सा.का.जन. 504(अ).— राष्ट्रपजत, संजिधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त िजियों का प्रयोग करत े हुए और संसदीय काय य मंत्रालय, स्ट्टाफ कार चालक (श्रेणी-।), स्ट्टाफ कार चालक (श्रेणी-॥), स्ट्टाफ कार चालक (सामान्य श्रणे ी) और सिार हरकारा (समूह “ग” पद) भती जनयम, 2012 को उन बातों के जसिाय अजधक्ांत करते हुए, जिन्ह ें ऐस े अजधक्मण स े पहले दकया गया ह ै या करन े का लोप दकया गया ह,ै संसदीय काय य मंत्रालय म ें स्ट्टाफ कार चालको के पदों पर भती की पद्धजत का जिजनयमन करने के जलए जनम्नजलजखत जनयम बनात ेह,ैं अर्ायत:् — 1. सजं िप्त नाम और प्रारम्भ.—(1) इन जनयमों का संजिप्त नाम संसदीय काय य मंत्रालय, स्ट्टाफ कार चालक (जििेष श्रेणी), स्ट्टाफ कार चालक (श्रेणी-।), स्ट्टाफ कार चालक (श्रणे ी-॥), स्ट्टाफ कार चालक (सामान्य श्रेणी) भती जनयम, 2025 ह।ै (2) य ेरािपत्र म ें उनके प्रकािन की तारीख को प्रिृत्त होंगे। 2. पदों की सख्ं या, िगीकरण और िते न मट्रै रक्स म ेंस्ट्तर.—उि पदों की संख्या, उनका िगीकरण और िेतन मैट्ररक्स म ें उनके स्ट्तर ि े होंगे, िो इन जनयमों स े उपाबद्ध अनुसूची के स्ट्तंभ (2) स ेस्ट्तंभ (4) म ें जिजनर्दयष्ट ह।ै 3. भती की पद्धजत, आय-ु सीमा और अहतय ाएं आदद.—उि पदों पर भती की पद्धजत, आय-ु सीमा, अहतय ाएं और उसस े संबंजधत अन्य बातें िे होंगी िो उि अनुसूची के स्ट्तंभ (5) से दकया ह,ै या जििाह की संजिदा ह;ै या (ख) जिसन े अपने पजत या अपनी पत्नी के िीजित रहते हुए दकसी व्यजि से जििाह दकया ह,ै या जििाह की संजिदा ह,ै उि पद पर जनयुजि का पात्र नहीं होगा। परन्तु यदद केन्रीय सरकार का यह समाधान हो िाता ह ै दक ऐसा जििाह ऐस े व्यजि और जििाह के अन्य पिकार को लागू स्ट्िीय जिजध के अधीन अनज्ञु ेय ह ै और ऐसा करन े के जलए अन्य आधार ह ैं तो िह दकसी व्यजि को इस जनयम के प्रितनय स े छूट दे सकेगी। 5. जिजर्ल करन े की िजि.—िहा ं केन्रीय सरकार की यह राय ह ै दक ऐसा करना आिश्यक या समीचीन ह,ै िहां िह उसके जलए िो कारण ह ैंउन्ह ेंलखे बद्ध करके, इन जनयमों के दकसी उपबंध को दकसी िगय या प्रिगय के व्यजियों की बाबत आदेि द्वारा जिजर्ल कर सकेगी। 6. व्यािजृ त्त.— इन जनयमों की कोई बात ऐस ेआरिणों, आय-ु सीमा म ेंछूट और अन्य ट्ररयायतों पर प्रभाि नहीं डालगे ी, जिनका केन्रीय सरकार द्वारा इस संबंध म ेंसमय-समय पर िारी दकए गए आदेिों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों, अन्य जपछड़ा िगो, भूतपूि य सैजनकों और अन्य जििषे प्रिग य के व्यजियों के जलए उपबंध करना अपेजित ह।