में, उपरोि छूट की अनुमजत इन ितों के अधीन ह ै दक:- (i) संयोिनों का संचालन, संयोिन के ऐसे गमनागमन के पूवग अनुमोिन के बाि ही दकया िाएगा और राज्य / केंर िाजसत प्रिेि / राष्ट्रीय रािमागग प्राजधकरण के संबंजधत सड़क प्राजधकरणों द्वारा सरु क्षा के िजृ िकोण से इस े अनुमोदित और बारीकी से िेखा िाएगा। (ii) लो.जन.जव./स्ट्थानीय प्राजधकाररयों/भारतीय राष्ट्रीय रािमागग प्राजधकरण द्वारा जवजभन्न सड़कों/पुलों के जलए जवजनर्िगि भार प्रजतबंधों का अनुपालन दकया िाएगा और वाहनों का प्रत्येक बार सड़कों पर लाते समय इन प्राजधकाररयों से अनुमजत ली िाएगी। (iii) समायोिन पर खतरे संबंधी सभी झंजडयां और बजत्तयां लगी होनी चाजहए, बेहतर यह होगा दक लि े वाहन के आग ेतथा पीछे एक-एक वाहन स्ट्पि रूप स ेयह ििागता हुआ चले दक भारी लिा हुआ वाहन गुिर रहा ह।ै (iv) सड़क की चैड़ाई में टेलरों को िोड़ने की अनुमजत नही िी िाएगी। (v) समायोिन के आवागमन कायक्रग म की सूचना संबंजधत जवभागों के अजधकाररयों को कम से कम िस दिन पहल े िी िानी चाजहए और उनकी मिं ूरी प्राप्त करनी चाजहए। (vi) वाहन का पंिीकरण संयुि रूप से दकया िाएगा। (vii) यदि दकसी राज्य/संघ राज्य क्षत्रे के लोक जनमागण जवभाग/भारतीय राष्ट्रीय रािमागग प्राजधकरण/भारत सरकार द्वारा ऐसा जनिेि दिया िाता है, तो उस राज्य/संघ राज्य क्षेत्र में सड़कों पर बने पलु ों के ऊपर स े ओवर डायमेंिनल वाहनों को गुिरने की अनुमजत नहीं िी िाएगी और ऐसे म ें ऐसे मामलों में आवेिकों को नदियों/नालों को पार करन े की व्यवस्ट्था स्ट्वयं करनी होगी। इसके अलावा, यह जनिेि दिया िाता ह ैदक वाहन को आिेि संख्या आरडब्लल्य/ूएनएच-35072/01/2010-एसएडं आर (बी) दिनांक 24.08.2020 द्वारा िारी पैरा 1 के अनुसार सड़क पररवहन और रािमाग गमंत्रालय के दििाजनिेिों का पालन करना चाजहए।[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 (viii) बड़े आकार के कागो को घ्यान के रखत े हुए उन्द्ह ें दकसी माग ग जविेष पर चलन े से पहल े प्रत्यके बार संबंजधत राज्य या संघ िाजसत प्रिेि के प्राजधकाररयों/ भारतीय राष्ट्रीय रािमागग प्राजधकरण की अनमु जत प्राप्त करनी होगी। ऐसे प्रत्येक आवागमन के जलए संबंजधत प्रजधकारी द्वारा समय का जनधागरण दकया िाना चाजहए। (ix) उि समायोिन, यातायात के सामान्द्य आवागमन में कोई बाधा पहुचं ाए बगरै चलाया िाना चाजहए। (x) खेपों और अन्द्य सड़क उपयोगकतागओं के आयाम और सुरक्षा को ध्यान में रखत े हुए, ऐसी खेपों के पररवहन के जलए अनुमेय गजत सीमा 35 दकमी/घंटा से अजधक नहीं होनी चाजहए। (xi) तरल प्रणोिन प्रणाली केंर (एलपीएससी), यानों को सड़कों पर लान े से पहल,े दकसी भी वस्ट्तु िैस े होर्डिंग्स, पोल, साइनबोडग को हटाने के जलए, रांसजमिन लाइन बंि कराना इत्यादि के जलए, राज्य/संघ राज्य क्षेत्र सरकार के संबंजधत जवभागों से आवश्यक पूवग अनुमजत प्राप्त करेगा और इस तरह के प्रजतबंधों का पालन करेगा िैसा दक राज्य / केंर िाजसत प्रिेि सरकार / भारतीय राष्ट्रीय रािमागग प्राजधकरण इस संबंध में आिेि द्वारा जवजनर्िगि करता ह।ै राज्य/संघ राज्य क्षेत्र सरकार द्वारा अनमु त, दकसी भी वस्ट्तु को हटाने और पनु र्वगकास कराने की लागत तरल प्रणोिन प्रणाली केंर (एलपीएससी), अतं ररक्ष जवभाग, बेंगलरुु द्वारा वहन की िाएगी। (xii) समायोिन की संपूणग चैड़ाई में अगले एवं जपछले जहस्ट्से पर पीले एवं काले रंग से िेबरा पट्टी बनाई िाएगी और उस पर राजत्र के समय चलाने/ पार्कगग के जलए आग े और पीछे समुजचत रूप स े लाल बत्ती होनी चाजहए तथा दिन में िोंनों ओर लाल झण्डी लगाई िाएगी, जिससे यान की सही-सही जस्ट्थजत का स्ट्पि रूप से पता चल सके। (xiii) तरल प्रणोिन प्रणाली केंर (एलपीएससी), अतं ररक्ष जवभाग, बेंगलरुु , सड़कों /पुल अथवा सड़क ढांचों/अन्द्य सड़क प्रयोिाओं/व्यजियों का ऐसे समायोिनों के प्रचालन के कारण प्रत्यक्ष अथवा अप्रत्यक्ष रूप स े हुई दकसी क्षजत के जलए राज्य/ संघ िाजसत प्रििे सरकार/भारतीय राष्ट्रीय रािमाग ग प्राजधकरण या दकसी अन्द्य प्रभाजवत व्यजि को ऐसी राजि का भुगतान करने के जलए जिम्मेिार होगा। (xiv) तरल प्रणोिन प्रणाली केंर (एलपीएससी), अंतररक्ष जवभाग, बेंगलरुु , ऐस े प्रजतबंधो का पालन करेंगें िो इस संबंध में राज्य सरकारेां/ संघ िाजसत प्रिेि /भारतीय राष्ट्रीय रािमागग प्राजधकरण द्वारा आिेि द्वारा जवजनर्ििग दकए िाएं। (xv) तरल प्रणोिन प्रणाली केंर (एलपीएससी), अंतररक्ष जवभाग, बेंगलरुु , ऐसे समायोिनों का प्रत्येक बार आवागमन के संबंध में राज्य सरकार/भारतीय राष्ट्रीय रािमागग प्राजधकरण द्वारा इस संबंध में जवजनदिि ऐसे प्राजधकारी या अजधकारी को अजग्रम सूचना िेगा। (xvi) तरल प्रणोिन प्रणाली केंर (एलपीएससी), अतं ररक्ष जवभाग, बेंगलरुु , सुजनजित करेगा दक उपरोि फेरों म ें काम आन े वाल े सभी वाहनों का सड़क कर ि े दिया गया ह ै एवं दफटनेस सर्टगदफकेट, बीमा कवर, राष्ट्रीय परजमट एवं पीयूसी प्राप्त कर जलए गये ह।