में,-
(क) उप-जनयम (1) म,ें िसू रे परंतुक म,ें 1 अप्रलै , 2023 स े अिरों, अंकों और िब्िों "आईएस: 15140-2003 और
आईएस: 15139-2002" के स्ट्थ ान पर अिरों, अंकों और िब्िों "आईएस: 15140-2018 और आईएस:15139-2002
(पुन: पुजि 2018)" को प्रजतस्ट्थाजपत दकया िाएगा;
(ख) उप-जनयम (1क) म,ें-
(i) 1 अप्रैल, 2023 स े अिरों, अंकों और िब्िों "आईएस: 15140-2003 और आईएस: 15139-2002", िोनों
स्ट् थानों पर िहां व े आते ह,ैं अंकों, अिरों और िब्िों "आईएस: 15140-2018 और आईएस: 15139-2002 (पुनः पुजि
2018)" को प्रजतस्ट्थाजपत दकया िाएगा;
(ii) िसू रे परंतुक के प चात,् जनम्नजलजखत परंतुकों को अतं :स्ट्थाजपत दकया िाएगा, अथागत:्-
"बित े दक 1 अप्रैल, 2023 को और उसके बाि जनर्मगत एम1 श्रेणी के मोटर यानों के जलए सुरिा बल्े ट असेंबजलयों
के जवजनिेि समय-समय पर संिोजधत आईएस:15140-2018 के अनुरूप होंग:े
बिते दक 1 अप्रैल, 2023 को और उसके बाि जनर्मगत एम1 श्रणे ी के वाहनों म ें सभी फ्रंट फेससंग सीटों पर थ्री
प् वाइंट बेल्ट उपलब् ध कराए िाएंगे:
बिते दक 1 अप्रलै , 2022 को और उसके बाि जनर्मगत एम1 श्रेणी के वाहनों म ें सुरिा बेल् ट, जनयंत्रण प्रणाली और
सुरिा बेल् ट सचेतक समय-समय पर संिोजधत आईएस 16694:2018 के अनरूु प लगे होंगे।",
(ग) उप-जनयम (9) म.ें-
(i) अंकों, अिरों और िब् िों "एआईएस-145-2017" के स्ट्थ ान पर "एआईएस-145-2018" अंक, अिर और िब् ि
प्रजतस्ट् थाजपत दकए िाएंग;े
(ii) उप-जनयम (9) के प चात,् जनम्न जलजखत परंतुक को अंत:स्ट्थ ाजपत दकया िाएगा, अथागत:्-
बिते दक 1 अप्रलै , 2023 को और उसके बाि जनर्मगत एम1 श्रणे ी के वाहन एआईएस-145-2018 के अनुसार सभी
फ्रंट फेससंग सीटों के जलए सुरिा बेल् ट सचेतक की आव यकता को पूरा करेंगे।",
(घ) जनयम (10) म,ें अंकों और अिरों तथा "एआईएस-145-2017" के स्ट्थ ान पर "एआईएस-145-2018" अंक
और अिर प्रजतस्ट् थाजपत दकए िाएंगे।
3. उक्त जनयमावली के जनयम 125ि के उप-जनयम (2) और उप-जनयम (3) म,ें 1 अप्रलै , 2023 स े िब् िों और
अंकों "भारतीय मानक ब् यरू ो अजधजनयम,1986 (1986 का 63) के तहत संबंजधत बीआईएस जवजनिेिों को अजधसूजचत
दकया गया ह ै ऐसे समय तक समय-समय पर यथासंिोजधत एआईएस- 140:2016" के स्ट्थ ान पर िोनों स्ट्थ ानों पर िहा ं व े
आते ह,ैं अिर, अंक और िब् ि "समय-समय पर यथासंिोजधत आईएस: 16833-2018" को प्रजतस्ट् थाजपत दकया िाएगा।

NOTIFICATION
New Delhi, the 30th September, 2022
G.S.R. 752(E).—The following draft rules further amend the Central Motor Vehicles Rules, 1989, which
the Central Government proposes to make in exercise of powers conferred by section 110 of Motor Vehicles Act,
1988 (59 of 1988), is hereby published as required by sub-section (1) of section 212 of the said Act for information of
all persons likely to be affected thereby and notice is hereby given that the said draft rules shall be taken into
consideration after the expiry of a period of thirty days from the date on which the copies of this notification, as
published in the Gazette of India, are made available to the public.
Objections or suggestions, if any, may be sent to the Joint Secretary (MVL, Transport, Toll), Ministry of
Road Transport and Highways, Transport Bhawan, Parliament Street, New Delhi-110 001, Email: comments-
morth@gov.in.
Any objections or suggestions which may be received from any person with respect to the said draft rules
before the expiry of the period aforesaid will be considered by the Central Government;
Draft Rules
1. Short title and commencement - (1) These rules may be called as the Central Motor Vehicles
(……………Amendment) Rules, 2022.
(2) Save as otherwise provided in these rules, they shall come into force from the date of their final publication in the
Official Gazette.
2. In the Central Motor Vehicles Rules, 1989 (hereinafter referred to as the said rules), in rule 125,–
(a) in sub-rule (1), in the second proviso, for the letters, figures and word “IS: 15140-2003 and IS: 15139-
2002”, the letters, figures and words “IS: 15140-2018 and IS: 15139-2002 (reaffirmed 2018)" shall be substituted with
effect from the 1st day of April, 2023;
(b) in sub-rule (1A),–
(i) for the letters, figures and words “IS: 15140-2003 and IS: 15139-2002”, at both the places where they occur,
the figures, letters and words “IS: 15140-2018 and IS: 15139-2002 (reaffirmed 2018)" shall be substituted with effect
from the 1st day of April, 2023;.
(ii) after the second proviso, the following provisos shall be inserted, namely:–
"Provided also that for motor vehicles of category M1 manufactured on and after 1st day of April, 2023, the
specifications of Safety Belt Assemblies shall conform to IS:15140-2018, as amended from time-to-time:
Provided also that all front facing seats in vehicles of M1 category manufactured on and after 1st day of April,
2023 shall be provided with three-point belt:
Provided also that the installation of Safety Belts, Restraint Systems and Safety Belt reminder on vehicles of
M1 category manufactured on and after 1st day of April, 2023 shall conform to IS16694:2018 as amended from time-
to-time.";
(c) in sub-rule (9),–
(i) for the figures, letters and words “AIS-145-2017”, the figures, letters and words “AIS-145-2018” shall be
substituted;
(ii) after sub-rule (9), the following proviso shall be inserted, namely:–
“Provided that the vehicles of the category M1, manufactured on and after the 1st April 2023, shall meet the
requirement of Safety Belt reminder for all front facing seats as per AIS-145-2018.”;4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]
(d) in rule (10), for the figures and letters and “AIS-145-2017”, the figures and letters “AIS-145-2018” shall be
substituted.
3. In rule 125 H of the said rules, in sub-rule (2) and in sub-rule (3), for the words and figures "AIS-140:2016,
as amended from time to time, till such time the corresponding BIS specifications are notified under the Bureau of
India Standards Act, 1986 (63 of 1986)" at both the places where they occur, the letters, figures and words "IS:16833-
2018, as amended from time-to-time" shall be substituted with effect from the 1st day of April, 2023.
