L.-33004/99 सी.जी.-डी.एल.-अ.-26122025-268835 CG-DLxx-xEG-I2D6H1x2x2x0 25-268835 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (i) PART II—Section 3—Sub-section (i) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 837] नई ददल्ली, िुिवार, ददसम्ब र 26, 2025/पौष 5, 1947 No. 837] NEW DELHI, FRIDAY, DECEMBER 26, 2025/PAUSHA 5, 1947 ससं दीय काय य मत्रं ालय अजधसचू ना नई ददल्ली, 19 ददसम् बर, 2025 सा.का.जन. 923(अ).— चूंदक पहचान स्ट्थाजपत करन ेके जलए आधार संख्या का इस्ट्तेमाल करने स ेलोगों को सजससडी, लाभ और सेवाए ं सरल एव ं जनबायध रूप म ें जमल िाती ह,ैं पहचान स्ट्थाजपत करन े के जलए कई तरह के दस्ट्तावेिों की िरूरत नहीं पड़ती, प्रदिया आसान हो िाती ह ैतथा पारदर्ितय ा और दक्षता म ें वृजि होती ह|ै और चूंदक इलेक्ट्रॉजनकी एव ं सूचना प्रौद्योजगकी मंत्रालय, भारत सरकार ने भारतीय जवजिष्ट पहचान प्राजधकरण (यूआईडीएआई) स े परामि य के उपरांत अपने पत्र eF.No.22(7)/2025-Cyberlaws ददनांक 2 ददसंबर, 2025 के माध्यम स े संसदीय काय य मंत्रालय (एतद्पश्चात् उक्त मंत्रालय के रूप म ेंसंदर्भयत), भारत सरकार (एतद्पश्चात ् उक्त सरकार के रूप म ें संदर्भयत) के अतं गतय लोक सभा सजचवालय को, सुिासन के जलए आधार अजधप्रमाणन (समाि कल्याण, नवाचार, ज्ञान) जनयम, 2020 (एतद्पश्चात् उक्त जनयम के रूप म ें संदर्भयत) के जनयम 3 के उप-जनयम (1) के अंतगतय जनधायररत प्रयोिनों के जलए अनुमजत दी थी दक उक्त सरकार को अजधप्रमाजणत करने और आधार संख्या धारक की पहचान स्ट्थाजपत करन े हते ु अजधप्रमाणन के दौरान आधार संख्या का उपयोग करने तथा आधार (जवत्तीय और अन्य सहाजयदकयों, लाभों और सेवाओं का लजययत पररदान) अजधजनयम, 2016 (एतद्पश्चात ् उक्त अजधजनयम के रूप म ें संदर्भयत) की धारा 4 की उपधारा (4) के खंड (ख) के उपखंड (ii) के साथ परित उक्त जनयमों के जनयम 5 के तहत उसको अजधसूजचत करन े की अनुमजत दी िाए| 8718 GI/2025 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] और चूंदक लोक सभा सजचवालय द्वारा सम्पूणय जडजिटल संसद (SDS) पोटयल पर पंिीकरण हते ु तथा उक्त जनयमों के जनयम 3 के उप-जनयम (1) म ें यथा जनधायररत संलग्न सेवाओं (एतद्पश्चात ् उक्त प्रयोिन के रूप म ें संदर्भयत) के उपभोग के जलए उपयोगकतायओं की पहचान स्ट्थाजपत करने हते ुआधार प्रमाणीकरण स्ट्वैजछिक आधार पर दकया िाएगा तथा उक्त प्रयोिन हते ु आधार प्रमाणीकरण का जनष्पादन स्ट्वैजछिक आधार पर होगा तथा सम्पूण यजडजिटल संसद (SDS) पररयोिना के अंतगयत, लोक सभा सजचवालय (जिसे आगे “उपयोग-प्रकरण” कहा गया ह)ै सुिासन सुजनजश्चत करने हते ु जडजिटल प्लेटफॉमों के उपयोग के जलए आधार प्रमाणीकरण करेगा। अत: अब, अजधजनयम की धारा 4 की उपधारा (4) के खण्ड (ख) के अप-खण्ड (ii) के साथ परित उक्त जनयमों के जनयम 5 के अनुसरण म ें उक्त मत्रं ालय एतदद्वारा जनम्नजलजखत अजधसूजचत करता ह,ै अथायत्:– 1. (1) लोक सभा सजचवालय, िसै ा दक अजधजनयम म ें उपबंजधत ह,ै इसम ें प्रमाणीकरण के प्रयोिन के जलए आधार संख्या धारक की सहमजत प्राप्त करेगा | (2) उक्त जनयमो के जनयम 3 के उप-जनयम (2) के अनुसार, आधार प्रमाणीकरण पणू यत: स्ट्वजै छिक ह,ै लोक सभा सजचवालय आधार संख्या धारक को पहचान के वैकजल्पक एव ंव्यवहाय य साधनों की िानकारी देगा तथा आधार प्रमाणीकरण स े मना करन े या उसे कराने म ेंअसमथय होन े की जस्ट्थजत म,ें दकसी भी सेवा स े इन्कार नहीं करेगा, अथातय ् :–– सवे ाओं की सचू ी: (क) सदस्ट्य सेवाए ँ एवं हकदारी • सदस्ट्य सेवाए ं (आई. टी. , टी. ए./ एवं जचदकत्सा दावा), वेतन पत्रक एव ं अजिम, पिें न प्रसस्ट्ं करण, आवास सेवाए|ँ (ख) स्ट् वास्ट् ् य एव ं कल्याण • सांसदों, कमयचाररयों एव ं आजितों के सीिीएचएस काडों को ललंक करना, जचदकत्सा दावा| (ग) पहचान एव ं प्रवेि प्रबंधन • आजधकाररक दस्ट्तावेिों के जडजिटल हस्ट्ताक्षर हते ु ई-हस्ट्ताक्षर सेवा, पहचान एव ं प्रविे सेवा | (घ) प्रिासजनक एवं कार्मयक सेवाए ँ • कमयचारी जनयुजक्त, सेवा अजभलखे ललंककंग, संपदा सेवाए,ँ एचआरएमएस एव ंप्रजिक्षण| (ङ) उपजस्ट्थजत एवं प्रवेि जनयंत्रण • कमयचाररयों एव ं सांसदों के जलए उपजस्ट्थजत, सदन सत्र, आगंतुक पास सत्यापन। (च) जवत्तीय एव ं अनुपालन • पीएफएमएस एकीकरण सेवा एव ं भुगतान गेटव े सेवा| 2. यह अजधसूचना रािपत्र म ेंप्रकािन की तारीख से प्रभावी होगी| [फा. स.