5. उपरोि छूट इन ितों के अधीन ह ैदक:-
(i) उपरोि कन्द्साइनमेंट का पररवहन, जवजिष्ट मागग जचल घाट, जमजागपुर (उत्तर प्रदिे ) से आईजीएफ,
जगदीिपुर, उत्तर प्रदेि तक इस सड़क माग गके जररए होगा-
जचल घाट- औराई-जभस्ट्की- कटका-भोपतपुर-दीहा-सुल्तानपुर-आधनपुर-उटेलवा-कमरौली-आईजीएफ
जगदीिपुर- (कुल (एनएच)-209 दकमी; अन्द्य सड़कें- 59 दकमी)
(ii) लोक जनमागण जवभाग/स्ट्थानीय प्राजधकाररयों/भारतीय राष्ट्रीय राजमाग ग प्राजधकरण द्वारा जवजभन्न सड़कों के
जलए जवजनर्ददष्ट भार प्रजतबंधों का अनुपालन दकया जाएगा और यानों को प्रत्येक बार सड़कों पर लात े समय
इन प्राजधकाररयों से अनुमजत ली जाएगी। सुरिा की दजृष्ट स े रैलरों का प्रत्येक प्रचालन राज्य/संघ िाजसत
प्रदेि/भारतीय राष्ट्रीय राजमाग ग प्राजधकरण के संबंजधत पररवहन जवभाग द्वारा अनुमोददत दकया जाएगा और
उस पर कड़ी जनगरानी रखी जाएगी।
(iii) रांसपोटगर इस तरह के प्रजतबधं ों का पालन करेगा जैसा दक राज्य / केंर िाजसत प्रदिे सरकार / भारतीय
राष्ट्रीय राजमागग प्राजधकरण इस संबंध में आदेि द्वारा जनर्ददष्ट कर सकता ह।ै
(iv) रांसपोटगर बड़े आकार के कागो को देखते हुए, ऐसे यानों की प्रत्येक आवाजाही के संबंध में राज्य
सरकार/भारतीय राष्ट्रीय राजमागग प्राजधकरण द्वारा इस संबंध में जनर्ददष्ट प्राजधकरण या अजधकारी को कम से
कम दस ददन पहले सूचना दगे ा। ऐसे प्रत्येक गमनागमन के जलए संबंजधत प्राजधकारी द्वारा समय जनधागररत
दकया जाना चाजहए।
(v) यदद ऐसा दकसी राज्य/संघ राज्य िेत्र/भारतीय राष्ट्रीय राजमागग प्राजधकरण के लोक जनमागण जवभाग द्वारा
जनदेजित दकया जाता ह,ै तो लोडेड यानों को उस राज्य/संघ राज्य िेत्र म ें सड़कों पर पुलों के ऊपर या नीच े स े
गुजरन े की अनुमजत नहीं दी जाएगी और ऐसे मामलों म ें आवदे कों को नददयों/नालों को पार करन े के जलए
अपनी व्यवस्ट्था स्ट्वयं करनी होगी।
(vi) रांसपोटगर राज्य / केंर िाजसत प्रदेि / भारतीय राष्ट्रीय राजमागग प्राजधकरण या दकसी अन्द्य प्रभाजवत व्यजि
को ऐसी राजि का भुगतान करने के जलए उत्तरदायी होगा जहां सड़कों या सड़क संरचनाओं / अन्द्य सड़क
उपयोगकतागओं / व्यजि को प्रत्यि या अप्रत्यि रूप स ेकोई नुकसान रेलरों की आवाजाही के कारण होता ह।ै
(vii) सड़क की लंबाई के साथ रेलरों के युग्मन की अनुमजत केवल उपरोि आवाजाही के जलए होगी।
(viii) उि यानों का पररवहन, यातायात के सामान्द्य प्रवाह म ेंजबना दकसी बाधा के होना चाजहए।
(ix) यान पर खतरे संबंधी सभी झंजडयां और बजत्तयां लगी होनी चाजहए, बेहतर यह होगा दक लदे यानों के आग े
तथा पीछे एक-एक यान स्ट्पष्ट रूप से यह दिागता हुआ चल ेदक भारी लदा हुआ वाहन गुजर रहा ह।ै
(x) सड़क पर चलने के जलए रैलरों की अजधकतम गजत 5 दक.मी./घटं ा से अजधक नहीं होनी चाजहए।
(xi) रैलरों की संपूणग चैड़ाई म ें अगले एवं जपछले जहस्ट्से पर पीले एवं काले रंग से जेबरा पट्टी बनाई जाएगी और
उस पर राजत्र के समय चलाने के जलए जवजधवत जलखा होना चाजहए/पार्दकग के जलए आगे, और पीछे समुजचत
रूप से लाल बत्ती होनी चाजहए तथा ददन में दोंनों ओर लाल झण्डी लगाई जाएगी, जजससे यान की सही-सही
जस्ट्थजत का स्ट्पष्ट रूप से पता चल सके।
(xii) रांसपोटगर यह सुजनजित करेगा दक उपरोि आवाजाही के दौरान उपयोग दकए जाने वाल े सभी यानों के संबधं
में रोड टैक्स का भगु तान दकया गया ह,ै दफटनेस प्रमाण पत्र, बीमा कवर (तृतीय पि बीमा सजहत), राष्ट्रीय
परजमट और पीयूसी प्राप्त दकया गया ह।ै
(xiii) रेलरों और प्राइम मूवसग के रेजजस्ट्रीकरण प्रमाणपत्रों में कोई बदलाव नहीं दकया जाएगा क्योंदक वे पहले से ही
गुजरात और महाराष्ट्र राज्य में रेजजस्ट्रीकृत ह।ैं
(xiv) दकसी यान (यानों) या अन्द्य रेजजस्ट्रीकृत स्ट्वाजमयों से प्राप्त यान (यानों) के भाग स े उत्पन्न होने वाले मद्दु े की
जस्ट्थजत म,ें रांसपोटगर स्ट्वय ंजजम्मेदार होगा।
(xv) खेप के पररवहन के दौरान उत्पन्द् न होने वाली दकसी भी प्रकृजत का कोई भी मुद्दा, रांसपोटगर की जजम्मेदारी
होगी।

New Delhi, the 23rd December, 2021
S.O. 5372(E).—In exercise of the powers conferred by sub-section (3) of Section 58 and sub-
Section 3(a) of Section 110 of the Motor Vehicles Act, 1988, the Central Government hereby accords
approval for period of six months from the date of issue of this notification for transportation of ―Ammonia
Converter‖ from Chill Ghat, Mirzapur, Uttar Pradesh to IGF, Jagdishpur, Uttar Pradesh by road with
maximum safe laden weight/Gross Vehicles Weight and dimensions, as mentioned in the schedule
