MEMORANDUM OF UNDEHSTANDING BETWEEN THE GOVERNMENT OF THE REPUBLIC OF INDIA AND THE GOVERNMENT OF THE REPUBLIC OF MALI ON COOPERATION IN THE FIELD OF GEOLOGY AND MINERAL RESOURCES The Government of the Republic of lndia represented by the Ministry of Mines and the Government of the Republic of Mali represented by the Ministry of Mines (hereinafter individually referred to as 'Party' and jointly as "Parties"); Desiring to promote and expand bilateral relations in the field of geology and mineral resources between the two countries on principles of equality and mutual benefit on a long and enduring basis; And convinced that this Memorandum of Understanding would form the basis of favourable conditions for development of bilateral relations; Have reached the following understanding:- ARTICLE 1 The objectives of mutual cooperation between the two Parties would interalia, include:- a) Development of geological and mineral resources; b) Promotion of investment in the area of mining and mining related activities; c) Encouragement of transfer of technology between the Parties; ARTICLE 2 The Parties shall promote cooperation, inter alia, in the following areas: a) Prospecting, exploration and mining development; b) Process R & D and beneficiation of ores and minerals; c) Training of personnel;d) Organisation of seminars to exchange views on development strategies; e) Promotion of high-level and experts' visits to explore the investment opportunities; Exchange of Technical Teams; D s) Development of mineral deposits of Mali by identifying the mineralized areas, through publici private sector. h) Regular exchange of information related to mineral resources/ reserves, policies, mining laws / regulation and projecis identified for cooperation. Promotion of joint ventures in the area of geological studies and development of mineral deposits, including mineral processing. ARTICLE 3 The present Memorandum can be amended with the mutual consent of the parties in writing. All differences will be settled by way of amicable negotiations through diplomatic channels. ARTICLE 4 Activities pursuant to this Memorandum are subject to the availability of funds and personnel, and to the laws and regulations of the respective countries of the Parties. ARTICLE 5 The implementation organisations charged with the execution of the present agreement are:- (a) The Ministry of Mines of the Republic of lndia; and (b) The Ministry of Mines of the Republic of Mali. ARTICLE 6 A Joint Working Group shall be formed to coordinate the implementation of the areas of cooperation under this Memorandum. The Joint Working Group shall meet once in every year alternately in lndia and in Mali. The composition, venue and date of the meetings of the Joint Working Group shall be determined by mutual agreement by the Parties.ARTICLE 7 Each Party will cover its expenses relating to activities and programmes carried out by it towards the fulfilment of the objectives of the MOU, including its participation in the meetings of Joint Working Group. ARTICLE 8 This Memorandum shall enter into force on the date of its signing and shall remain in force for a period of five (5) years and shall be automatically extended for a further period of five (5) years, unless either of the two parties notifies the other in writing at least six (6) months prior to the date of the expiry of its validity, of its intention to terminate the Memorandum.
