L.-33004/99 सी.जी.-डी.एल.-अ.-27032026-271328 xxxGIDHxxx CG-DL-E-27032026-271328 xxxGIDExxx असाधारण EXTRAORDINARY भाग I—खण्ड 1 PART I—Section 1 प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 92] िई ददल्ली, बधु वार, माच व25, 2026/चत्रै 4, 1948 ल्ग िु 25, 1947 No. 92] NEW DELHI, WEDNESDAY, MARCH 25, 2026/CHAITRA 4, 1948 UNA 25, 1947 वाजणज्य एव उद्योग मत्रं ालय (वाजणज्य जवभाग) (जवदिे व्यापार महाजिदिे ालय) साविव जिक सचू िा िई ददल्ली, 24 फरवरी, 2026 स.ं 49/2025-26 जवषय: गहे ूँके जियातव के तौर-तरीको के सबं धं म।ें फा.स.ं 01/91/180/032/एएम22/पार्-व I/ईसी/ई-32553—जवदेि व्यापार िीजत, 2023 के पैरा 1.03 और 2.04 के तहत प्रदत्त िजियों का प्रयोग करत े हुए महाजिदेिक जवदेि व्यापार, एतद्द्वारा समय-समय पर यथा संिोजधत भारत सरकार की अजधसूचिा संख्या /2025-26 ददिांक 24 फरवरी, 2026 द्वारा यथा अजधसूजचत 25 एलएमर्ी गेह ूँ के जियावत के जलए प्राजधकार पत्र िारी करि े हते ु आवेदिों की पात्रता, प्राजि और प्रदिया के जलए जिम्नजलजखत तौर-तरीकों को अजधसूजचत करत े ह:ैं 1. आवेदि प्रस्ट्ततु करिा: (क) ऑिलाइि आवदे ि: सभी आवेदक जििके पास सदिय आयातक जियावतक कोड (आइईसी) ह,ै िो जियावत प्राजधकार पत्र के जलए आवेदि करिा चाहते ह,ै डीिीएफर्ी की वेबसाइर् (https://www.dgft.gov.in) -> सेवाए ं -> जियावत प्रबंधि प्रणाली -> प्रजतबंजधत जियातव के जलए लाइसेंस पर िेजवगेर् करके ऑिलाइि आवेदि कर सकते ह।ैं डीिीएफर्ी वेबसाइर् पर दकसी अन्य ललंक के माध्यम स े ऑिलाइि आवेदि को वधै आवेदि के रूप में स्ट्वीकार िहीं दकया िाएगा। 2197 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.1] (ख) ऑिलाइि आवदे ि करि ेकी समय-अवजध: आवेदि 01 माचव, 2026 से 10 माचव, 2026 तक प्रत्येक माह के पहल े दस ददिों के दौराि आमंजत्रत दकए िाएगं े, िब तक दक समय-समय पर यथा संिोजधत उि अजधसूचिा के माध्यम से अिुमत 25 एलएमर्ी की मात्रा का िेष भाग उपलब्ध ह।ै (ग) आवश्यक दस्ट्ताविे : आवेदि करते समय आवेदक द्वारा जिम्नजलजखत दस्ट्तावेि िमा करि े होंगे, िामतः • गेह ूँजियावत के संबंध म ेंजपछल ेजिष्पादि (वषव 2022-23 से पूवव तीि जवत्तीय वषों सजहत); • आवेदि की तारीख पर उपलब्ध पुष्टीकृत जियावत आदेिों / अिुबंधों की प्रजतयां; और, • चार्वडव अकाउंर्ेंर् द्वारा िारी एक वैध प्रमाण पत्र िो जपछले पांच जवत्तीय वषों के जलए आवेदक के समग्र जियावत कारोबार को भारतीय रुपये म ेंप्रमाजणत करता हो। (घ) वधै ता : आवेदक को िारी दकया गया जियावत प्राजधकार पत्र इसके िारी होि े की जतजथ स े छह माह की अवजध के जलए वैध होगा। वैधता अवजध के जवस्ट्तार के जलए दकसी भी अिुरोध पर जविेष ईएफसी द्वारा मामले- दर-मामल े के आधार पर इस सावविजिक सूचिा के पैरा 2 के संदभव म ें जिधावररत दकए गए अिुसार जवचार दकया िाएगा। (ङ) गरै -हस्ट्तातं रणीयता : जियावत प्राजधकार पत्र पणू व रूप स े गरै -हस्ट्तांतरणीय होंग े और इसका इस्ट्तेमाल केवल आवंर्ी आइईसी धारक द्वारा ही दकया िािा चाजहए। 2. आवर्ं ि तत्रं : महाजिदिे क जवदेि व्यापार महाजिदिे ालय (डीिीएफर्ी) द्वारा इस उद्देश्य के जलए गरित एक जविेष एजज़िम सुजवधा सजमजत (ईएफसी) प्रत्येक आवेदि के जलए आवंर्ि की जसफाररि करेगी। 3. आवर्ं ि / पिु :आवर्ं ि मािदंड: जविेष ईएफसी, आवंर्ि की जसफाररि करि े के जलए आवदे िों की िांच करत े समय, जिम्नजलजखत मािदंडों पर जवचार कर सकता ह,ै अथावत:्- (क) आवेदक का जपछला जियावत जववरण; या, (ख) आवेदि की तारीख पर उपलब्ध पष्टु ीकृत जियावत आदिे ों / अिुबंधों की उपलब्ध ता। 