(घ) सीएनिी प्रचालन के जलए रेरोदफटेड/पररवर्तगत वाहनों के जलए टाइप अनुमोिन जवजिष्ट रूप से जनर्मगत वाहनों के जलए
दिया िाएगा। इस तरह की दकट को दकसी भी वाहन म ें सीसी इंिन िमता की जनर्िष्टग सीमा के भीतर 1500 सीसी तक के
वाहनों के जलए ± 7% और 1500 सीसी स े ऊपर ± 5% की िमता सीमा के भीतर रेरोदफटमेंट के जलए उपयुि माना
िाएगा।
(ड.) अनुरूपता कारक (सीएफ) की गणना के जलए अजधसूचना की तारीख स े तीन साल के जलए डाटा संग्रह के जलए
पीईएमएस का उपयोग करत े हुए रीयल वल्ड ग चालन चक्र उसिगन मापा िाएगा।
(च) इंिन की िजि को समय-समय पर संिोजधत एआईएस 137 म ें जनधागररत प्रदक्रयाओं के अनुसार इंिन डायनेमोमीटर

(घ) एलपीिी दकट के जलए टाइप अनुमोिन जवजिष्ट रूप स े जनर्मगत वाहनों के जलए दिया िाएगा। इस तरह की दकट को
दकसी भी वाहन म ें सीसी की इंिन िमता की जनर्िष्टग सीमा के भीतर 1500 सीसी तक के वाहनों के जलए ± 7% और
1500 सीसी स े ऊपर ± 5% की िमता सीमा के भीतर रेरोदफटमेंट के जलए उपयुि माना िाएगा।
(ड.) अनुरूपता कारक (सीएफ) की गणना के जलए अजधसूचना की तारीख स े तीन साल के जलए डाटा संग्रह के जलए
पीईएमएस का उपयोग करत े हुए रीयल वल्ड ग चालन चक्र उसिगन मापा िाएगा।
(च) इंिन की िजि को समय-समय पर संिोजधत एआईएस 137 म ें जनधागररत प्रदक्रयाओं के अनुसार इंिन डायनेमोमीटर
पर मापा िाएगा। एलपीिी पर मापी गई िजि -15% ≤ गसै ोलीन पर मापी गई िजि के संबंध में एलपीिी पर िजि ≤
+5% की सीमा के भीतर होगी।
(छ) एलपीिी वाहन या दकट कंपोनेंट्स, उनके लगान े सजहत, अनुबंध VIII म ें िी गई सुरिा िाचं के अनुरूप होंगे।
(ि) इन-सर्वगस अनुरूपता और आईयूपीआर आवश्यकताए ं इस अजधसूचना के लाग ू होने की तारीख स े 3 साल के बाि लाग ू
होंगी"
(झ) दकट जनमागता/आपूर्तगकता ग परीिण एिेंसी को िांच और अनुमोिन के जलए संबंजधत मॉडलों, जिस पर कोई भी
अनुमोदित दकट लगाया िाना ह,ै म ें एलपीिी दकट के रेरोदफटमेंट के जलए एक लेआउट प् लान उपलब् ध कराएंगे। दकट का
रीरोदफटमेंट इस प्रकार के अनमु ोदित लेआउट प्लान के आधार पर ही होगा। परीिण एिजें सयों को जविे् रूप स े उन
मॉडलों और उनके वेररएंट्स, जिन पर प्रमाण पत्र मान्द्य होगा, को सुजचत करना आवश् यक होगा।
(iii) उप जनयम 7 के पश् चात ् जनम्नजलजखत जनयम को अंत:स्ट् थाजपत दकया िाएगा, अथागत्:

G.S.R. 47(E).—The following draft of certain rules further to amend the Central Motor Vehicles Rules,
1989, which the Central Government proposes to make in exercise of the powers conferred by section 110 of the
Motor Vehicles Act, 1988 (59 of 1988), is hereby published as required by sub-section (1) of section 212 of the said
Act for information of all persons likely to be affected thereby; and notice is hereby given that the said draft rules shall
be taken into consideration after the expiry of thirty days from the date on which the copies of this notification as
published in the Official Gazette, are made available to the public;
2. The objections or suggestions which may be received from any person with respect to the said draft rules before
the expiry of the period aforesaid will be considered by the Central Government;

DRAFT RULES
1. Short title and commencement - (1) These rules may be called as the Central Motor Vehicles
(……………Amendment) Rules, 2022.
(2) Save as otherwise provided in these rules, they shall come into force on the date of their final publication in the

