अजधजनयम, 1988 (1988 का 59) की धारा 110 द्वारा प्रित्त िजियों का प्रयोग करते हुए कुछ जनयमों में और संिोधन करने का
प्रस्ट्ताव करती है, को उि अजधजनयम की धारा 212 की उप-धारा (1) द्वारा यथापेजित उनके द्वारा संभाव्य प्रभाजवत सभी व्याजियों
की िानकारी के जलए प्रकाजित दकया िाता ह ै और एतिद्वारा नोरटस दिया िाता ह ै दक उि प्रारूप जनयमों पर उस तारीख से िब इस
अजधसूचना की प्रजतया,ं भारत के रािपत्र में यथाप्रकाजित, आम िनता को उपलब्ध कराई िाती ह,ैं से तीस दिन की अवजध की समाजि

प्रारूप जनयम
1. संजिि नाम और प्रारंभ-(1) इन जनयमों को केंद्रीय मोटर यान (....... संिोधन) जनयम, 2021 कहा िा सकता ह।ै
(2) इन जनयमों में अन्य रुप से यथा उपबंजधत के जसवाय ये जनयम सरकारी रािपत्र में इनके प्रकािन की तारीख से लाग ूहोंगे।

2. केन्द्रीय मोटर यान जनयम, 1989 के जनयम 93, के उप-जनयम (1)(क), उप-जनयम (IX) म,ें ताजलका में िब्िों ’’खींचने वाले रेक्टर के
साथ जवजिष्ट लम्बाई वाले यांजत्रक रेलर’’ को ’’एन3 श्रेणी के रक/रेक्टर के साथ जवजिष्ट लम्बाई वाले यांजत्रक रेलर’’ द्वारा प्रजतस्ट्थाजपत
दकया िाएगा।
3. केन्द्रीय मोटर यान जनयम, 1989 के जनयम 93, के उप-जनयम (2), उप-उप-जनयम (2), में व्याख्या में अंकों और िब्िों के स्ट्पष्टीकरण
में,
‘’(i) केवल िो धुरी वाले वाहन के मामले में, जिनमें से एक स्ट्टीयररंग एक्सल नहीं है, उस धुरी का केंद्र बबंि;ु या
(ii) केवल तीन धुरी और केवल आगे की धुरी स्ट्टीयररंग एक्सल है,वाले वाहन के मामले में सबसे पीछे की धुरी (ओं) को"जनजित" या
"खीचने योग्य (जलफ्ट एक्सल) करने के बाविूि सबसे पीछे वाली धुरी का केंद्र बबंि;ु
(iii) केवल तीन धुरी, जिसमें आग े की िो धुरी स्ट्टीयररंग एक्सल है, वाले वाहन के मामले में सबसे पीछे की धुरी (ओं) को"जनजित" या
"खीचने योग्य (जलफ्ट एक्सल) करने के बाविूि सबसे पीछे वाली धुरी का केंद्र बबंि;ु
(iv) चार या चार से अजधक धुरी वाले वाहन के मामले में; सबसे पीछे की धुरी (ओं) को"जनजित" या "खीचने योग्य (जलफ्ट एक्सल)
करने के बाविूि सबसे पीछे वाली धुरी का केंद्र बबंि ुहो;’’ को

4. केंद्रीय मोटर यान जनयम, 1989 में, जनयम 125िे के बाि, 125के को िोड़ा िाएगा, अथागत्:
"125 के. सड़क रेन के जलए सरु िा आवश्यकताएँ
1 माचग, 2022 को और से, रोड रेन के टाईप अनुमोिन और प्रमाणीकरण की प्रदिया, समय-समय पर संिोजधत एआईएस-113 के
अनुसार होगी, िब तक दक भारतीय मानक अजधजनयम ब्यूरो 2016 (2016 का 11)के तहत संबंजधत बीआईएस जवजनििे ों को
अजधसूजचत नहीं दकया िाता ह।ै ”

NOTIFICATION
New Delhi, the 27th December, 2021
G.S.R. 886(E).— The following draft of certain rules further to amend the Central Motor Vehicles Rules,
1989, which the Central Government proposes to make in exercise of the powers conferred by section 110 of the
Motor Vehicles Act, 1988 (59 of 1988), is hereby published as required by sub-section (1) of section 212 of the said
Act for information of all persons likely to be affected thereby; and notice is hereby given that the said draft rules shall[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3
be taken into consideration after the expiry of thirty days from the date on which the copies of this notification as
published in the Official Gazette, are made available to the public;
Objections and suggestions to these draft rules, if any, may be sent to the Joint Secretary (MVL, Transport &
Toll), Ministry of Road Transport and Highways, Transport Bhawan, Parliament Street, New Delhi-110 001 or on the
email: comments-morth@gov.in;
The objections or suggestions which may be received from any person in respect of the said draft rules before
the expiry of the aforesaid period will be considered by the Central Government.
DRAFT RULES
1. Short Title and commencement.-(1) These rules may be called the Central Motor Vehicles (……Amendment)
Rules, 2021.
(2) Save as otherwise provided in these rules, they shall come into force on the date of their final publication in the
Official Gazette.
2. In Central Motor Vehicle Rules, 1989, in Rule 93, in sub-rule (1) (A), in sub-rule (IX), in the Table, the words
“*Mechanical trailer with exceptional length with a puller tractor” shall be substituted by “*Mechanical trailer with
exceptional length with N3 category truck/tractor”.
3. In Central Motor Vehicle Rules, 1989, in Rule 93, in sub-rule (2), in sub-sub-rule (2), in Explanation, the figures
and words
“(i) In the case of a vehicle having only two axles, one of which is not a steering axle, the centre point of that axle; or
(ii) in the case of a vehicle having only three axles and the front axle is the only steering axle, the centre point of the
rearmost axle, irrespective of rear axle(s) being ―fixed or ―retractable (lift axle);
(iii) in the case of a vehicle having only three axles where two front axles are steering axles, the centre point of the
rearmost axle, irrespective of rear axle(s) being ―fixed or ―retractable (lift axle);
(iv) in the case of a vehicle having four or more than four axles; the centre point of the rearmost axle, irrespective of
rear axle(s) being ―fixed‖ or ―retractable (lift axle); ”
shall be substituted by
“(B) (i) In the case of a vehicle having only two axles, one of which is not a steering axle, the center point of that axle;
or
(ii) in the case of a vehicle having only three axles and the front axle is the only steering axle, the centre point of the
rearmost axle, irrespective of rear axle(s) being "fixed" or "retractable" (lift axle); or
(iii) in the case of a vehicle having only three axles where two front axles are steering axles, the centre point of the
rearmost axle, irrespective of rear axle(s) being "fixed" or "retractable" (lift axle);or
(iv) in the case of a vehicle having four or more than four axles; the centre point of the rearmost axle, irrespective of
rear axle(s) being "fixed" or "retractable" (lift axle);or ”.
4. In the Central Motor Vehicle Rules, 1989, after rule 125J, 125K shall be inserted, namely:
“125K. Safety Requirements for Road Train
On and from the 1st day of March, 2022, the procedure for type approval and certification of Road Train, shall be in
accordance with AIS-113, as amended from time to time, till the corresponding BIS specifications are notified under
the Bureau of Indian Standards Act 2016 (11 of 2016).”
