L.-33004/99 सी.जी.-डी.एल.-अ.-26102021-230729 xxxGIDHxxx CG-DL-E-26102021-230729 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (ii) PART II—Section 3—Sub-section (ii) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 4111] नई दिल्ली, मगं लिार, अक्त बू र 26, 2021/कार्तकि 4, 1943 No. 4111] NEW DELHI, TUESDAY, OCTOBER 26, 2021/KARTIKA 4, 1943 मत्सस्ट्यपालन,पिपु ालन और डेयरी मत्रं ालय (मत्सस्ट्यपालन जिभाग) अजधसचू ना नई दिल्ली, 21 अक्तूबर, 2021 का.आ. 4466(अ).—सेिाओं या फायिा या सहाजयदकयों के पररिान के जलए एक पहचान िस्ट्तािेि के रूप म ें आधार का उपयोग सरकारी पररिान प्रदियाओं का सरलीकरण करता ह,ै पारिर्ििता और िक्षता लाता ह ै और फायिाग्राजहयों को सुजिधािनक और जनबािध रीजत म ें उनकी हकिाररयों को सीधे प्राप्त करन े म ें समर् ि बनाता ह ै और दकसी व्यजक्त की पहचान को साजबत करने के जलए जिजभन्न िस्ट्तािेि प्रस्ट्तुत करन े की आिश्यकता को समाप्त करता ह।ै और मत्सस्ट्यपालन जिभाग, मत्सस्ट्यपालन, पिुपालन और डेयरी मंत्रालय (जिसे इसम ें इसके पश्चात जिभाग कहा गया ह)ै , भारत सरकार प्रधानमत्रं ी मत्सस्ट्य सपं िा योिना की केन्द्रीय रूप स े प्रायोजित योिना (जिन्द्ह ें इसम ें इसके पश्चात स्ट्कीम कहा गया ह)ै का प्रिासन कर रहा ह।ै यह स्ट्कीम संबंजधत जिभाग द्वारा ििे के राज्य सरकारों और सघं राज्य क्षत्रे प्रिासनों में लागू की िाती ह।ै और स्ट्कीम के अधीन, जित्तीय सजससडी(जिसे इसम ें इसके पश्चात फायिा कहा गया ह)ै म ें अन्द्य बातों के सार्-सार् मौिूिा स्ट्कीम के दििाजनिेिों के अनुसार स्ट्कीम के जिजभन्न घटकों और उप-घटकों के अन्द्तगति मछुआरों, मछली दकसानों, मछली कामगारों, मछली जििेताओं, प्रत्सयेक उद्यजमयों (जिसम ें इसम ें इसके पश्चात जहताजधकारी कहा गया ह ै ) को केन्द्रीय सहायता िी िाती ह।ै और स्ट्कीम म ेंभारत की संजचत जनजध उपगत स ेहोने िाला आिती व्यय सजममजलत ह:ै 6195 GI/2021 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] अतः अब, केन्द्रीय सरकार आधार (जित्तीय और अन्द्य सहाजयदकयों, प्रसुजिधाओं और सेिाओं का लजययत पररिान) अजधजनयम, 2016 (2016 का 18) (जिसे इसम ें इसके पश्चात उक्त अजधजनयम कहा गया ह)ै , की धारा 7 के उपबंधों के अनुसरण म ेंजनम्नजलजखत अजधसूजचत करती ह,ै अर्ाति ः- (1) यदि कोई व्यजक्त स्ट्कीम के अन्द्तगित फायिा प्राप्त करन े का इच्छुक ह ैतो एतिद्व् ारा उससे अपेक्षा की िाती ह ैदक िह अपन े आधार संख्या या चालू आधार प्रमाणन का सबूत प्रस्ट्तुत करे। (2) स्ट्कीम के अधीन प्रसुजिधा लेन े के इच्छुक प्रत्सयेक ऐसा व्यजक्त िो आधार संख्या नहीं रखता ह ै या जिसने आधार के जलए अभी तक नामांकन नहीं दकया ह,ै उसे आधार नामांकन के जलए आिेिन करना होगा, परंतु िह उक्त अजधजनयम की धारा 3 के उपबंधों के अनुसार आधार प्राप्त करने के हकिार ह ैं और ऐस े व्यजक्त आधार नामांकन के जलए दकसी भी आधार नामांकन केंर (केंर की सूची यू.आई.डी.ए.आई. की िेबसाइट www.uidai.gov.in पर उपलसध ह)ै का िौरा कर सकेंगे। (3) आधार (नामांकन और अद्यतन) जिजनयम, 2016 के जिजनयम 12 के अनुसार राज्य सरकारों और संघ राज्य क्षत्रे प्रिासन म ें संबंजधत जिभाग िो स्ट्कीम के कायािन्द्ियन के जलए उत्तरिायी ह,ै फायिाग्राजहयों के जलए िो अभी आधार हते ु नामांदकत नहीं हुए ह,ैं उनके आधार नामांकन सुजिधाओं की व्यिस्ट्र्ा करना अपेजक्षत ह ै और यदि संबंजधत सलॉक या तालुका या तहसील म ें आधार नामांकन केन्द्र जस्ट्र्त नहीं हो तो कायािन्द्ियन अजभकरण रजिस्ट्रारों के सहयोग स े या स्ट्ितः रजिस्ट्रार बनते हुए सुजिधािनक स्ट्र्ान पर नामांकन सुजिधाएं उपलसध कराएगाः परंतु स्ट्कीम के अधीन