The P.S to Secretary to Govt., Law Department Sf/Sc //FORWARDED :: BY ORDER// SECTION OFFICER P.T.O::2:: NOTIFICATION Where as the term of the members of Greater Visakhapatnam Municipal Corporation and Rajahmundry Municipal Corporation is going to expire by 25.02.2012, as per sub-section (1) of Section 6 of Greater Hyderabad Municipal Corporations Act, 1955 and clause (a) of sub-section (1) of Section 7 of Andhra Pradesh Municipal Corporations Act, 1994. And whereas, according to sub-section (1) of Section 7 of the Greater Hyderabad Municipal Corporations Act, 1955 and sub-section (2) of Section 7 of Andhra Pradesh Municipal Corporations Act, 1994, ordinary vacancies in the office of the members shall be filled at Ordinary Elections which shall be completed before the expiry of the term of office of the members. And whereas, Government is of the opinion that it is not possible to hold ordinary election to the said Municipal Corporations in accordance with the provisions of these Acts due to the following reasons: (i) Upgradation of certain Gram Panchayats into Nagar Panchayats / Municipalities, Upgradation of Municipality into Municipal Corporation, inclusion of certain Gram Panchayats into Urban Local Bodies; (ii) Identification of Backward Class voters as per 2012 Electoral Rolls published is underway for reservation of seats for Backward classes; and (iii) Final Publication of Census 2011 data yet to be done by the Registrar General of Census, Government of India which is required for reservation of seats for Scheduled Castes and Schedule Tribes. Now, therefore, in exercise of the powers conferred by the provisio sub- section (1) of Section 9 of Visakhapatnam Municipal Corporation Act, 1979 and sub-section (1) Section 70-G of the Greater Hyderabad Municipal Corporation Act, 1955 (Andhra Pradesh Act No.2 of 1955), the Government of Andhra Pradesh hereby appoint the officers namely the Collector and District Magistrate, Visakhapatnam District and the Collector and District Magistrate, East Godavari District as Special Officers to the Greater Visakhapatnam Municipal Corporation and Rajahmundry Municipal Corporation respectively with effect from 26.02.2012 to exercise the powers, perform the duties and dis-charge the functions of the Corporations and the Standing Committees for a period of 6 (six) months or until the elected members come into office whichever is earlier.
