GOVERNMENT OF ANDHRA PRADESH ABSTRCT Public Services – Forest Department – The Andhra Pradesh Forest Subordinate Service Rules, 2000 – Amendments – Orders – Issued. ---------------------------------------------------------------------------------- ENVIRONMENT, FORESTS, SCIENCE & TECHNOLOGY (For.V) DEPARTMENT G.O.Ms.No. 12 Dated:17-02-2012 Read the following:- 1.G.O.Ms.No.88, Environment, Forests, Science & Technology (For.IV) Department, dt.19.07.2000. 2.From Prl.Chief Conservator of Forests, A.P., Hyderabad Lr.Ref.No.40504/2011-A.2, dt.19.10.2011, 12.12.2011 and 3.2.2012. 3.From the Secretary, A.P.Public Service Commission, Lr.No.239/RR/2012, dt.15.2.2012. **** O R D E R: In the letter 2nd read above, the Principal Chief Conservator of Forests, A.P., Hyderabad has informed that the post of Forester (Forest Section Officer), Forest Beat Officer, Assistant Beat Officer (including Thanadars) and Plantation Watchers, Bungalow Watchers etc., were constituted respectively as category 2, 3, 4 & 5 of Class-A of the Andhra Pradesh Forest Subordinate Service Rules issued in the G.O.1st read above. In rule-14 of the said Rules, the following “Method of Selection” of candidates by direct recruitment is stipulated. The selection of candidate by direct recruitment shall be made by the Selection Committee constituted by the Government. The Selection Committee shall have three members out of which the appointing authority shall act as Chairman and the other two numbers shall be from other departments of status of not lower to the status of appointing authority. The Selection Committee constituted by the Government will select Candidates after subjecting them to the following tests. a) First step: First step is written test i.e., qualifying examination consisting of two papers of two hours duration each, one in Essay writing in English or Telugu or Urdu and other in General Knowledge and Mathematics to be answered in English or Telugu or Urdu. A minimum of 35% of marks in each subject but an aggregate of 40% in total is required to qualify for the second step. b) Second step: The candidates selected in the First step shall be subjected to the test of walking 25 km. distance in four hours for the posts in Category 3 to 6 in Class-A. The candidate fulfilling this step shall qualify for the next step viz., interview. c) Third step: The candidates selected at the second step be interviewed by the Selection Committee.” (PTO).. 2 .. 2. The Principal Chief Conservator of Forests has further informed that as a policy measure, vide G.O.Ms.No.420, General Administration (Ser.A) Dept., dt.22.7.2011, the Government have dispensed with the scheme of oral interview in the selection process for direct recruitment for all the posts except Group-I Services and to fill-up all the existing vacancies under direct recruitment quota. As per the policy decisions of the Government and in order to strengthening of written examination, improving transparency in the recruitment process and speeding up the selection process the Principal Chief Conservator of Forests has proposed certain amendments to the existing Andhra Pradesh Forest Subordinate Service Rules, 2000 for the cadres of Forest Section officer / Forest Beat officer / Assistant Beat Officer including Thanadar and Plantation Watchers etc., (Class-A, Categories 2, 3, 4 and 5) & (category 3 of Class- B) and requested the Government to approve the same. 3. After careful consideration of the above proposal, Government have decided to amend the Andhra Pradesh Forest Subordinate Service Rules issued in G.O.Ms.No.88, EFS&T (For.IV) Department, Dated 19th July, 2000 suitably. Accordingly, the following Notification will be published in the Andhra Pradesh Gazette: NOTIFICATION In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India and of all other powers hereunto enabling the Governor of Andhra Pradesh hereby makes the following amendments to the Andhra Pradesh Forest Subordinate Service Rules, 2000 issued in G.O.Ms.No.88, Environment, Forests, Science & Technology (For.IV) Department, dated the 19th July, 2000 as amended subsequently from time to time. A M E N D M E N T S In the said rules, (1) in rule 3, in the table in Class-A, in column (2) against Category 3 Beat Officer for entry (ii), the following shall be substituted, namely:- “(ii) By promotion of (1) Assistant Beat Officers including Tanadaras and (ii) Plantation Watchers, Bungalow Watchers, Boat Sarang in the ratio of 8:1”. (2) for rule-14, the following shall be substituted namely:- “14. Method of Selection: (i) The selection of the candidates by direct recruitment shall be made by the Committee consisting of Territorial Circle head (Conservator of Forests / Chief Conservator of Forests / Additional Principal Chief Conservator of Forests) acting as chairperson with the following members:- (a). The concerned Divisional Forest Officer to act as a member convenor. (b). One of the member to be nominated by the District Collector in the rank of Deputy Collector and above. (Contd..page-3).. 