खपे का नाम खाली धरु ी खपे का यान का लोड प्रजत खपे का समग्र आयाम लबं ाई और चौड़ाई म ें पजं ियों का भार लिान के एक्सल (मीटर म)ें (लबं ाई x धरु ों के यग्ु मन का सहायक सजहत साि भार लाइन जववरण चौड़ाई x ऊँचाई) भार (टन म)ें मेन ड्राइव 51 टन 168 219 टन 27.38 टन 6.80 x 2.60 x 6.80 4 धरु ी पंजियां + ड्रॉपडेक + 4 धरु ी टन पंजियां (8 धरु ी पंजियां + ड्रॉपडेक के बराबर) को सीधी रेखा में िोड़ा िाएगा। (4 टायर प्रजत धुरी पंजि) कटर हडे 49 टन 93 टन 142 टन 17.76 टन 5.70 x 2.25 x 6.30 4 धरु ी पंजियां + ड्रॉपडेक + 4 धरु ी पंजियां (8 धरु ी पंजियां + ड्रॉपडेक के बराबर) को सीधी रेखा में िोड़ा िाएगा। (4 टायर प्रजत धुरी पंजि)) 4. उपरोि छूट इन ितों के अधीन ह ैदक:- (i) उपरोि कन्द्साइनमेंट का पररवहन, जवजिष्ट माग ग आरवीएनएल याडग ऋजिकेि, उत्तराखंड स े िेवप्रयाग, उत्तराखंड तक इस सड़क मागग के िररए होगा- आरवीएनएल याडग ऋजिकेि, उत्तराखंड - तपोवन - ब्लयासी - पौड़ी गढ़वाल, िेवप्रयाग, उत्तराखडं (65 दकलोमीटर)। (ii) लोक जनमागण जवभाग / स्ट्िानीय प्राजधकाररयों / भारतीय राष्ट्रीय रािमागग प्राजधकरण / सीमा सड़क संगठन द्वारा जवजभन्न सड़कों और पुलों के जलए जवजनर्िगष्ट भार प्रजतबंधों का अनुपालन दकया िाएगा और यानों को प्रत्येक बार सड़कों पर लात े समय इन प्राजधकाररयों स े अनुमजत ली िाएगी। सुरिा की िजृ ष्ट स े रैलरों का प्रत्येक प्रचालन राज्य/संघ िाजसत प्रिेि/भारतीय राष्ट्रीय रािमागग प्राजधकरण के संबंजधत पररवहन जवभाग द्वारा अनमु ोदित दकया िाएगा और उस पर कड़ी जनगरानी रखी िाएगी। (iii) रांसपोटगर इस तरह के प्रजतबंधों का पालन करेगा िैसा दक राज्य / केंर िाजसत प्रिेि सरकार / भारतीय राष्ट्रीय रािमागग प्राजधकरण / सीमा सड़क संगठन इस संबंध में आिेि द्वारा जवजनर्िगष्ट कर सकता ह।ै (iv) रांसपोटगर, यानों को सड़कों पर लान े स े पहले, दकसी भी वस्ट्तु िैसे होर्डिंग्स, पोल को हटाने के जलए, जबिली लाइन बंि कराना इत्यादि के जलए, राज्य/संघ राज्य ित्रे सरकार के संबंजधत जवभागों स े आवश्यक पूवग अनुमजत प्राप्त करेगा और इस तरह के प्रजतबंधों का पालन करेगा िैसा दक राज्य / केंर िाजसत प्रिेि सरकार / भारतीय राष्ट्रीय रािमाग ग प्राजधकरण / सीमा सड़क सगं ठन इस संबंध म ें आििे द्वारा जवजनर्िगष्ट करता ह।ै राज्य/संघ राज्य ित्रे सरकार द्वारा अनुमत दकसी भी वस्ट्तु को हटाने और पुनर्वगकास कराने की लागत मेससग एक्सप्रेस ग्लोबल लॉजिजस्ट्टक्स प्राइवेट जलजमटेड द्वारा वहन की िाएगी।[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 (v) रांसपोटगर अजधक विन और बड़े आकार के कागो को िेखते हुए, ऐस े यानों की प्रत्येक आवािाही के संबंध म ें राज्य सरकार/भारतीय राष्ट्रीय रािमागग प्राजधकरण / सीमा सड़क संगठन द्वारा इस संबंध म ें जनर्िगष्ट प्राजधकरण या अजधकारी को पयागप्त समय पहले ही सूचना िेगा । ऐसे प्रत्येक गमनागमन के जलए संबंजधत प्राजधकारी द्वारा समय जनधागररत दकया िाना चाजहए। (vi) यदि ऐसा दकसी राज्य/संघ राज्य ित्रे /भारतीय राष्ट्रीय रािमागग प्राजधकरण / सीमा सड़क सगं ठन के लोक जनमागण जवभाग द्वारा जनिेजित दकया िाता ह,ै तो लोडेड यानों को उस राज्य/संघ राज्य ित्रे म ें सड़कों पर पलु ों के ऊपर या नीच े स े गुिरने की अनुमजत नहीं िी िाएगी और ऐस े मामलों म ें आवेिकों को नदियों/नालों को पार करने के जलए अपनी व्यवस्ट्िा स्ट्वय ं करनी होगी। (vii) रांसपोटगर राज्य / केंर िाजसत प्रिेि / भारतीय राष्ट्रीय रािमागग प्राजधकरण / सीमा सड़क संगठन या दकसी अन्द्य प्रभाजवत व्यजि को ऐसी राजि का भुगतान करन े के जलए उत्तरिायी होगा िहां सड़कों/ पुलों या सड़क संरचनाओं / अन्द्य सड़क उपयोगकतागओं / व्यजि को प्रत्यि या अप्रत्यि रूप स े कोई नुकसान रेलरों की आवािाही के कारण होता ह।