दकसी व्यजक्त को आधार सौंप दिए िान े तक ऐस े व्यजक्त को जनम्नजलजखत िस्ट्तािेिों को प्रस्ट्तुत करन े की िति पर प्रसुजिधा िी िाएगी, अर्ाितः- (क) यदि िह नामांदकत हो गया हो, उसके पास आधार नामांकन प्रमाणीकरण की पची होः और (ख) जनम्नजलजखत िस्ट्तािेिों म ेंस े कोई एक हो, अर्ाित:् - i. फोटो के सार् बैंक या पोस्ट्ट ऑदफस की पासबुक; या ii. मतिाता पहचान पत्र; या iii. स्ट्र्ायी खाता संख्या (पैन) काड;ि या iv. पासपोट;ि या v. मोटर िाहन अजधजनयम; 1988 (1988 का 59) के अधीन अनज्ञु ापन प्राजधकारी द्वारा िारी चालन अनुज्ञजत; या vi. रािन काड;ि या vii. दकसान िेजडट काड;ि या viii. महात्समा गांधी राष्ट्रीय ग्रामीण रोिगार गारन्द्टी योिना (मनरेगा) िॉब काड;ि या ix. दकसी रािपजत्रत अजधकारी या दकसी तहसीलिार या दकसी कायािलय के आजधकाररक िीर्पि त्र पर िारी दकसी ऐस े व्यजक्त का फोटो सजहत पहचान प्रमाणपत्र; या x. जिभाग द्वारा जिजनर्िष्टि कोई अन्द्य िस्ट्तािेिः परंत ु यह और दक उपयक्तुि िस्ट्तािेि को इस उद्देश्य के जलए राज्य सरकारों और संघ राज्य क्षत्रे प्रिासन म ें संबंजधत जिभाग द्वारा नामजनर्िष्टि एक अजधकारी द्वारा िांचा िाएगा। 2. स्ट्कीम के अधीन फायिाग्राजहयों को प्रसुजिधा प्रिान करने के जलए, राज्य सरकारों और सघं राज्य क्षत्रे प्रिासन म ें संबंजधत जिभाग, यह सुजनजश्चत करने के जलए सभी अपेजक्षत व्यिस्ट्र्ाएं करेगा जिससे स्ट्कीम के अधीन आधार की अपेक्षाओं के प्रजत फायिाग्राजहयों को िागरूक बनान े के जलए मीजडया के माध्यम स े व्यापक प्रचार दकया िाएगा। 3. उन सभी मामलों म,ें िहां आधार अजधप्रमाणन फायिाग्राजहयों के खराब बायोमैररक्स के कारण या दकसी अन्द्य कारण स ेअसफल रहता ह,ै िहां जनम्नजलजखत उपचारात्समक तंत्र अपनाया िाएगा, अर्ाितः- (क) खराब अंगलु ीछाप गुणित्ता के मामले म,ें अजधप्रमाणन के जलए आईररस स्ट्कैन या चेहरा अजधप्रमाणन सुजिधा अपनाई िाएगी, जिससे राज्य सरकारों और संघ राज्य क्षत्रे प्रिासन म ें संबंजधत जिभाग, आईररस स्ट्कैनस ि या चेहरा[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 अजधप्रमाणन के सार् अगं ुलीछाप अजधप्रमाणन के जलए प्रािधान करेगा जिससे जनबािध रीजत स े प्रसुजिधा प्राप्त हो सकेः (ख) अंगलु ीछाप के माध्यम स े बायोमैररक्स अजधप्रमाणन या आई.आर.आई. एस. या चेहरा अजधप्रमाणन के सफल न होने की ििा म ें िहााँ कहीं साध्य और ग्राह्य हो, िहा ं यर्ाजस्ट्र्जत, सीजमत समय िैधता िाले आधार िन टाइम पासिडि (ओ.टी.पी.) या समय आधाररत िन टाइम पासिडि द्वारा अजधप्रमाणन प्रिान दकया िाएगा; (ग) अन्द्य सभी मामलों म ें िहां अंगलु ीछाप के माध्यम स े बायोमैररक्स अजधप्रमाणन या आधार िन टाइम पासिड ि या टाइम-आधाररत िन-टाइम िासिडि अजधप्रमाणन संभि नहीं ह ै िहा ं स्ट्कीम के अधीन प्रसजु िधाओं को भौजतक आधार पत्र के आधार पर दिए िा सकते ह,ैं जिनकी अजधप्रमाजणकता आधार पत्र पर मुदरत कोड स े त्सिररत प्रजतदिया (क्यआू र) के माध्यम स े सत्सयाजपत की िा सकती ह ै और त्सिररत प्रजतदिया कोड रीडर का आिश्यक प्रबंध राज्य सरकारों और संघ राज्य क्षत्रे प्रिासन म ें संबंजधत जिभाग द्वारा सुजिधािनक स्ट्र्ान पर उपलसध कराया िाएगा: 4. यह सुजनजश्चत करने के जलए दक स्ट्कीम के अधीन कोई भी फायिाग्राही अपन े िये प्रसुजिधाओं स े िंजचत नहीं ह,ै राज्य सरकारों और संघ राज्य क्षत्रे प्रिासन म ें संबंजधत जिभाग प्रत्सयक्ष लाभ हस्ट्तांतरण जमिन, मंजत्रमंडल सजचिालय, भारत सरकार के दिनांक 19 दिसमबर, 2017 के कायािलय ज्ञापन संख्या डी 26011/04/2017-डीबीटी (https://dbtbharat.gov.in) म ें जिजनर्िष्टि अपिाि संचालन दियाजिजध का पालन करेगा। 