S.O. 583(E).—Whereas M/s Bharat Aluminium Company Limited (BALCO), the applicant with its Registered
Office at Aluminium Sadan, Core-6, Scope Office Complex, Lodi Road, New Delhi - 110003 has applied for approval under
Section 164 of the Electricity Act, 2003 for construction of 400 kV D / C transmission line from 1200 MW power plant at
BALCO Korba to PGCIL 765/400 kV pooling station at Dharainajaygarh / Korba.¹Hkkx IIµ[k.M 3(ii)º Hkkjr dk jkti=k % vlk/kj.k 3
And whereas Government of India, Ministry of Power vide letter No. 11-2-2010-PG (Balco) dated 11.02.2013 had
granted prior approval under sub-section (l) of Section 68 of the Electricity Act, 2003 to M/s Bharat Aluminium Company
Limited for construction of dedicated transmission line with the following scope of works.
Dedicated Transmission System:
BALCO to Dharamjaygarh Korba Pooling Station of PGCIL 400 kV D/C (Twin Moose) line as dedicated transmission
system.
And whereas the applicant has now requested to confer upon him all the powers under section 164 of the
Electricity Act, 2003 which telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the placing of
telegraph lines and posts for the purposes of a telegraph established or maintained by the Government or to be so
established or maintained for the works. The transmission line covered under the scheme will pass through, over, around
and between the following villages, towns and cities :-

Now, therefore, after careful consideration, Government of India, Ministry of Power, confers, under section 164 of
the Electricity Act, 2003, all the powers on the applicant which telegraph authority possesses under the Indian Telegraph
Act, 1885 with respect to the placing of telegraph lines and posts for the purposes of a telegraph established or maintained
by the Government or to be so established or maintained subject to following terms and conditions for installing the above
mentioned interstate transmission lines for inter-state transmission of electricity, namely :—
(i) the approval is granted for 25 years;
(ii) the Applicant shall have to seek the consent of the concerned authorities i.e. local bodies, Railways, National
Highways, State Highways etc. before erection of proposed lines;
(iii) the Applicant shall have to follow regulations / codes of the appropriate commission regarding transmission,

(iv) the Applicant has been entrusted with the responsibility of construction of 400 kV D / C transmission line from
1200 MW power plant at BALCO Korba to PGCIL 765/400 kV pooling station at Dharamajaygarh / Korba. The
details of the works are published in the Gazette of India of August 3 - August 9, 2013.
(v) the Applicant shall operate the lines after approval of Chief Electrical Inspector of respective States;
(vi) the approval is subject to compliance by the Applicant of the requirement of the provisions of The Electricity
Act, 2003 and the rules made thereunder.
