Read the following:- 1. From PAO, Lr.No.PAO/PAG.III/U.III/2011-2012/2736, dt.21.11.2011, along with application of Sri A.K. Maurya, IFS. 2. From Prl.CCF Lr.Rc.No.36431/2011/C1, Dt.13.12.2011. 3. Fin. U.O.Note.No.18537/A/120/A&L/2011-I-1, dt.16.7.2011. ****** O R D E R: Under Article 226 of A.P. Financial Code Volume-I and rules there under, and as amended from time to time, Government hereby sanction an amount of Rs.2.00 lakhs (Rupees Two Lakhs only) towards House Building Advance to Sri A.K.Maurya, IFS, Chief Conservator of Forests (SF), O/o. Prl.Chief Conservator of Forests, A.P., Hyderabad for carrying out repairs / extension to his House situated at Plot No.108, Prashasan Nagar, Hyderabad. 2. The sanction of advance is subject to the following terms and conditions: i) The advance sanctioned in para 1 above shall be utilized for the purpose for which it is sanctioned within the stipulated period failing which, penal interest as per rules shall be levied for the period not covered by the Government sanction; ii) Interest will be charged @ 5.50% per annum (simple interest). The rate of interest is provisional and subject to revision from time to time; iii) The recovery of the advance shall be effected through monthly pay/leave salary of the grantee. If the grantee ceases to be in service for any reason other than the normal retirement/superannuation or if he dies before repayment of the advance in full, the entire outstanding amount of advance shall become payable to the Government forthwith. Failure on the part of the grantee or his successor in interest to pay the advance for any reason whatsoever, will entitle the Govt., to enforce the mortgage or to take such other action as may be permissible under the law; iv) The loanee shall submit within a period of six months from the date of payment of advance, utilization certificate and completion report from a competent authority not lower in rank of a Dy.E.E. (civil) to the effect that the loanee has carried out the repairs etc., to his house strictly in accordance with the plan and estimates submitted by him to the loan sanctioning authority; v) The loanee shall mortgage the house in favour of the Govt., immediately before release of the loan amount sanctioned. (P.T.O):: 2 :: vi) The loanee shall immediately after completion of the repairs, extensions an alterations, insure the property with any reputed Insurance Company and produce the original policy to the sanctioning authority. Such policy shall be renewed year after year till the loan amount is liquidated without waiting for the transfer of title of the house; vii) The agreement and surety bond for repayment of the advance should be executed and submitted to Government at the time of drawal of the advance. viii) The repairs etc. should be completed within six months from the date of drawal of advance. ix) The advance sanctioned in para 1 above shall be recovered in (75) equal monthly installments commencing from the following months of the month in which the advance is drawn @ Rs.2,716/- for 1st month recovery and @ Rs.2,666/- P.M for the remaining (74) instalments (Rupees two thousand six hundred and sixty six only) After the principal amount is completely recovered, the interest @ 5.50% per annum (simple interest) will be charged and recovered in (15) monthly installments. 3. The advance sanctioned in para 1 above shall be met from out of the funds of Rs.13.65 lakhs allotted for the 2nd quarter to EFS&T Dept., by the Fin. (A&L) Dept., vide U.O.Note.No.18537/A/120/A&L/2011-I-1, dt.16.7.2011, and shall be debited the Head of Account "7610 - Loans to Government to Servants – M.H. 201 - House Building Advances - SH(04) - Loans to other Officers – AIS Officers – IFS Officers. “A” slip is enclosed herewith. 4. The Prl.Chief Conservator of Forests, A.P., Hyderabad is authorized to draw and disburse the amount sanctioned to the Member of Service. 5.