5. यह अजधसूचना रािपत्र में इसके प्रकािन की तारीख स े सभी राज्यों और संघ राज्य क्षत्रे प्रिासन म ेंप्रिृत्त होगी। [फा.सं. ि-े 117012/25/2020-मा.] सागर मेहरा, संयुक्त सजचि MINISTRY OF FISHERIES, ANIMAL HUSBANDRY AND DAIRYING (Department of Fisheries) NOTIFICATION New Delhi, the 21st October, 2021 S.O. 4466(E).—Whereas, the use of Aadhaar as identity document for delivery of services or benefits or subsidies simplifies the Government delivery processes, brings in transparency and efficiency, and enables beneficiaries to get their entitlements directly to them in a convenient and seamless manner and Aadhaar obviates the need for producing multiple documents to prove one’s identity; And, whereas, the Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying (hereinafter referred to as the Department) in the Government of India is administering a Centrally Sponsored Scheme of Pradhan Mantri Matsya Sampada Yojana (hereinafter referred to as the Scheme) which is implemented by the concerned Department in the State Governments and Union territory Administrations across the country; And whereas, under the scheme, financial subsidy (hereinafter referred to as the benefits), is given inter-alia, to the fishers, fish farmers, fish workers, fish vendors, and individual entrepreneurs (hereinafter together referred to as the beneficiaries), towards central assistance under different components & sub- components of the scheme as per the extant scheme guidelines; And whereas, the Scheme involves recurring expenditure incurred from the Consolidated Fund of India; Now, therefore, in pursuance of section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (hereinafter referred to as the said Act), the Central Government hereby notifies the following, namely:-4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] 1. (1) Any individual desirous of availing benefits under the Scheme is hereby required to furnish proof of possession of Aadhaar number or undergo Aadhaar authentication. (2) Any individual desirous of availing benefits under the Scheme, who does not possess the Aadhaar number or, has not yet enrolled for Aadhaar, shall have to apply for Aadhaar enrolment provided he or she is entitled to obtain Aadhaar as per section 3 of the said Act and such individuals may visit any Aadhaar enrolment centre [list available at Unique Identification Authority of Indiawebsite www.uidai.gov.in to get enrolled for Aadhaar. (3) As per the regulation 12 of Aadhaar (Enrolment and Update) Regulations, 2016, the concerned Department in the State Governments and Union territory Administrations, which is responsible for implementation of the Scheme, is required to offer Aadhaar enrolment facilities for the beneficiaries who are not yet enrolled for Aadhaar and in case there is no Aadhaar enrolment centre located in the respective Block or Taluka or Tehsil, the implementing agency shall provide enrolment facilities at convenient locations in coordination with the Registrars or by becoming Registrar itself: Provided that till the time Aadhaar is assigned to the individual, benefit under the Scheme shall be given to such individuals, subject to the