Ministry of Finance NLMC Concludes Three-City Investor Outreach Programme for RINL Land E-Auction Investor Meets in Visakhapatnam, Vijayawada and Hyderabad witness participation from prospective buyers ahead of October e-auction

(DPE), Ministry of Finance, Government of India, has successfully concluded a three-city Investor Outreach Programme for the upcoming e-auction of 459 land parcels of Rashtriya Ispat Nigam Limited

(RINL), the corporate entity of Visakhapatnam Steel Plant.

As part of the programme, Investor Meets were organised in Visakhapatnam on September 23, Vijayawada on September 24 and Hyderabad on September 25, 2026. The programme was undertaken to provide prospective buyers, investors, developers and other stakeholders with detailed information about the land portfolio and the e-auction process ahead of the scheduled auction in October.

The Investor Meet in Visakhapatnam witnessed participation from more than 150 prospective buyers and other stakeholders in person, while more than 50 additional participants joined the programme through video conferencing. A number of participants joining virtually were NRIs and prospective buyers based outside India. Their queries regarding the properties, eligibility, auction process and other aspects of the transaction were also addressed by the officials during the interaction.

The subsequent Investor Meets in Vijayawada and Hyderabad saw participation of approximately 50–60 people each, including prospective buyers and stakeholders seeking information about the properties and the auction process.

The interactions across the three cities covered the location and characteristics of the land parcels, plot sizes, applicable terms and conditions, eligibility requirements, registration procedure, Earnest Money Deposit (EMD), bidding process and other aspects relevant to participation in the e-auction.During the Investor Meets, Executive Director, NLMC, Shri Pradeep Kumar; General Manager, NLMC, Shri Sunil Sahu; and General Manager (HR), RINL, Shri Binay Prasad, addressed queries from prospective buyers and other interested stakeholders regarding the properties, auction process and related procedures. Questions raised by participants joining through video conferencing, including NRIs and prospective buyers based outside India, were also addressed during the Visakhapatnam interaction.

459 Land Parcels Across Established Locations of Visakhapatnam The RINL land portfolio being offered through e-auction comprises 459 land parcels aggregating 93,572.21 square yards, located at HB Colony, Maddilapalem and Auto Nagar, Gajuwaka, Visakhapatnam.

The individual plot sizes range from approximately 128.94 square yards to 2,728 square yards.

The portfolio comprises 456 residential plots at HB Colony, covering approximately 87,949.77 square yards, and three plots at Auto Nagar, Gajuwaka, aggregating approximately 5,622.44 square yards.

The HB Colony portfolio is located in an established residential area of Visakhapatnam, with access to existing road and civic infrastructure. The Auto Nagar parcels are situated in an established commercial and industrial area.

At Auto Nagar, the portfolio includes a 2,728-square-yard contiguous parcel in Block 2, as well as two residential plots in Block 3 aggregating approximately 2,894.44 square yards.

Quikr India Pvt. Ltd. (QIPL) has been appointed as the Transaction Consultant for the e-auction process.

E-Auction to be Conducted in Two Sessions The e-auction will be conducted through the RailTel E-Nivida e-Procurement Platform in two sessions.

Day 1 will be held on October 12, 2026, comprising 243 plots, with the auction scheduled from 11:00 AM to 7:00 PM. The last date for registration and submission of EMD for Day 1 is October 8, 2026, up to 5:00 PM.

Day 2 will be held on October 16, 2026, comprising 216 plots, with the auction scheduled from 11:00 AM to 7:00 PM. The last date for registration and submission of EMD for Day 2 is October 14, 2026, up to 5:00 PM. The Earnest Money Deposit (EMD) is ₹2 lakh per auction.

The meetings in Visakhapatnam, Vijayawada and Hyderabad enabled us to engage directly with prospective buyers and provide them with detailed information on the land portfolio, the transaction process and the applicable terms and conditions. The participation across the three cities, including virtual participation from NRIs and prospective buyers based outside India, provided an opportunity to address queries from a wider pool of interested participants. NLMC remains committed to facilitating a transparent and structured mechanism for the monetisation of non-core assets of Central Public Sector Enterprises.”Following the completion of the three-city Investor Outreach Programme, QIPL, the Transaction Consultant, along with the RINL team, will remain stationed at the project venue on a daily basis until the auction to assist prospective buyers and address queries relating to the land parcels and the e-auction process.

The teams will facilitate access to relevant project information and provide clarifications to interested participants regarding the properties, auction procedure, registration requirements, EMD and other applicable terms and conditions.

The October e-auction represents the next stage in the structured process for monetisation of RINL’s identified non-core land assets. The outreach programme has provided prospective buyers and stakeholders across the region, as well as participants joining virtually from outside India, an opportunity to familiarise themselves with the portfolio and the auction mechanism well in advance of the bidding dates.