ैं (xvii) रेजिस्ट्रीकरण प्रमाण पत्र में एक जविेष प्रजवजि की िाए दक समायोिन के माजलक के जलए यह आवश्यक होगा दक वह प्रत्येक प्रचालन के जलए संबंजधत प्रजधकारी अथागत राज्य सरकार/ संघ िाजसत प्रिेि सरकार/भारतीय राष्ट्रीय रािमागग प्राजधकरण स ेअनुमजत प्राप्त करे। (xviii) केवल तरल प्रणोिन प्रणाली केंर (एलपीएससी), अंतररक्ष जवभाग, बगें लरुु , द्वारा ही इन वाहनों के उपयोग की अनुमजत होगी। (xix) तरल प्रणोिन प्रणाली केंर (एलपीएससी), अंतररक्ष जवभाग, बेंगलरुु , को केंरीय मोटर यान जनयम, 1989 के संबंध में सभी अजधसूजचत प्रावधानों का अनुपालन सुजनजित करना चाजहए। (xx) तरल प्रणोिन प्रणाली केंर (एलपीएससी), अंतररक्ष जवभाग, बेंगलुरु, को सीएमवीआर, 1989 के संिभग म ें तकनीकी आवश्यकता के अनुसार परू ी तरह से रैक्टर रेलर संयोिन का परीक्षण करना और अहतग ा प्राप्त करना चाजहए। एलपीएससी को चाजहए दक वह रैक्टर रेलर ऑपरेिन लिा हुआ/ जबना लिा हुआ, को मानक संचालन के अनुसार प्रजिजक्षत मानव िजि की सख्त जनगरानी में ल े िाए और साथ ही खेपों की रणनीजतक आवािाही को ध्यान म ेंरखत े हुए सुरक्षा सुजनजित करने के जलए जवजधवत अनरु क्षण करे ।4 THE इसरो केंर तक और इसके जवपरीत, सड़क मागग से दकया िाएगा। 3. रेलर को, केंरीय मोटर यान जनयम, 1989 के जनयम 47 (47(सी), 47(िी), 47 के उप-जनयम 2 और अन्द्य प्रासंजगक प्रावधानों को छोड़कर) के तहत जनधागररत ितों The above relaxation is allowed as special case for transportation of the consignments of ISRO subject to the conditions that:- i. The operations of the combinations shall be done only after prior approval of such movement of the combination is approved and closely monitored by the concerned road authorities in State/Union Territory/National Highway Authority of India from Safety point of view. ii. Dimensions and weight restrictions on various roads/bridges stipulated by the Public Works Department/Local Authorities/National Highway Authority of India will be observed and prior permission of such authorities will be obtained every time the vehicles are put on the roads. iii. The combination should display all danger flags and lights, preferably the vehicles should be preceded and followed by a vehicle displaying prominently that a heavy load is passing. iv. Coupling of the trailers along side by side the width of the road shall not be permitted. v. The program of the movement of the combination should be intimated at least ten days in advance to the officials in the concerned departments and obtain their clearance. vi. The vehicle shall be registered as a combination. vii. If so directed by the Public works Department of a State/Union Territory/National Highway Authority of India/Government of India, the over dimensional vehicles will not be allowed to pass over the bridges on the roads in that State/Union Territory and in such cases applicants will have to make their own arrangements to cross the rivers/drains. Further, it is directed the vehicle should comply with Ministry of Road Transport & Highways guidelines as per Para 1 issued vide order No. RW/NH-35072/01/2010- S&R(B) dated 24.08.2020. viii. They would need to obtain permission each and every time before moving on a particular route from concerned State or union Territory Authorities/National Highway Authority of India enroot, in view of the oversized cargo. For each such movement, the timing should be prescribed by the concerned authority. ix. The said combinations should be moved without any hindrance to the normal flow of traffic. x. Keeping in view the dimension and safety of consignments and other road users, the permissible speed limit for transportation of such