L.-33004/99 सी.जी.-डी.एल.-अ.-30072025-265091 CG-DxLx-xEG-I3D0H0x7x2x0 25-265091 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (i) PART II—Section 3—Sub-section (i) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 462] नई ददल्ली, सोमिार, िलु ाई 28, 2025/श्रािण 6, 1947 No. 462] NEW DELHI, MONDAY, JULY 28, 2025/SHRAVANA 6, 1947 ससं दीय काय य मत्रं ालय अजधसचू ना नई ददल्ली, 25 िुलाई, 2025 सा.का.जन. 505(अ).— राष्ट्रपजत, संजिधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त िजियों का प्रयोग करत े हुए और संसदीय कायय मंत्रालय उप सजचि समूह ‘क’ पर भती जनयम, 2010 को उन बातों के जसिाय अजधक्ांत करते हुए, जिन्ह ें ऐसे अजधक्मण से पहल े दकया गया ह ै या करने का लोप दकया गया है, संसदीय कायय मंत्रालय में उप सजचि के पद पर भती की पद्धजत का जिजनयमन करन ेके जलए जनम्नजलजखत जनयम बनाते ह,ैं अर्ायत्:- 1. सजं िप्त नाम और प्रारम्भ.——— (1) इन जनयमों का संजिप्त नाम संसदीय कायय मंत्रालय, उप सजचि भती जनयम, 2025 ह।ै (2) य ेरािपत्र म ें इनके प्रकािन की तारीख को प्रिृत्त होंगे। 2. पद की सख्ं या, िगीकरण और िते न मट्रै रक्स म ेंस्ट्तर.——— उि पद की संख्या, उसका िगीकरण और िेतन मैट्ररक्स में उसका स्ट्तर िह होगा, िो इन जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ (2) स े स्ट्तंभ (4) में जिजनर्दयष्ट ह।ै 3. भती की पद्धजत, आय-ु सीमा और अहतय ाएं आदद.——— उि पद पर भती की पद्धजत, आय-ु सीमा, अहतय ाए ं और उससे संबंजधत अन्य बातें िे होंगी िो उि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जिजनर्दयष्ट ह।ैं 5052 GI/2025 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 4. जनरहतय ा.——— िह व्यजित ,——— (क) जिसन े ऐसे व्यजि से जिसका पजत या जिसकी पत्नी िीजित है, जििाह दकया ह,ै या जििाह की संजिदा ह;ै या (ख) जिसन े अपन े पजत या अपनी पत्नी के िीजित रहते हुए दकसी व्यजि स े जििाह दकया ह,ै या जििाह की संजिदा ह,ै उि पद पर जनयुजि का पात्र नहीं होगा। परन्तु यदद केन्रीय सरकार का यह समाधान हो िाता ह ै दक ऐसा जििाह ऐसे व्यजि और जििाह के अन्य पिकार को लागू स्ट्िीय जिजध के अधीन अनज्ञु ेय ह ै और ऐसा करन े के जलए अन्य आधार ह ैं तो िह दकसी व्यजि को इस जनयम के प्रितनय से छूट दे सकेगी। 5. जिजर्ल करन ेकी िजि.——— िहा ंकेन्रीय सरकार की यह राय ह ैदक ऐसा करना आिश्यक या समीचीन है, िहा ं िह उसके जलए िो कारण ह ैं उन्ह ें लेखबद्ध करके और संघ लोक सेिा आयोग स े परामि य करके, इन जनयमों के दकसी उपबंध को दकसी िगय या प्रिग यके व्यजियों की बाबत, आदिे द्वारा जिजर्ल कर सकेगी। 6. व्यािजृ त्त.——— इन जनयमों की कोई बात ऐस े आरिणों, आय-ु सीमा म ें छूट और अन्य ट्ररयायतों पर प्रभाि नहीं डालगे ी, जिनका केन्रीय सरकार द्वारा इस संबंध म ें समय-समय पर िारी दकए गए आदेिों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों, अन्य जपछड़ ेिगो, भूतपूिय सैजनकों और अन्य जििेष प्रिग यके व्यजियों के जलए उपबधं करना अपेजित ह।ै अनसु चू ी पद का नाम। िगीकरण। िते न मट्रै रक्स म ें पदों की सख्ं या। चयन पद ह ैया सीध ेभती दकए स्ट्तर। िान ेिाल े अचयन पद। व्यजियों के जलए आय-ु सीमा। 1 2 3 4 5 6 उप सजचि। चयन। 