## Report on the National Highways Authority of India Recruitment, Seniority and Promotion Amendment Regulations, 2021 **1. Executive Summary:** This report analyzes the National Highways Authority of India (NHAI) Recruitment, Seniority and Promotion Amendment Regulations, 2021, as published in the Gazette of India on November 12, 2021. This amendment modifies the existing NHAI Recruitment, Seniority and Promotion Regulations, 1996, specifically regarding the recruitment process for the position of Deputy Manager. The core purpose of this amendment is to outline revised recruitment methods, including direct recruitment and deputation, with specific criteria for age, educational qualifications, and experience. Key findings include detailed specifications for direct recruitment channels (recruiting agency or UPSC) and deputation from the Central Engineering Service Road wing of the Ministry of Road Transport and Highways. **2. Introduction:** This report aims to provide an informative overview of the National Highways Authority of India Recruitment, Seniority and Promotion Amendment Regulations, 2021, based solely on the provided government policy text. It will analyze the changes introduced by this amendment and their potential impact on recruitment procedures within NHAI. **3. Policy Overview:** * This is an amendment to the National Highways Authority of India Recruitment, Seniority and Promotion Regulations, 1996. * **Core Objective(s):** The core objective of the amendment, as inferred from the text, is to modify the recruitment, seniority and promotion regulations for the position of Deputy Manager within NHAI. Specifically, it aims to define the recruitment methods, eligibility criteria, and procedures for filling this position. **4. Background and Rationale:** The amendment likely addresses a need to refine and update the recruitment process for Deputy Managers within NHAI. The specific reason for the changes seems to be to introduce clearer guidelines and potentially expand the pool of qualified candidates by incorporating both direct recruitment through recruiting agencies/UPSC and deputation from relevant government services. This could be driven by a need to address specific skill gaps or streamline the hiring process. **5. Key Provisions / Changes:** The amendment focuses on changes related to the recruitment of Deputy Managers. The key changes introduced are: * **Specific Part of Original Policy Changed:** The amendment modifies the recruitment methods and qualifications for the "Deputy Manager" position. The original policy document itself is not available here for comparison so a specific clause that is being changed cannot be identified.. * **New Rule/Provision:** The new regulations outline two methods of recruitment for the Deputy Manager position: * **Direct Recruitment:** * Through a recruiting agency as decided by the Government. * Through the UPSC's Engineering Service Examination interview. * Candidates must possess a Degree in Civil Engineering from a recognized University/Institute. * Age limit is not exceeding 30 years. * Open advertisement, written tests, and interviews will be conducted, with applicable reservation criteria as per GOI rules. * Probation period of one year. * **Deputation:** * From officers of the Central Engineering Service Road of the Ministry of Road Transport & Highways holding the post of Assistant Executive Engineer (Civil) on a regular basis. * Initial deputation period of 03 years, extendable for 02 years with Chairman, NHAI approval. * Further extension up to 10 years requires approval from the Ministry of Road Transport and Highways, subject to satisfactory performance. * **Difference/Effect of Change:** This amendment broadens the recruitment avenues for Deputy Managers. By including both direct recruitment channels and deputation, NHAI can potentially attract a wider range of qualified individuals. The explicit detailing of eligibility criteria and procedures adds clarity and structure to the recruitment process. **6. Target Audience and Stakeholders:** The primary target audience and stakeholders affected by this amendment are: * Potential applicants for the Deputy Manager position within NHAI, both through direct recruitment and deputation. * The NHAI recruitment department and hiring managers. * The recruiting agency and UPSC. * Officers of the Central Engineering Service Road of the Ministry of Road Transport and Highways. * The Ministry of Road Transport and Highways. **7. Implementation Aspects (Inferred):** * **Responsible Agency/Bodies:** The National Highways Authority of India (NHAI) is the primary responsible body for implementing these regulations. The Ministry of Road Transport and Highways also plays a role in approving extended deputation periods. A recruiting agency will be involved in the direct recruitment process. The UPSC will also be involved through its Engineering Service Examination. * **Timelines/Procedures:** The regulations came into force on the date of their publication in the Official Gazette (November 12, 2021). The amendment specifies a probation period of one year for directly recruited Deputy Managers. Deputation periods are initially for 3 years, with possible extensions. * **Implementation aspects specific to the changes:** * NHAI needs to establish processes for both direct recruitment pathways (Recruiting Agency and UPSC) and for managing deputation applications. * NHAI will need to assess satisfactory performance of those on deputation in order to justify extensions of service. **8. Expected Outcomes / Impact of Changes:** The likely intended outcomes of these changes are: * A more streamlined and efficient recruitment process for Deputy Managers. * Access to a broader pool of qualified candidates through diverse recruitment channels. * Improved clarity and transparency in the recruitment process. * Potential for attracting experienced officers from the Central Engineering Service Road through deputation. * Ensuring that the Deputy Manager positions are filled with qualified personnel who can contribute to the efficient management and development of national highways. * The amendment appears to provide more avenues for recruitment, allowing for a larger and more diverse pool of potential candidates for Deputy Manager. **9. Conclusion:** The National Highways Authority of India Recruitment, Seniority and Promotion Amendment Regulations, 2021, represent a significant update to the recruitment process for the Deputy Manager position. By introducing clear guidelines for direct recruitment and deputation, the amendment aims to improve the efficiency and effectiveness of NHAI's hiring practices. The changes have the potential to positively impact NHAI's ability to attract and retain qualified professionals, ultimately contributing to the development and maintenance of India's national highways infrastructure.
