और उि रािपत्र अजधसूचना की प्रजतयां िनता को 27 अप्रलै , 2026 को उपलब्ध करा िी गई थीं ; और उि प्रारूप जनयमों की बाबत िनता स े प्राप्त आिपे ों और सुझावों पर केंरीय सरकार द्वारा जवचार दकया गया ह ै; अतः अब केन्द्रीय सरकार, मोटर यान अजधजनयम, 1988 की धारा 110 द्वारा प्रित्त िजियों का प्रयोग करते हुए, केन्द्रीय मोटर यान जनयम, 1989 का और संिोधन करने के जलए जनम्नजलजखत जनयम बनाती ह,ै अथागत ् :-- 8120 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]

1. संजिप्त नाम और प्रारंभ-(1) इन जनयमों का संजिप्त नाम केन्द्रीय मोटर यान (……संिोधन) जनयम, 2026 ह ै।

(2) इन जनयमों म ेंअन्द्यथा उपबजं धत के जसवाय, य े जनयम रािपत्र म ें उनके प्रकािन की तारीख को प्रवृत्त होंगे ।

2. केन्द्रीय मोटर यान जनयम, 1989 (जिसे इसम ेंइसके पश्चात् उि जनयम कहा गया ह)ै के जनयम 115 म-ें

(1) उपजनयम (18) के खंड (i) म,ें

(i) सारणी 2 म,ें- (क) िीषगक म,ें “स े अनजधक सकल भार” िब्िों स े पहल,े ‘3000दक.ग्रा.’ अंकों और िब्िों के स्ट्थान पर, ‘3500दक.ग्रा.’ अंक और िब्ि रखे िाएंगे ; (ख) स्ट्तंभ (7) के अधीन, स्ट्तंभ िीषगक में, ‘एचसीएनिी’ के पश्चात ् ‘(हाइड्रोिन+सीएन)’ कोष्ठकों, अंक, िब्िों और अिरों के स्ट्थान पर ‘(हाइड्रोिन+सीएनिी)’ कोष्ठक, अंक, िब्ि और अिर रखे िाएगं े ;

(ग) स्ट्तंभ (8) के अधीन, स्ट्तंभ िीषगक म,ें ‘गैसोलीन’ िब्ि के पश्चात ् ‘[(ई10)/ई] ’ कोष्ठकों, अंकों, िब्िों और अिरों के स्ट्थान पर ‘[(ई10)/(ई20)]’ कोष्ठक, अंक, िब्ि और अिर रखे िाएगं े ; (घ) स्ट्तंभ (11) के अधीन, पंजि 5 म,ें ‘(ई85) ’ कोष्ठक, अंक और अिर के स्ट्थान पर ‘(ई85) या (ई100)’ कोष्ठक, अंक और अिर रखे िाएंगे ;

(ङ) स्ट्तंभ (15) के अधीन, पंजि 5 म,ें ‘(बी10)’ कोष्ठक, अंक और अिर के स्ट्थान पर ‘(बी100)’ कोष्ठक, अंक और अिर रखे िाएंग े ;

(ii) सारणी 2 के अधीन रटप्पण म,ें- (क) परै ा 4 के, उपपरै ा (घ) म,ें ‘गैसोलीन ईंधन ई10’ िब्िों, अिर और अंकों के स्ट्थान पर ‘(जवजनमागता द्वारा यथाजवजनर्िगष्ट)’ िब्ि और अिर का लोप दकया िाएगा ; (ख) परै ा 17 के उपपैरा (i) म ें ‘का वगीकरण यह संकेत िेता ह’ै िब्िों के स्ट्थान पर ‘की तुलना यह संकेत िेती ह’ै िब्ि रखे िाएंग े ।

(2) उपजनयम (18) के खंड (ii) म,ें-

(i) सारणी 2 म,ें स्ट्तंभ (8) के अधीन, पंजि 5 म ें ‘(ई85)’ कोष्ठक, अंक और अिर के स्ट्थान पर ‘(ई85) या (ई100)’ कोष्ठक, अंक, िब्ि और अिर रख े िाएंगे ;