03*(2025) स्ट्तर-12 लाग ूनहीं होता। साधारण केन्रीय (78800 रू. से *काययभार के सेिा, समूह ‘क’ 209200 रू. आधार पर रािपजत्रत, तक)। पट्ररितयन दकया अनुसजचिीय। िा सकता ह।ै सीध ेभती दकए िान ेिाल ेव्यजियों सीध े भती दकए िान े िाल े व्यजियों के जलए जिजहत पट्ररिीिा की अिजध, के जलए अपजे ित िजै िक और अन्य आय ु और िजै िक अहतय ाएं प्रोन्नत व्यजियों की दिा म ें यदद कोई हो। अहतय ाएं। लाग ूहोंगी या नहीं। 7 8 9 लाग ूनहीं होता। लाग ूनहीं होता। लाग ूनहीं होता। भती की पद्धजत: भती सीध ेहोगी या प्रोन्नजत द्वारा प्रोन्नजत या प्रजतजनयजु ि/आमले न द्वारा भती की दिा म ें ि े श्रजे णया ं या प्रजतजनयजु ि/आमले न द्वारा तर्ा जिजभन्न जिनस ेप्रोन्नजत या प्रजतजनयजु ि/आमले न दकया िाएगा। पद्धजतयों द्वारा भरे िान ेिाल ेपदों की प्रजतितता। 10 11 प्रोन्नजत जिसके न हो सकने पर प्रजतजनयुजि द्वारा। प्रोन्नजत:[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 िेतन मैट्ररक्स के स्ट्तर -11 (67700 – 208700 रू.) म ें ऐसे अिर सजचि, जिन्होंने इस श्रेणी में पांच िषय जनयजमत सेिा की है तर्ा सुसंगत िेत्र में दो से चार सप्ताह का प्रजििण सफलतापूियक पूरा दकया ह।ै ट्रटप्पण: िहा ं ऐस े कजनष्ठ व्यजियों के संबंध में, जिन्होंन े अपनी अहकय /पात्रता सेिा पूरी कर ली है, प्रोन्नजत के जलए जिचार दकया िा रहा ह,ै िहां उनस ेज्येष्ठ व्यजियों के संबंध में भी जिचार दकया िाएगा परन्तु यह तब िब दक उनके द्वारा की गई ऐसी अहकय या पात्रता सेिा, अपेजित अहकय /पात्रता सेिा के आध े से अजधक से या दो िष य स,े इनम ें से िो भी कम हो, कम न हो और उन्होंने अपने ऐसे कजनष्ठ व्यजियों सजहत, जिन्होंने ऐसी अहकय /पात्रता सेिा पहले ही पूरी कर ली है, अगली उच्चतर श्रणे ी म ें प्रोन्नजत के जलए अपनी पट्ररिीिा की अिजध सफलतापूियक पूरी कर ली हो। प्रजतजनयजु ि: केन्रीय/ राज्य/ संघ राज्य िेत्र सरकार के अधीन ऐसे अजधकारी:— — (क) (i) िो मलू काडर या जिभाग में जनयजमत आधार पर सदिृ पद धारण दकए हुए ह;ैं या (ii) जिन्होंने मलू काडर या जिभाग में िेतन मैट्ररक्स में स्ट्तर -11 (67700 – 208700 रू.) या समतुल्य म ें जनयजमत आधार पर जनयुजि के पश्चात् उस श्रेणी में पांच िषय की सेिा की है; और (ख) जिनके पास प्रिासन सबं ंधी दस िषय का अनुभि ह ै जिसमें संसदीय या जिधायी कृत्यों में तीन िषय का अनुभि सजम्मजलत ह।ै ट्रटप्पण 1: पोषक प्रिग य के ऐस े जिभागीय अजधकारी, िो प्रोन्नजत की सीधी पंजि म ेंह,ैं प्रजतजनयुजि पर जनयुजि के जलए जिचार दकए िान े के पात्र नहीं होंगे। इसी प्रकार प्रजतजनयुि व्यजि प्रोन्नजत द्वारा जनयुजि के जलए जिचार दकए िाने के पात्र नहीं होंग े। ट्रटप्पण 2: प्रजतजनयुजि की अिजध, जिसके अंतगयत केन्रीय सरकार के उसी या दकसी अन्य संगठन/जिभाग में इस जनयुजि से ठीक पहल े धाट्ररत दकसी अन्य काडर बाह्य पद पर प्रजतजनयुजि की अिजध है, साधारणतया तीन िषय स ेअजधक नहीं होगी। ट्रटप्पण 3: प्रजतजनयुजि द्वारा जनयुजि के जलए अजधकतम आय-ु सीमा आिेदन प्राप्त करन े की अंजतम तारीख को 56 िष य से अजधक नहीं होगी।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] यदद जिभागीय प्रोन्नजत सजमजत ह ैतो उसकी सरं चना। भती करन े म ें दकन पट्ररजस्ट्र्जतयों म ें सघं लोक सिे ा आयोग स े परामि यदकया िाएगा। 