई x यग्ु मन का जववरण भार (सहायक साथ लाइन(टन चौड़ाई x ऊँचाई) वजन सजहत) भार(टन म)ें म)ें (टन म)ें 48 टन 94 टन 142 टन 17.7 टन लंबाई- 19.9 मी 4 धुरी पंजियां + ड्रॉपडेक + 4 धुरी पंजियां (8 धरु ी पंजियां + चौड़ाई- 7.25 मी ड्रॉपडेक के बराबर) को सीधी ऊँचाई- 6.9 मी रेखा में जोड़ा जाएगा। (8 टायर प्रजत धुरी पंजि) 5. उपरोि छूट इन ितों के अधीन ह ैदक:- (i) उपरोि कन्द्साइनमेंट का पररवहन, जवजिष्ट माग ग राम जी का गोल, राजस्ट्थान स े एचआरआरएल साइट, बाड़मेर, राजस्ट्थान तक, इस सड़क माग ग के जररए होगा- रामजी का गोल-गुड़ामालानी-नया नगर-ससधरी-बालोतरा, पचपदरा, राजस्ट्थान। (ii) लोक जनमागण जवभाग/स्ट्थानीय प्राजधकाररयों/भारतीय राष्ट्रीय राजमागग प्राजधकरण द्वारा जवजभन्न सड़कों और पुलों के जलए जवजनर्ददष्ट भार प्रजतबंधों का अनुपालन दकया जाएगा और यानों को सड़कों पर लाने स े पहले, ऐस े प्राजधकाररयों से अनुमजत ली जाएगी। सुरिा की दजृ ष्ट से रैलरों का प्रत्येक प्रचालन राज्य/संघ िाजसत प्रदेि/भारतीय राष्ट्रीय राजमाग ग प्राजधकरण के संबंजधत पररवहन जवभाग द्वारा अनुमोददत दकया जाएगा और उस पर कड़ी जनगरानी रखी जाएगी। (iii) रांसपोटगर इस तरह के प्रजतबंधों का पालन करेगा जैसा दक राज्य / केंर िाजसत प्रदेि सरकार / भारतीय राष्ट्रीय राजमागग प्राजधकरण इस संबंध में आदिे द्वारा जनर्ददष्ट कर सकता ह।ै (iv) रांसपोटगर, यानों को सड़कों पर लाने से पहल,े दकसी भी वस्ट्तु जैसे होर्डडग्स, पोल, साइनबोडग को हटाने के जलए, रांसजमिन लाइन बंद कराना इत्यादद के जलए, राज्य/संघ राज्य िेत्र सरकार के संबंजधत जवभागों से आवश्यक पूवग अनुमजत प्राप्त करेगा और इस तरह के प्रजतबंधों का पालन करेगा जैसा दक राज्य / केंर िाजसत प्रदेि सरकार / भारतीय राष्ट्रीय राजमागग प्राजधकरण इस संबंध म ें आदेि द्वारा जवजनर्ददष्ट करता ह।ै राज्य/संघ राज्य िेत्र सरकार द्वारा अनुमत, दकसी भी वस्ट्तु को हटाने और पनु र्ववकास कराने की लागत मेससग एमएफसी रांसपोटग प्राइवेट जलजमटेड द्वारा वहन की जाएगी। (v) रांसपोटगर बड़े आकार के कागो को देखते हुए, ऐसे यानों की प्रत्येक आवाजाही के संबंध में राज्य सरकार/भारतीय राष्ट्रीय राजमागग प्राजधकरण द्वारा इस संबंध में जनर्ददष्ट प्राजधकरण या अजधकारी को कम स े कम दस ददन पहल े सूचना दगे ा। ऐसे प्रत्येक गमनागमन के जलए संबंजधत प्राजधकारी द्वारा समय जनधागररत दकया जाना चाजहए। (vi) यदद ऐसा दकसी राज्य/संघ राज्य िेत्र/भारतीय राष्ट्रीय राजमागग प्राजधकरण के लोक जनमागण जवभाग द्वारा जनदेजित दकया जाता ह,ै तो लोडेड यानों को उस राज्य/संघ राज्य िेत्र में सड़कों पर पलु ों के ऊपर या नीच े स े गुजरन े की अनुमजत नहीं दी जाएगी और ऐसे मामलों म ें आवेदकों को नददयों/नालों को पार करने के जलए अपनी व्यवस्ट्था स्ट्वयं करनी होगी।[भाग II—खण् ड 3(ii)] भारत का राजपत्र : असाधारण 3 (vii) रांसपोटगर राज्य / केंर िाजसत प्रदेि / भारतीय राष्ट्रीय राजमाग ग प्राजधकरण या दकसी अन्द्य प्रभाजवत व्यजि को ऐसी राजि का भुगतान करन े के जलए उत्तरदायी होगा जहा ं सड़कों या सड़क संरचनाओं / पुलों / अन्द्य सड़क उपयोगकतागओं / व्यजि को प्रत्यि या अप्रत्यि रूप स ेकोई नुकसान रेलरों की आवाजाही के कारण होता ह।ै (viii) सड़क की लंबाई के साथ रेलरों के युग्मन की अनुमजत केवल उपरोि आवाजाही के जलए होगी। (ix) उि यानों का पररवहन, यातायात के सामान्द्य प्रवाह म ेंजबना दकसी बाधा के होना चाजहए। (x) यान पर खतरे संबंधी सभी झंजडयां और बजत्तयां लगी होनी चाजहए, बेहतर यह होगा दक लदे यानों के आग े तथा पीछे एक-एक यान स्ट्पष्ट रूप से यह दिागता हुआ चल ेदक भारी लदा हुआ यान गुजर रहा ह।