3.1 जविेष ईएफसी के पास, जियातव प्राजधकार पत्र धारकों के जिष्प ादि की समय-समय पर समीक्षा के आधार पर, दकसी जियावत प्राजधकार पत्र धारक को आवंरर्त मात्रा को दकसी अन्य जियावत प्राजधकार पत्र धारक को पिु : आवंरर्त करिे की जसफाररि करिे का अजधकार भी होगा। 4. आवदे ि की अयोग्यता: िो आवेदि जिम्नजलजखत मािदंडों को पूरा िहीं करत े ह,ैं उन्ह ें इस सावविजिक सूचिा के तहत दकसी भी आवंर्ि के जलए योग् य िहीं मािा िाएगा, अथातव ्:- • 10,000 मीररक र्ि स े कम मात्रा के जियावत के जलए दकए गए आवेदि; • आवेदि िो डाक या ई-मेल स े प्राि हुए ह ैं और डीिीएफर्ी पोर्वल (उपरोि पैरा 1(क) म ें उजल्लजखत ललंक के अिुसार) के माध्यम स े प्रस्ट्तुत िहीं दकए गए ह;ैं • आवेदक द्वारा गलत घोषणा वाले आवेदि; और, • उपयुवि परै ा 1 (ख) म ें उजल्लजखत लवंडो अवजध के दौराि आवेदि िमा िहीं दकए गए ह।ैं 5. ररपोर्र्िंग की ित:व जिि आवेदकों को गेह ं का कोर्ा आवंरर्त दकया गया ह,ै वे आवंरर्त कोर्ा के भीतर खेप के जियावत के पूरा होि े के 30 ददिों के भीतर ई-मेल आईडी sefc-wheatflour-dgft@gov.in. पर जविेष ईएफसी के जवचार के जलए लैंलडंग प्रमाण पत्र िमा करेंगे। अजतररि दस्ट्तावेिों की कोई भी आवश्यकता होिे पर, जविेष ईएफसी द्वारा जियावतक को सूजचत दकया िा सकता ह।ै इस साविव जिक सचू िा का प्रभाव: समय-समय पर यथा संिोजधत अजधसूचिा संख्या 62 ददिांक 24 फरवरी, 2026 के माध्यम स े अजधसूजचत गेह ं के जियावत हते ु प्राजधकार पत्र के जलए आवेदि इस सावविजिक सूचिा म ें उजल्लजखत तौर-तरीकों के अिसु ार आमंजत्रत और प्रदियारत दकए िाएंगे। लव अग्रवाल, महाजिदिे क जवदिे व्यापार एव ं पदेि अपर सजचव[भाग I—खण् ड 1] भारत का रािपत्र : असाधारण 3 MINISTRY OF COMMERCE AND INDUSTRY (Department of Commerce) (DIRECTORATE GENERAL OF FOREIGN TRADE) PUBLIC NOTICE New Delhi, the 24th February, 2026 No. 49/2025-26 Subject: Modalities for export of Wheat– regarding. F. No. 01/91/180/032/AM22/Pt.I/EC/E-32553.—In exercise of powers conferred under paragraph 1.03 and 2.04 of the Foreign Trade Policy, 2023, the Directorate General of Foreign Trade hereby notifies the following modalities for eligibility, receipt and processing of applications for issuance of authorizations for export of wheat of 25 LMT as notified by the Government of India vide Notification No. 62/2025-26 dated February 24,2026, as amended from time to time: 1. Submission of Applications: (a) Online Applications: All applicants having active Importer Exporter Code (IEC), seeking export authorization shall apply online by navigating to the DGFT website (https://www.dgft.gov.in)-> Services-> Export Management Systems-> License for Restricted Exports. Applying online through any other link on the DGFT Website shall not be accepted as a valid application. (b) Time-period for filing online applications: The applications shall be invited during the first ten days of each month starting from March 01, 2026, to March 10, 2026, till such time the balance of the quantity of 25LMT permitted vide the aforesaid notification, as amended from time to time, is available. (c) Required documents: The following