12 13 समहू ‘क’ जिभागीय प्रोन्नजत सजमजत (प्रोन्नजत के सबं धं म ें जिचार करन ेके जलए) संघ लोक सेिा आयोग (परामि यसे जिसम े जनम्नजलजखत होंग:े छूट) जिजनयम, 1958 में यर्ा उपबंजधत के जसिाय, प्रत्यके 1. अध्यि या सदस्ट्य, संघ लोक सेिा आयोग - अध्यि अिसर पर सघं लोक सेिा आयोग 2. सजचि, संसदीय कायय मंत्रालय - सदस्ट्य से परामिय करना आिश्यक ह।ै 3. अपर सजचि या संयुि सजचि, संसदीय कायय मंत्रालय - सदस्ट्य ट्रटप्पण: िहा ं ऊपर क्म संख्या 1 से 3 तक के सदस्ट्यों म ें से कोई भी अनुसूजचत िाजत या अनुसूजचत िनिाजत स े संबंजधत नहीं है, िहां मंत्रालय के भीतर या अन्य मंत्रालय या जिभाग स े अनुसूजचत िाजत या अनुसूजचत िनिाजत से संबंजधत एक समूह-क अजधकारी को भी जिभागीय प्रोन्नजत सजमजत के सदस्ट्य के रूप में सहयुि दकया िाएगा। [फा. सं.4/1/2024-प्रिासन] मुकेि कुमार, उप सजचि MINISTRY OF PARLIAMENTARY AFFAIRS NOTIFICATION New Delhi, the 25th July, 2025 G.S.R. 505(E).— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Parliamentary Affairs, Deputy Secretary Recruitment Rules, 2010, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Deputy Secretary in the Ministry of Parliamentary Affairs, namely:— 1. Short title and commencement.—— (1) These rules may be called the Ministry of Parliamentary Affairs, Deputy Secretary Recruitment Rules, 2025. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, classification and level in the pay matrix.—— The number of said post, its classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age-limit and qualifications, etc.—— The method of recruitment, age- limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualifications.—— No person.—— (a) who has entered into or contracted marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person,[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for doing so, exempt any person from the operation of this rule. 5. Power to relax.—— Where the Central Government is of the opinion that it is necessary or expedient to do so, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving.—— Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, ex-Servicemen and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard. Deputation: Officers under the Central or State or Union Territory Government.— (a)(i) holding analogous post on regular basis in the parent cadre or department; or (ii) with five years’ service in the grade rendered after appointment thereto on a regular basis in level-11 (Rs.67700— 208700) in the pay matrix or equivalent in the parent cadre or department; and (b) possessing ten years’ administrative experience including three years in Parliamentary or Legislative functions. Note 1: The Departmental Officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion. Note 2: Period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organization or department of the Central or State or Union Territory Government shall ordinarily not exceed three years. Note 3: The maximum age-limit for appointment by deputation shall be not exceeding 56 years as on the closing date of receipt of applications.