ै अनसु चू ी पद का नाम का प्रजििण सफलतापिू यक पूरा कर जलया हों। ट्रटप्पण: िहा ंऐस ेकजनष्ठ व्यजियों के संबंध म,ें जिन्होंन ेअपनी अहकय या पात्रता सेिा पूरी कर ली ह,ै प्रोन्नजत के जलए जिचार दकया िा रहा ह,ै िहा ं उनस े ज्येष्ठ व्यजियों के सबं ंध में भी जिचार दकया िाएगा परन्त ु यह तब िब दक उनके द्वारा की गई ऐसी अहकय या पात्रता सेिा, अपेजित अहकय या पात्रता सेिा के आधे स े अजधक स े या दो िषय स,े इनम ें से िो भी कम हो, कम न हो और उन्होंने अपन े ऐस े कजनष्ठ व्यजियों सजहत, जिन्होंने ऐसी अहकय /पात्रता सेिा पहल ेही परू ी कर ली ह,ै अगली उच्चतर श्रेणी म ें प्रोन्नजत के जलए अपनी पट्ररिीिा की अिजध सफलतापिू यक पूरी कर ली हो। प्रजतजनयजु ि: केन्रीय/राज्य/संघ राज्य िेत्रों की सरकार के अधीन ऐसे अजधकारी:-— (क) (i) िो मलू काडर या जिभाग म ें जनयजमत आधार पर सदिृ पद धारण दकए हुए ह;ैं या (ii) जिन्होंन ेमलू काडर या जिभाग म ेंिेतन मैट्ररक्स के स्ट्तर-5(29200– 92300 रू.) या समतल्ु य म ें जनयजमत आधार पर जनयुजि के पश्चात ् स्ट्टाफ कार चालक (श्रेणी-।) की श्रेणी म ें तीन िष य सेिा की ह;ै और (ख) जिनके पास जनम्नजलजखत अहतय ाएं हों, अर्ायत:— (i) मोटर कारों के जलए जिजधमान्य चालन अनुज्ञजप्त; (ii) मोटर यंत्र का ज्ञान (अभ्यर्ी को यान की छोटी-मोटी खराजबयों को ठीक करने के योग्य होना चाजहए); और (iii) दकसी मान्यताप्राप्त बोडय या संस्ट्र्ा स े 10िीं किा उत्तीणय या समतुल्य। ट्रटप्पण 1: पोषक प्रिग य के ऐस े जिभागीय अजधकारी, िो प्रोन्नजत की सीधी पंजि म ेंह,ैं प्रजतजनयुजि पर जनयुजि के जलए जिचार दकए िाने के पात्र नहीं होंगे। इसी केन्रीय सरकार के उसी या दकसी अन्य सगं ठन/जिभाग में इस जनयुजि स ेठीक पहले धाट्ररत दकसी अन्य काडर बाह्य पद पर प्रजतजनयुजि की अिजध ह,ै साधारणतया तीन िषय स ेअजधक नहीं होगी। ट्रटप्पण 3: प्रजतजनयुजि द्वारा जनयुजि के जलए अजधकतम आय-ु सीमा आिेदन प्राप्त करने की अंजतम तारीख को 56 िषय स ेअजधक नहीं होगी। यदद जिभागीय प्रोन्नजत सजमजत ह,ै तो उसकी सरं चना। भती करन े म ेंदकन पट्ररजस्ट्र्जतयों म ेंसघं लोक सिे ा (सामान्य श्रेणी) के रूप म ेंसंयुि रूप स े 15 िष य सेिा की ह ै और सरकार द्वारा जिजनर्दयष्ट रेड परीिा उत्तीणय कर ली ह ै तर्ा स्ट्टाफ कारों की छोटी-मोटी मरम्मत करन े के जलए मोटर तंत्र का अच्छा तकनीकी ज्ञान ह ै और सुसंगत ित्रे म ें एक स े दो सप्ताह का प्रजििण सफलतापूियक परू ा दकया ह।ै ट्रटप्पण 1: िहां ऐस े कजनष्ठ व्यजियों के संबंध म,ें जिन्होंन े अपनी अहकय /पात्रता सेिा पूरी कर ली ह,ै प्रोन्नजत के (सामान्य श्रेणी) के रूप म ें जनयजमत आधार पर की गई सिे ा को जनयजमत आधार पर तत्सस्ट्र्ानी िेतन स्ट्तर म ें जनयुजि की प्रारंजभक तारीख स े स्ट्टाफ कार चालक (सामान्य श्रेणी) के रूप म ें की गई सेिा समझा Note 1: The Departmental Officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation.