ै (viii) सड़क की लंबाई के साि रेलरों के युग्मन की अनुमजत केवल उपरोि आवािाही के जलए होगी। (ix) उि यानों का पररवहन, यातायात के सामान्द्य प्रवाह म ें जबना दकसी बाधा के होना चाजहए। (x) यान पर खतरे संबंधी सभी झंजडयां और बजत्तयां लगी होनी चाजहए, बेहतर यह होगा दक लि े यानों के आग े तिा पीछे एक-एक यान स्ट्पष्ट रूप स े यह ििागता हुआ चल े दक भारी लिा हुआ वाहन गुिर रहा ह।ै (xi) सड़क पर चलन े के जलए रैलरों की अजधकतम गजत 5 दक.मी./घंटा स ेअजधक नहीं होनी चाजहए। (xii) रैलरों की संपूणग चड़ै ाई म ें अगले एव ं जपछले जहस्ट्से पर पीले एव ं काले रंग स े िेबरा पट्टी बनाई िाएगी और उस पर राजत्र के समय चलाने के जलए जवजधवत जलखा होना चाजहए/पार्कगग के जलए आगे, और पीछे समुजचत रूप स े लाल बत्ती होनी चाजहए तिा दिन म ें िोंनों ओर लाल झण्डी लगाई िाएगी, जिससे यान की सही-सही जस्ट्िजत का स्ट्पष्ट रूप स े पता चल सके। (xiii) रांसपोटगर यह सुजनजित करेगा दक उपरोि आवािाही के िौरान उपयोग दकए िान े वाले सभी यानों के संबंध म ें रोड टैक्स का भुगतान दकया गया ह,ै दिटनेस प्रमाण पत्र, बीमा कवर (ततृ ीय पि बीमा सजहत), राष्ट्रीय परजमट और पीयूसी प्राप्त दकया गया ह।ै (xiv) रेलरों के रेजिस्ट्रीकरण प्रमाणपत्रों म ें कोई बिलाव नहीं दकया िाएगा क्योंदक वे पहले स े ही गुिरात राज्य म ें रेजिस्ट्रीकृत ह।ैं (xv) दकसी यान (यानों) या अन्द्य रेजिस्ट्रीकृत स्ट्वाजमयों स े प्राप्त यान (यानों) के भाग स े उत्पन्न होने वाले मुद्द े की जस्ट्िजत म,ें रांसपोटगर स्ट्वय ंजिम्मेिार होगा। (xvi) खेप के पररवहन के िौरान उत्पन्न होने वाली दकसी भी प्रकृजत का कोई भी मद्दु ा, रांसपोटगर की जिम्मेिारी होगी। [िा. सं. आरटी-11042/08/2021-एमवीएल ] महमूि अहमि, संयुि सजचव MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 29th August, 2022 S.O. 4031(E).—In exercise of the powers conferred by sub-section (3) of Section 58 and sub- Section 3(a) of Section 110 of the Motor Vehicles Act, 1988, the Central Government hereby accords approval for period of six months from the date of issue of this notification for transportation of ‘one Main Drive and one Cutter Head’ from RVNL Yard Rishikesh, Uttarakhand to Devprayag, Uttarakhand by road with maximum safe laden weight/Gross Vehicles Weight and dimensions, as mentioned in the schedule appended hereto.4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] SCHEDULE 1. M/s Express Global Logistics Private Limited is the transporter of M/s Larsen and Toubro Limited for transportation of one Main Drive and one Cutter Head for the aforesaid movement. 2. The following registered self-propelled modular trailers (SPMT) will be utilized in the above movements:- Permissible Gross No. of Axles in S. The above relaxation is subject to the conditions that:- i. The specific route for transportation of the consignment will be from RVNL Yard Rishikesh, Uttarakhand to Devprayag, Uttarakhand by road through- RVNL Yard Rishikesh, Uttarakhand - Tapovan – Byasi – Pauri Garhwal, Devprayag, Uttarakhand (65 KMs). ii. Load restrictions on various roads and bridges stipulated by the Public Works Department/Local Authorities/National Highway Authority of India/ Border Roads Organization will be observed and permission of such authorities will be obtained before the vehicles are put on the road. Movement of the trailers will be approved and closely monitored by the concerned road authorities in State/Union Territory/National Highway Authority of India/Border Roads Organization from safety point of view. iii. The transporter will observe such restrictions as the State/Union Territory Government/National Highway Authority of India/Border Roads Organization may by order specify in this behalf.