documents shall be submitted by the applicant at the time of filing the application, namely:- • Past performance with respect to export of wheat (including in the three financial years prior to the 2022-2023); • Copies of confirmed export orders/contracts available on the date of application; and, • A valid certificate issued by a Chartered Accountant certifying the overall export turnover of the applicant for the preceding five financial years in INR. (d) Validity: The Export Authorization issued to the applicant shall be valid for a period of six months from the date of its issuance. Any request for extension of the validity period shall be considered by the Special EFC, as constituted in terms of Para 2 of this Public Notice, on a case-by-case basis. (e) Non-transferability: The Export Authorizations shall strictly be non-transferable and must be used by the allottee IEC holder only. 2. Allocation mechanism: A Special Exim Facilitation Committee (EFC), constituted for this purpose by Director General, Directorate General of Foreign Trade (DGFT), shall recommend the allocation against each application. 3. Allocation/Re-allocation Criteria: The Special EFC may, while examining the applications for recommending allocation, take into consideration the following criteria, namely:- (a) Previous export history of the applicant; or, (b) Existence of confirmed export orders/contracts available on the date of application. 3.1. The Special EFC shall also have the authority to recommend, the re-allocation of the quantity allocated to an Export Authorisation holder, to another Export Authorisation holder, based on periodic review of the performance of Export Authorisation holders. 4. Disqualification of Applications: The applications which do not meet the following criteria shall not be considered for any allocation under this Public Notice, namely:- • Applications seeking exports for quantities less than 10,000 MT; • Applications which are received by post or e-mail and not submitted through the DGFT portal (as per the link mentioned in Para 1(a) above);4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.1] • Applications containing misdeclaration by the applicant; and, • Applications not submitted during the window period mentioned at Para 1(b) above. 5. Reporting condition: The applicants who have been allocated the quota of wheat shall submit the landing certificate within 30 days of completion of export of the consignment within the allocated quota for the consideration of the Special EFC at the e-mail id sefc-wheatflour-dgft@gov.in. Any requirement for additional documents may be communicated to the exporter by the Special EFC, as and when required. Effect of this Public Notice: Applications for Authorisations for export of wheat, notified vide Notification No. 62 dated February 24, 2026, as amended from time to time, shall be invited and processed as per the modalities mentioned in this Public Notice.