(ii) रटप्पण म,ें सारणी 2 के अधीन, परै ा 11 के उपपरै ा (i) की सारणी में,- (क) स्ट्तंभ (4) म,ें स्ट्तंभ िीषगक म,ें ‘एनएचएमसी1’ अिरों और ऊपर अंदकत के स्ट्थान पर ‘एनएचएमसी2’ अिर और ऊपर अंदकत रखा िाएगा ; (ख) स्ट्तंभ (5) म,ें स्ट्तंभ िीषकग म,ें ‘सीएच41’, अिरों, नीच े अंदकत और ऊपर अंदकत के स्ट्थान पर ‘सीएच42’, अिर, नीच ेअंदकत और ऊपर अंदकत रखा िाएगा ;

(iii) रटप्पण म,ें सारणी 2 के अधीन, पैरा 13 की सारणी म,ें-[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 (क) पंजि 1 म,ें स्ट्तंभ (2), स्ट्तंभ (3), स्ट्तंभ (4) और स्ट्तंभ (5) के अधीन प्रजवजष्टयों म ें ‘एमिी/केडब्ल्यूएच’ अिरों के स्ट्थान पर ‘जम.ग्रा./केडब्ल्यूएच’ िब्ि रख े िाएंगे ;

(ख) पंजि 2 म,ें स्ट्तंभ (4) के अधीन प्रजवजष्ट म,ें ‘60’ अंकों के स्ट्थान पर ‘600’ अंक रख े िाएगं े ;

(3) उपजनयम 19 के खंड (i) म ें

(i) सारणी 2 म,ें स्ट्तंभ 11 के अधीन पंजि 5 म ें ‘(ई85)’, कोष्ठक, अंक और अिर के स्ट्थान पर ‘(ई85) या (ई100)’ कोष्ठक, अंक, िब्ि और अिर रख े िाएंगे ;

(ii) सारणी 2 के बाि, ‘स्ट्पष्टीकरण नोट: (1) ओररजिनल इदिपमेंट मैन्द्युफैक्चरस ग द्वारा फ्लेक्स-फ्यूल वाहनों के तौर पर जडजाइन दकए गए वाहनों म ें ई85 या ई100 का इस्ट्तेमाल दकया िाएगा।’ िब्ि, अंक और अिर िोड़ े िाएँग;े

(4) उपजनयम (20) की सारणी 2 म,ें स्ट्तंभ (11) के अधीन पंजि 5 म ें ‘(ई85)’, कोष्ठक, अंक और अिर के स्ट्थान पर ‘(ई85) या (ई100)’ कोष्ठक, अंक, िब्ि और अिर रखे िाएंगे ;

(5) उपजनयम (22) की सारणी 2 म,ें स्ट्तंभ (11) के अधीन पंजि 5 म ें ‘(ई85)’, कोष्ठक, अंक और अिर के स्ट्थान पर ‘(ई85) या (ई100)’ कोष्ठक, अंक, िब्ि और अिर रखे िाएंगे ;

NOTIFICATION New Delhi, the 23rd October, 2026 G.S.R. 911(E).—Whereas, the draft rules further to amend the Central Motor Vehicles Rules, 1989 were published, as required under sub-section (1) of section 212 of the Motor Vehicles Act, 1988 (59 of 1988), vide

notification of the Government of India in the Ministry of Road Transport and Highways vide number G.S.R 313(E), dated the 27th April 2026, in the Gazette of India, Extraordinary, Part II, Section 3, Sub-section (i), inviting objections and suggestions from all persons likely to be affected thereby before the expiry of the period of thirty days from the date of which copies of the Gazette containing the said notification were made available to the public;

And whereas copies of the said Gazette notification were made available to the public on 27th April, 2026;

And whereas the objections and suggestions received from the public in respect of the said draft rules have been considered by the Central Government.4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]

Now, therefore, in exercise of the powers conferred by section 110 of the Motor Vehicles Act, 1988, the Central Government hereby makes the following rules further to amend the Central Motor Vehicles Rules, 1989,

namely:—

1. Short title and commencement.— (1) These rules may be called the Central Motor Vehicles (……….

Amendment) Rules, 2026.

