## Policy Analysis Report: Central Motor Vehicles Rules Amendment (G.S.R. 888E) **1. Executive Summary:** This report analyzes Notification G.S.R. 888E, published on December 19, 2022, which constitutes the Central Motor Vehicles Twenty-fifth Amendment Rules, 2022. This amendment modifies the Central Motor Vehicles Rules, 1989, specifically addressing the inclusion of Traction Batteries for Electric Power train Vehicles within the scope of specific serial numbers in the original rules. The key change involves adding a new entry related to these traction batteries with a compliance deadline of March 31, 2023. The amendment affects manufacturers and suppliers of electric vehicle traction batteries and related regulatory bodies. The likely intended outcome is to ensure compliance and standardization for traction batteries used in electric vehicles. **2. Introduction:** This report aims to provide a comprehensive overview of the Central Motor Vehicles Twenty-fifth Amendment Rules, 2022, as outlined in Notification G.S.R. 888E, dated December 19, 2022. This analysis is based solely on the text of the notification provided. **3. Policy Overview:** * This is an amendment to the Central Motor Vehicles Rules, 1989. * The core objective of this *specific* amendment, as inferred from the text, is to incorporate regulations and standards specifically pertaining to "Traction Battery for Electric Power train Vehicles" within the existing framework of the Central Motor Vehicles Rules. **4. Background and Rationale:** As an amendment, this notification seeks to modify existing regulations. The inclusion of "Traction Battery for Electric Power train Vehicles" suggests a growing prevalence of electric vehicles and a need to regulate the specifications and standards of their batteries. The original Central Motor Vehicles Rules, 1989, likely lacked specific provisions for this emerging technology, necessitating this amendment to ensure safety, performance, and standardization. **5. Key Provisions / Changes:** This amendment introduces a new entry into the TABLE within subrule 4 of rule 124 of the Central Motor Vehicles Rules, 1989. * **Specific Part of Original Policy Changed:** Rule 124, subrule 4, TABLE. * **New Rule/Provision:** A new serial number 23 is added to the table: * Column 1: 23. * Column 2: Traction Battery for Electric Power train Vehicles * Column 3: Sr. Nos 26 and 49 of the Table, Sr. Nos 18 and 32 of Table A and Sr. Nos 4 and 6 of Table B of the notification number S.O. 1365 E, dated 13122004. * Column 4: 31st March, 2023. * **Difference/Effect of the Change:** This addition brings "Traction Batteries for Electric Power train Vehicles" under the purview of specific requirements defined in the mentioned serial numbers of notification S.O. 1365 E, dated 13.12.2004. This implies that these batteries must now adhere to the standards and specifications outlined in those referenced sections. It also establishes a deadline of March 31, 2023, for compliance. **6. Target Audience and Stakeholders:** Based on the text, the primary target audience and stakeholders include: * Manufacturers and suppliers of traction batteries for electric power train vehicles. * Regulatory bodies responsible for enforcing the Central Motor Vehicles Rules. * Electric vehicle manufacturers who integrate these batteries into their vehicles. **7. Implementation Aspects (Inferred):** * **Responsible Agencies:** The Ministry of Road Transport and Highways is the responsible agency, as indicated by the notification. * **Timelines:** The amendment specifies a deadline of March 31, 2023, for compliance with the new provisions. * **Procedures:** The amendment references notification number S.O. 1365 E, dated 13.12.2004, implying that manufacturers and suppliers need to refer to this notification for specific testing and certification procedures for traction batteries. **8. Expected Outcomes / Impact of Changes:** The likely intended outcome of this amendment is to ensure the quality, safety, and performance of traction batteries used in electric vehicles. This could lead to: * Increased safety standards for electric vehicles. * Standardized performance criteria for traction batteries. * Greater consumer confidence in electric vehicle technology. * A more regulated and controlled market for electric vehicle components. **9. Conclusion:** The Central Motor Vehicles Twenty-fifth Amendment Rules, 2022, as outlined in Notification G.S.R. 888E, represents a significant step towards regulating the growing electric vehicle industry in India. By incorporating specific provisions for traction batteries, the amendment aims to ensure standardization, safety, and performance, ultimately contributing to the growth and reliability of electric vehicle technology. The established deadline of March 31, 2023, necessitates prompt action from manufacturers and suppliers to ensure compliance with the new regulations.
