L.-33004/99 सी.जी.-डी.एल.-अ.-30062023-246883 xxxGIDHxxx CG-DL-E-30062023-246883 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (i) PART II—Section 3—Sub-section (i) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 379] नई दिल्ली, िुक्रिार, िनू 30, 2023/आषाढ़ 9, 1945 No. 379] NEW DELHI, FRIDAY, JUNE 30, 2023/ASHADHA 9, 1945 नागर जिमानन मंत्रालय अजधसचू ना नई दिल्ली, 28 िून, 2023 सा.का.जन. 468(अ).—राष्‍टर पजत, संजिधान के अनुच्छेि 309 के परंतुक द्वारा प्रित्त िजियों का प्रयोग करत े हुए नागर जिमानन मंत्रालय के अंतगगत रेल सरं क्षा आयोग में मेरो रेल सरं क्षा आयुक्त के ग्रुप ‘ए’ के पि पर भती की पद्धजत में जनम्नजलजखत जनयम बनाते ह,ै अर्ागत:् 1. संजक्षप्त नाम और प्रारंभ.—(1) इन जनयमों का संजक्षप् त नाम नागर जिमानन मंत्रालय (मेरो रेल संरक्षा आयुक्त ) भती जनयम, 2023 ह।ै (2) िह रािपत्र में उनके प्रकािन की तारीख को प्रिृत्त होंगे। 2. प्रारंजभक जिधान.—मेरो रेल सरं क्षा आयिु के पि धारण करने िाले पिधारी, िो इन जनयमों के प्रारंभ होने से पूिग उि पि पर जनयजमत आधार पर जनयुि दकए गए र्े, इन जनयमों के अधीन उि पिों पर जनयुि दकए गए माने िाएंग े और इन जनयमों के प्रारंभ स े पहले उि पि पर इनके द्वारा प्रिान की गई सेिाएं पररिीक्षा, पुजि, पिोन्नजत आदि के प्रयोिनों के जलए ध्यान में रखी िाएगी। 3. पि की सख्ं या, िगीकरण तर्ा िते न मरै रक्स म ें स्ट्त र.—पि की संख्या, उसका िगीकरण और िेतन मैररक्स म ें स्ट् तर िह होगा, िो इन जनयमों स े उपाबद्ध अनुसूची के स्ट्तंभ (2) स े स्ट्तंभ (4) म ें जिजनर्ििग ह।ैं 4131 GI/2023 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 4. भती की पद्धजत, आय–ु सीमा और अहतग ाएं इत्यादि.—भती की पद्धजत, आय-ु सीमा, अहतग ाए ं और उससे संबंजधत अन्य बातें िे होंगी िो उि अनुसूची के स्ट्तंभ (5) स े स्ट्तंभ (13) म ें जिजनर्ििग ह।ैं 5. जनरहतग ा.—िह व्यजि, (क) जिसने ऐसे व्यजि से जिसका पजत या जिसकी पत्नी िीजित ह,ै जििाह दकया ह;ै या (ख) जिसने अपन े पजत या पत्नी के िीजित रहत ेहुए दकसी अन् य व्यजि स ेजििाह दकया ह,ै उि पि पर जनयुजि का पात्र नहीं होगा: परन्त ु यदि केन्रीय सरकार का यह समाधान हो िाता ह ै दक ऐसा जििाह उस व्यजि और जििाह के अन्य पक्षकार को लाग ू स्ट्िीय जिजध के अधीन अनुज्ञेय ह ै और ऐसा करन े के जलए अन्य आधार ह ैं तो िह दकसी व्यजि को इस जनयम के प्रितगन से छूट िे सकेगी। 6. जिजर्ल करन े की िजि.—िहां केन्रीय सरकार की यह राय ह ैदक ऐसा करना आिश्यक या समीचीन ह,ै िहां उसके जलए िो कारण ह,ैं उन्ह ें लेखबद्ध करके, इन जनयमों के दकसी उपबंध को दकसी िगग या प्रिग ग के व्यजियों या पिों के बाबत, आििे द्वारा जिजर्ल कर सकेगी। 7. व्यािजृ त्त.—इन जनयमों की कोई बात, ऐसे आरक्षण, आय-ु सीमा म ें छूट और अन्य ररयायतों पर प्रभाि नहीं डालगे ी, जिनका केन्रीय सरकार द्वारा इस संबंध म ें समय-समय पर िारी दकए गए आििे ों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों, भूतपूि ग सैजनकों, अन्य जपछड़े िगों और अन्य जििेष प्रिगग के व्यजियों के जलए उपबंध करना अपेजक्षत ह।ै अनसु चू ी पि का नाम पि की संख्या िगीकरण िते न मरै रक्स म ेंस्ट्त र चयन अर्िा अचयन पि (1) (2) (3) (4) (5) मेरो रेल * 01 (2023) साधारण केन्रीय सेिा, िेतन मैररक्स में स्ट् तर 15 लागू नहीं संरक्षा *कायगभार के आधार पर रािपजत्रत ग्रुप ‘ए’ ( 182200-224100) आयुक्त पररितगन दकया िा सकता है अननुसजचिीय सीधी भती के जलए आय-ु सीमा सीधी भती के जलए अपजे क्षत िजै क्षक और अन्य अहतग ाएं (6) (7) लागू नहीं लागू नहीं सीधी भती दकए िान ेिाल ेव्य जियों पररिीक्षा की अिजध, यदि कोई हो भती की पद्धजत, भती सीध े होगी या पिोन्न जत द्वारा के जलए जिजहत आय ु और िजै क्षक या प्रजतजनयजु ि/ आमले न द्वारा तर्ा जिजभन्न अहतग ाएं पिोन्न त व्य जियों की ििा पद्धजतयों द्वारा भरे िान े िाले ररजियों की म ेंलाग ूहोंगी या नहीं प्रजतितता (8) (9) (10) लागू नहीं लागू नहीं आमेलन द्वारा[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 