सा.का.जन. 208(ऄ).—केंद्रीय सरकार, अवश्यक वस्ट्तु ऄजधजनयम, 1955 (1955 का 10) की धारा 3 द्वारा प्रदत्त
िजियों का प्रयोग करत े हुए, मोटर जस्ट्पररट और ईच्च वगे डीिल (प्रदाय और जवतरण का जवजनयमन और ऄनार्ार
जनवारण) अदिे , 2005 में और संिोधन करन े के जलए जनम्नजलजखत अदेि करती ह,ै ऄथाचत:् -
1. (1) आस अदेि का नाम मोटर जस्ट्पररट और ईच्च वगे डीिल (प्रदाय, जवतरण का जवजनयमन और ऄनार्ार जनवारण)
संिोधन अदेि, 2024 ह।ै
(2) यह रािपत्र म ेंआसके प्रकािन की तारीख को प्रवृत्त होगा।
2. मोटर जस्ट्पररट और ईच्च वगे डीिल (प्रदाय और जवतरण का जवजनयमन और ऄनार्ार जनवारण) अदेि, 2005 ( जिस े
आसमें ईि अदेि कहा गया ह)ै के, खंड 2 म ें-
(i) मद (क) म ें
(क) "संखयांक अइ एस 2796 और अइ एस 1460" िब्दों, ऄक्षरों और ऄंकों का लोप दकया िाएगा;
(ख) "क्रमिः" िब्द का लोप दकया िाएगा;
(ii) मद (छ) के स्ट्थान पर जनम्नजलजखत मद को रखा िाएगा, ऄथाचत्: -

(छ) "मोटर जस्ट्पररट" स े अइ एस-2796 के ऄनुरूप दकसी भी हाआड्रोकाबचन तले (कच्च े खजनि तेल को छोड़कर) पर भारतीय
मानक ब्यूरो द्वारा समय-समय पर यथा-जवजनर्ददष्ट और स्ट्पाकच आजििन आंिन र्ाजलत वाहन में ईपयोग के जलए ईंधन की
अवश्यकता परू ी करने वाल ेजनिचल एथेनॉल के साथ आसका जमश्रण ऄजभप्रेत ह।ै
(iii) मद (ि) में "अइ बी पी कं. जलजमटेड" ऄक्षरों और िब्दों का लोप दकया िाएगा;
(iv) मद (न) के स्ट्थान पर जनम्नजलजखत मद को रखा िाएगा, ऄथाचत्: -
(न) "ऄजवजनदेिगत ईत्पाद का जवक्रय” से दकसी व्यौहारी द्वारा ऐसी क्वाजलटी का मोटर जस्ट्पररट या ईच्च वगे डीिल का
जवक्रय करना ऄजभप्रेत ह ै िो मोटर जस्ट्पररट और ईच्च वेग डीिल के जलए भारतीय मानक ब्यूरो ऄजधसूजर्त जवजनदेि के
ऄनुरूप नहीं ह;ै
3. ईि अदेि के, खंड 3 के, ईपखंड (3) में मद (ख) के स्ट्थान पर जनम्नजलजखत मद को रखा िाएगा, ऄथाचत:् -
(ख) दक ईत्पाद की मात्रा और गुणवत्ता तले कंपनी द्वारा िारी दकए गए पररदान दस्ट्तावेिों के ऄनुसार ह ै और ईत्पाद की
क्वाजलटी मोटर जस्ट्पररट और ईच्च वेग डीिल के जलए भारतीय मानक ब्यरू ो जवजनदेिों को लागू ऄपेक्षाओं के ऄनरूु प ह,ै आस
प्रयोिन के जलए, तेल कंपनी पररदान दस्ट्तावेिों में लागू भारतीय मानक ब्यरू ो म ें जवजनर्ददष्ट तापमान पर ईत्पाद के घनत्व
को आंजगत करेगी और व्यौहारी या ईपभोिा –
(i) घनत्व का ररकॉड चबनाए रखेगा;
(ii) ईत्पाद के नमून े ईसके और टैंक रक के र्ालक द्वारा संयिु रूप से सम्यकत: हस्ट्ताक्षररत करके रखगे ा; और
(iii) तेल कंपनी द्वारा यथा-जवजनर्ददष्ट ऄन्य ईपाय भी करेगा:
परंत ु पररदान दस्ट्तावेिों म ें ईजल्लजखत घनत्व की तलु ना म ें टैंक रक म ें ईत्पाद के घनत्व म ें जभन्नता +/- 0.0030 स े ऄजधक
नहीं होनी र्ाजहए;”।
4. ईि अदेि के, खंड 6ख का लोप दकया िाएगा।
5. ईि अदेि के, खंड 8 म,ें -
(क) ईपखंड (1) के स्ट्थान पर, जनम्नजलजखत ईप-खंड को रखा िाएगा, ऄथाचत:् -
‘(1) खंड 7 के ऄधीन प्राजधकृत ऄजधकारी यह िांर् करन े के जलए दक क्या ईत्पाद का घनत्व और ऄन्य प्रार्ल मोटर
जस्ट्पररट और ईच्च वेग डीिल के जलए लाग ू भारतीय मानक ब्यूरो जवजनदेिों के ऄनरूु प हैं, अइ एस-1447 के ऄधीन
जवजनर्ददष्ट और समय-समय पर यथासंिोजधत नमूना पद्धजत के ऄनुसार िैसा भी मामला हो, टैंक, नोिल, यान ऄथवा
पात्र, से नमूना लगे ा और यदद नमूने खुदरा जबक्री केन्द्र से जलए िाते ह ैंतो डीलर द्वारा खडं 3 के ईप खंड (3) की मद (ख)
की ऄपेक्षानुसार रखे गए जपछली दो प्राजियों के सुसंगत टैंक रक नमूनों को भी प्रयोगिाला जवश्लेषण के जलए एकजत्रत
दकया िाएगा।’;
(ख) ईप-खंड (4) म,ें "भारतीय मानक ब्यूरो के जवजनदेि संखयांक अइ एस 2796 और अइ एस 1460 क्रमि: मोटर
जस्ट्पररट और ईच्च वगे डीिल की ऄपक्षे ाओं " िब्दों, ऄक्षरों और ऄंकों के स्ट्थान पर “मोटर जस्ट्पररट और ईच्च वगे डीिल के
जलए लाग ू भारतीय मानक ब्यूरो के जवजनदेि की ऄपेक्षाओं” िब्द रख ेिाएंगे।

