ORDER:
In the letter 1st read above, the Principal Chief Conservator of Forests, Andhra
Pradesh, Hyderabad, has submitted a proposal for diversion of 4.25 ha. of forest land in
Narayanavanam RF, Chittoor East Division, Chittoor District for four laning of
Tirupathi-Chennai road from KM 275/0 near Kalur village to KM 341/60 (AP-TN
border) of NH 205 under NHDP Phase-III (A), in favour of Project Director, National
Highways Authority of India, Project Implementation Unit (BOT), Hyderabad and
requested to send the proposal to Government of India, Ministry of Environment &
Forests, for their approval U/s 2 of Forest (Conservation) Act, 1980.
2. The said proposal has been sent to Government of India, Ministry of Environment
& Forests for according their approval under Section 2 of Forest (Conservation) Act,
1980 vide State Government letter 2nd read above.
3. Government of India, Ministry of Environment & Forests in their letter 3rd read
above, have accorded their approval in principle (Stage.I) for the proposal, subject to
compliance of certain conditions as stipulated therein. The State Government vide letter
4th read above, have furnished compliance report on the conditions stipulated by the
Government of India, Ministry of Environment & Forests.
4. Government of India, Ministry of Environment & Forests, in their letter 5th read
above, have conveyed their approval (Stage.II) under section-2 of Forest (Conservation)
Act, 1980, for diversion of 4.25 ha. of forest land in Narayanavanam RF, Chittoor East
Division, Chittoor District for four laning of Tirupathi - Chennai road from KM 275/0
near Kalur village to KM 341/60 (AP-TN border) of NH 205 under NHDP Phase-III (A),
in favour of Project Director, National Highways Authority of India, Project
Implementation Unit (BOT), Hyderabad, for a period of 20 years, subject to certain
conditions as stipulated therein.

5. Government after careful examination of the proposal hereby accord permission to
the Principal Chief Conservator of Forests, Andhra Pradesh, Hyderabad, for diversion of
4.25 ha. of forest land in Narayanavanam RF, Chittoor East Division, Chittoor District
for four laning of Tirupathi - Chennai road from KM 275/0 near Kalur village to KM
341/60 (AP-TN border) of NH 205 under NHDP Phase-III (A), in favour of Project
Director, National Highways Authority of India, Project Implementation Unit (BOT),
Hyderabad, for a period of 20 years, subject to the following conditions:-
1. The legal status of the forest land shall remain unchanged.
2. The demarcation of the forest area proposed for diversion shall be carried out by
erecting cement concrete pillars duly numbered at an interval of 20 meters at the
cost of user agency.
3. The Compensatory Afforestation shall be raised over 8.50 Ha. of degraded forest
at the cost of user agency.
4. The additional amount of the Net Present Value (NPV) of the diverted forest
land if any becoming due after revision of the same by the Honβble Supreme
Court of India in future, shall be charged by the State Government from the user
agency and deposited either in SB A/c No.SB01025198- CAF Andhra Pradesh,
Corporation Bank, CGO Complex, Lodhi Road, New Delhi-110003
(RTGS/IFSC No.CORP0000371) or in SB A/c No.344902010105 407-
ANDHRA PRADESH CAMPA, Union Bank of India, Sundar Nagar, New
Delhi-110003 (RTGS/IFSC No.UBIN0534498).
5. Avenue plantation shall be done at the cost of user agency.
6. The total forest area utilized for the project shall not exceed 4.25 ha. In case the
land is not taken over by the user agency or the same is not used for the
stipulated purpose within a period of two years, then the area in question shall be
taken back by the Forest Department.
6. The Principal Chief Conservator of Forests, Andhra Pradesh, Hyderabad is
directed to take further necessary action in the matter.