ं 15/6/2025-लेखा और िय] मुकेि कुमार, उप सजचव[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 MINISTRY OF PARLIAMENTARY AFFAIRS NOTIFICATION New Delhi, the 19th December, 2025 G.S.R. 923(E).— Whereas the use of Aadhaar number to establish identity enables individuals to receive subsidies, benefits and services in a convenient and seamless manner, obviates the need for multiplicity of documents to establish identity, simplifies processes and promotes transparency and efficiency: And whereas the Ministry of Electronics and Information Technology, Government of India, after consultation with the Unique Identification Authority of India (UIDAI), had allowed vide its letter eF.No.22(7)/2025-Cyberlaws dated 2nd December, 2025 to the Lok Sabha Secretariat under Ministry of Parliamentary Affairs (hereinafter referred to as the said Ministry), Government of India ( hereinafter referred to as the said Government) for the purposes prescribed under sub-rule (1) of rule 3 of the Aadhaar Authentication for Good Governance (Social Welfare, Innovation, Knowledge) Rules, 2020 (hereinafter referred to as the said rules) that the said Government may be allowed to perform authentication and be permitted the use of Aadhaar number during authentication for establishing identity of Aadhaar number holder and notify the same under rule 5 of the said rules read with sub-clause (ii) of clause (b) of sub-section (4) of section 4 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (hereinafter referred to as the Act). And whereas, the Aadhaar authentication shall be performed for Aadhaar authentication, on a voluntary basis, by Lok Sabha Secretariat, to establish the identity of users for registration in Sampurna Digital Sansad (SDS) portal and for availing of the services as annexed, (hereinafter referred to as the said purpose) as prescribed under sub-rule (1) of rule 3 of the said rules and the performance of Aadhaar authentication for the said purpose shall be on voluntary basis and that the Lok Sabha Secretariat shall perform the Aadhaar authentication only for Usage of digital platforms to ensure good governance under Sampurna Digital Sansad (SDS) Project [hereinafter referred to as the use case(s)]. Now, therefore, in pursuance of rule 5 of the said rules read with sub-clause (ii) of clause (b) of sub-section (4) of section 4 of the Act, the said Ministry hereby notifies the following, namely:–– 1. (1) Lok Sabha Secretariat, as provided in the Act, shall obtain the consent of the Aadhaar number holder for the purpose of authentication herein. (2) As per sub-rule (2) of rule 3 of the said rules, Aadhaar authentication is on voluntary basis, the Lok Sabha Secretariat shall inform to the Aadhaar number holder of alternate and viable means of identification and shall not deny any service to the Aadhaar number holder for refusing to, or being unable to, undergo Aadhaar authentication, namely:– List of Services: (a) Member Services & Entitlements • Member services (IT, TA/DA and Medical claims), payroll and advances, pension processing, accommodation services. (b) Health & Welfare • Linking of CGHS cards of MPs, staff and dependents, medical claim. (c) Identity & Access Management • eSign service for digital signing of official documents, Identity and access service (d) Administrative & Staff Services • Staff onboarding, service record linking, estate services, HRMS and training (e) Attendance & Access Control • Attendance for staff and MPs, House sessions, verification for visitor passes. (f) Financial & Compliance • PFMS integration service and payment gateway service. 2. This notification shall come into effect from the date of its publication in the official Gazette. [F.