(2) Save as otherwise provided in these rules, they shall come into force from the date of their publication in the Official Gazette.

2. In the Central Motor Vehicles Rules, 1989 (hereinafter referred to as the said rules), in rule 115,—

(1) in sub-rule (18), in clause (i),—

(i) in TABLE 2, —

(a) in the heading, after the words “gross weight not exceeding”, for the figure and words ‘3000 kg’, the figure and words ‘3500 kg’ shall be substituted;

(b) under column (7), in the column heading, after the letters ‘HCNG’, for the bracket, figure, words and letters ‘(Hydrogen+CN)’, the bracket, figure, words and letters ‘(Hydrogen+CNG)’ shall be substituted;

(c) under column (8), in the column heading, after the word ‘Gasoline’, for the brackets, figures and letters ‘[(E10)/(E)]’, the brackets, figures and letters ‘[(E10)/(E20)]’ shall be substituted;

(d) under column (11), in row 5, for the bracket, figure and letter ‘(E85)’, the brackets, figures, word and letters ‘(E85) or (E100)’ shall be substituted;

(e) under column (15), in row 5, for the bracket, figures and letter ‘(B10)’, the bracket, figures and letter ‘(B100)’ shall be substituted;

(ii) in the Notes under TABLE 2,—

(a) in paragraph 4, in sub-paragraph (d), after the words, letter and figures ‘Gasoline fuels E10’, the bracket and words ‘(as specified by the manufacturer)’, shall be omitted;

(b) in paragraph 17, in sub-paragraph (i), for the word ‘Compression’, the word ‘Comparison’ shall be substituted.

(2) in sub-rule (18), in clause (ii),—

(i) in TABLE 2, under column (8), in row 5, for the bracket, figure and letter ‘(E85)’, the brackets, figures, word and letters ‘(E85) or (E100)’ shall be substituted;

(ii) in the Notes, under TABLE 2, in paragraph 11, in sub-paragraph (i), in Table 1,—

(a) in column (4), in the column heading, for the letters and superscript ‘NMHC1’, the letters and superscript ‘NMHC2’ shall be substituted;

(b) in column (5), in the column heading, for the letters, subscript and superscript ‘CH41’, the letters, subscript and superscript ‘CH42’ shall be substituted;

(iii) in the Notes, under Table 2, in paragraph 13, in the table,—

(a) in row 1, in the entries under columns (2), (3), (4) and (5), for the letters ‘Mg/kWh’, the letters ‘mg/kWh’ shall be substituted;

(b) in row 2, in the entry under column (4), for the figures ‘60’, the figures ‘600’ shall be substituted;

(3) in sub-rule (19), in clause (i), -[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5

(i) in the TABLE 2, under column (11), in row 5, for the bracket, figures and letter ‘(E85)’, the brackets, figures, word and letters ‘(E85) or (E100)’ shall be substituted;

(ii) after TABLE 2, the words, figures and letters, ‘Explanatory Notes: (1) E85 or E100 shall be used in the vehicles designed by the original equipment manufacturers as Flex-fuel vehicles.’ shall be inserted;

(4) in sub-rule (20), in TABLE 2, under column (10), in the column heading, for the bracket, figure and word ‘(E85)’, the bracket, figure and word ‘(E85) or (E100)’ shall be substituted;

(5) in sub-rule (22), in TABLE 2, under column (11), in row 5, for the bracket, figures and letter ‘(E85)’, the brackets, figures, word and letters ‘(E85) or (E100)’ shall be substituted;

(6) in rule 115E, in sub-rule (4), in Notes, in clause (xii), for the figures, letters and words ‘Annexure S for E100 vehicles’, the figures, letters and words ‘Annexure SA for E100 vehicles’ shall be substituted.SA for E100 vehicles shall be substituted.
