MUNICIPAL ADMINISTRATION AND URBAN DEVELOPMENT ( R ) DEPARTMENT G.O.Ms.NO. 154 Dated:29.03.2012 Read the following 1. G.O. Ms.No. 106, M.A.&U.D.(R) Dept Dt. 25.03.2011 2. From the Director of Municipal Administration Lr. Roc No. 2/XIII FC/ SLB/ DMA/ 2012 Dt. 26.03.2012. xxx O R D E R: XIII Finance Commission has made allocations to the Urban Local Bodies of Andhra Pradesh with substantive increase from XII Finance Commission for 5 years from 2011-12 to 2014-15. Further, the allocated Grants have been divided into General Basic Grants and Performance Grants. Further, XIII Finance Commission stipulated Nine (9) specified conditions to be fulfilled by 31-03-2012 to access the Performance Grants of Rs. 664.25 Crores. 2. The Eighth (8th ) condition of XIII Finance Commission Conditions, provides that “the State Government must notify or cause all Urban Local Bodies to notify by the end of 31-03-2012 the minimum service standards of four(4) Essential Urban service sectors i.e., Water Supply, Sewerage, Storm Water Drainage, and Solid Waste Management , proposed to be achieved by the end of 2012-13 duly adopting the indicators mentioned against each of these four (4) service sectors in the Hand Book on the Service Level Bench Marks published by the Ministry of Urban Development, Government of India” 3. Accordingly, the Director of Municipal Administration with the assistance of ASCI (Administrative Staff College of India), Hyderabad, who are the National Technical Support Unit for GoI on SLB, has taken up operationalisation of Service Level Bench Marking in Urban AP , by holding a series of Orientation Workshops and Regional Workshops, Consultations, etc., to arrive and finalise the current service levels and minimum service standard targets proposed to be achieved by the end of fiscal year 2012-13 in four (4) service sectors, i.e. Water Supply, Sewerage, Storm Water Drainage, and Solid Waste Management, by all the Urban Local Bodies in the State.. 4. The final proposals for publication , in the State Government Gazette , of status and targets against each indicator of four services i.e., Water Supply, Sewerage, Storm Water Drainage and Solid Waste Management, proposed to be achieved by the 166 Urban Local Bodies in the State during Financial Year 2012-13, were submitted by the Director of Municipal Administration, vide reference 2nd read above. The Government have accepted the proposal of Director of Municipal Administration, A.P., Hyderabad. The same are annexed to this order. 5. Accordingly, the following Notification is published in an extraordinary issue of the Andhra Pradesh Gazette, dated.29.03.2012. Contd…2…// 2 // NOTIFICATION In exercise of the fulfilling the Condition No.8 stipulated by the XIII Finance Commission under Para 10.161, the Governor of Andhra Pradesh hereby makes the current status against each indicator of four services i.e., Water Supply, Sewerage, Storm Water Drainage and Solid Waste Management, and minimum service standard targets to be achieved by fiscal year 2012-13 be all 166 Urban Local Bodies, is published in an extraordinary issue of the Andhra Pradesh Gazette, Dated: 29.03.2012, for compliance by the Urban Local Bodies.