production of the following documents, namely:- (a) if he/she has enrolled, his/her Aadhaar enrolment identification slip; and (b) Any one of the following documents, namely:- (i) Bank Passbook or Post Office Passbook with photo; or (ii) Voter Identification Card; or (iii) Permanent Account Number (PAN) Card; or (iv) Passport; or (v) Driving License issued by Licensing Authority under the Motor Vehicles Act, 1988 (59 of 1988); or (vi) Ration Card; or (vii) Kisan Credit Card; or (viii) Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) Job Card; or (ix) Certificate of identity having photo of such person issued by a Gazetted Officer or a Tehsildar on an official letter head; or (x) Any other document as specified by the Department: Provided further that the above documents shall be checked by an officer designated by the concerned Department in the State Governments and Union Territory Administrations for that purpose. 2. In order to provide benefits to the beneficiaries under the Scheme conveniently, the concerned Department in the State Governments and Union Territory Administrations shall make all the required arrangements to ensure wide publicity through media shall be given to the beneficiaries to make them aware of the requirement of Aadhaar under the Scheme. 3. In all cases where Aadhaar authentication fails due to poor biometrics of the beneficiaries or due to any other reason, the following remedial mechanisms shall be adopted, namely:- (a) in case of poor fingerprint quality, iris scan or face authentication facility shall be adopted for authentication, thereby the concerned Department in the State Governments and Union Territory[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 5 Administrations shall make provisions for iris scanners or face authentication along with fingerprint authentication for delivery of benefit in seamless manner. (b) in case the biometric authentication through fingerprints or iris scan or face authentication is not successful, wherever feasible and admissible, authentication by Aadhaar one-time password or time-based one time password with limited time validity, as the case may be, shall be offered. (c) in all other cases where biometric or one time password or time-basedone-time password authentication is not possible, benefits under the Scheme may be given on the basis of physical Aadhaar letter whose authenticity can be verified through the Quick Response code printed on the Aadhaar letter and the necessary arrangement of Quick Response code reader shall be provided at the convenient locations by the concerned Department in the State Governments and Union Territory Administrations. 4. In order to ensure that no bona-fide beneficiary under the Scheme is deprived of his due benefits, the concerned Department in the State Governments and Union territory Administrations shall follow the exception handling mechanism as specified in the Office Memorandum no. D-26011/04/2017-DBT, dated the 19th December 2017 of Direct Benefit Transfer Mission, Cabinet Secretariat, Government of India (available on https://dbtbharat.gov.in/). 5.