appended hereto.
SCHEDULE
1. M/s. JM Baxi Ports and Logistics Private Limited is the transporter of M/s Deugro Projects India
Private Limited for transportation of ―Ammonia Converter‖ for the aforesaid single movement.
2. Following Prime Movers will be utilized in the movement of the subject consignment as detailed

5. The above relaxation is subject to the conditions that:-
i. The specific route for transportation of the consignment will be from Chill Ghat, Mirzapur (Uttar
Pradesh) to IGF, Jagdishpur, Uttar Pradesh by road through-
Chill Ghat- Aurai- Bhiski- Kataka- Bhopatpur- Diha- Sultanpur- Adhanpur- Utelwa- Kamarauli-
IGF Jagdishpur – (Total (NH)- 209 KM; other roads- 59 KM)
ii. Load restrictions on various roads stipulated by the Public Works Department/Local
Authorities/National Highway Authority of India will be observed and permission of such
authorities will be obtained before the vehicles are put on the roads. Movement of the trailers will
be approved and closely monitored by the concerned road authorities in State/Union
Territory/National Highway Authority of India from safety point of view.
iii. The transporter will observe such restrictions as the State/Union Territory Government/National
Highway Authority of India may by order specify in this behalf.
iv. The transporter will give intimation at least ten days in advance and would need to obtain
permission before commencement of transit, from concerned authority of State or Union Territory
Authorities/National Highway Authority of India en-route, in view of the oversized cargo. For each
such movement, the timing should be prescribed by the concerned authority.
v. If so directed by the Public works Department of a State/Union Territory/National Highway
Authority of India, the loaded vehicles will not be allowed to pass over or under the bridges on the
roads in that State/Union Territory and in such cases applicants will have to make their own
arrangements to cross the rivers/drains.
vi. The transporter would be liable to pay such amount to the Government of State/Union
Territory/National Highway Authority of India or any other affected person where any damage is6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]
caused to the roads or road structures/other road users/persons directly or indirectly due to the
movement of the trailers.
vii. Coupling of the trailers along the length of the road will be permissible only for above movements.
viii. The said vehicles should be moved without any hindrance to the normal flow of traffic.
ix. The vehicles should display all danger flags and lights, the vehicles should be preceded and
followed by a vehicle displaying prominently that a heavy load is passing.
x. The maximum speed of the trailers for movement on the road shall not exceed 5 km/hr.
xi. The trailers shall be painted for the entire width by yellow and black zebra stripes on the front and
rear sides duly marked for night time driving/parking suitably by red lamps at the front and rear
and red flags on both the sides during day time to indicate the extreme position of the vehicle
clearly.
xii. The transporter will ensure that road taxes have been paid, fitness certificate, insurance
cover(including Third Party Insurance), National Permit, and PUC have been obtained in respect of
all the vehicles to be utilized during the above movement.
xiii. No change will be made in the Registration Certificates of the Trailers and Prime Movers as they
are already registered in the State of Gujarat and Maharashtra.
xiv. In case of issues arising of any vehicle(s) or part of vehicle(s) out sourced from other registered
owners, the transporter shall bear responsibility for the same.
xv. Any issue of any nature arising during the transportation of subject consignment shall be the
responsibility of the transporter.