ै (xi) सड़क पर चलने के जलए रैलरों की अजधकतम गजत 5 दक.मी./घटं ा से अजधक नहीं होनी चाजहए। (xii) रैलरों की संपूण ग चड़ै ाई म ेंअगल े एवं जपछल े जहस्ट्स े पर पील े एवं काल े रंग से जेबरा पट्टी बनाई जाएगी और उस पर राजत्र के समय चलाने/ पार्दकग के जलए आगे और पीछे समुजचत रूप से लाल बत्ती होनी चाजहए तथा ददन म ें दोंनों ओर लाल झण्डी लगाई जाएगी, जजससे यान की सही-सही जस्ट्थजत का स्ट्पष्ट रूप स ेपता चल सके। (xiii) रांसपोटगर यह सुजनजित करेगा दक उपरोि आवाजाही के दौरान उपयोग दकए जान े वाले सभी यानों के संबंध में रोड टैक्स का भगु तान दकया गया ह,ै दफटनेस प्रमाण पत्र, बीमा कवर (तृतीय पि बीमा सजहत), राष्ट्रीय परजमट और पीयूसी प्राप्त दकया गया ह।ै (xiv) रेलरों और प्राइम मूवसग के रेजजस्ट्रीकरण प्रमाणपत्रों में कोई बदलाव नहीं दकया जाएगा क्योंदक वे पहले से ही गुजरात और महाराष्ट्र राज्य में रेजजस्ट्रीकृत ह।ैं (xv) दकसी यान (यानों) या अन्द्य रेजजस्ट्रीकृत स्ट्वाजमयों से प्राप्त यान (यानों) के भाग स े उत्पन्न होने वाले मद्दु े की जस्ट्थजत म,ें रांसपोटगर स्ट्वयं जजम्मेदार होगा। (xvi) खेप के पररवहन के दौरान उत्पन्न होने वाली दकसी भी प्रकृजत का कोई भी मुद्दा, रांसपोटगर की जजम्मेदारी होगी। [सं आरटी-11042/03/2021-एमवीएल (भाग-1)] महमूद अहमद, अपर सजचव MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 24th January, 2023 S.O. 391(E).—In exercise of the powers conferred by sub-section (3) of Section 58 and sub-Section 3(a) of Section 110 of the Motor Vehicles Act, 1988, the Central Government hereby accords approval for period of six months from the date of issue of this notification for transportation of one ―Catalyst Fines Hopper‖ from Ram Ji ka Gol to HRRL Site, Barmer, Rajasthan by road with maximum safe laden weight/Gross Vehicles Weight and dimensions, as mentioned in the schedule appended hereto. SCHEDULE 1. M/s MFC Transport Private Limited is the transporter of M/s L&T Heavy Engineering, Hazira for transportation of one ―Catalyst Fines Hopper‖ for the aforesaid movement. 2. The above relaxation is subject to the conditions that:- i. The specific route for transportation of the consignment will be from Ramji Ka Gol, Rajasthan to HRRL Site, Barmer, Rajasthan by road through- Ramji Ka Gol– Gudamalani – Naya Nagar- Sindhari - Balotra, Pachpadra, Rajasthan. ii. Load restrictions on various roads and bridges stipulated by the Public Works Department/Local Authorities/National Highway Authority of India will be observed and permission of such authorities will be obtained before the vehicles are put on the roads. Movement of the trailers will be approved and closely monitored by the concerned road authorities in State/Union Territory/National Highway Authority of India from safety point of view. iii. The transporter will observe such restrictions as the State/Union Territory Government/National Highway Authority of India may by order specify in this behalf. iv. The transporter will obtain