Need for timely lifting of Custom Milled Rice (CMR) pending in
Balangir and Subarnapur districts in Odisha by Food
Corporation of India (FCI).-laid
SHRIMATI SANGEETA KUMARI SINGH DEO (BOLANGIR): I
wish to raise a matter of urgent public importance regarding the
non-lifting of Custom Milled Rice (CMR) by the Food Corporation of
India (FCI) in Balangir and Subarnapur districts of western Odisha.
Substantial quantities of CMR remain pending for lifting in these
districts. From the last Rabi season (2024?25) and the current
Kharif season (2025?26), a total of 64.71 lakh quintals of CMR
remains pending with FCI in Balangir and Subarnapur combined.
FCI has not issued any lifting schedule for Balangir and
Subarnapur, while it has agreed to lift rice from Sambalpur and
Bargarh districts. Due to continued non-lifting, storage capacity in
rice mills has been exhausted, forcing several mills to suspend
operations. This has adversely affected mill workers, transporters
and daily wage labourers, severely impacting the agro-based rural
economy of both districts. I urge the Union Government to
immediately intervene, direct FCI to clear the pending stocks, issue
a district-wise lifting programme, and prevent further economic
hardship to farmers and millers in the region.