[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 5 iv. The transporter will obtain necessary prior permissions from the concerned Departments of the State/Union Territory Government for the removal of any objects like hoardings, poles, electricity line shutdown etc. and observe such restrictions as the State/Union Territory Government/National Highway Authority of India/Border Roads Organization may by order specify in this behalf, before the vehicles are put on road. Cost of removal and redevelopment of any object permitted by the State/Union Territory Government shall be borne by the M/s Express Global Logistics Private Limited. v. The transporter will give intimation sufficient time in advance and would need to obtain permission before commencement of transit, from concerned authority of State or Union Territory Authorities/National Highway Authority of India/Border Roads Organization en-route, in view of the overweight and oversized cargo. For each such movement, the timing should be prescribed by the concerned authority. vi. If so directed by the Public works Department of a State/Union Territory/National Highway Authority of India/Border Roads Organization, the loaded vehicles will not be allowed to pass over or under the bridges on the roads in that State/Union Territory and in such cases applicants will have to make their own arrangements to cross the rivers/drains. vii. The transporter would be liable to pay such amount to the Government of State/Union Territory/National Highway Authority of India/Border Roads Organization or any other affected person where any damage is caused to the roads or road structures/bridges other road users/persons directly or indirectly due to the movement of the trailers. viii. Coupling of the trailers along the length of the road will be permissible only for above movements. ix. The said vehicles should be moved without any hindrance to the normal flow of traffic. x. The vehicles should display all danger flags and lights, the vehicles should be preceded and followed by a vehicle displaying prominently that a heavy load is passing. xi. The maximum speed of the trailers for movement on the road shall not exceed 5 km/hr. xii. The trailers shall be painted for the entire width by yellow and black zebra stripes on the front and rear sides duly marked for night time driving/parking suitably by red lamps at the front and rear and red flags on both the sides during day time to indicate the extreme position of the vehicle clearly. xiii. The transporter will ensure that road taxes have been paid, fitness certificate, insurance cover(including Third Party Insurance), National Permit, and PUC have been obtained in respect of all the vehicles to be utilized during the above movement. xiv. No change will be made in the Registration Certificates of the Trailers as they are already registered in the state of Gujarat. xv. In case of issues arising of any vehicle(s) or part of vehicle(s) out sourced from other registered owners, the transporter shall bear responsibility for the same. xvi.