necessary prior permissions from the concerned departments of the State/Union Territory Government for the removal of any objects like hoardings, poles, signboards, transmission line shutdown etc. and observe such restrictions as the State/Union Territory Government/National Highway Authority of India may by order specify in this behalf, before the vehicles are put on road. Cost of removal and redevelopment of any object permitted by the State/Union Territory Government shall be borne by the M/s MFC Transport Private Limited. v. The transporter will give intimation at least ten days in advance and would need to obtain permission before commencement of transit, from concerned authority of State or Union Territory Authorities/National Highway Authority of India en-route, in view of the oversized cargo. For each such movement, the timing should be prescribed by the concerned authority. vi. If so directed by the Public works Department of a State/Union Territory/National Highway Authority of India, the loaded vehicles will not be allowed to pass over or under the bridges on the roads in that State/Union Territory and in such cases applicants will have to make their own arrangements to cross the rivers/drains.[भाग II—खण् ड 3(ii)] भारत का राजपत्र : असाधारण 5 vii. The transporter would be liable to pay such amount to the Government of State/Union Territory/National Highway Authority of India or any other affected person where any damage is caused to the roads or road structures/bridges/other road users/persons directly or indirectly due to the movement of the trailers. viii. Coupling of the trailers along the length of the road will be permissible only for above movements. ix. The said vehicles should be moved without any hindrance to the normal flow of traffic. x. The vehicles should display all danger flags and lights, the vehicles should be preceded and followed by a vehicle displaying prominently that a heavy load is passing. xi. The maximum speed of the trailers for movement on the road shall not exceed 5 km/hr. xii. The trailers shall be painted for the entire width by yellow and black zebra stripes on the front and rear sides duly marked for night time driving/parking suitably by red lamps at the front and rear and red flags on both the sides during day time to indicate the extreme position of the vehicle clearly. xiii. The transporter will ensure that road taxes have been paid, fitness certificate, insurance cover(including Third Party Insurance), National Permit, and PUC have been obtained in respect of all the vehicles to be utilized during the above movement. xiv. No change will be made in the Registration Certificates of the Trailers and Prime Movers as they are already registered in the state of Gujarat and Maharashtra. xv. In case of issues arising of any vehicle(s) or part of vehicle(s) out sourced from other registered owners, the transporter shall bear responsibility for the same. xvi.
