ह ै और ऐसा करि े के जलए अन् य आधार ह ैं तो िह दकसी व्यजि को इस जियम के प्रिताि स ेछूट िे सकेगी। 5. जिजथल करि े की िजि:- िहां केन् द्रीय सरकार की यह राय ह ै दक ऐसा करिा आिश् यक या समीचीि ह,ै िहा ं िह उसके जलए िो कारण ह ैं उन् ह ें लेखबद्ध करके और संघ लोक सेिा आयोग स े परामि ा करके इि जियमों के दकसी उपबन् ध को दकसी िगा या प्रिगा के व्यजियों की बाबत, आिेि द्वारा जिजथल कर सकेगी। 6. व्य ािजृ त :- इि जियमों की कोई बात, ऐस े आरिण, आय-ु सीमा म ें छूट और अन् य ट्ररयायतों पर प्रभाि िहीं डालेगी, जििका केन् द्रीय सरकार द्वारा इस संबंध म ें समय-समय पर िारी दकए गए आििे ों के अिुसार अिुसूजचत िाजतयों, जिभाग द्वारा भती िाले यथाजिजहत िेत्रों में िो से चार सप्त ाह का प्रजििण सफलतापूिाक पूरा अभ्यर्थायों को दकया हो। पट्ररिीिा सफलतापूिाक पूरी करिे के जलए (i) िस प्रजतित प्रोन् िजत द्वारा; ट्रटप्प ण 1: िब ऐसे कजिष्‍ट ठ व्यजियों की प्रोन् िजत के जलए जिचार दकया िा सिम प्राजधकारी रहा ह,ै जिन् होंिे अपिी अहाक या पात्रता सेिा पूरी कर ली है, िहां उिसे द्वारा यथाजिजहत ज्य ेष्‍ट ठ व्यजियों के संबंध में भी जिचार दकया िाएगा, परंतु, यह दक उन् होंिे जिभागीय परीिा, अपेजित अहका या पात्रता सेिा के आधे से अजधक या िो िषा से, इिमें से िो अथाात् सहायक लेखा अजधकारी भी कम हो, से कम सेिा ि की हो और उन् होंिे अपिे ऐसे कजिष्‍ट ठ व्यजियों के कम्प्यूटर साथ, जिन् होंिे ऐसी अहका या पात्रता सेिा पहले ही पूरी कर ली ह,ै अगले आधाट्ररत परीिा उच् च् तर ग्रेड में प्रोन् िजत के जलए अपिी पट्ररिीिा अिजध सफलतापूिाक पूरी जिचार परीिा के माध्यम से दकया िाएगा,- प्रोन् िजत द्वारा, जिसके ि होिे पर प्रजतजियुजि द्वारा, 1. िेति मैट्ररक् स (44900-142400 रुपये) के स्ट्त र–7 में जििी सजचि या िोिों के ि होिे पर सीधी जिन् होंिे उस ग्रेड में एक िषा की जियजमत सेिा की हो। भती द्वारा। 2. िेति मैट्ररक् स (35400-112400रुपये) में स्ट्त र-6 में िट्ररष्‍ट ठ लेखाकार, जिन् होंिे उस ग्रेड में तीि िषा की जियजमत सेिा की हो। 3. िेति मैट्ररक् स (35400-112400 रुपये) के स्ट्त र-6 में कंप्य ूटर ऑपरेटर, जिसिे उक् त ग्रेड में तीि िषा की जियजमत सेिा की हो। ट्रटप्प ण 1 : िे पिधारी जिन्होंिे जिद्यमाि दििा-जििेिों के अिुसार सहायक लेखा अजधकारी कंप्यूटर आधाट्ररत परीिा (जसजिल) परीिा, 2022 पहले ही उत्तीणा कर ली है और सहायक लेखा अजधकारी के रूप में अपिी प्रोन् िजत की प्रतीिा कर रह े ह,ैं उि पर परीिा पात्रता में पट्ररिताि का कोई प्रभाि िहीं पडेगा।[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 ट्रटप्प ण 2 : जिि अभ्यर्थायों िे सहायक लेखा अजधकारी कंप्यूटर आधाट्ररत परीिा (जसजिल) परीिा, 2022 आंजिक रूप से उत्तीणा की ह ैऔर जिद्यमाि दििा-जििेिों के अिुसार िेष प्रश्नपत्रों को उत् तीणा करिे के हकिार ह,ैं ऐसे अभ्यर्थायों पर इि जियमों का कोई प्रभाि िहीं पडेगा, बिते दक उन्ह ें एक ही अिसर में परीिा उत् तीणा करिी होगी। प्रजतजियजु ि: केन् द्रीय सरकार के ऐसे अजधकारी : (क) (i) मूल संिगा या जिभाग में जियजमत आधार पर सििृ पि धारण दकए हुए हों; और (ii) जिन्होंिे अपिे संगठि में सहायक लेखा या लेखापरीिा अजधकारी के पि के जलए संबंजधत जिभागीय परीिा उत्तीणा की हो। ट्रटप्पण 1: पोषक प्रिगा के ऐसे जिभागीय अजधकारी, िो प्रोन् िजत की सीधी पंजि में ह,ैं प्रजतजियुजि पर जियुजि के जलए जिचार दकए िािे के पात्र िहीं होंगे। इसी प्रकार, प्रजतजियुि व्यजि प्रोन् िजत द्वारा जियुजि के जलए