2. In the Central Motor Vehicles Rules, 1989 (herein after referred as the said rules), In the rule 115-B,
(i) In para A,
(a) In sub rule (II), after the clause (a) (iv), the following clause shall be inserted, namely:-
“(v) For the vehicles manufactured on and after the 1st day of April 2016, the type approval norms as applicable,
subject to minimum of Bharat Stage-IV emission norms for two and three wheeler.”
(b) After Sub rule (II), the following rule shall be inserted, namely:-
“(III) For in-use BS VI gasoline vehicle of categories L, M&N with GVW less than 3.5T:-
(a) For the purpose of granting type approval to the vehicle fitted with a CNG (natural gas) kit, performance tests
shall be carried out as per the table below:

approval and shall be renewed for every three years at a time.
(d) Type approval for vehicles retrofitted/modified for CNG operation shall be given for vehicles of specific make.
Such kit shall be considered fit for retrofitment in any vehicle within a specified range of engine capacity of cc within
a range of ± 7% tolerance for vehicles up to 1500 cc & ± 5% above 1500 cc.
(e) Real world driving cycle emission measurement using PEMS shall be carried out for data collection for three years
from the date of notification for the computation of Conformity factor (CF).
(f) The engine power shall be measured on engine dynamometer as per procedures prescribed in AIS 137 as amended
from time to time. Measured power with CNG shall be within a range of -15% ≤ Power on CNG ≤ +5% w.r.t the
power measured on gasoline.
(g) CNG vehicles or kit components, including their installation, shall conform to the safety checks given in Annexure
IX.
(h) In-service conformity and IUPR requirements to be applicable after 3 years from the date of implementation of
this notification.”
(ii) In para B, After Sub rule (II) the following rule shall be inserted, namely:-
“(III) For conversion by modification of engines of in-use diesel vehicle of categories L, M&N with GVW less than
3.5T:-
(a) For the purpose of granting type approval to the vehicle retrofitted/modified for dedicated CNG operation,
performance tests shall be carried out as per the table below:

“CB. Replacement of In-use BS VI Diesel engine by new CNG engine for vehicle categories L,M&N with GVW
less than 3.5T:- (a)For type approval of in-use BS VI vehicle having diesel engine replaced by new CNG engine, it
shall meet BS VI emission norms as applicable to the category of vehicle in respect of its place of use subject to tests
mentioned in the table given below.

3. In the rule 115-C,
(i) After Sub rule 3(a)(iv), the following rule shall be inserted, namely:-
“(v) For the vehicles manufactured on and after the 1st day of April 2016, the type approval norms as applicable
subject to minimum of Bharat Stage-IV emission norms for two and three wheeler.”
(ii) After Sub rule 4, the following rule shall be inserted, namely:-
“(5) For in-use BS VI gasoline vehicle of categories L,M&N with GVW less than 3.5T:-
(a) For the purpose of granting type approval to the vehicle fitted with a LPG kit, performance tests shall be carried
out as per the table below:

(d) LPG kit shall be type approved for vehicles of specific make. Such kit shall be considered fit for retrofitment in
any vehicle within a specified range of engine capacity of cc within a range of ± 7% for vehicles up to 1500 cc & ±
5% above 1500 cc.
(e) Real world driving cycle emission measurement using PEMS shall be carried out for data collection for three years
from the date of notification for the computation of Conformity factor (CF).
(f) The engine power shall be measured on engine dynamometer as per procedures prescribed in AIS 137 as amended
time to time. Measured power with LPG shall be within a range of -15% ≤ Power on CNG ≤ +5% w.r.t. the power

(g) LPG vehicles or kit components, including their installation, shall conform to the safety checks given in the
Annexure IX.
(h) In-service conformity and IUPR requirements to be applicable after 3 years from the date of implementation of this
notification.”
(i) The kit manufacturers/ suppliers shall provide a layout plan for retrofitment of LPG kit in the respective models on
which any approved kit is to be installed, to the test agency for vetting and approval. The retrofitment of kit shall be
on the basis of such type approved layout plan only. Testing agencies will be required to indicate specifically the

(iii) After Sub rule 7, the following rule shall be inserted, namely:-
“(7A) Replacement of In-use BS VI Diesel engine by new LPG engine for vehicle categories L,M&N with GVW
less than 3.5T:- (a) For type approval of in-use BS VI vehicle having diesel engine replaced by new LPG engine,it
shall meet BS VI emission norms as applicable to the category of vehicle in respect of its place of use, subject to tests
mentioned in the table given below:
