(1) स्ट्कीम के अधीन फायिा प्राप्त करने के इच्छुक व्यजक्त को आधार संख्या होने का प्रमाण प्रस्ट्तुत करने या आधार अजधप्रमाणन से गुिरने की अपेक्षाहोगी। (2) स्ट्कीम के अधीन फायिा प्राप्त करने के इच्छुक दकसी भी व्यजक्त से, जिसके पास आधार संख्या नहीं ह ै या अभी तक आधार के जलए नामांदकत नहीं है, माता-जपता या अजभभािकों (बालक फायिाग्राही की ििा में) की सहमजत के अधीन रहते हुए आधार नामांकन के जलए आिेिन करने की अपेक्षा की िाएगी, परंतु िह स्ट्कीम के जलए उक्त अजधजनयम की धारा 3 के अनुसार आधार प्राप्त करने का हकिार हो और ऐसे बालक, आधार के जलए नामांदकत कराने के जलए दकसी भी आधार नामांकन केंर (भारतीय जिजिि पहचान प्राजधकरण की िेबसाइट www.uidai.gov.in पर उपलब्ध सूची) पर िाएं। (3) आधार (नामांकन और अद्यतन) जिजनयम, 2016 के जिजनयम 12 के अनुसार, जिभाग को अपने कायािन्ियन अजभकरण के माध्यम से उन फायिाग्राजहयों के जलए आधार नामांकन सुजिधाएं प्रिान करना अपेजक्षतह ै िो अभी तक आधार के जलए नामांदकत नहीं ह ैं और यदि संबंजधत ब्लॉक या तालुका या तहसील में कोई आधार नामांकन केंर जस्ट्र्त नहीं ह,ै जिभाग अपने कायािन्ियन अजभकरण के माध्यम से यूआईडीएआई के जिद्यमान रजिस्ट्रार के समन्िय से या स्ट्ियं यूआईडीएआई रजिस्ट्रार बनकर सुजिधािनक स्ट्र्ानों पर आधार नामांकन सुजिधाएं प्रिान करेगा: परंत ु दक िब तक व्यजि को आधार नहीं दिया िाता है, तब तक स्ट्कीम के अधीन फायिा ऐसे व्यजक्तयों को दिया िाएगा, िो जनम्नजलजखत िस्ट्तािेिों के प्रस्ट्तुजतकरण के अधीन हैं, अर्ाित्:- 1. अठारह िर्ि से छोटे बालकों के जलए- (क) (i) यदि फायिाग्राही को पांच िर्ि की आयु के पश्चात् (बायोमेररक संग्रह के सार्) नामांदकत दकया गया र्ा, तो उसकी आधार नामांकन पहचान पची, या बायो-मैररक अपडेट पहचान पची, या; (ii) फायिाग्राही द्वारा आधार नामांकन के जलए दकए गए अनुरोध की एक प्रजत; और (ख) फायिाग्राही के जनम्नजलजखत पहचान िस्ट्तािेिों में से कोई एक, अर्ाित्: (i) समुजचत प्राजधकारी द्वारा िारी िन्म प्रमाण –पत्र या िन्म का अजभलेख; या (ii) माता-जपता के नाम िाले स्ट्कूल के प्रधानाचायि द्वारा समयक् रूप से हस्ट्ताक्षररत स्ट्कूल पहचान पत्र; और (ग) स्ट्कीम के मागििििक जसद्ांतों के जिस्ट्तार के अनुसार माता-जपता या जिजधक संरक्षक के सार् फायिाग्राही के संबंध के प्रमाण के रूप में जनम्नजलजखत िस्ट्तािेिों में से कोई एक: (i) समुजचत प्राजधकारी द्वारा िारी िन्म प्रमाण –पत्र या िन्म का अजभलेख; या (ii) रािन काडि, या (iii) भूतपूिि सैजनक अंििायी स्ट्िास्ट््य स्ट्कीम काडि; या कमिचारी राज्य बीमा जनगम (ईएसआईसी) काडि; या केंरीय सरकार स्ट्िास्ट््य स्ट्कीम काडि; या (iv) पेंिन काडि, या (v) सेना कैंटीन काडि; या (vi) कोई भी सरकारी पररिार पात्रता काडि; या (vii) मंत्रालय द्वारा जिजनर्ििि कोई अन्य िस्ट्तािेि:[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 II. अठारह िर्ि से बडे फायिाग्राजहयों के जलए- (क) यदि िह नामांदकत ह,ै तो उसकी आधार नामांकन पहचान पची; और (ख) जनम्नजलजखत में से कोई एक िस्ट्तािेि, अर्ाित्:- (i) फोटो के सार् बैंक या डाकघर पासबुक; या (ii) स्ट्र्ायी खाता संख्या (पेन) काडि; या (iii) पासपोटि; या (iv) रािन काडि; या (v) मतिाता पहचान पत्र; या (vi) मनरेगा काडि; या (vii) दकसान फोटोपास बुक; या (viii) मोटरयान अजधजनयम, 1988(1988 का 59) के अधीन अनुज्ञजप्त प्राजधकारी द्वारा िारी चालन अनुज्ञजप्त; या (ix) रािपजत्रत अजधकारी या तहसीलिार द्वारा िासकीय लेटरहडै पर िारी दकया गया ऐसे व्यजक्त का फोटो सजहत पहचान प्रमाण-पत्र; या (x) कोई अन्य िस्ट्तािेि, िो जिभाग द्वारा जिजनर्ििि दकया िाए: परंतु यह और दक उपरोक्त िस्ट्तािेिों की िांच उस प्रयोिन के जलए जिभाग द्वारा जििेर् रूप से पिाजभजहत दकसी अजधकारी द्वारा की िा सकेगी । 2. स्ट्कीम के अधीन फायिाग्राजहयों को आसानी से फायिा प्रिान करने के जलए, जिभाग अपने कायािन्ियन अजभकरण के माध्यम से यह सुजनजश्चत करने के जलए सभी अपेजक्षतव्यिस्ट्र्ाएं करेगा दक फायिाग्राजहयों को आधार की स्ट्कीम के अधीन अपेक्षा के बारे में िागरूक करने के जलए मीजडया के माध्यम से व्यापक प्रचार दकया िाएगा। 3. िहां फायिाग्राजहयों के खराब बायोमेररक्स के कारण या दकसी अन्य कारण से आधार अजधप्रमाणन जिफल हो िाता है, जनम्नजलजखत उपचारात्मक तंत्र को अपनाया िाएगा, अर्ाित्: (क) खराब उंगजलयों के जनिान गणु ित्ता के मामल े में, अजधप्रमाणन के जलए आईररस स्ट्कैन या चेहरा अजधप्रमाणन सुजिधा को अपनाया िाएगा, और जिभाग अपन े कायािन्ियन अजभकरण के माध्यम स े आईररस स्ट्कैनर या चेहरा अजधप्रमाणन के सार्-सार् उंगजलयों के जनिान अजधप्रमाणन के जलए उपबंध करेगा जिससे जनबािध रूप से फायिा दिया िा सके। (ख) उंगजलयों के जनिान या आईररस स्ट्कैन या चेहरे के अजधप्रमाणन के माध्यम से बायोमेररक अजधप्रमाणन सफल नहीं होने की जस्ट्र्जत म,ें िहा ं भी संभि हो, यर्ाजस्ट्र्जत, आधार िन टाइम पासिडि या टाइम-आधाररत िन-टाइम पासिडि द्वारा सीजमत समय िैधता के सार् अजधप्रमाणन, प्रस्ट्ताजित दकया िाएगा; (ग) अन्य सभी मामलों में िहां बायोमेररक या आधार िन टाइम पासिडि या टाइम-बेस्ट्ड िन-टाइम पासिड ि अजधअजधप्रमाणन संभि नहीं ह,ै स्ट्कीम के अधीन भौजतक आधार पत्र के आधार पर फायिा दिया िा सकता है, जिसकी अजधप्रमाजणकता आधार पत्र पर मुदरत त्िररत प्रजतदिया कोड के माध्यम से सत्याजपत की िा सकती ह ै और त्िररत प्रजतदिया कोड रीडर की आिश्यक व्यिस्ट्र्ा जिभाग द्वारा अपन े दियान्ियन अजभकरण के माध्यम स े सुजिधािनक स्ट्र्ानों पर उपलब्ध करायी िायेगी। 4. यहां ऊपर अन्तर्ििि की गई दकसी भी बात के होते हुए, दकसी भी बालक को स्ट्कीम के अधीन फायिे से िंजचत नहीं दकया िाएगा, यदि िह अजधप्रमाणन करिाकर अपनी पहचान स्ट्र्ाजपत करने में जिफल रहता है, या आधार संख्या होने का सबूत प्रस्ट्तुत करता ह,ै या ऐसे बालक के मामले में, जिसे नामांकन के जलए एक आिेिन प्रस्ट्तुत करते समय आधार संख्या नहीं की गई ह ै उसे पैरा 1 के उप- पैरा (3) के परंतुक के खंड (ख) और (ग) में यर्ाउजल्लजखत अन्य िस्ट्तािेिों के आधार पर उसकी पहचान का सत्यापन करके फायिा दिया िाएगा और िहां ऐसे अन्य िस्ट्तािेिों के आधार पर फायिा दिया िाता ह,ै िहां एक अलग रजिस्ट्टर इसे अजभजलजखत करने के जलए अनुरजक्षत दकया िाएगा, जिसका काजलक रूप से पुनर्ििलोकन और संपरीक्षण मंत्रालय के अपने कायािन्ियन अजभकरण के माध्यम से दकया िाएगा।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] 5. यह सुजनजश्चत करने के िम में दक इस स्ट्कीम के अधीन कोई िास्ट्तजिक फायिाग्राही (बालक से जभन्न) अपने समयक् फायिे से िंजचत न हो िाए, जिभाग अपने दियान्ियन के अजभकरण के माध्यम से मंजत्रमंडल सजचिालय, भारत सरकार के सीधा फायिा अंतरण जमिन के कायािलय ज्ञापन सं. डी-26011/04/2017-डीबीटी, तारीख 19 दिसंबर, 2017 (https://dbtbharat.gov.in/ पर उपलब्ध) यर्ा जिजनर्ििि अपिाि हर्ालन तंत्र का अनुसरण करेगा । 6. यह अजधसूचना सभी राज्यों और संघ राज्यक्षेत्रों में रािपत्र में इसके प्रकािन की तारीख से प्रभािी होगी। [फा.सं. 14017/5/2023-डीबीटी] राजधका चििती, संयक्ु त सजचि MINISTRY OF SOCIAL JUSTICE AND EMPOWERMENT (Department of Social Justice and Empowerment) NOTIFICATION New Delhi, the 17th October, 2023 S.O. 4564(E).—Whereas, the use of Aadhaar as an identity document for delivery of services or benefits or subsidies simplifies the Government delivery processes, brings in transparency and efficiency, and enables beneficiaries to get their entitlements directly to them in a convenient and seamless manner and Aadhaar obviates the need for producing multiple documents to prove one’s identity; And whereas, the Department of Social Justice and Empowerment (hereinafter referred to as the Department) in the Ministry of Social Justice and Empowerment, Government of India, is administering the Central Sector Scheme of Top Class Education in College for OBC, EBC and DNT Students (PM YASASVI) (hereinafter referred to as the Scheme) with an objective of the scheme is to recognize and promote quality education amongst students belonging OBC, EBC and Denotified Tribes Categories by providing full financial support. The scheme covers Other Backward Classes/Economically Backward Classes/Denotified Tribal students for pursuing studies beyond Class XIIth which is being implemented through National Scholarship Portal (hereinafter referred to as the implementing Agency) And whereas, under the Scheme, Scholarship (hereinafter referred to as the 'benefit) is given to the Other Backward Classes, Economically Backward and Denotified Tribal Students (hereinafter referred to as the beneficiaries) by the implementing Agency as per the Scheme and extant guidelines issued thereunder ; And whereas, the implementation of the Scheme involves recurring expenditure incurred from the Consolidated Fund of India; Now, therefore, in pursuance of section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (hereinafter referred to as the said Act), the Central Government hereby notifies the following, namely:- 1. (1) an individual eligible for receiving the benefits under the Scheme shall hereby be required to furnish proof of possession of the Aadhaar number or undergo Aadhaar authentication. (2) any individual desirous of availing the benefit under the Scheme, who does not possess the Aadhaar number or, has not yet enrolled for Aadhaar, shall be required to make application for Aadhaar enrolment subject to the consent of his parents or guardians (in case of child beneficiaries), provided he is entitled to obtain Aadhaar as per Section 3 of the said Act, and such children shall visit any Aadhaar enrolment centre (list available at the Unique Identification Authority of India (UIDAI) website www.uidai.gov.in to get enrolled for Aadhaar. (3) As per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the Department through its Implementing Agency, is required to offer Aadhaar enrolment facilities for the beneficiaries who are not yet enrolled for Aadhaar and in case there is no Aadhaar enrolment centre located in the respective Block or Taluka or Tehsil, the Department through its Implementing Agency shall provide Aadhaar enrolment facilities at convenient locations in coordination with the existing Registrars of UIDAI or by becoming a UIDAI Registrar themselves: Provided that till the time Aadhaar is assigned to the individual, benefit under the Scheme shall be given to such individuals, subject to the production of the following documents, namely :– 1. For children below eighteen years old[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 5 (a) (i) if the beneficiary was enrolled after the age of five years (with biometrics collection), his Aadhaar Enrolment Identification slip, or of bio-metric update identification slip, or, (ii) a copy of the request made for Aadhaar enrolment by the beneficiary: and (b) any one of the following identity documents of the beneficiary, namely:- (i) Birth Certificate or Record of birth issued by the appropriate authority; or (ii) School identity card, duly signed by the Principal of the school containing parents name and (c) any one of the following documents as proof of relationship of the beneficiary with the parent or legal guardian as per the extant Scheme guidelines, namely:- (i) Birth Certificate or Record of birth issued by the appropriate authority or (ii) Ration Card, or (iii) Ex-Servicemen Contributory Health Scheme Card, or Employees’ State Insurance Corporation Card or Central Government Health Scheme Card; or (iv) Pension Card, or (v) Army Canteen Card, or (vi) any Government Family Entitlement Card, or (vii) any other document as specified by the Ministry II. For beneficiaries above eighteen years old (a) if