जिचार दकए िािे के पात्र िहीं होंगे। ट्रटप्पण 2: प्रजतजियजु ि की अिजध, जिसके अंतगात केन्द्रीय सरकार के उसी या दकसी अन्य संगठि या जिभाग में इस जियुजि से ठीक पहले धाट्ररत दकसी अन्य काडर बाह्य पि पर प्रजतजियुजि की अिजध भी ह,ै साधारणतया तीि िषा से अजधक िहीं होगी। ट्रटप्पण 3: प्रजतजियजु ि द्वारा जियुजि के जलए अजधकतम आयु-सीमा आिेिि प्राप्त होिे की अंजतम तारीख को छप्पि िषा powers conferred by the proviso to article 309 of the Constitution and in supersession of the Central Civil Accounts Service (Junior Accounts Officer and Assistant Accounts Officer) Recruitment Rules, 2000, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules to regulate the method of recruitment to the post of Assistant Accounts Officer of the Central Civil Accounts Service, Department of Expenditure, Ministry of Finance, namely:- 1. Short title and commencement.— (1) These rules may be called the Ministry of Finance, Department of Expenditure, Central Civil Accounts Service, Assistant Accounts Officer (Group ‘B’ Post) Recruitment Rules, 2025. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, classification and level in pay matrix.— The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age-limit, qualifications, etc.— The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualification.— No person,- (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 6. Savings.—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, other backward classes, ex- servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. Note 1 : The incumbents who have already cleared the Assistant Accounts Officer Computer Based Test (Civil) Examination, 2022, as per existing guidelines and are awaiting their promotion as Assistant Accounts Officer will not be impacted by the change in the examination eligibility. Note 2 : The candidates who have partially cleared the Assistant Accounts Officer Computer Based Test (Civil) Examination, 2022, and are entitled to clear the remaining papers as per the existing guidelines will not be impacted by these rules, subject to clearing the examination in one chance that will be accorded to them.[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 9 Deputation: Officers of the Central Government: (a) (i) holding analogous post on a regular basis in the parent cadre or department; and (ii) who have qualified the concerned departmental examination in their organisation for the post of Assistant Accounts or Audit Officer. Note 1: The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, the deputationist shall not be eligible for consideration for appointment by promotion. Note 2: The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not exceed three years. Note 3: The maximum age-limit for appointment by deputation shall not be exceeding fifty-six years as on the last date of receipt of applications. Circumstances under which Union Public Service If a Departmental Promotion Committee exists, what is its composition. Commission is to be consulted in making recruitment.