3 .. (ii) Selection for the posts of Forest Section Officer / Forest Beat Officer / Assistant Beat Officer including Thanadar: The selection committee shown above under 14 (i) shall select candidates after subjecting them to the following tests. (cid:190) First step: Written test consisting of following three papers. (cid:190) Paper one: Essay writing in English or Telugu or Urdu. This examination will be of one hour duration and maximum marks of 20. (cid:190) Paper two: General knowledge. This examination will be of one and half hour duration and maximum marks of 100. (cid:190) Paper three: General Mathematics. This examination will be of one and half hour duration and maximum marks of 100. (cid:190) A minimum of 35% of marks in each paper, with an aggregate of 40% in total is required to qualify for the second step. (cid:190) The candidates can write the written examination either in Telugu or in English or in Urdu. However, the question paper shall be in Telugu and English only. Second step: The candidates selected in the First step shall be subjected to the test of walking. In case of male candidates, a distance of 25 km walking is to be completed in 4 hours duration. In case of woman candidates, a distance of 16 km is to be completed in 4 hours duration. (cid:190) The walking test is only a physical endurance test and shall not carry any marks. It is treated as a qualifying test. (cid:190) Candidates who qualify in written examination are selected at 1:2 ratio for the walking test. (cid:190) The final selection shall be done from among the persons who have qualified in walking test based on the marks secured in written examination i.e., in Essay writing, General Knowledge and General Mathematics duly observing roster points and the bonus marks wherever applicable. (Annexure – See Rule-5) (cid:190) Appointment orders shall be issued by the concerned Appointing Authority. (iii) Selection for the posts of Plantation Watcher, Bungalow Watcher, Guest House Watcher, Depot watcher and Boat Sarang: The selection committee shown above in 14 (i) shall select candidates after subjecting them to the following tests. A) First step: Written test consisting of following three papers. i) Paper one: Essay writing in English or Telugu or Urdu. This examination will be of one hour duration and maximum marks of 20. (ii) Paper two: General knowledge. This examination will be of one and half hour duration and maximum marks of 100. (iii) Paper three: General Mathematics. This examination will be of one and half hour duration and maximum marks of 100. (Contd…page-4).. 4 .. (cid:190) Paper I: This consists of an examination in the subject of Draughtsman (Civil) Trade i.e., ITI or its equivalent examination. The examination will be for a maximum marks of 100 and (3) hours duration. (cid:190) Paper two: General knowledge. This examination will be of one and half hour duration and maximum marks of 50. (cid:190) Paper three: General Mathematics. This examination will be of one and half hour duration and maximum marks of 50. (cid:190) A minimum of 35% of marks in each paper with an aggregate of 40% in total is required to qualify for the second step. (cid:190) The candidates can write the written examination either in Telugu or in English or in Urdu. However, the question paper shall be in Telugu and English only. (cid:190) Final selection shall be done on the total marks secured in the above papers, by the candidate in the written examination. Candidate securing highest marks in the written examination (in the respective categories based on the roster point) shall be considered for appointment. (cid:190) Appointment orders shall be issued by the concerned appointing authority”. (Contd….p-5).. 5 .. (3) in the ANNEXURE, in the Table in column (3) under Class-A, (i) for the existing entries against category 3 Beat Officer, the following shall be substituted, namely:- “Must have passed Intermediate examination or its equivalent”. (ii) for the existing entries against category 4 Assistant Beat Officer, the following shall be substituted, namely:- “Must have passed 10th class examination or its equivalent”. (iii) for the existing entries against category 5 Plantation Watcher, Bungalow Watcher, Guest House Watcher, Depot Watcher, Boat Sarang, the following shall be substituted, namely:- “Must have passed 10th class examination or its equivalent”.
