**Executive Summary**
This notification issued by the Delhi Medical Council on May 15, 2026, clarifies the registration requirements for allopathic medical practitioners intending to practice in the NCT of Delhi. It removes the mandatory requirement to submit a No Objection Certificate (NOC) for doctors already registered with other recognized medical councils in India. Future registrations will be processed based on the applicant's self-declaration in the online application form.
**Key Points / Main Content**
**Regulatory Review**
* The Delhi Medical Council (DMC) examined the provisions of the Delhi Medical Council Act, 1997, and the Delhi Medical Council Rules, 2003.
* The review specifically focused on the necessity of obtaining an NOC for registration with the DMC.
**Eligibility Criteria for NOC Exemption**
* The exemption applies to medical practitioners who possess recognized medical qualifications as specified in the First, Second, or Third Schedule to the Indian Medical Council Act, 1956.
* Practitioners must be already registered with a State Medical Council (SMC), the National Medical Register (NMR), or any other National Register recognized by the Government of India.
**Revised Registration Process**
* Applicants seeking registration under the Delhi Medical Council Act, 1997, will be considered on the basis of a self-declaration provided in the online application form.
* There is no longer a legal provision mandating the submission of an NOC from previous medical councils for eligible practitioners.
* No additional undertakings or approvals are required to be submitted to the DMC.
**Impact Analysis**
**Allopathic Medical Practitioners**
**Impact**
Practitioners registered in other states or national registers face fewer administrative hurdles when moving to practice in Delhi. The removal of the NOC requirement simplifies the transition and reduces the time required for registration.
**Action Required**
Applicants must ensure they provide an accurate self-declaration regarding their current registration and qualifications within the online DMC application form.
**Delhi Medical Council (DMC)**
**Impact**
The Council's registration department is now required to process applications based on self-declarations rather than verified NOCs from other councils. This streamlines internal administrative procedures.
**Action Required**
The Council must align its online application systems and vetting procedures to accept self-declarations and cease the requirement for additional undertakings or external approvals.