consignments shall not exceed 35km/hr. xi. Liquid Propulsion Systems Centre (LPSC) will obtain necessary prior permissions from the concerned departments of the State/Union Territory Government for the removal of any objects like hoardings, poles, signboards, transmission line shutdown etc. and observe such restrictions as the State/Union Territory Government/National Highway Authority of India may by order specify in this behalf, before the vehicles are put on road. Cost of removal and redevelopment of any object permitted by the State/Union Territory Government shall be borne by the Liquid Propulsion Systems Centre (LPSC), Department of Space, Bengaluru. xii. The combinations shall be painted for the entire width by yellow and black zebra strips on the front and rear sides duly marked for night time driving/parking suitably by red lamps at the front and rear and red flags on both the sides during day time to indicate the extreme position of the combination clearly. xiii. Liquid Propulsion Systems Centre (LPSC), Department of Space, Bengaluru would be liable to pay such amount to the Government of State/Union Territory/National Highway Authority of India or any other affected person where any damage is caused to the roads/bridges or road structures/other road users/person directly or indirectly due to the movement of the combinations. xiv. Liquid Propulsion Systems Centre (LPSC), Department of Space, Bengaluru will observe such restrictions as the State/Union Territory Government/National Highway Authority of India may by order specify in this behalf. xv. Liquid Propulsion Systems Centre (LPSC), Department of Space, Bengaluru will give advance intimation to such authority or officer specified in this behalf by the State Government/Union Territory Government/National Highway Authority of India regarding each movement of such combination.6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] xvi. Liquid Propulsion Systems Centre (LPSC), Department of Space, Bengaluru will ensure that road tax have been paid, fitness certificate, insurance cover, National Permit, and PUC have been obtained in respect of all the vehicles to be utilized during the above movements. xvii. A specific entry in Registration Certificate is to be made that the combination owner in case of each and every movement will be required to take the permission of concerned Authority i.e, State Govt./Union Territory Govt./National Highway Authority of India. xviii. The permission will be valid for use of these vehicles by Liquid Propulsion Systems Centre (LPSC), Department of Space, Bengaluru only. xix. Liquid Propulsion Systems Centre (LPSC), Department of Space, Bengaluru should ensure compliance with all notified provisions in respect of Central Motor Vehicles Rules, 1989. xx. Liquid Propulsion Systems Centre (LPSC), Department of Space, Bengaluru should test and qualify the tractor trailer combination completely as per technical requirement with reference to the CMVR, 1989. LPSC should submit that tractor trailer operation laden/un-laden will be carried under strict supervision of the trained manpower according to standard operating procedure as well as duly escorted to ensure the safety, considering strategic movement of consignments. xxi. The specific route for transportation of ISRO Consignments will be from Liquid Propulsion Systems Centre (LPSC)/ISRO, Bengaluru to ISRO Centres located in Andhara Pradesh and Tamil Nadu and vice versa by road. 3. The trailers shall be registered in the State of Karnataka only subject to fulfilment of conditions laid down under Rules 47 (except 47(c), 47(g), sub-rule 2 of 47 and other relevant provisions) of the central Motor Vehicles Rules, 1989 and production of sale documents/purchase order (invoice, proof of payment of all taxes).
