Memo No:170/TC.1/2010-1, MA & UD Dept.,dt:05-05-2011. 2) From the Commissioner, GHMC, Hyderabad Letter No.2255/CT1/CTS/GHMC/2010/1352, dated:16-02-2012. --oOo— O R D E R: In the reference 1st read above, in pursuance of the orders of the Supreme Court and on the instructions received from the Ministry of Urban Development, Govt. of India, New Delhi vide letter dt.17-12-2009, certain instructions were issued to the Commissioners of all Urban Local Bodies (ULBs) for levy of property tax against the properties owned by the Central Government Departments and requested to ensure that entire exercise of payment of service charges by Central Government properties is completed by end of September, 2010 and send a self- contained report on the action taken in this matter to the Commissioner & Director of Municipal Administration under intimation to the Government. 2) In the letter 2nd read above, the Commissioner, GHMC, Hyderabad has stated that Greater Hyderabad Municipal Corporation has levied service charges on the properties owned by the Railway Department on par with the other Central Government Departments as per the directions issued by the Government. The Railway authorities have expressed their disagreement on the rate of service charges and requested to reduce the percentage of service charges from 50% to 33 1/3%. 3) The Commissioner, Greater Hyderabad Municipal Corporation, Hyderabad has therefore requested the Government to constitute the three Member Mediation Committee with the following members for settlement of disputes in levying of service charges on Railway properties. 4) Government after careful examination of the matter hereby constitute the Mediation Committee for resolving the issues of levy of Property Tax against the properties owned by the Railway Department in Greater Hyderabad Municipal Corporation area with the following Officials: 1) General Manager, South Central Railway. 2) Commissioner, Greater Hyderabad Municipal Corporation, Hyderabad. 3) Director of Municipal Administration, Andhra Pradesh, Hyderabad. 4) Special Secretary to Government, MA & UD Department -- to represent the Head quarter in Mediation Committee. 5) The Committee Constituted above shall meet and resolve the issues of levy of Property Tax against the properties owned by the Railway Department in Greater Hyderabad Municipal Corporation according to the instructions issued in the reference 1st read above. ….2…:: 2 :: 6) The Director of Municipal Administration, Hyderabad and the Commissioner, Greater Hyderabad Municipal Corporation, Hyderabad shall take further necessary action accordingly.