he has enrolled, his Aadhaar Enrolment Identification slip; and (b) any one of the following documents, namely :- (i) Bank or Post office Passbook with Photo; or (ii) Permanent Account Number (PAN) Card; or (iii) Passport; or (iv) Ration Card; or (v) Voter Identity Card; or (vi) MGNREGA card; or (vii) Kisan Photo passbook; or (viii) Driving license issued by the Licensing Authority under the Motor Vehicles Act, 1988 (59 of 1988); or (ix) Certificate of identity having photo of such person issued by a Gazetted Officer or a Tehsildar on an official letter head; or (x) any other document as specified by the Department: Provided further that the above documents may be checked by an officer specifically designated by the Department for that purpose. 2. In order to provide benefits to the beneficiaries under the Scheme conveniently, the Department through its Implementing Agency shall make all the required arrangements to ensure that wide publicity through the media shall be given to the beneficiaries to make them aware of the requirement of Aadhaar under the Scheme. 3. Where Aadhaar authentication fails due to poor biometrics of the beneficiaries or due to any other reason, the following remedial mechanisms shall be adopted, namely:- (a) in case of poor fingerprint quality, iris scan or face authentication facility shall be adopted for authentication, and the Department through its Implementing Agency shall make provisions for iris scanners or face authentication along with finger-print authentication for delivery of benefits in seamless manner; (b) in case the biometric authentication through fingerprints or iris scan or face authentication is not successful, wherever feasible and admissible authentication by Aadhaar One Time Password or Time- based One-Time Password with limited time validity, as the case may be, shall be offered;6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] (c) in all other cases where biometric or Aadhaar One Time Password or Time-based One-Time Password authentication is not possible, benefits under the Scheme may be given on the basis of physical Aadhaar letter whose authenticity can be verified through the Quick Response (QR) code printed on the Aadhaar letter and the necessary arrangement of QR code reader shall be provided at the convenient locations by the Department through its Implementing Agency. 4. Notwithstanding anything contained herein above no child shall be denied benefit under the Scheme in case of failure to establish his identity by undergoing authentication, or furnishing proof of possession of Aadhaar number or in the case of a child to whom no Aadhaar number has been assigned producing an application for enrolment, the benefit shall be given to him by verifying his identity on the basis of other documents as mentioned in sub clauses (b) and (c) of Clause (1) of the proviso of sub paragraph (3) of paragraph 1 and where benefit is given on the basis of such other documents, a separate register shall be maintained to record the same which shall be reviewed and audited periodically by the Ministry through the implementing Agency. 5. In order to ensure that no bona fide beneficiary (other than children) under the Scheme is deprived of his due benefits, the Department through its Implementing Agency shall follow the exception handling mechanism as specified in the Office Memorandum of Direct Benefit Transfer Mission, Cabinet Secretariat, Government of India no. D-26011/04/2017-DBT, dated the 19th December 2017 (available on https://dbtbharat.gov.in/). 6.