MINISTRY OF PETROLEUM AND NATURAL GAS
ORDER
New Delhi, the 15th March, 2024
G.S.R. 208(E).—In exercise of the powers conferred by section 3 of the Essential Commodities Act, 1955
(10 of 1955), the Central Government hereby makes the following Order further to amend the Motor Spirit and High
Speed Diesel (Regulation of Supply, Distribution and Prevention of Malpractices) Order, 2005, namely :-
1. (1) This Order may be called the Motor Spirit and High Speed Diesel (Regulation of Supply, Distribution and
Prevention of Malpractices) Amendment Order, 2024.
(2) It shall come into force on the date of its publication in the Official Gazette.
2. In the Motor Spirit and High Speed Diesel (Regulation of Supply, Distribution and Prevention of Malpractices)
Order, 2005 (hereinafter referred to as the said Order), in clause 2, –
(i) in item (a),-
(A) the words, letters and figures ―number IS 2796 and IS 1460‖ shall be omitted ;
(B) the word ―respectively‖ shall be omitted ;
(ii) for item (g), the following item shall be substituted, namely :-
‗(g) ―motor spirit‖ means any hydrocarbon oil (excluding crude mineral oil) conforming to IS-2796 or its blend
with anhydrous ethanol as specified by Bureau of Indian Standards from time to time meeting the requirement as a
fuel for use in spark ignition engine powered vehicles.‘;
(iii) in item (h), the letters and words ―the IBP Co. Limited― shall be omitted ;
(iv) for item (t), the following item shall be substituted, namely :-
‗(t) "sale of off specification product" means the sale of motor spirit or high speed diesel by dealer of quality not
conforming to the specifications notified by the Bureau of Indian Standards for motor spirit and high speed diesel.‘.
3. In the said Order, in clause 3, in sub-clause (3), for item (b), the following item shall be substituted, namely : –
―(b) that the quantity and quality of the product is as per delivery documents issued by the oil company and the
quality of the product conforms to the requirements of the applicable Bureau of Indian Standard specifications for
motor spirit and high speed diesel, for which purpose, the oil company shall indicate the density of the product at
the temperature specified in the applicable Bureau of Indian Standard in the delivery documents and the dealer or
consumer shall maintain –
(i) a record of densities;
(ii) keep samples of product duly signed jointly by him and the driver of tank truck; and
(iii) take other measures as specified by the oil company:
Provided that the variation in density of the product in tank truck compared to the density mentioned in delivery
documents shall not be more than +/-0.0030;‖.
4. In the said Order, clause 6B shall be omitted .
5. In the said Order, in clause 8, –
(a) for sub-clause (1), the following sub-clause shall be substituted, namely : –
‗(1) The authorised officer under clause 7 shall draw the sample from the tank, nozzle, vehicle or receptacle, as the
case may be, as per sampling methodology specified under IS-1447, as amended from time to time, to check
whether density and other parameters of the product conform to the applicable Bureau of Indian Standard
specifications for motor spirit and high speed diesel and in case samples are drawn from retail outlet, the relevant
tank truck samples of last two receipts retained by the dealer as required under item (b) of sub-clause (3) of clause
3 shall also be collected for laboratory analysis.‘;
(b) in sub-clause (4), for the words, letters and figures ―requirements of Bureau of Indian Standard specifications No.
IS 2796 and IS 1460 for motor sprit and high speed diesel respectively‖ the words ―requirements of applicable Bureau
of Indian Standard specifications for motor sprit and high speed diesel‖ shall be substituted.4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]

Order, 2005 was published in the Gazette of India, Extraordinary, Part II, section 3, sub-section (i) vide
number G.S.R. 729(E), dated the 19th December, 2005 and subsequently amended vide notification numbers