पिोन्न जत या प्रजतजनयजुि या आमले न द्वारा भती की ििा म ेंि ेश्रजे णया ंजिनस ेपिोन्न जत या प्रजतजनयजुि या आमले न दकया िाएगा (11) आमले न: दकसी मान् यताप्राप्त जिश् िजिियालय से दकसी क्षेत्र में स्ट् नातक जडग्री प्राप्त भारतीय रेलिे इंिीजनयसग सेिा, भारतीय रेलिे यााँजत्रक इंिीजनयसग सेिा, भारतीय रेलिे जिद़युत इंिीजनयसग सेिा, भारतीय रेलिे जसगनल इंिीजनयसग सेिा और भारतीय रेलिे यातायात सेिा के अजधकारी और: (क) (1) पैतृक संिगग/ जिभाग या समकक्ष में जनयजमत आधार पर अनुरूप पिों को धारण करना; या (2) ग्रेड में जनयुजि के बाि लेिल 14 ( 1,44,200/- - 2,18,200/-) या पैतृक संिगग में समकक्ष या जिभाग में पााँच िषग की जनयजमत सेिा। (ख) मेरो रेल संगठन में कम से कम एक िषग कायग का अनुभि। नोट : आमेलन द्वारा जनयुजि के जलए अजधकतम आयु सीमा आिेिन की प्राजप्त की अजं तम तारीख तक छप् पन िषग से अजधक नहीं होनी चाजहए। यदि जिभागीय पिोन्न जत सजमजत है, तो उसकी संरचना। (12) लागू नहीं भती करन ेम ेंदकन पररजस्ट्र्जतयों म ेंसघं लोक सिे ा आयोग स ेपरामि गदकया िाएगा। (13) संघ लोक सेिा आयोग से परामिग करना आिश्यक है। [फा. स.ं ए-75/2/2018-आर.एस.] रुबीना अली, संयक्ु त सजचि MINISTRY OF CIVIL AVIATION NOTIFICATION New Delhi, the 28th June, 2023. G.S.R. 468(E).—In exercise of the powers conferred by proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to Group 'A' post of Commissioner of Metro Railway Safety in the Commission of Railway Safety under the Ministry of Civil Aviation, namely:- 1. Short title and commencement.—(1) These rules may be called the Ministry of Civil Aviation (Commissioner of Metro Railway Safety) Recruitment Rules, 2023. (2)They shall come into force on the date of their publication in the Official Gazette. 2. Initial Constitution.—The incumbents holding the posts of Commissioner of Metro Railway Safety, who were appointed on the regular basis to the said post before the commencement of these rules, shall be deemed to have been appointed to the said posts under these rules and the services rendered by them in the said post before such commencement shall be taken into account for the purposes of probation, confirmation, promotion, etc. 3. Number of posts, Classification and level in the pay matrix. The number of said post, its classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 4. Method of recruitment, age-limit, qualifications etc. .— The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule. 5. Disqualification.— No person,-4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to any of the said posts: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 6. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons or posts. 7. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the ex-servicemen, the other Backward Classes and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. (11) Absorption: Officers of the Indian Railway Service of Engineers, Indian Railway Service of Mechanical Engineers, Indian Railway Service of Electrical Engineers, Indian Railway Service of Signal Engineers and Indian Railway Traffic Service having Bachelors degree in any discipline from a recognised University or institution and: (a)(i) holding analogous post on regular basis in the parent cadre or department or equivalent; or (ii) With five years regular service in the grade rendered after appointment thereto on a regular basis in the pay level 14 (Rs. 1,44,200/- - 2,18,200/-) or equivalent in the parent cadre or department.[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 (b) At least one year experience of working in a Metro Railway organisation.
