## Policy Analysis Report: Amendment to Motor Vehicle Regulations
**1. Executive Summary:**
This report analyzes a notification issued by the Ministry of Road Transport and Highways, Government of India, published on September 2, 2022. The notification constitutes an amendment to a previous notification S.O. 1365E, dated December 13, 2004, concerning the Motor Vehicles Act, 1988 and Central Motor Vehicles Rules, 1989. The core purpose of this amendment, as evidenced by the text, is to change a specific deadline from "Twelve months from the date of notification" to "1st day of October, 2022" within the original policy's table related to Sl. No. 26, items b and c of column 2. The key finding is that this amendment provides a concrete and earlier deadline for compliance with specific requirements outlined in the referenced sections of the original notification.
**2. Introduction:**
This report provides an overview and analysis of a notification issued by the Ministry of Road Transport and Highways, Government of India, published on September 2, 2022 (S.O. 4143E). The analysis is based solely on the provided text of the notification. The purpose of this report is to inform stakeholders about the specific changes introduced by this amendment.
**3. Policy Overview:**
* **Original Policy:** The amendment modifies the notification number S.O. 1365E, dated December 13, 2004, which was previously amended by notification number S.O. 3896E dated 12th August, 2022.
* **Core Objective(s):** Based on the *provided text*, the objective of this specific amendment is to revise a deadline for compliance. The original objective of S.O. 1365E (as revealed by this amendment) appears to relate to requirements listed under Sl. No. 26, items b and c of column 2 within that notification.
**4. Background and Rationale:**
This notification amends a previous one by changing a deadline. The original notification presumably allowed "Twelve months from the date of notification" for compliance with whatever regulations applied to items b and c under Sl. No. 26. The rationale for *this specific amendment* is to establish a fixed and earlier deadline of "1st day of October, 2022." This suggests that the initial flexible deadline might have been deemed unsuitable or that an earlier compliance date is now considered necessary, although the exact reasons are not specified in the provided text.
**5. Key Provisions / Changes:**
This notification is an amendment. Therefore, the focus is on the *changes* it introduces:
* **Specific Part of Original Policy Changed:** The amendment directly alters the deadline specified within the Table of the original notification (S.O. 1365E) against Sl. No. 26, in column 4, which corresponds to items b and c of column 2.
* **New Rule/Provision:** The new rule replaces the phrase "Twelve months from the date of notification" with "1st day of October, 2022".
* **Difference/Effect of Change:** The change moves from a variable deadline based on the notification date to a fixed deadline of October 1, 2022. This means that entities affected by items b and c under Sl. No. 26 now have a concrete and potentially accelerated timeline to meet the requirements outlined in the original notification. The exact implication of the earlier deadline depends on the nature of those requirements as outlined in the original notification (S.O. 1365E), which is not included in this document.
**6. Target Audience and Stakeholders:**
The target audience and stakeholders are those entities that are subject to the requirements outlined in items b and c of column 2 against Sl. No. 26 in the Table within the original notification S.O. 1365E. Without the original notification, the specific industry or group affected cannot be determined, but they are definitively linked to the requirements specified under the aforementioned items.
**7. Implementation Aspects (Inferred):**
* **Responsible Agency/Bodies:** The Ministry of Road Transport and Highways is the responsible body for this amendment, as indicated in the notification.
* **Timelines or Procedures:** The amendment establishes a new deadline of "1st day of October, 2022". The affected parties need to take action to meet requirements by this date. The procedures are assumed to be the same as the original notification, just with a modified deadline.
**8. Expected Outcomes / Impact of Changes:**
The intended outcome of this amendment is likely to ensure faster compliance with the regulations outlined in items b and c under Sl. No. 26. By setting a fixed deadline, the government likely aims to accelerate the adoption or implementation of those regulations. The impact of the changes could mean that the specific industry impacted by this regulation will need to expedite any tasks necessary for compliance to the new deadline of October 1, 2022.
**9. Conclusion:**
The notification S.O. 4143E constitutes a specific amendment to a previous notification, S.O. 1365E, by modifying a deadline within the original policy's table against Sl. No. 26. The amendment changes the compliance deadline from "Twelve months from the date of notification" to "1st day of October, 2022." This adjustment likely reflects a desire for more rapid compliance with the regulations outlined in items b and c, potentially impacting the industry which must now meet the requirements by the specified date. The significance of this amendment lies in its concretization of the deadline and, potentially, the accelerated timeframe for meeting requirements.
